I probably didn't phrase that the best way but I'm hoping the thought gets across.

A rogue is a vagrant person who wanders from place to place. Like a drifter, a rogue is an independent person who rejects conventional rules of society in favor of following their own personal goals and values.

In England, the 1572 Vagabonds Act defined a rogue as a person who has no land, no master, and no legitimate trade or source of income; it included rogues in the class of idle vagrants or vagabonds.

I didn't know LE had their own definitions of words.

Not to mention they completely change the meaning thereof.

MD CRIMINAL LAW § 6-206. BREAKING AND ENTERING MOTOR VEHICLE–ROGUE AND VAGABOND
Prohibited–Possession of burglar’s tool

(a) A person may not possess a burglar’s tool with the intent to use or allow the use of the burglar’s tool in the commission of a crime involving the breaking and entering of a motor vehicle.

Prohibited–Presence in another’s vehicle

(b) A person may not be in or on the motor vehicle of another with the intent to commit theft of the motor vehicle or property that is in the motor vehicle.

Penalty

(c) A person who violates this section is guilty of a misdemeanor, shall be considered a rogue and vagabond, and on conviction is subject to imprisonment not exceeding 3 years.

It says one shall be considered ' a rouge and vagabond', so maybe they didn't change the meaning after all. They just consider someone who breaks into a motor vehicle to be one.

I think you are a little confused maybe or read too many law books and not enough dictionaries.

No it is not. Burglary of a motor vehicle is burglary of a motor vehicle.

Being a rouge and vagabond is someone who has no visible means of support and wanders the countryside.

Think hobo.

Sometimes someone who burglars a motor vehicle is described as a rouge and vagabond.

But that is not the charge of burglarizing a motor vehicle. Rouge and vagabond is a description and a separate charge, if they wish to charge with that.

It's very rare nowadays someone is prosecuted for being a rouge and vagabond.

No it is not. Your reading comprehensions is off.

It says one shall be considered ' a rouge and vagabond',

If you can't understand that ask your mommy or someone to explain it to you.

Or maybe your high school teacher.

When someone stops arguing with you, it doesn't mean you are right.

It means they are tired of the BS and realize some would rather be dead than proven wrong.

They have medicine for that disorder. It might even make you nicer to be around for your friends (if you have any) and family.
