OCPD Press Release

On Tuesday, September 27,2011 at approximately 11:54 p.m., I, PFC Kevin Flower (8250) was
dispatched to the Skyline Grill ari.dBar located at 13801 Coastal Highway in reference to an assault that
had just occurred. The Skyline Grill and Bar is located on the eight floor of the Fenwick Inn .
.upon arrival, I met with Lois Ann Cossell (dob:0l/23/83). Cossell is an employee of the Fenwick Inn.
~ossell directed police to the Skyline where the victim, "Joey", would be waiting. I traveled to the
Skyline and met with a male identified by his Maryland Driver's License to be Joseph Sam Saah
(dob: 12/14/85),

Saah told me he had been assaulted by a man with a knife within a half hour of police arrival. Saah
described the suspect as a short, older (50's), white male with brown scruffy hair. Saahindicated the Fisher was registered to room 209. I traveled to room 209
suspect was wearing an orange polo shirt and blue jeans. Saah was smoking a cigarette on the outside
deck of the Skyline when the suspect approached him and displayed a small folding knife. Saah
described the knife blade as being very short, approximately two to three inches in length. The
suspect stood in front of Saah and pressed the knife blade against Saah's throat. The suspect moved
the blade up and down against Saah's skin for several seconds. Saah indicated the suspect stated he
\vas, "Insane" and that he (the suspect) would, "Kill a mother fucker". Saah indicated the suspect was
shaving his neck with the blade. Saah indicated the suspect made a reference to the smoothness of his
neck on the shaven side as apposed to the non shaven side. Saah stated, "I was scared to death" and I
almost pissed myself". Saah pointed to the front left portion of his neck where the knife was held. I
did not note injury to Saah's neck. Saah did not know the suspect and did not know where the suspect
was staying.

I spoke to a another patron of the bar, identified by his North Carolina Driver's License to be Dan
Patrick Duffy (dob:08/30/67). Duffy told me he witnessed the suspect hold the knife to Saah's throat.
Duffy indicated the suspect had been involved in a verbal altercation with an unidentified male prior
to the assault. Duffy believed Saah and the suspect were discussing the previous altercation when the
suspect pulled out a knife and held it to the throat of Saah. Duffy believed the suspect held the knife
to Saah's throat for nearly one minute before releasing him. Duffy indicated he met the suspect
earlier in the day because the suspect was going to get Duffy a job. Duffy indicated he knew the
suspect to be Robert Fisher.

Corporal Caplan Verified with Cossell that
with PFC Centofranchi (8278), Corporal Caplan (8213) and Officer Richardson (8706). After
knocking on the door to room 209, a female identified by her Virginia Driver's License to be .r.ment.
Ruby Ann Treacy (dob:08/09/61), opened the door. I asked Treacy if Robert Fisher was in the room.
Treacy told me Robert was in the room but he was passed out on the bed. I asked Treacy, "Can we
come in"? Treacy stated, "Yeah, sure", and opened the door further and stepped to the side.

I entered the room first with PFC Centofranchi behind me. I observed a female on the bed to the left
and a white male sleeping on the bed to the right. The male appeared to be in his 50's with brown
hair. The male was wearing blue jeans with no shirt. I noted an orange polo shirt on the floor in front
of the bed. I took control of the males left arm as PFC Centofranchi took control of the ,male's right
arm. The male did not resist and slowly sat up. I asked the male, "Are you Robert Fisher". The
male replied, "Yeah". Fisher was later identified by his North Carolina Driver's License to be Robert
Lee Fisher Jr. (dob:07/17/60). At the same time PFC Centofranchi observed a silver folding knife
clipped to Fisher's right front pants pocket. PFC Centofranchi immediately seized the Knife.

Officer Richardson walked Saah by the hotel room where Fisher could be seen. Saah positively
identified Fisher as the suspect who held the knife to his throat. PFC Centofranchi showed the knife
removed from Fisher's pocket to Saah and asked Saah if it was the same knife used in the assault,
Saah indicated it was.

Based on the information provided by Saah and the independent witness, I placed Fisher under arrest
for first and second degree assault and reckless endange
