What kind of emergency is "Natural Cover"? Ten o'clock at night? Vagrant bushes?

My question is this. Since there are so many EMS calls I was wondering if there was an EMS Chief like there is a fire chief? I always hear about the fire chief and the assistant chief but never anything about an EMS chief?

A "Natural Cover" fire is a generalized term used in the forest service that has been adopted by the fire service. It covers trees, grass, brush and woods fires.
