Looks like we could put a pretty good sized dent in the debt by working on this first.
Start with no additional funding for additional kids! That'll reduce the reproductive rate on the multi-generational teat-suckers...since it will no longer be profitable to be pregnant....
Next - instead of giving the money to the teat-suckers directly, give it to businesses that hire them to augment the pay for tasks that the illegals currently do now...it'll cost the taxpayers less.
Since some infrastructure is needed to manage this....you can make some of the government workers earn their gimme-pay by doing means testing on the welfare recipients....limited home equity, limited vehicle equity, 40" Plasma TV immediately disqualifies, tobacco use disqualifies, alcohol use disqualifies, illegal drug use disqualifies, and etc.
I thought years ago they stopped giving additional funds for any kids you had while collecting welfare. I also thought there was a limit to how long you could collect it. When did this change? This has become a lifestyle for some people. I also have to wonder if the figures include all the grandchildren that are being raised by their grandparents or other family members as foster children that we have to pay for.
Military spending isn't a budget item?
Also, make sure to take away all those farm subsidies! that farm welfare is huge!
