Ocean View Woman Charged with 3rd Offense DUI after Returning to Crime Scene

Ocean View, DE – Troopers have arrested a 58-year-old Ocean View woman for her 3rd offense DUI after she returned to the scene of a car fire she was suspected of setting.

The incident occurred at approximately 11:50 p.m. Saturday November 15, 2014 at the Fraternal Order of Eagles, located at 35083 East Atlantic Avenue (SR26), as troopers were assisting the State Fire Marshall's Office with securing a scene of a car fire that was suspected to be intentionally set.

Doreen K. Bowman, 58 of Ocean View, who was identified through video surveillance as being suspected of the crime, was observed returning the club as she drove into the entrance and was stopped by a trooper securing the scene. After detecting an odor of alcohol, Bowman was asked for her identification and gave a false name. At that time, an Ocean View police officer was able to positively identify her and knew that she had an active warrant out of Troop 4 for Offensive Touching. Bowman was then ordered to exit the vehicle, but instead drove further into the parking lot and then made a U-turn in an attempt to exit the parking lot. She was soon stopped and physically removed from the car and placed in custody.

Doreen Bowman was then transported back to Troop 4 where she was charged with 3rd Offense Driving Under the Influence of Alcohol (two previous convictions: 07/15/12, and 08/16/14), Criminal Impersonation, Resisting Arrest, Failure to Have Insurance in Possession, Failure to Have License in Possession, and Offensive Touching. She was arraigned and JP3 and committed to Delores J. Baylor Women’s Correctional Institution in lieu of $3,351.00 secured bond.

The Offensive Touching charge stemmed from an incident that occurred on October 28, 2014 at a residence on Ashland Drive in Ocean View in which Doreen Bowman grabbed a 58 year old female and threw her to the ground during an altercation.
