Incident: Assault
Date of Incident: 6 June 2017
Location: 700 block of N. Westover Dr., Salisbury, MD
Suspects:
Lamont A. Birkhead, 27, Salisbury, MD
Martece K. Birkhead, 29, Salisbury, MD
Narrative: On 6 June 2017 at 8:26 AM, a deputy responded to a reported altercation at a residence in the 700 block of N. Westover Drive in Salisbury. Upon arrival, the deputy learned that two brothers, Lamont and Martece Birkhead had engaged in an argument over living arrangements at the residence when it escalated to a fight between them. During the investigation the deputy observed a sign of injury that corroborated the account of the fight.
The deputy placed both brothers under arrest and transported them to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. Following their initial appearances, they were both released on $5,000.00 unsecured bond.
Charges: Assault 2nd Degree 


Incident: Malicious Destruction of Property
Date of Incident: 6 June 2017
Location: 31000 block of Shavox Road, Salisbury, MD
Suspect: Jose Fernando Lisjuan, 38, Salisbury, MD
Narrative: On 6 June 2017 at 3:22 PM, a deputy arrested Jose Lisjuan, following an allegation made that he destroyed his neighbor’s property. According to the complainant in this case, Lisjuan was engaged in verbal threats towards his neighbor when Lisjuan knocked down a section of fencing that separated their properties.
The deputy transported Lisjuan to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Lisjuan on Personal Recognizance.
Charges: Malicious Destruction of Property 


Incident: Possession of CDS
Date of Incident: 9 June 2017
Location: Jersey Road, Salisbury, MD
Suspect: Joshua Hunter Steinacker, 27, Westover, MD
Narrative: On 9 June 2017 at 11:29 AM, a deputy stopped a vehicle operated by Joshua Steinacker for speeding on Jersey Road. During the encounter, the deputy observed signs of activity that prompted a drug K9 scan of Steinacker’s vehicle. Following a positive alert, the deputy searched the vehicle and located what was identified as heroin along with syringes.
The deputy placed Steinacker under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Steinacker on Personal Recognizance.
Charges: Possession of Heroin and Possession of Drug Paraphernalia 


Incident: Possession of CDS
Date of Incident: 10 June 2017
Location: 1200 block of Nanticoke Road, Salisbury, MD
Suspect: Holly Louise Keen, 40, Salisbury, MD
Narrative: On 10 June 2017 at 11:29 AM, a deputy stopped a vehicle operated by Holly Keen for erratic driving. Based on the deputy’s observations of Keen, the deputy requested for a K9 scan of the vehicle. Following a positive alert, the deputy searched Keen’s vehicle and seized syringes and heroin.
The deputy placed Keen under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Keen in the Detention Center pending a bond review.
Charges: Possession of Heroin and Possession of Drug Paraphernalia

Love the time tested tactics of the k9 positive id... the same animal that chases it's tail, eats it's poop and can be trained to sit in another language... this needs to be investigated. Until that dog can speak English and say " why yes I do detect drugs in this here vehicle. " "and no it's not because you have baited me with promises of a you to play with related you that scent." Until that dog can testify in court it's bull. Too much swing on the side of a cop who especially in wicomico county have lower morals then most

let out on own recognizance and so it's obvious there were no drugs found.

She had to pay court costs and left the court room. No drugs found. Told you so. Why don't you people just listen and just LEAVE HER ALONE ? She runs around helping people all the time, and people are just so jealous of her that they can't wait to find a way to lie, stalk, abuse her, and try to take advantage of her. Just leave her alone.

Leave her alone?? She is crazy!! Do you have any idea the horrible things she’s done to people? Do you have any idea how many people’s lives she’s ruined? She is a drug addict who belongs behind bars.

The best thing she has ever done is to get rid of that ex husband of hers who fed her drugs and gave her money to control her. I have seen Holly excel since she got rid of the people that were in her life that really do belong behind bars and in rigorous drug treatment.

This is yet another time when salisbury police officers refuse to do their jobs. Everything was dropped in this case and a fine was imposed for a bong found in the car. Go arrest the drug dealers.
