They are a joke. Dave Shipley just tries to justify his position with waste of time plans that are never followed through on.
You should see Shipley when snow is mentioned anywhere near the shore.
Leading and coordinating agency, say what! 911 center is the only department needed in emergency services. What a waste of money.
