He isn't wearing a sign that says "Hello I am a nutcase, don't taze me bro".
They can only judge by the person's actions at that moment; there isn't going to be time to determine "why" he is behaving aggressively.
It's a shame, but this is one reason there used to be asylums for the mentally ill...for their own protection.
Looks like another rodney king type beating. Even if at the beginning force was necessary, once they had him down with several officers, the one guy just kept going. WTF.
