Watch The Inner Harbor Water Wheel Pull Trash From The Chesapeake Bay
Baltimore's water wheel, powered by water currents and the sun, permanently sits at the mouth of Jones Falls River in the Inner Harbor.

It may not work in Salisbury because the Jones Falls has a much faster current where Salisbury doesn't. It's worth considering though.
It could be set up on the wicomoico using the homeless walking on a giant wheel to power it or welfare recipients.
Use the money that is being spent by Wicomico Board of Education to purchase one on these to use on the Wicomico River.
