Why is it that the guys who had hand guns and resisted arrest had an option for a bond ?

The one guy who smashed the police windshield, Stole a car, Kidnapped a lady and then threatened to kill all involved including law enforcement actually got an option for a Bond ?

Do we really need a person who has so little regard for the law and life to be bonded out and on the street ?
