A Viewer Writes: "public safety" officer

Today I saw something a little concerning (with instances of fake police officers) - at 8am in front of Staples in N. Salisbury was a white sport edition Ford F250 with back window tinted with monochrome American flag, black rims, with covert white led chaser lights in back window, back taillights and in front grill of truck. On back were cheesy vinyl letters that said "public safety" in Comic Sans front. Then on the front quarter panel awkwardly places were the same letters this time in lime green (the ones on back were a dark color, maybe blue). There were regular Maryland plates on it, not local/county/state government.

Well this truck had it's lights on and was stopped in the right lane of traffic behind a red truck. It almost caused a couple accidents with people trying to get around them in rush hour traffic. After getting through the traffic backup, and getting up to Lowe's, the red truck pulls away, and the "public safety" truck pulls into traffic and turns off it's lights. The red truck didn't seemed broken down, it didn't seem to be working on anything, it was just stopped.

So I tried slowing down enough to get a picture of the rear plate (as I didn't see a front plate) and the truck seemed to know what I was doing and pulled into the right turn ramp onto the bypass at the last minute, as I tried to get behind him, he quickly sped up and switched into the regular 13 business lanes and headed south as I continued to the 50 West exit.

The whole thing just seemed out of place, why was their no city/county logo anywhere on vehicle or anything to identify what municipality this "public safety" truck belongs to? I don't know of any town locally that has a "public safety officer" or department. Perhaps Ocean City? But this truck continued south through Salisbury.

We have been told that if we have a question as to the legitimacy of a vehicle attempting to stop us,continue on to the nearest police station.That simply will not work if we're too far away from a police station of any kind,or if we are in strange territory and we have no idea where the nearest police station is.Questionable police vehicles are simply an unavoidable problem that we have no choice BUT to deal with.Their anonymity is a must to maintain a safe community.

An identical vehicle was parked in front of ACME at around 11am this morning in the fire lane. They were at the customer service desk when I entered. They carry weapons. When leaving one was walking to the back of ACME and walking with the Baltimore shuffle very unprofessional. They had an ID around their neck with a white baggy pullover shirt. Their actions I feel endangers the Public. I assume this unprofessional dress was in an attempt to hide their weapon on their right hip. Are they Police certified? They need to be investigated by MSP. I will not enter ACME again with this type of person walking around the store. I have my own protection with me at all times and I am certified. Why do they not display a front MD tag like the rest of the Public. They stop me and they better be aware that I know they have no authority and will be charged for imitating a Police Officer.

Saw one on Wednesday driving on South 13 near 50 Business. Thought it was an F150 though with "Public Safety" lettering in green in both locations that you mention. Also not govt tags. And the answer is?

Look at David Cox from the Salisbury Fire Department who was arrested by the Wicomico County Sheriff's Office. David Wayne Cox had an unmarked silver Crown Vic which was a retired police car with lights and siren. He was wanted in Delaware and other counties for using his car to pull over women.

When David Cox was pulled over by a Wicomico County Sheriff's Deputy for speeding, the vehicle was on an automatic flag for suspicion of some serious charges. David Cox said to the Wicomico County Deputy that he was a Dorchester County Sherrif's Office Deputy, which he wasn't and produced a badge, so he was arrested for impersonating a police officer. He was impersonating LEO when he was stalking female drivers in Sussex County Delaware and was wanted on suspicion.

When David Cox was arrested and a search was done of his car and they found had additional police equipment which included handcuffs, a mini Maryland State Police badge and a Maryland State Police ball cap. A search warrant was executed at Cox’s residence in Dorchester County and more items were recovered which included a firearm, Maryland State Police patch, Maryland State Police Tie Tack and Maryland State Police stickers. He also had numerous other badges including a U.S. Marshal's badge.

After about a year from his arrest David See Retired and Rick Hoppes became the acting fire chief, the first time. Then Hoppes and John Tull, newly appointed fire chief, rehired David Cox. They they gave him the authority as an acting Lieutenant then fully promoted him to Lieutenant. That's right, Hoppes and John Tull promoted this known criminal to a Lieutenant. This guy has the authority to enter your home and condemn it if he wishes. He can also steal from you. He is an incident commander which gives him the authority to make life or death decisions pertaining to your future.

The City of Salisbury and its Fire Department is one screwed up place.

Do you mean "impersonating a police officer?" Who is going to charge them? It can't be you because you don't even know the official charge.

Salisbury Firefighter Arrested For Impersonating A Police Officer

Incident: Impersonating a Police Officer
Date of Incident: 13 July 2008
Location: Sharptown Road at Cross Road, Mardela Springs, MD
Suspect: David Wayne Cox, 27, Eldorado, MD

Narrative: On 13 July 2008, a deputy of the Wicomico County Sheriff’s Office stopped vehicle operated by David Wayne Cox for speeding on Sharptown Road in the Mardela Springs area. When Cox was stopped, he was operating a 1999 Ford Crown Victoria, gray in color, equipped with emergency lights, siren, antennae, and other equipment commonly found in police vehicles. As the deputy approached Cox, he displayed a gold badge to the deputy identifying himself as a Dorchester County Deputy Sheriff.

Upon further investigation by the deputy, it was determined that Cox was not a Dorchester County Sheriff’s Deputy, instead he was found to be a member of the volunteer fire police program in Dorchester County. On 16 July 2008, Cox was arrested by members of the Wicomico County Sheriff’s Office and his vehicle was impounded at the Sheriff’s Office. It was later discovered that Cox had additional police equipment in his vehicle which included handcuffs, a mini Maryland State Police badge and a Maryland State Police ball cap. A search warrant was executed at Cox’s residence in Dorchester County and more items were recovered which included a firearm, Maryland State Police patch, Maryland State Police Tie Tack and Maryland State Police stickers.

Cox was taken to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken before the District Court Commissioner. After an initial appearance, Cox was released on personal recognizance.

The Wicomico County Sheriff’s Office will be holding a Press Conference relating to this case at 1100 AM on 17 July 2008 at the Wicomico County Sheriff’s Office. Anyone with information about this case or the activities of Cox in relation to him impersonating a Police Officer is asked to contact the Wicomico County Sheriff’s office. David Cox Was Loaded With Illegal Material

As you can clearly see, the materials collected both in his vehicle and at his home showed this guy just isn't mentally right. Considering he was NOT a Police Officer, having this material around isn't going to help his cause in Court.

Sheriff Lewis was showing Chief See the Badge Cox was sporting around with. I heard through the Grapevine that Cox is already claiming he knows of 30 other people who have them, NOT! If I were Cox I'd start shutting my mouth and say nothing to anyone. Then again, he could make every one's job easier by continuing to make the States Attorney's Office job that much easier.

This is a follow up on the arrest of Salisbury Firefighter David Wayne Cox for impersonating a police officer. David Cox was rehired to the Salisbury Fire Department then acting fire chief Rick Hoppes and acting deputy fire chief John Tull and clearly looking at this case with the weapons, badges, guns, handcuffs etc. this guy is a mental case. Not only was this guy re-instated he was rewarded with back pay and has been rewarded with premium Overtime Compensation. Get this! He had been reward with the position of acting lieutenant and now he has been promoted to full Lieutenant by John Tull. This guy has security clearance to patient information and employee information. This guy gets to make decisions, good or bad, on a persons life. This is the type of person that should not be representing the City of Salisbury or the Salisbury Fire Department. The blame goes to Jim Ireton, Rick Hoppes, John Tull and Jake Day. Why Jake Day you ask? Because Jake Day was quick to support the Confirmation of Rick Hoppes as the Fire Chief when he got elected to the City Council. Jake Day certainly knew about the corruption in the Salisbury Fire Department and with Rick Hoppes and John Tull. Since then Jake Day was sworn in as Mayor of the City of Salisbury on Monday, November 16, 2015. Coincidentally this swearing in was held at the new Salisbury Fire station on Cypress Street. And to top it all off Jake Day knew of all this corruption and still appointed John Tull to continue to lead the Salisbury Fire Department as its Fire Chief.

I hope and pray that one day this City and it's citizens wake up and clean this corruption up! Take down the pictures of Mayors Barrie Tilghman, Jim Ireton and Jake Day. I hope they go to the Fire Department and take down the pictures of Fire Chiefs Steve Brezler, David See, Jeff Simpson, Rick Hoppes and John Tull. The City deserves better!

How does a post turn into something else most times (Cox). I thought the subject was reference someone else. I saw the imitating word also but am not so shallow to bust someone's balls over such a minor thing. Some on here feel sooo superior to others. Damn....

they were hollering at people on the side of the road

the white truck is equip with some sort of emergency lights on top the truck and a power light on drivers side

all other descriptions of truck noted by others here are correct
