Troopers Arrest Sex Offender after Exposing Himself to Teen

Newark, DE- Delaware State Police have arrested a 59 year New Castle man after he was observed performing an inappropriate sexual act at the Christiana Mall this past weekend.

The investigation began on Monday, February 22, 2016 after troopers made contact with a 14 year old female victim who advised that she had observed a male suspect; later identified as John Dicriscio, 59, of New Castle, expose himself while she was at the Christiana Mall on Sunday, February 23rd. The victim advised that while she was inside of the Barnes and Noble, located at 340 Christiana Mall, Newark, at approximately 3:00 p.m., she realized that she was being followed around the store by a male suspect. The victim eventually went to the second floor of the store and sat down. It was at this point that she observed Dicriscio standing near her and realized that he had his penis exposed and was masturbating. The victim then used her cellular phone to take pictures of Dicriscio, before fleeing from the store.

Through interviews and other investigative means, including reviewing the pictures the victim had taken with her phone, troopers were able to positively identify Dicriscio as the suspect who had exposed himself to the victim. It was also learned that Dicriscio is currently a Tier III registered sex offender.

On Tuesday, February 23, information was received that Dicriscio was again inside of the Barnes and Noble at the mall. Troopers responded to the store and were able to take him into custody without incident.

John Dicriscio was transported to Troop 2, Glasgow, where he was charged with Indecent Exposure 1st Degree and Lewdness. The Delaware State Police Sex Offender Apprehension and Registration Unit (S.O.A.R.) also charged Dicriscio with Being a Sex Offender and Loitering within 500’ of a School, Being a Sex Offender and Residing within 500’ of a School, Failure to Register, Re-Register, or Provide Verification as a Sex Offender, and Making a False Statement to Police. He was arraigned at JP Court 2 and committed to the Howard Young Correctional Institution in default of $10,000.00 secured bail.

Then when he ends up murdering someone all the useless politicians will act like they are outraged when the handwriting been on the wall the whole time. The more crap like this I read the more I hate politicians. They are all about special interest and nothing more. Donald Trump is our only hope!

Look for the prison situation to get worse regardless of who gets elected.Unless I missed it no new prisons have been or are being built,leaving few choices BUT to let freaks like this out.There just doesn't appear to be enough cell space and we already have way over 2 million incarcerated nationwide.And as you said,they never learn.
