Milford, DE - The Delaware State Police are investigating a man who brandished a handgun while Troopers were attempting to execute a warrant west of Milford.
The preliminary investigation of the incident revealed it occurred at 10:06 p.m. on Sunday, December 20, 2015 as the Dover Police Department requested the Delaware State Police to conduct a warrant attempt for a wanted subject, Richard Wilson, 36 of Milford, located in the 60o block of Milford-Harrington Highway, Milford, Delaware. The Dover Police Department had a pending warrant for Richard Wilson for a Criminal Contempt of a Domestic Violence Protective Order (Violation of Protection From Abuse Order).
Upon arrival to the residence Troopers observed an unknown black male in the residence. The black male was later identified as Lionel Waters, 35 of Milford, who would not provide any information pertaining to his identity or allow Troopers access to the residence. Troopers then began to depart the property and the unknown black male opened the front door and advised he had a weapon. Troopers then engaged Waters and demanded the unknown black male subject to drop the weapon. Troopers observed what appeared to be a firearm in his possession. Troopers made numerous requests for Waters to drop the firearm, the male suspect refused to comply. The male subject then became agitated, aggressive and actively resisted arrest.
A trooper then deployed his divisionally issued Taser and was unable to successfully take the suspect into custody. Fellow troopers did assist in taking the subject into custody as the subject continued to actively resist arrest.
Troopers requested an ambulance to respond in reference to the Taser deployment. Assisting Troopers collected and secured the firearm.
Waters went unconscious at the scene and it was at this point that the troopers realized that he had gone into cardiac arrest and immediately began administering CPR and additional life-saving efforts until paramedics arrived. He was transported to Milford Memorial Hospital and is currently listed in stable but critical condition. The preliminary investigation indicates alcohol may have been a factor in regards to Lionel Waters.
Richard Wilson was later taken into custody as he arrived at the residence several hours later which is located on Milford Harrington Highway, Milford, Delaware. Wilson was turned over to Dover Police Department in reference to his outstanding arrest warrant.
All Troopers were not injured.
The Delaware State Police and the Attorney General’s office are reviewing the incident and charges are pending against Lionel Waters.

On 11/30/15 Troopers from the Maryland State Police Princess Anne Barrack Criminal Enforcement Division began a theft investigation involving Quindocqua United Methodist Church located on LQ Powell Road, Marion, MD. The church was notified by PNC Bank that its account was in the negative. Investigators were informed that James Franklin Powell was the church treasurer and had maintained that position since 2004. PNC Bank supplied the church with several copies of checks that were written to James Powell for several thousand dollars. Powell denied writing the checks and was the only person in possession of the church’s checkbook.
Subpoenas were issued for the church’s PNC Bank records. A review of those records showed over 23 fraudulent transactions were made off of the church’s bank account between April 3, 2015 and November 13, 2015, totaling a loss of $16,972 dollars. Video surveillance was also obtained which showed James Powell cashing several of the church’s checks that were made out to him for several thousand dollars. Further review of the church’s bank account showed that Powell had made numerous payments to his Chase Visa Credit Card and American Express Credit Card. Powell later confessed to stealing the money from the church.

Town Of Bethlehem Bans ‘Merry Christmas’ Signs
The town named after the birthplace of Jesus Christ has banned signs celebrating the holidays at an intersection in the town that has become a local battleground for the War on Christmas.
Officials from Bethlehem, New York had a “Happy Hanukkah” sign and a “Merry Christmas” sign removed from a busy intersection and have refused to put up any new holiday signs out of fear the signs would be breaking the law, The Albany-Times Union reports. The town’s lawyer reportedly said Christmas trees and other symbols were acceptable, but written signs would not be allowed, a decision that has caused an uproar in the local community.
The town’s decision has drawn criticism from residents and outsiders. A small group of protesters met Wednesday night at the location where the signs were. One resident, Elena Marcelle, bought two Christmas signs for the area but was told they would not be allowed. She corresponded with the town’s lawyer via email.
“Moreover, there is limited space at the Four Corners, and adding signage could potentially be visually distracting to motorists,” the town’s attorney James Potter said in a Dec. 14 email to Marcelle, the woman who offered to buy the sign. “The town cannot endorse one religion over another, so the town must either allow signs for all groups participating in the holiday display, or prohibit signs altogether.”
The Christian legal group, The Alliance Defending Freedom, has weighed in to let the town know they should not be afraid.
“No one should fear that saying ‘Merry Christmas’ on a sign like this will violate the Constitution. It does not,” Alliance Defending Freedom Legal Counsel Joseph La Rue said in a statement. “The courts, all the way up to the U.S. Supreme Court, have been clear that the government can erect Christmas signs and displays, including even Nativity scenes, without having to fear a constitutional violation.”

The True Story of Rudolph
A man named Bob May, depressed and brokenhearted, stared out his drafty apartment window into the chilling December night.
His 4-year-old daughter Barbara sat on his lap
Quietly sobbing. Bob's wife, Evelyn, was dying of cancer.
Little Barbara couldn't understand why her mommy could never come home. Barbara looked up into her dad's eyes and asked, "Why isn't Mommy just like everybody else's Mommy?" Bob's jaw tightened and his eyes welled with tears. Her question brought waves of grief, but also of anger. It had been the story of Bob's life. Life always had to be different for Bob.
Small when he was a kid, Bob was often bullied
By other boys. He was too little at the time to compete in
Sports. He was often called names he'd rather not remember.
From childhood, Bob was different and never seemed to fit in. Bob did complete college, married his loving wife and was grateful to get his job as a copywriter at Montgomery Ward during the Great Depression. Then he was blessed with his little girl. But it was all short-lived. Evelyn's bout with cancer stripped them of all their savings and now Bob and his daughter were forced to live in a two-room apartment in the Chicago slums. Evelyn died just days before Christmas in 1938.
Bob struggled to give hope to his child, for
Whom he couldn't even afford to buy a Christmas gift. But if he couldn't buy a gift, he was determined to make one - a storybook! Bob had created an animal character in his own mind and told the animal's story to little Barbara to give her comfort and hope. Again and again Bob told the story, embellishing it more with each telling. Who was the
Character? What was the story all about? The story Bob May created was his own autobiography in fable form. The
Character he created was a misfit outcast like he was. The
Name of the character? A little reindeer named Rudolph, with A big shiny nose. Bob finished the book just in time to give It to his little girl on Christmas Day. But the story
Doesn't end there.
The General manager of Montgomery Ward caught wind of the little storybook and offered Bob May a nominal fee to purchase the rights to print the book. Wards went on to
Print, “Rudolph, the Red-Nosed Reindeer” and distribute it to children visiting Santa Claus in their stores. By 1946 Wards had printed and distributed more than six million copies of Rudolph. That same year, a major Publisher wanted to purchase the rights from Wards to print an updated version of the book.
In an unprecedented gesture of kindness, the CEO of Wards returned all rights back to Bob May. The book became a best seller. Many toy and marketing deals followed and Bob May, now remarried with a growing family, became wealthy from the story he created to
Comfort his grieving daughter. But the story doesn't end

Bob's brother-in-law, Johnny Marks, made a song adaptation to Rudolph. Though the song was turned down by such popular vocalists as Bing Crosby and Dinah Shore , it was recorded by the singing cowboy, Gene Autry. "Rudolph, the Red-Nosed Reindeer" was released in 1949 and became a phenomenal success, selling more records than any other Christmas song, with the exception of "White Christmas."
The gift of love that Bob May created for his daughter so long ago kept on returning back to bless him again and again. And Bob May learned the Lesson, just like his dear friend Rudolph, that being different isn't so bad. In fact, being different can be a blessing.

It’s Time For The Other 13 Candidates to Drop Out
At what point in Donald Trump’s inaugural address do you figure the GOP establishment will finally will grasp what’s been happening?
The establishment — not “elites,” because they’re mostly bland functionaries who went to third-rate schools — have thrown absolutely everything they have at Trump. I’ve never seen so many Republicans featured on MSNBC.
At least no one will be able to say the Republican National Committee didn’t give it the old college try (and, again, that would be third-rate colleges).
Trump is a runaway hit with Americans for the simple reason that he’s the only candidate saying anything Americans care about.
After the San Bernardino terrorist attack, committed by Muslim immigrants — which followed the 1993 World Trade Center terrorist attack committed by Muslim immigrants; the 9/11 terrorist attacks committed by Muslim immigrants; the Fort Hood terrorist attack committed by a Muslim immigrant; the Boston Marathon terrorist attack committed by Muslim immigrants, and on and on — Trump suggested a temporary pause on Muslim immigration.
The other candidates responded by attacking him viciously. Now, the eunuchs are duking it out over who has the most aggressive approach to … fighting ISIS!

Neglected Missouri boy dies from overheating
Braydon Barnes was put in his crib on a Friday and left unattended with a space heater on for more than 38 hours, St. Charles police said.
Both parents Kathleen Peacock and Lucas Barnes told police they had used methamphetamine recently. They told officers they had been manufacturing in the home the week preceding their son's death.
The two were home all weekend as Braydon was shut in his room.

While Stephen and Amanda Lowe accepted a check of $1,500 from the Ocean City Elks Lodge in small ceremony on Friday afternoon, the guest of honor was fast asleep in a camo-colored carrier.
When he did wake up, 2-month-old Coleton Lowe was more interested in the people around him than a piece of paper.
But to his parents, the check from the William J. Jernick Memorial Fund – a grant designated for children under 21 who face illness or serious medical conditions – was another symbol of how much the community cared about their son.
“It’s unbelievable all the help we’ve been getting throughout this time,” said Stephen Lowe. “But all the support helps us be with [Coleton] during this time.”

Ocean City fire hydrants to get makeover
R&R Coatings put a bid in for the repainting project for $45 per unit. With approximately 850 hydrants in the town, the overall cost will be $38,250. That money can be paid out of the Water Department’s Operating Budget without additional appropriation, Adkins said.
“Although I initially reacted, ‘how could they do that for that low amount of money,’ R&R recently did exterior painting and power washing of the building we are standing in today,” Adkins told the council. “I have no reason to disqualify them.”

The Governor’s Challenge, long a staple on the holiday basketball tournament scene, has steadily grown to become the largest high school tournament in Maryland and perhaps the largest on the east coast. Starting Saturday and running through next Wednesday, December 30, the tournament will feature roughly 100 of the top boys’ and girls’ teams from around the region from Virginia to New York.
For years, the tournament featured the top high school basketball programs from both Maryland and Delaware competing against each other for bragging rights in the neighboring states along with signature desserts on the line for both states’ governors. The tournament was rebranded in 2010, and thanks in large part to a partnership with DMVelite Showcase Events, now features some of the best boys’ and girls’ teams from all over the mid-Atlantic region and beyond. The tournament last year added a girls’ varsity division and is adding a junior varsity bracket this year.

More than 3,000 prisoners in Washington have been mistakenly released early since 2002 because of an error by the state's Department of Corrections that resulted in wrongly calculated sentences for about 3 percent of the prison population.
At a news conference announcing the error Tuesday, Gov. Jay Inslee said he has ordered immediate steps to correct the longstanding computer glitch.
"Frankly, it is maddening," Inslee said.
Authorities say a July 2002 state Supreme Court ruling required the Corrections Department to apply good-behavior credits earned in county jail to state prison sentences. However, the programming fix ended up giving prisoners with sentencing enhancements too much so-called good time credit.

On Dec. 16, Berlin Police issued a “be on the lookout” alert for two Hispanic females, one believed to be Giselle Suarez, 18, from Herndon, Va. and the other unidentified female is described as being in her 20s. A security photograph shows the unidentified female wearing a camouflage-patterned shirt, black pants and gold hoop earrings.

The elf is the brainchild of Carol Aebersold and Chanda Bell, a mother and daughter who wrote “The Elf on the Shelf: A Christmas tradition” a decade ago. In their mythology, the elf is a “scout” for Santa Claus, observing children during the day and reporting back to the North Pole at night so Saint Nick can compile his naughty-and-nice list.
Children are told the poseable red-and-white figure is to remain unmolested so it can observe the goings-on.
The eerie surveillance role the elf plays, and the heightened devotion it gives to Santa’s presents, have some evangelicals rejecting the concept altogether.

Fox Business announced Tuesday that the two methods of qualifying for the prime time debate include being in the top six in qualifying national polls or in the top five in Iowa or New Hampshire.
As The Hill noted, the current top five in state polls also are in the top six nationally. Should that trend continue, only six candidates would make the main stage.
Currently, those top six candidates are businessman Donald Trump, Texas Sen. Ted Cruz, Florida Sen. Marco Rubio, neurosurgeon Ben Carson, former Florida Gov. Jeb Bush, and New Jersey Gov. Chris Christie.

Texas Governor Demands Removal of Satirical ‘Nativity Scene’ from Capitol
Governor Abbott penned the letter to John Sneed, the Executive Director of the State Preservation Board that charges that a Freedom From Religion Foundation nativity is a “juvenile parody [that] violates the Preservation Board’s regulations and should be removed immediately.”
A member of the State Preservation Board, told Breitbart Texas that Sneed said the “nativity” scene will be removed from the Capitol today.
The exhibit, located in the basement of the state’s Capitol, has the bill of rights in a manager instead of a baby Jesus. It also has three founding fathers and the Statue of Liberty “worshiping one of America’s founding documents as a replacement for Jesus Christ,” wrote the Texas Governor.
The Texas Governor states that the Board should allow diverse viewpoints to be expressed in Capitol displays, “But it has no obligation to approve displays that purposefully mock the sincere religious beliefs of others.”

General Electric Headquarters Sets In January
Earlier this year, General Electric predicted that the decision whether to move would be made by the end of 2015. It is rumored that after touring many cities, GE has narrowed its options down to either Boston, New York state or Providence, according to a December 10 story in the Boston Globe, which said that GE is interested in Boston's up and coming Seaport District.
He said Rhode Island Gov. Gina Raimondo has led the state to the most successful pension reform in the country, which likely has GE's eye. Hopefully, they will find out for sure next month.

(CNSNews) – Leaders of several American Muslim organizations warned Donald Trump and other presidential candidates Monday that if they engage in bigotry and “Islamophobia” they will pay a political price because Muslim voters – in the words of one – will mobilize and “make sure you are out of there.”
“Let it be heard, and clear, to all political candidates, be it Donald Trump or whoever else, that indeed, if you engage in Islamophobia, if you engage in demagoguery and bigotry, you will pay a political price,” American Muslim Alliance director Mahdi Bray said at the National Press Club.
“Because we’re going to register our people and we’re going to use our ballot and we’re going to ‘take our souls to the polls’ and make sure you are out of there,” he continued.

6 Times the Mainstream DC Media Ridiculed Children of Republicans
An excellent example of this double standard occurred almost exactly a year ago when Elizabeth Lauten, a no-name Capitol Hill staffer, took to Facebook to criticize the behavior of President Obama’s two lovely teenage daughters during the President’s annual turkey pardon ceremony.
As documented by the Washington Free Beacon, the DC Media went berserk over this. Network news vans camped outside of the home of Lauten’s parents, the Washington Post “assigned one of its foreign affairs correspondents to comb through an archive of columns Lauten wrote for her college newspaper in 2006 and 2007. … Both ABC’s Good Morning America and NBC’s Today show devoted segments to the controversy on Sunday and Monday[.]”
Lauten apologized but still lost her job as a Communications Director for a Republican Congressman. And I am in no way defending her. Children of politicians should be off-limits. They are civilians, bystanders, innocents who should be allowed to live their own lives, enjoy their own opinions, and make their own mistakes without being dragged onto the national stage and used as a billy club against their parents.
The idea is to make things so nasty and so ugly, no decent Republican will enter politics. Moreover, as you’ll see below, the DC Media is desperate to destroy Republican families that might be appealing to voters.

Quinnipiac: Americans Oppose Syrian Refugees, Ban on Muslims
American voters say they oppose Syrian refugees coming into the United States, but do not agree there should be an overall ban on Muslims entering the country, according to a new Quinnipiac University poll released Wednesday.

Baltimore City leaders get pay raise
The Board of Estimates on Wednesday approved pay increases for the mayor, the City Council president, the comptroller and other high-ranking positions.
In 2007, the board voted that if certain city employee groups received a raise, that elected officials are entitled to a 2.5 percent raise.

President Obama is on vacation in Hawaii, where he was informed of a terrorist attack in Afghanistan that killed six American service members.
The attack was carried out by a suicide bomber on a motorcycle outside a U.S. military base, the largest loss of life of American troops in Afghanistan this year. The Taliban claim responsibility.
But the sobering news didn’t stop Obama from heading to the golf course, a tradition for the president as he enjoys the Hawaii climate during the holidays.

Barack Obama’s repeated insistence that Bashar al-Assad must leave office – and that there are ‘moderate’ rebel groups in Syria capable of defeating him – has in recent years provoked quiet dissent, and even overt opposition, among some of the most senior officers on the Pentagon’s Joint Staff. Their criticism has focused on what they see as the administration’s fixation on Assad’s primary ally, Vladimir Putin. In their view, Obama is captive to Cold War thinking about Russia and China, and hasn’t adjusted his stance on Syria to the fact both countries share Washington’s anxiety about the spread of terrorism in and beyond Syria; like Washington, they believe that Islamic State must be stopped.
The military’s resistance dates back to the summer of 2013, when a highly classified assessment, put together by the Defense Intelligence Agency (DIA) and the Joint Chiefs of Staff, then led by General Martin Dempsey, forecast that the fall of the Assad regime would lead to chaos and, potentially, to Syria’s takeover by jihadi extremists, much as was then happening in Libya. A former senior adviser to the Joint Chiefs told me that the document was an ‘all-source’ appraisal, drawing on information from signals, satellite and human intelligence, and took a dim view of the Obama administration’s insistence on continuing to finance and arm the so-called moderate rebel groups. By then, the CIA had been conspiring for more than a year with allies in the UK, Saudi Arabia and Qatar to ship guns and goods – to be used for the overthrow of Assad – from Libya, via Turkey, into Syria. The new intelligence estimate singled out Turkey as a major impediment to Obama’s Syria policy. The document showed, the adviser said, ‘that what was started as a covert US programme to arm and support the moderate rebels fighting Assad had been co-opted by Turkey, and had morphed into an across-the-board technical, arms and logistical programme for all of the opposition, including Jabhat al-Nusra and Islamic State. The so-called moderates had evaporated and the Free Syrian Army was a rump group stationed at an airbase in Turkey.’ The assessment was bleak: there was no viable ‘moderate’ opposition to Assad, and the US was arming extremists.
Lieutenant General Michael Flynn, director of the DIA between 2012 and 2014, confirmed that his agency had sent a constant stream of classified warnings to the civilian leadership about the dire consequences of toppling Assad. The jihadists, he said, were in control of the opposition. In 1947, the Delaware Association of Chiefs’ of Police, an organization which was composed of active law enforcement and correctional officers, accepted the challenge to undertake a project to combat juvenile delinquency in the First State. A committee was appointed to investigate the problems confronting youth. The committee’s resulting recommendations led to the establishment of Camp Barnes for the recreation of deserving youth from throughout the state.
Camp Barnes, located on Miller’s Creek, a tributary of Little Assawoman Bay, has since served the needs of thousands of children from throughout Delaware. Camp Barnes was originally designed to provide the children who were unable to attend summer camp an opportunity to experience life at a summer youth camp. Camp Barnes has remained basically unchanged, providing Delaware children with these outdoor experiences for over 60 years.
The summer camp is an overnight residential camp run by the Delaware State Police and is open to children between the ages of 10 and 13 at no cost to the camper or family. Camp Barnes accommodates 60 campers per week for six weeks. The camp is in session from early July through August. All children are eligible to attend regardless of family income.
One of the many positive aspects of Camp Barnes summer camp is the innovative use of adventure based outdoor learning experiences. Camp Barnes has on its grounds an extensive outdoor initiative course with 17 different initiative and team building elements. Some of the many activities campers participate in throughout the week include swimming in an Olympic size pool, kayaking in Miller’s Creek, arts and crafts, nature walks, and talent shows. Campers also enjoy a scaled down version of the Olympics and State Police demonstrations by the K-9 unit.
Camp Barnes has a staff of 12 counselors, two cooks, and one kitchen assistant and a nurse. Counselors are required to submit to a criminal background check as well as an interview. There is also a State Trooper on grounds at all times when the camp is in session. Website: www.campbarnes.net
