ANNAPOLIS, MD (April 18, 2011) – TODAY, Governor Martin O’Malley will join Delegate Maggie McIntosh, Chair of the House Environmental Matters Committee, Senator Paul Pinsky and Delegate Steve Lafferty, lead sponsors of this year’s septics legislation in the Senate and House of Delegates, and others to sign an Executive Order establishing the framework to examine the extent to which septic tanks on major developments pollute the Chesapeake Bay and its tributaries. The Executive Order, which will create a task force to study the issue, will inform next year’s effort to ban new, major developments from relying on polluting septic systems.
The General Assembly considered the Sustainable Growth and Agricultural Preservation Act of 2011 (SB 846 and HB 1107), ultimately concluding that more time was needed to study the issue. Today’s Executive Order will establish the framework of that study.

O'Malley doesn't need to study anything. He only needs to take a tour of Ann. Arundel County. I lived off of the Magothy River where high tides would put the septic tanks of waterfront properties under water. There is no intent to correct any pollution problems but there is intent to continue cherry picking the Eastern Shore Counties for revenue and personal profit of those on the Western Shore. You only need to look at the $156K O'Malley has allocated the entire Eastern Shore from the proceeds of the new alcohol taxes. He is actually DECREASING the distribution of taxes locally on the back of giving 31% of the local allocation of slots proceeds to Baltimore City.
Prior to July 2011, a 6% sales tax was levied on alcohol and some of that was distributed locally. After July, it becomes an alcohol tax of 10%. The sum distribution of local tax revenue of the existing 6% plus the additional 4% only equals $156K? I think the Shore has been "had".

He's got HIGHER ambitions and trying to drum up support in the more populated areas. Biden is out and O'Malley has dreams of being the Prez one day!
