Disappointing Vote by our County Council
Well, well, well.......isn't this interesting. It was reported that the Wicomico County Council voted to drop the referendum relating to the Liquor Control Board. Honestly I didn't see this coming. I guess in retrospect it shouldn't surprise me.
A few commentors didn't agree with me some time ago when I brought the information forward relating to tax payers money spent at the MACO conference at the Hyatt in Cambridge. Some thought I was attacking Joe Holloway personally. One commentor flamed me and tried to lead people to believe that there was some personal gain I hoped to achieve by doing so. Not so. I opined on decisions he made and actions he took while acting in his official capacity as my Councilman. I like Joe Holloway and I agree with him on many, many issues but there are some fundamental issues on which we do not see eye to eye. His vote on the matter of the LCB referendum, as well as the vote of others on our County Council, reflects directly on one of those issues.
We all have the right - no, let me change that - we all have an OBLIGATION to speak out when we feel that things are going on in our govt. that are not in the best interest of our citizens. If we don't speak out we deserve what we get. Complacency and apathy are a death sentence to liberty and democracy.
I commend Stevie Prettyman for having the intestinal fortitude to stand her ground on the matter of a public vote on this issue.
The issue at hand relating to the LCB is extremely polarizing and has been intensly debated by citizens throughout the county. The matter should therefore be placed on a ballot for a vote of the citizens. The results of a county referendum vote on whether or not to abolish the LCB cannot abolish the entity. But the results would be a clear indication of what the voting citizens of Wicomico County want.
If the citizens vote to retain the LCB, it's over - with perhaps the addition by state legislators of a tighter system of checks and balances.
If the citizens vote to abolish the LCB, those results should be all that is necessary to convince our State Legislature to change the current law to reflect the will of the citizens of Wicomico County. Our council representatives should then move forward without delay and with all due diligence to convince our legislators to make those changes - REGARDLESS OF THEIR PERSONAL VIEW OF THE ISSUE AT HAND!
The referendum vote is an integral part of the County Charter designed to place the power of making significant and more important decisions relating to the operation of the local govt. where it belongs - in the hands of its citizens.

OCEAN DOWNS LIVE RACING MEET CONCLUDES THIS WEEKEND
The 60th Anniversary live-racing summer meet concludes this weekend at Ocean Downs with many family-friendly promotions set for the final two days of the 40-day meet.
There will be a free umbrella giveaway Saturday night, August 23rd when the first 500 fans to purchase an Ocean Downs race program will receive a free Ocean Downs’ golf umbrella. Sunday night, August 24th is athletic bag giveaway night when the first 1,000 fans to purchase a track race program will get a coupon which may be redeemed after the 8th race for a durable Ocean Downs’ athletic bag. There will be free pony rides for the kids both Saturday and Sunday evening from 7-9 pm. After the meet’s final race Sunday night, the track is presenting a spectacular fireworks display. Parking and admission are free at Ocean Downs.
Also Sunday night, the meet’s leading driver and trainer awards will be presented.
Eric Ledford, “the Windy City Express” and current New Jersey resident will be recognized as the summer’s leading driver. He didn’t start racing at Ocean Downs until the 7th night of the meet, but after racing Sunday, August 17th had an impressive 57 wins on 26 cards. Ledford who piloted the 2002 Hambletonian Final-winner Chip Chip Hooray has a winning percentage of 28% and purses nearing $100,000 for the summer at the ocean. “I’ve been very fortunate to drive a lot of good horses,” Ledford said.
Local shore trainer Mike Hall will receive his second “Trainer of the Meet” honor. Hall, who won the training title in 2006 with 19 winning horses, had 17 training wins this summer through racing August 17th in only 30 starts (56.7%).
One more stakes series will be run Saturday, August 23rd. The fourth and final leg of the “Deer Run Golf Club” late closer series will feature seven year-old gelding Anderson Avenue, which after two straight series wins, finished second August 16th to five year-old gelding Kosher King.
Ocean Downs Wednesday featured five Maryland Standardbred Fund races for top three year-old trotters and pacers in the state. Thursday highlighted six fund-races for top two year-olds in Maryland. The finals in the prestigious “Hal Belote Memorial” trot stakes series was contested Wednesday followed by Thursday’s final in the “Alan Myer Memorial” series.

Zoo Commission Meeting Tomorrow
Don't forget to visit the Salisbury Zoo Commission Meeting at Noon tomorrow. I'm told there will be some discussion on Dr. Doug Nolte at tomorrow's meeting.
Councilman Joe Holloway Calls Stuart Haemel A Liar
I'm expecting GA Harrison to come up with a Post later today about the Liquor Dispensary Board decision today at the County Council Meeting but Stuart Haemel stood up during Public Comment and stated that their Board invited Council Members to their Meetings and none of them showed up. Joe Holloway waited until it was the Council's time to speak and flat out called him a liar. Joe asked other Council Members if they had received any such said invitation and not one of them had.
Joe then called for immediate subpoenas demanding the information the Dispensary Board refused to give up after the Council asked for it and they chose to discuss it at a later point and time. To this day the Council has yet to receive the information requested but the amazing part was, the Council voted 6-1 to drop a referendum to allow the VOTERS to decide on the Dispensaries future.
Let’s Shine Some Light on Barrie Tilghman - Part 1
Recently, the Daily Times published an article concerning the investigation of the DRILL Academy. What puzzles me, and countless others, are the quotes from Barrie Parsons Tilghman.
The Daily Times stated Barrie is, and I quote “seeking to expedite the investigation, Salisbury Mayor Barrie Parsons Tilghman has contacted the FBI in Washington, Maryland Sens. Ben Cardin and Barbara Mikulski and other agencies.” Why? Why is this any concern of hers? This has nothing to do with the city. Doesn’t she have enough to do running the city further into the ground? Not only is she spending time writing letters to quench her thirst for revenge, a source far more credible than Barrie or any of her minions allege Barrie and her Chief have spent some time on a road trip to Annapolis paying a visit to the Comptrollers office to bring the charge of perjury against Joe Albero. Was revenge part of her campaign promises? If she can’t shut them up or shut them down, Barrie will abuse the power of the office of the mayor to have it done. NEWSFLASH, you don’t have that much power Barrie, in fact, you are the laughing stock of the MML, well you AND Gary Comegys, to be fair here.
She goes on to say "We must do everything in our power to see that these incidents are fully adjudicated, as the deputies involved are still in law enforcement in different areas of the country," wrote Tilghman in a letter sent to FBI Director Robert S. Mueller on July 28.” This statement tells me, without a doubt, someone at WCSD has really pissed Barrie off for her to go to this extreme. Like Stu Leer, she is still getting even with him. His crime against Barrie is/was to not support her when she ran for office in 1998. This woman has no shame or conscience. So, who was it that pissed in Barrie's Corn Flakes? Time will tell it always does.
“Tilghman said Wednesday that a lack of resolution after more than three years of investigations at the local, state and federal level is worrisome.” Barrie, we feel your pain. After more than TEN years of you at the helm, many are frustrated at the lack of resolution by you and your minions on any of the major issues in this city.
It worsened the “good ole boy network” you campaigned against, making it a machine of political revenge. Crime is out of control, coming into our homes, robbing old men, molesting children, and raping and beating women. You appointed an environmental task force AFTER planning pipes to further pollute the Wicomico River.
You want to shine some light, Barrie? You want to be in the spotlight, Barrie? Well the spotlight is on you and it may not be shining the light you want.

Today, Matt Creamer celebrates his 146th Birthday in which they celebrated the event at the County Council Meeting. His beautiful Great, Great, Great, Great, Great, Granddaughter brought in a balloon while his Great, Great, Great, granddaughter carried a cake to finish off the special touches. Poor Matt, he almost started tearing up when he saw the hand made Birthday Card made by his Great, Great, Great, Great, Granddaughter.

It took almost 14 minutes for the Bridge to go up and then back down again, at 1:00 PM! Oh, what say you now about the Fire Trucks Chiefy? What are those odds again?????
New Ford F-150
Bought a new Ford F150 truck one day and returned to the dealer the next day because I couldn't get the radio to work.
The salesman explained that the radio was voice activated. 'Nelson,' the
salesman said to the radio. The Radio replied, 'Ricky or Willie?' 'Willie!' he
continued and 'On The Road Again' came from the speakers. Then he said, 'Ray Charles!', and in an instant 'Georgia On My Mind' replaced Willie Nelson.
I drove away happy, and for the next few days, every time I'd say, 'Beethoven,' I'd get beautiful classical music, and if I said, 'Beatles,' I'd get one of their awesome songs.
Yesterday, a couple ran a red light and nearly creamed my new truck , but I swerved in time to avoid them. I yelled, 'Ass Holes!' Immediately the French National Anthem began to play, sung by Jane Fonda and Barbra Streisand, backed up by Michael Moore and The Dixie Chicks, with John Kerry on guitar, Al Gore on drums, Dan Rather on harmonica, Nancy Pelosi on tambourine, Harry Reid on spoons, Bill Clinton on sax and Ted Kennedy on scotch.

Street Performer Arrested for Sexual Assault
On August 17, 2008, OCPD officers arrested a street performer who was wanted for a 4th Degree Sex Offense and Second Degree Assault of a 16 year old female.
The charges resulted from an incident involving a street performer identified as Andrii Mokrishcev, 21 years of age, from Ukraine. Mokrishcev is living in Ocean City,
Maryland for the summer.
Mokrishcev is a licensed street performer, who routinely performs with another person
on the Ocean City Boardwalk. At the time of the incident Mokrishcev was wearing a
“Patrick Star Fish” costume which is a character from the popular kids cartoon series
“Sponge Bob Square Pants”.
Mokrishcev and another performer, who is typically dressed as the title character willpose with persons on the Ocean City Boardwalk for donations. On August 15, 2008,
OCPD officers received a complaint that Morkrischev had posed for a picture with a 16
year old female. During the picture taking session, Morkrischev allegedly fondled the
victim’s buttocks.
The victim left the area and located a uniformed OCPD officer who investigated the
incident. OCPD obtained an arrest warrant for Mokrishcev charging him with 2nd
Degree Assault and 4th Degree Sex Offense.
After Mokrishcev was arrested, he was seen by an Ocean City District Court
Commissioner and released after posting a bond of $3500.

Narrative: On 15 August 2008 a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 6300 block of Culver Road in Salisbury. Upon arrival the deputy determined that a 13 year old juvenile assaulted another subject in the residence over not getting a ride to Ocean City. The deputy charged the juvenile through the Department of Juvenile Services and released the juvenile to a parent.

Incident: Possession of Marijuana / Flee and Elude
Date of Incident: 15 August 2008
Location: 1100 Block of Kiowa Avenue, Salisbury, MD
Suspects: Keiron D. Turner, Salisbury, MD
Narrative: On 15 August 2008 at 4:45 PM, a deputy from the Wicomico County Sheriff’s Office attempted to stop a vehicle on Kiowa Avenue for a traffic violation. After the deputy activated his emergency lights to signal for the vehicle to stop, the vehicle pulled over and the two occupants exited the vehicle and fled from the scene. Deputies were able to locate the driver hiding in the woods nearby and brought him back to back to the vehicle in their custody. Upon searching the vehicle, the deputies located what they recognized as marijuana on the back seat. The driver, identified as, Keiron D. Turner, was also discovered to have been operating the motor vehicle without a driver’s license.
Turner was transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken before the District Court Commissioner. After an initial appearance, Turner was held in the Wicomico County Detention Center in lieu of $7,500.00 bond.

Location: 2300 Block of Hudson Drive, Salisbury, MD
Suspects: 1. Robert John Hill, 26, Salisbury, MD
2. Beverly Marie Zimnicki, 31, Salisbury, MD
3. William M. Byrd, 24, Hebron, MD
Narrative: On 16 August 2008 at 4:40 PM, deputies from the Wicomico County Sheriff’s Office investigated a theft of prescription medication in the 2300 Hudson Drive. Investigation revealed that Robert Hill used fraudulent statements to intercept a delivery of prescription medication meant for another subject. The deputies made several attempts to locate Hill in reference to this investigation. While questioning associates of Hill, Beverly Zimnicki and William Byrd, they either provided false information as to Hill’s whereabouts or denied the deputies access to locations where Hill was believed to be hiding. Eventually, the deputies tracked Hill to an apartment building in the 300 Block of Glen Avenue where they made repeated attempts to get the occupants to open the door. While at that location, the suspect, Robert Hill, attempted to exit a third floor apartment by climbing down bed sheets tied to the balcony railing. Once the deputies caught Hill, he was found to have possession of the stolen prescription medication.
Hill was arrested and charged with:
Theft (two counts)
Obtaining a Prescription Medication by Fraud (2 counts)
Obtaining a Prescription Medication by Using a False name (2 counts)
Removing a Prescription Drug Label
Possession of a Controlled Dangerous Substance (2 counts)
Additionally, Zimnicki and Byrd were charged with Obstruction and Hindering along with the Obstruction of Justice
Hill was held in WCDC on $25,000.00 bond.
Zimnicki and Byrd were held on $10,000.00 bond each

Narrative: On 17 August 2008 a deputy from the Wicomico County Sheriff’s Office investigated the theft of the street signs from the intersection of Pocomoke and St. Luke’s Roads. The deputy had received information that three individuals were seen having the street signs in their possession after they had removed the signs from the intersection. The investigating deputy went to the intersection and observed that the signs were in fact missing and also observed that the three individuals were attempting to place the sign back on the pole. The deputy arrested all three individuals, identified as Kenneth Twigg, Brook Hughes and Holly Julian.
All three subjects were transported to the Central Booking Unit at the Wicomico County Detention Center where they were processed and taken before the District Court Commissioner. After their initial appearance, all three were released on Personal Recognizance.

Upon arrival, the deputy met with a victim who claimed to have been assaulted by Barry Hyland. During the investigation, the deputy determined that Hyland had in fact assaulted the victim and Hyland was subsequently arrested.
Hyland was transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken before the District Court Commissioner. After an initial appearance, Hyland was released on Personal Recognizance.

Ayers was arrested and taken to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken before the District Court Commissioner. After an initial appearance, Ayers was held in the Wicomico County Detention Center in lieu of $3,000.00 bond.

Suspects: Male Juvenile, 13, Salisbury, MD
Narrative: On 15 August 2008 a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 6300 block of Culver Road in Salisbury. Upon arrival the deputy determined that a 13 year old juvenile assaulted another subject in the residence over not getting a ride to Ocean City. The deputy charged the juvenile through the Department of Juvenile Services and released the juvenile to a parent.

Suspects: Keiron D. Turner, Salisbury, MD
Narrative: On 15 August 2008 at 4:45 PM, a deputy from the Wicomico County Sheriff’s Office attempted to stop a vehicle on Kiowa Avenue for a traffic violation. After the deputy activated his emergency lights to signal for the vehicle to stop, the vehicle pulled over and the two occupants exited the vehicle and fled from the scene. Deputies were able to locate the driver hiding in the woods nearby and brought him back to back to the vehicle in their custody. Upon searching the vehicle, the deputies located what they recognized as marijuana on the back seat. The driver, identified as, Keiron D. Turner, was also discovered to have been operating the motor vehicle without a driver’s license.
Turner was transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken before the District Court Commissioner. After an initial appearance, Turner was held in the Wicomico County Detention Center in lieu of $7,500.00 bond.

Location: 2300 Block of Hudson Drive, Salisbury, MD
Suspects: 1. Robert John Hill, 26, Salisbury, MD
2. Beverly Marie Zimnicki, 31, Salisbury, MD
3. William M. Byrd, 24, Hebron, MD
Narrative: On 16 August 2008 at 4:40 PM, deputies from the Wicomico County Sheriff’s Office investigated a theft of prescription medication in the 2300 Hudson Drive. Investigation revealed that Robert Hill used fraudulent statements to intercept a delivery of prescription medication meant for another subject. The deputies made several attempts to locate Hill in reference to this investigation. While questioning associates of Hill, Beverly Zimnicki and William Byrd, they either provided false information as to Hill’s whereabouts or denied the deputies access to locations where Hill was believed to be hiding. Eventually, the deputies tracked Hill to an apartment building in the 300 Block of Glen Avenue where they made repeated attempts to get the occupants to open the door. While at that location, the suspect, Robert Hill, attempted to exit a third floor apartment by climbing down bed sheets tied to the balcony railing. Once the deputies caught Hill, he was found to have possession of the stolen prescription medication.
Hill was arrested and charged with:
Theft (two counts)
Obtaining a Prescription Medication by Fraud (2 counts)
Obtaining a Prescription Medication by Using a False name (2 counts)
Removing a Prescription Drug Label
Possession of a Controlled Dangerous Substance (2 counts)
Additionally, Zimnicki and Byrd were charged with Obstruction and Hindering along with the Obstruction of Justice
Hill was held in WCDC on $25,000.00 bond.
Zimnicki and Byrd were held on $10,000.00 bond each

What's That Clatter I Hear
You know, I could have sworn that the Daily Times and WBOC put on a big dog-and-pony show about the City of Salisbury repairing the loose steel strip on Mill Street. You'll remember they had SHA certified welders, lane closures, night work, etc.
Last night I'm sitting there at the light and I keep hearing clank-clank, clank-clank and I look and it's that same metal strip. Now granted, no big deal right but the thing is, if you paid ME to do that work and you still see and hear it loose, wouldn't you want me to fix what you paid me to do?
I kind of believe they should hussle their rear ends back out there and make it right and give the taxpayers an explanation as to why they can't weld a simple piece of steel. If need be, I can get them some very skilled students from Parkside to come out and do it for them.

Evidently our tax dollars are not being put to good use. The schools are not getting enough money to get the supplies they need. The teachers are not making enough! Parents hardly make enough to make ends meet . . . then they have to go out and buy all this stuff, then new clothes, new shoes, etc. Then, when some parents do NOT get the things their child needs, the teacher will just GIVE the student the supplies that came from another family! It's complete BS!!!! And, unfortunately, there is no practical way to avoid this from happening.
UPDATE:
I went to Staples, since it's only a block from my shop. My bill was $69.97. Luckily, I had $18.30 worth of Staples rewards, so my total bill was $51.67. Also, Staples was giving away free 12" rulers (2 per customer) and free packages of pencils (2 per customer) . . . so I did not have to buy the rulers, however, I still had to buy pencils, since they were not the same brand. I will use my free pencils for homework, etc.
I did NOT buy the 4 boxes of tissues, 1 germ-X, 1 Clorox cleanups or 1 box of qt sz bags. I will be going to Wal-Mart for these items.
After reading all the comments, I think I have decided to take some of the advice. I will explain to the teacher on open-house day that all extra supplies are home . . . and will be brought to school as needed. Thanks for all the comments.

Hey, Barrie: First Impressions Are Important!
By chance I recently met a couple from across the bridge who came to Salisbury on their way back from the beach. Someone there told them about that new condo on Riverside Drive, and they though they might be able to get a good deal for a retirement home since it is having a hard time selling the units. But, things never got close to the contract negotiation stage - here's why.
They arrived by Route 50, turning on to East Main Street (they stopped at the County House, first), and then drove downtown, where they were shocked by the "derelict theater" (Movies 6) that they first noticed looking thru the old railroad bridge, which they said reminded them of the "rust belt" and "Appalachia". They proceeded to and thru the Downtown Plaza, which they said seemed to be "abandoned", with nobody in
sight in the middle of the day, and drove past the condo but did not care to even look at the units after their "introduction" to Salisbury.
I met them in a restaurant on Route 13-North, where they stopped for lunch before heading to Delaware to see property there. They mentioned that the sex and porn business on Salisbury Boulevard was quite noticeable as they drove by. The realtor they had dealt with at the beach mentioned that Salisbury has become "seedy" under the current mayor. When I told them that this situation has gotten much worse under
the mayor who has been in office for 10 years, they were amazed. And when I told them that the mayor and City Council majority had budgeted funding to enter the "All-American City" competition, they thought I was kidding.
They told me that after seeing it they would not consider moving to Salisbury, which reminds them of a town near Baltimore called Glen Burnie, even before I told them that our city taxes and sewer and water rates are going up as rapidly as the crime rate. And this is really bizarre, when I introduced myself to the couple named above, they identified themselves as the Larson family!
The Larsons could not understand why the City allows the old theater to exist as an eyesore that is the first thing you notice when you enter downtown. So, I went to see for myself whether this is something that has existed so long that we who live here have ceased to notice how cruddy it has become. As these photos show, that is clearly the case. Apparently it's now owned by one or more FOB's and is on Barrie's "don't touch" list for code enforcement.
These photos and this commentary are being sent to the outfit that runs the "All-American City" contest, compliments of Mr and Mrs. Larson, to go with the application that Barrie and Comegys plan to submit. joining the family of Marine Brian Mason who will be coming from Iraq into
Salisbury Airport 8/21/08 at 5:30 p.m. (PLEASE ARRIVE BY 5:10 P.M.)
This Marine is an avid biker and "delmarvabiker.com"/Patriot Riders are
planning a ride to the airport on 21 Aug. Weather permitting, they are
hoping for 200-300 bikes. They plan to arrive at airport about 4:30PM.
After things settle down, they will escort Mason to Hebron.

Fruitland Falcons' First Week Of Camp
The Fruitland Falcons just completed their first week of camp with over 40 kids (ages 6 -12, male and female). These kids are having fun and are doing a great job!! The kids are doing stretches, stands, drills and practicing plays.
When asked their thoughts on camp, the following was said:
"It is fun!" - Dustin, age 8
"The Coaches are nice. The camp is training really good for football."- Trevor, age 9
"I feel camp is active and fun!"- Garrett, age10
"I like the exercising! It makes your body good and strong."- Gabriel, age 7
"It's fun and energetic!"- Grayson, age 10
The camp will run again this week On August 18 - 22, 6pm - 7:30pm.. Anyone who is interested can come over to the field (located on Brown St.) during camp and sign up. Sign-ups will end on August 22.
