Hogan intent on reforming state’s dysfunctional regulatory process

Forty-five years ago, Gov. Marvin Mandel initiated a major restructuring of state government. Over time, duplication of authority and effort had gotten out of hand. The state’s huge, unwieldy bureaucracy had grown to 248 separate agencies and departments. Mandel succeeded in combining them into a total of only 11 departments.

According to Gov. Larry Hogan and his Maryland Business Regulatory Commission, what Mandel was able to accomplish has been slowly but inexorably eroded over the decades, and the time has come to once again do a major overhaul.

We support this important initiative aimed at making the state’s regulatory process more efficient and effective, and customer-service more friendly to both individuals and businesses.

Customer Service is a foreigner term to many State agencies operating locally and in Annapolis. This change is badly needed and I applaud Governor Hogan's efforts to eliminate waste, and force if needed employees to be efficient, accountable, and productive. Many locally have been lax in their job performance and the good ole boys/girls club has run supreme in many agencies. In order to achieve success, these old practices and political favors need to stop and employees as well as management need to report to work on time, stay out of the break rooms and at their desks ready to work at the start of the work day and they need to answer their telephones promptly. Many agencies act like they are allergic to answering the phone and helping callers and this needs to change. No one including management is ever held accountable for their quality, and quantity of work produced and it shows and speaks volumes of the calibre of people working in these agencies.
