Bob Culver is pushing to do this, but Pollitt and his pal Matt Holloway are blocking it from happening.

Why.. There are no JOBS, and with out jobs thee is no reason for someone to build.

Take it further. How about, "If a business enters a contract to buy/ occupy an existing building/ factory/ warehouse, they will receive a waiver of Excise/ Property tax for a period of five years." That way we can: 1- Bring jobs to Wicomico County; 2- Fill the empty buildings we have, rather than add new ones that sit vacant waiting to be rented. We need SOME INCENTIVE to bring businesses to this non business friendly State/ County/ City!
