Let me guess, rental boat

15 people on board. Yes, obviously a rental. They were probably all looking at a dolphin on one side.
It takes a lot to flip a pontoon boat.
Thank God there are more good Samaritans on the water than on the roads.

From the picture I saw it looked like they were in the inlet heading for the ocean. I'm not a boater but a pontoon in the ocean doesn't sound like a good thing.

15 people on a pontoon boat? That explains everything. They were over capacity for that boat and should have never been allowed to leave the dock.

There were 15 on this pontoon that was fitted for 16 people. So they were in the limits. The inlet is not a good place for a pontoon!, too choppy most of the time and other boats move quickly and leave large wakes! Really hard to flip a pontoon, must of been a group of errors!
