Dropping charges against defendants represented by campaign donors
Annapolis, MD-An in depth review of Frank Kratovil's record as State's Attorney unveils a recurring and disturbing trend: Frank Kratovil's Congressional Campaign accepted thousands of dollars in donations from trial lawyers while he was prosecuting their criminal clientèle.
This revelation comes in addition to dropping 15 of 17 counts against Robert Wayne Dwyer for child sex offenses and 12 of 14 burglary charges against Donna Ann Jones.
Campaign Manager Chris Meekins added: "Kratovil's solicitation of criminal defense attorneys with cases he is prosecuting is disgraceful. And for Frank Kratovil to drop or reduce charges and then take thousands in campaign money from the lawyer he cut a deal with raises serious questions about his integrity. Mr Kratovil owes the voters an explanation."
In total, trial lawyers-representing drug dealers, sex offenders, burglars and other criminals--have given over $200,000 to Frank Kratovil for Congress.
Below are examples of Kratovil taking donations from lawyers who have cases in Queen Anne's County:
Trial Lawyer: Peter O'Neill, Esq.
Donations to Kratovil for Congress: 7/19/07-$500, 1/5/08-$1,000, 1/5/08-$1,000 (Wife, Wendy O'Neill), 3/27/08-$250, hosted a house part in the spring of 2008 that raised over $10,000 (Federal Election Government).
Rap Sheet: -Represented Lisa Birchfield on 9/15/08 (Case #5M16245) and all felony drug charges dropped. *Currently represents Justin Clifford Lee in a possession of drugs with intent to distribute.
Trial Lawyer: Jane Canter
Donations to Kratovil for Congress: 8/1/07-$750, 10/27/07-$750, 3/24/08-$500 (FEC.GOV).
Rap Sheet: -Represented Eric Snyder (Case #17K07006791) who pled guilty to one count of distribution of a controlled substance, but four separate drug charges were dropped.
Trial Lawyer: Joel Katz
Donations to Kratovil for Congress: 3/25/08-$250, *Frequent contributor to Frank Kratovil for State's Attorney races. (Federal Election Commission)
Rap Sheet: -Represented Ted Frederick (Case #17K08006846) who pled guilty to one count of theft greater than $500 and 14 additional charges were dropped.
Trial Lawyer: Louis Martucci
Donations to Kratovil for Congress: 9/13/07-$500 (Federal Election Commission)
Rap Sheet: -Represented Rico Hawkins (Case #17K0700697) who pled guilty to one count of intent to distribute and Kratovil dropped a felony gun charge was dropped.

I probably spent more time in a court room than he has, "RIGHT IS RIGHT AND WRONG IS WRONG" you dont need a law degree to know that. Trust me i know where the fringes of liable are.
The O'Malley administration and his attorney review board will not touch this. It is so obvious how the Dems protect each other. If Kratovil was a republican and engaged in this behavior his career would be over. How sad it is that nothing is ever done to punish this type of behavior.
These two are just the tip of the iceberg. I'm told that witnesses are lining up and a grand jury will decide. Expect this by Jan. 31st.
