Accused: Jeffrey Dean Lecates, W/M 41 yrs Salisbury, MD

BRIEF RESUME: On above date and time Tpr Wagner attempted to stop a van for failing to stop at a stop sign at the above location. When Tpr Wagner activated his emergency equipment the driver sped up and attempted to flee. A high speed chase ensued at speeds of up to 85 MPH on back rural roads. Tpr Wagner and other MSP units chased the van for approximately 25 miles. The driver of the van during the chase made a u-turn and attempted to ram Tpr Wagner’s vehicle. Stop sticks were deployed disabling the vehicle. The driver then bailed out of the vehicle and fled on foot. MSP helicopter and K9 were used to help locate the suspect. The suspect was located several hours later placed under arrest and transported to Central Booking. Tpr Wagner nor the suspect were injured.

Lost Dog Alert

Can you please put something on your blog about a missing dog. I am dog sitting and the dog got out this morning and has not come back. It is an old white chichihua with long hair and black spots. It currently has a cone around its neck to keep him from scratching. It was lost in Avalon Park (a development off of Dagsboro Road). People can call my house if they have seen him (410-546-8057). Wicomico County Officials Declare War on Taxpayers

Hitler's propaganda minister, Joseph Goebbels, had the German people convinced that they were still winning the war as the Russians were rolling into Berlin. On Saturday November 21, 2009, County Executive, Rick Pollitt, unleashed his Propaganda Czar, Jim Fineran, on a campaign to convince Wicomico Taxpayers that they are not giving enough of their hard earned tax dollars to the county government.

We have seen in the past how they have tried to convince us that we were all duped into signing
petitions that put the Revenue Cap on the ballot for the citizens to vote on. They tried to make it
appear that we didn't really know what we were signing. Amazing! They were trying to be polite
about calling us stupid. Right Mr. Pollitt, like we believed it when we were told that the county was really concerned and looking out for our tax dollars after the "Landfill Oversight".

During the next several months Mr. Pollitt will be sending his Propaganda Czars out into the
communities to any venue that will accept them to start the brainwashing. They'll be putting up
more smoke screens than the California brush fires and using every sleigh of hand trick to
convince you that they have been "Good Stewards" of your tax dollars. Here comes the "Hook".
They will try to convince you to either repeal or "Modify" the Revenue Cap so that the "Good
County Stewarts", but only in times of declared Emergencies, can "Temporarily" raise your
property taxes. You know, kind of like when the Piggyback-Tax Rate was temporarily raised - ten years ago.

We ask all county residents to be on the lookout for the County’s paid Propagandist and expose
them for what they really are, Poor Managers of our tax dollars. You have formidable weapons to use against them. . . . . FACTS and TRUTH:

FACT: In 2001 Wicomico County had the fourth highest Property Tax Rate in Maryland. In 2009 Wicomico County had the fourth lowest Property Tax Rate. (Source: Maryland Association of Counties, pg 25, Table4.1).

What a tease!

RICK POLLITT'S CAMPAIGN AGAINST THE "TAX CAP" GOES PUBLIC!

For several years Mr. Pollitt has constantly complained about the Wicomico County's tax revenue cap that a majority of the voters adopted and continue to support. He always proclaims that he is not actively working to repeal the limit on County tax and spend, and states that the residents must do that for themselves. But let's not be deceived any longer.

We now know what has long been suspected: Mr. Pollitt is actively and deliberately attempting to organize a drive to get a referendum on the tax cap in next year's County election. But he has been doing so behind the scenes because he knows that, if exposed, his political career is probably over.

It's surprising, then, that members of his administration are publicly attempting to organize residents to do Pollitt's bidding. This past week, two top County personnel who report directly to him spoke to a local group (NAACP) about starting a grass roots movement to kill the tax cap next year. The Finance Director, Patricia Petersen, told the audience that now is the time to act in order to get the matter on the election ballot.

She was accompanied by the "public information officer," James Fineran, who also agitated against the tax cap and gloated that a key member of VOICE (the grass roots movement that helped to bring about the tax cap) ran unsuccessfully for the County Council but Mr. Pollitt, who opposed the cap, was elected the County Executive.

County taxpayers fund the salary of those two officials, and it is flat wrong for them to be engaging in partisan political pandering in their public positions. Their actions also show beyond doubt that there is too much administrative staff in the Government Office Building. Immediate downsizing is in order.

We, the people, deserve a formal apology by Mr. Pollitt for the episode described above. In the future, he can do his own community organizing to advance his goal of repealing the tax cap.

"Virus" In The NY-23 Voting Machines

The computerized voting machines used by many voters in New York's 23rd district had a computer virus - tainting the results, not just from those machines known to have been infected, but casting doubt on the accuracy of counts retrieved from any of the machines.

Cathleen Rogers, the Democratic Elections Commissioner in Hamilton County stated that they discovered a problem with their voting machines the week prior to the election and that the "virus" was fixed by a Technical Support representative from Dominion, the manufacturer. The Dominion/Sequoia Voting Systems representative "reprogrammed" their machines in time for them to use in the Nov. 3rd Special Election. None of the machines (from the same manufacturer) used in the other counties within the 23rd district were looked at nor were they recertified after the "reprogramming" that occurred in Hamilton County.

Commissioners in other counties have stated that they were not made aware of the virus issue in Hamilton County.

In St. Lawrence County, machines in Louisville, Waddington, Claire, and Rossie "broke" early in the voting process on election day. Republican Commissioner Deborah Pahler said that the machines kept "freezing up... like Windows does all the time," and that they experienced several paper jams as well.

Doug Hoffman, the Conservative candidate in this election says that he was forced to concede after having been given erroneous election results on Nov. 3rd, in particular from Oswego County. Oswego County's election night results were off by over 1,000 votes. Hoffman claims that the "chaos" on which Oswego County chairs blame the errors and "inspectors who read numbers incorrectly when phoning in results... sounds like a tactic right from the ACORN playbook."

Poll: Dem freshman Kratovil down by double digits in rematch with Harris

Rep. Frank Kratovil (Maryland) would be one of the first Democrats to go if Republicans make significant gains during mid-term elections, and a new poll shows he has reason for concern.
The Tarrance Group poll, which was conducted for state Sen. Andy Harris’s (R) campaign and obtained by The Hill, shows Harris taking a 52-39 lead in a rematch of his 2008 contest with Kratovil.

To members in districts that went heavily for Sen. John McCain (R-Ariz.) in the presidential race, the poll should serve as notice that the political environment can have localized consequences. Kratovil maintains a 43 percent favorable rating and only 30 percent unfavorable, yet just 29 percent of voters say he “deserves reelection.”

Nearly half of voters — 49 percent — would prefer somebody new.

Hackers Steal Electronic Data From Top Climate Research Center

Scientists' e-mails deriding skeptics of warming become public

Hackers broke into the electronic files of one of the world's foremost climate research centers this week and posted an array of e-mails in which prominent scientists engaged in a blunt discussion of global warming research and disparaged climate-change skeptics.

The skeptics have seized upon e-mails stolen from the Climatic Research Unit of the University of East Anglia in Britain as evidence that scientific data have been rigged to make it appear as if humans are causing global warming. The researchers, however, say the e-mails have been taken out of context and merely reflect an honest exchange of ideas.

University officials confirmed the data breach, which involves more than 1,000 e-mails and 3,000 documents, but said they could not say how many of the stolen items were authentic.

"We are aware that information from a server in one area of the university has been made available on public websites," the statement says. "We are extremely concerned that personal information about individuals may have been compromised. Because of the volume of this information we cannot currently confirm what proportion of this material is genuine."

Michael E. Mann, who directs the Earth System Science Center at Pennsylvania State University, said in a telephone interview from Paris that skeptics are "taking these words totally out of context to make something trivial appear nefarious."

In one e-mail from 1999, the center's director, Phil Jones, alludes to one of Mann's articles in the journal Nature and writes, "I've just completed Mike's Nature trick of adding in the real temps to each series for the last 20 years (i.e., from 1981 onwards) and from 1961 for Keith's to hide the decline."

Mann said the "trick" Jones referred to was placing a chart of proxy temperature records, which ended in 1980, next to a line showing the temperature record collected by instruments from that time onward. "It's hardly anything you would call a trick," Mann said, adding that both charts were differentiated and clearly marked.

100 companies push '16 days left to seal deal' on $10 trillion treaty

Coca-Cola is spearheading a coalition of more than 100 companies
pushing a United Nations climate treaty to bind the U.S. to cap-and-trade emissions regulation, commit the world's wealthiest nations to a potential $10 trillion in foreign aid and, possibly, form a proposed international "super-grid" for regulating and distributing electric power worldwide.

Together with the SAP and Siemens corporations, Coca-Cola launched a website called Hopenhagen, leading up to the U.N. Climate Change
Conference in Copenhagen, Denmark, which opens on Dec. 7. The website invites the citizens of the world to sign a petition demanding world leaders draft binding agreements on climate change and advertises, as of today, "16 days left to seal the deal."

An old Pilot sat down at the Starbucks and ordered a cup of coffee.

Pedestrian Struck By Car

Location: Harvey and Veal Roads, Arden, DE

Date of Occurrence: Saturday November 21, 2009 at 3:55 p.m.

Pedestrian: Tristan Moosreiner, 21, Wilmington, DE

Resume:

Delaware State Police are investigating a crash involving a pedestrian that has left the pedestrian in critical condition.

The crash occurred just before 4 p.m. today when troopers believe Moosreiner was walking west on Harvey Road and was entering the intersection of Veal Road. At the same time Laurie Morente, 44, of Wilmington was traveling north on Veal Road driving a 2000 Dodge Grand Caravan. Morente was turning right onto eastbound Harvey Road when she struck Moosreiner.

Moosreiner was flown to Christiana Hospital where he is list in critical condition with close head trauma.

The investigation is ongoing and no charges have been filed at this time. Morente was wearing her seatbelt at the time of the crash. It is unknown at this time if alcohol played a part in the crash on the part of the pedestrian.

Troopers Arrest Man In Hospice Care After He Assaults His Girlfriend

Bruce Donophan, 54, Cedar Village, Cedar Village MHP, Lincoln, DE

Resume:

Delaware State Police have arrested a 54 year-old man in Hospice care after he attacked his girlfriend leaving her with severe injuries.

Troopers were called to the Cedar Village Mobile Home Park today, Friday, November 20, 2009 at 4 p.m. after a Hospice nurse walked in to the home of Donophan. The nurse heard screaming prior to entering the home and observed Donophan assaulting his 51 year-old girlfriend. The nurse called troopers and was able to pull Donophan off of the victim.

The victim was taken to Milford Memorial Hospital however her injuries were so severe that she was flown to Christiana Hospital near Newark. She was listed in critical condition with internal bleeding of the brain, fractured orbital socket and injury to her eyes. State police are unsure what started the assault or if any weapon was used.

Donophan was charged with 1 count of Assault 1st and was committed to the Department of Correction in default of $30,000.00.

The Hospice nurse was at the home to care for Donophan.

GOP: Breast Exams Show 'Rationing'

Confusing new recommendations on mammograms and pap smears are playing into public fears about the increased role the federal government would play in health care if President Barack Obama’s health care reform efforts are successful.

Even some supporters of health care reform legislation, which faces a critical test vote in the Senate Saturday, say the recent spate of stories is damaging to the drive for an overhaul of the system.

“It is a framing issue and, boy, is it ever big,” said George Lakoff, a Berkeley linguistics professor who advises Democratic candidates on communications techniques. “What that does is open up the ‘death panels’ thing again… It gives the conservatives ammunition.”

“You do want the background trust to remain solid with respect to serious public health challenges. You don’t want to fritter that away,” said Dr. Arthur Caplan, a professor of bioethics at the University of Pennsylvania. “What matters is the public trust in agencies like HHS, CDC and FDA. If they get skeptical or the messaging is confusing, it is bound to make health reform harder.”

Republicans quickly jumped on the recommendations against mammograms for women in their 40s, portraying the pronouncement as a first step towards government limits on health care services.

“One of the real dangers, I think, that we are talking about with this health care proposal that the Democrats have put before us is the concern about rationing,” said Alaska Sen. Lisa Murkowski (R) on Friday, calling the mammograms recommendations “a peek under the curtain, if you will, of what we can anticipate with a government-run program.”

"This is how rationing begins,” Rep. Marsha Blackburn (R-Tenn.) said Tuesday.

“This is the little toe in the edge of the water. And this is where we start getting a bureaucrat between you and your physician. As we have gone through this health care debate over the past several months, this is what we have warned about.”

Dems Put Price On Landrieu's Health Care Vote: $100 Million

What does it take to get a wavering senator to vote for health care reform?

Here’s a case study.

On page 432 of the Reid bill, there is a section increasing federal Medicaid subsidies for “certain states recovering from a major disaster.”

The section spends two pages defining which “states” would qualify, saying, among other things, that it would be states that “during the preceding 7 fiscal years” have been declared a “major disaster area.”

I am told the section applies to exactly one state: Louisiana, the home of moderate Democrat Mary Landrieu, who has been playing hard to get on the health care bill.

In other words, the bill spends two pages describing would could be written with a single world: Louisiana. (This may also help explain why the bill is long.)

Senator Harry Reid, who drafted the bill, cannot pass it without the support of Louisiana’s Mary Landrieu.

How much does it cost? According to the Congressional Budget Office: $100 million.
