Suspect: Charles A. Sheppard, 35, Delmar, MD

Narrative: On 30 September 2009
at 5:04 PM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 8000 block of Doris Street in Delmar for a reported altercation. Upon arrival, the deputy was greeted by one of the residents, Charles Sheppard, who exited the residence while screaming loudly. The deputy requested that Sheppard calm down and continued to investigate the altercation, locating a female inside the residence who stated that Sheppard had become mad with her and then assaulted her. While the deputy attempted to investigate the incident, Sheppard continued to yell loudly, and many of his statements were laced with profanity. After refusing requests to calm down and observing that Sheppard was creating a disturbance in the neighborhood, the deputy placed Sheppard under arrest.

Sheppard was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Sheppard was released by the Commissioner on personal recognizance.

Narrative: On 2 October 2009
at 8:36 AM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 300 block of S. Fourth Street in Delmar. Upon arrival, the deputy discovered that an altercation had taken place, due to the amount of visible disarray. Upon speaking with both residents, Alex Calvo and Danielle Walker, they both stated that they were involved in an argument that turned physical. Both alleged that they were the victim of an assault by the other, and the deputy observed injuries consistent with those accounts.

Both Calvo and Walker were arrested and transported to the Central Booking Unit where they were processed and taken I front of the District Court Commissioner. After an initial appearance, both were detained in the Detention Center by the Commissioner in lieu of $5,000.00 bond each.

Incident: Possession of Marijuana
Date of Incident: 2 October 2009
Location: Ocean Gateway at Tilghman Rd, Salisbury, MD
Suspect: Christopher B. Foracre, 19, Parsonsburg, MD

Narrative: On 2 October 2009
at 6:11 PM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Christopher Foracre for an equipment violation. Upon contacting Foracre and his passenger, they both appeared to be extremely nervous being in the presence of a law enforcement officer. WCSO drug K9 arrived and scanned the vehicle for the presence of the odor of illegal drugs. During that scan the K9 alerted positively to that odor. Based on the alert, the vehicle was searched and the deputy located a baggie containing marijuana. The deputy also located two rolling papers and it appeared as if the deputy had stopped the vehicle while the occupants were in the process of rolling the marijuana into the papers for smoking.

Christopher Foracre claimed sole ownership of the marijuana and he was subsequently placed under arrest. He was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Foracre was released by the Commissioner on Personal Recognizance.

Location: 700 block of N. Westover Drive, Salisbury, MD
Suspect: Felicia M. Moore, 20, Salisbury, MD

Narrative: On 3 October 2009
at 12:26AM, deputies from the Wicomico County Sheriff’s Office responded to a reported altercation in the street in the 700 block of N. Westover Drive. Upon arrival, the deputies learned that two females were involved in a heated argument when one of them, Felicia Moore, produced a knife and starting swinging it in what was described as a threatening manner while approaching the other female. The deputies located the knife brandished by Moore and subsequently placed her under arrest.

The arresting deputy transported Moore to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Moore was detained by the Commissioner in the Detention Center in lieu of $30,000.00 bond.

Location: 600 block of East Lincoln Avenue
Suspect: Randall Jason Powell, 20. Salisbury, MD

Narrative: On 3 October 2009
at 9:59 AM, deputies from the Wicomico County Sheriff’s Office responded to a reported altercation inside a residence in the 600 block of East Lincoln Avenue in Salisbury. Upon their arrival, the deputies learned that two roommates were involved in a verbal argument over cigarettes when one of them, Randall Jason Powell retreated to a bedroom and came out brandishing a shotgun. Both the other roommate and witnesses stated that Powell then pointed the shotgun at the roommate while threatening to shoot the roommate. Powell had fled from the residence prior to the arrival of the Sheriff’s deputies.

The investigating deputy obtained a warrant for the arrest of Randall Powell and he was subsequently arrested the following day. Powell was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Powell was detained by the Commissioner in the Detention Center in lieu of $40,000.00 bond.

Incident: Hit and Run Accident
Date of Incident: 3 October 2009
Location: Allen Cut Off Road at Allen Road, Fruitland, MD
Suspect: unknown

Narrative: On 3 October 2009
at 12:11 AM, a deputy from the WCSO investigated a Hit and Run Accident that occurred on Allen Cut Off Road just south of Fruitland. Investigation revealed a pedestrian was walking on Allen Cut Off Road when the pedestrian was struck by a subject travelling eastbound on Allen Cut Off Road. The pedestrian advised that the motorcyclist temporarily ran off the road before continuing eastbound on Allen Cut Off Road without stopping. The pedestrian was transported to Peninsula Regional Medical Center for injuries suffered in the collision.

As of this release, the identity of the Motor Cycle operator is unknown. Anyone with information regarding this Hit and Run accident is asked to contact the Sheriff’s Office at 410-548-4891 or Crime Solvers at 410-548-1776

Narrative: On 2 October 2009
at 2:11 PM, a deputy from the Wicomico County Sheriff’s Office investigated a Hit and Run accident that occurred in the intersection of Glenn Avenue at Civic Avenue in Salisbury. Investigation revealed that a subject was attempting to cross Civic Avenue on a bicycle when he was struck by a vehicle. The vehicle that struck the bicyclist continued northbound on Civic Avenue instead of stopping. The bicyclist was transported to PRMC for treatment of injuries.

This investigation is continuing. The injured bicyclist was unable to provide a description of the vehicle that struck him. Anyone who may have information or witnessed this accident is asked to contact the Sheriff’s Office at 410-548-4890 or Crime Solvers at 410-548-1776

Supreme Court Grants Review In Chicago Handgun Ban Case

In orders released Wednesday morning by the Supreme Court, the justices granted review in 12 new cases for the fall term, including a major sequel to the D.C. v. Heller Second Amendment decision of 2008. At issue is whether the individual right to bear arms declared in Heller applies -- or is incorporated, to use the legal term -- against state, rather than just federal laws restricting that right. The case, which will likely be argued early next year, is McDonald v. Chicago, a challenge to Chicago's handgun ban. Significantly, the Court did not act on other petitions raising similar issues, including Maloney v. Rice, an incorporation case in which Justice Sonia Sotomayor ruled while on the 2nd U.S. Circuit Court of Appeals. Presumably those cases will await a ruling in the Chicago dispute.

The Court also granted the first employment law case of its new term, Lewis v. Chicago. At issue is the deadline for filing disparate impact workplace discrimination cases under Title VII of the Civil Rights Act -- should it be 300 days after the discriminatory practice is announced, or 300 days after the employer implements the practice? The NAACP Legal Defense and Educational Fund filed the petition on behalf of 6,000 African-Americans who applied for positions as firefighters in Chicago. The district court found discrimination, but the 7th U.S. Circuit Court of Appeals ruled the claims were filed too late. Fund president John Payton said, "The Supreme Court should apply a common-sense reading of Title VII and hold that discrimination occurs each time an employer uses a selection practice that unfairly excludes qualified African American applicants for a job."

Among the other petitions the Court agreed to hear are Holder v. Humanitarian Law Project and a countersuit, Humanitarian Law Project v. Holder. These cases test the constitutionality of a law that criminalizes "material support" for groups designated as terrorist organizations. Critics of the law say it is a vague "catch-all" law that is too widely used by prosecutors, violating First Amendment free speech and Fifth Amendment due process protections.

The Court's orders released Wednesday were decided at its so-called "long conference" held Tuesday, at which the justices sift through the petitions that have piled up over the summer recess. Newly granted cases used to be announced on the Court's opening day, the first Monday in October, but in recent years, they've been announced soon after the conference the week before, presumably to give parties more time to prepare.

On the above date a Trooper from the MSP Berlin Barracks responded to Keyser Point Road in the West Ocean City are in reference to Malicious Destruction of four Town of Ocean City trolleys. Every form for glass from including windows, headlights and mirrors have been smashed out by the suspects. The Maryland State Police Crime Scene Unit responded to the scene for evidence processing. The Worcester County Bureau of Investigations also responded due the nature of estimated damage. The estimated damage cost is approximately $20,000.

This occurred sometime between late evening and the early morning hours. We also encourage anyone with further information regarding suspect information or thefts to contact the Berlin Barrack @ 410-641-3101.

Pet Bear Mauls Owner To Death

ROSS TWP., Pa. - October 5, 2009 -- Authorities in northeastern Pennsylvania say a woman was killed by her pet black bear as she cleaned its cage.

State police say 37-year-old Kelly Ann Walz, Ross Township in Monroe County, was mauled to death Sunday evening by the 350-pound bear.
A state Game Commission spokesman says Walz kept the bear inside a 15-by-15 foot steel and concrete cage near her house.

3 Americans Share 2009 Nobel Medicine Prize


Winners’ research has implications for cancer and aging research

STOCKHOLM
- Americans Elizabeth Blackburn, Carol Greider and Jack Szostak were named winners of the 2009 Nobel Prize in medicine on Monday for research that has implications for cancer and aging research.

The trio solved a big problem in biology: how chromosomes can be "copied in a complete way during cell divisions and how they are protected against degradation," the citation said.

It said the laureates have shown that the solution is to be found in the ends of the chromosomes — the telomeres — and in an enzyme that forms them. Telomeres are often compared to the plastic tips at the end of shoe laces that keep those laces from unraveling.

Ex-Ala. Judge Accused Of Trading Sex For Leniency

MONTGOMERY, Ala. (AP) - Herman Thomas was a rising star in Alabama politics with an enviable track record at the polls: a black Democrat who kept getting elected in a county overwhelmingly white and increasingly Republican. He seemed to have it all. Respect as a circuit judge and at one time the Democratic Party's choice to be the first black federal judge in south Alabama.

Then his career on the bench collapsed—first under allegations that he was bringing inmates into his office and spanking them with a paddle, then with an indictment that accuses him of having sex with male inmates in exchange for leniency. The trial—on charges of sodomy, kidnapping, sex abuse, extortion, assault and ethics violations that involved oral and anal sex, as well as the spankings—is set to start Monday.

The case has shocked his friends and former colleagues.

"I've always had the highest regard for him. The allegations were a complete surprise to me and everyone else who knew him," said Bob Edington, a prominent Mobile attorney and former Democratic state senator.

Thomas, who was known for wearing distinctive bow ties, stepped down from the bench in 2007 after the allegations of paddling surfaced and just ahead of a judicial ethics trial that could have forced him out of office. He was indicted on the more-serious charges this past spring by a Mobile County grand jury. If convicted of the most serious charges—sodomy and kidnapping—he faces from 20 years to life in prison.

The oldest incident in the charges dates to 1999, his first year as a circuit judge. The first public claim against Thomas surfaced in lawsuits filed by an inmate in 2001 in Mobile circuit court and in federal court that claimed the judge offered to help him with his case in return for sex. Both lawsuits were dismissed, and Thomas' reputation remained unblemished.

Chief Assistant District Attorney Nicki Patterson said authorities began looking at Thomas after he changed a jail sentence in 2006 for his cousin, former Mobile County school commissioner David Thomas, even though the case was being handled by another judge. Other cases that Thomas had taken over from other judges without their approval soon surfaced, she said.

House Support For Fed Audit Passes 300

Hearings already under way on transparency move

The prime sponsor of a plan to audit the Federal Reserve, which oversees U.S. monetary policy, U.S. Rep. Ron Paul, R-Texas, says his plan has reached 300 co-sponsors in the U.S. House.

The legislation calls for a full and complete audit of the Federal Reserve by the Government Accountability Office, reported to Congress by the end of 2010.

"I continue to be pleased that so many of my colleagues are willing to stand up for transparency and accountability in government by cosponsoring this bill," Paul said today.

It was just a week earlier that the first hearing on the plan was held by the House Financial Services Committee.

"We are serious about some legislation," said U.S. Rep. Barney Frank, a key manager for financial legislation in the house and the chairman of the banking committee. He reported he was working on language that will allow for disclosure of Federal Reserve actions, but also provide a cushion between actions and revelation, to prevent the appearance of political influence.

Regulators Close Banks In Colorado, Mich., Minn.

NEW YORK – Regulators have shut Warren Bank in Warren, Mich., and two small banks in Colorado and Minnesota, boosting the number of failed U.S. banks this year to 98 as loan defaults rise in the worst financial climate in decades.


The Federal Deposit Insurance Corp. took over Warren Bank, with about $538 million in assets and $501 million in deposits as of July 31. The Huntington National Bank, based in Columbus, Ohio, agreed to assume the deposits and about $83 million of the assets of the failed bank. The FDIC will retain the remaining assets for later disposition.


Warren Bank's six branches will reopen Saturday as offices of Huntington National Bank.
The failure of Warren Bank is expected to cost the deposit insurance fund an estimated $275 million.

An old country preacher had a teenage son, and it was getting time the boy should give some thought to choosing a profession. Like many young men his age, the boy didn't really know what he wanted to do, and he didn't seem too concerned about it. One day, while the boy was away at school, his father decided to try an experiment. He went into the boy's room and placed on his study table four objects:

1. A Bible.

2. A silver dollar.

3. A bottle of whiskey.

4. A Playboy magazine.

'I'll just hide behind the door," the old preacher said to himself. "When he comes home from school today, I'll see which object he picks up."

"If it's the Bible, he's going to be a preacher like me, and what a blessing that would be!

"If he picks up the dollar, he's going to be a business man, and that would be okay, too.

"But if he picks up the bottle, he's going to be a no-good drunken bum, and Lord, what a shame that would be.

"And worst of all if he picks up that magazine he's going to be a skirt-chasing womanizer."

The old man waited anxiously, and soon heard his son's foot-steps as he entered the house whistling and heading for his room. The boy tossed his books on the bed, and as he turned to leave the room he spotted the objects on the table. With curiosity in his eye, he walked over to inspect them.

Finally, he picked up the Bible and placed it under his arm. He picked up the silver dollar and dropped into his pocket. He uncorked the bottle and took a big drink, while he admired the magazine's centerfold.

"Lord have mercy," the old preacher disgustedly whispered. "He's gonna run for Congress."

Corruption And Stupidity

$34,000: the amount of federal taxes that Secretary of the Treasury Timothy Geithner (D) failed to pay during his employment at the International Monetary Fund despite receiving extra compensation and explanatory brochures that described his tax liabilities.

$75,000: the amount of money that the head of the powerful tax-writing committee, Rep. Charlie Rangel (D-NY), was forced to report on his taxes after the discovery that he had not reported income from a Dominican Republic rental property. His excuses for the failure started with blaming his wife, then his accountant and finally the fact that he didn't speak Spanish.

$93,000: the INCREASE in the amount of petty cash each of our Congressional representatives voted to give themselves in January 2009 during the height of an economic meltdown. That's a $40 + million INCREASE!

$133,900: the amount Fannie Mae "invested" in Chris Dodd (D-CT), head of the powerful Senate Banking Committee, presumably to repel oversight of the GSE prior to its meltdown. Said meltdown helped touch off the current economic crisis. In only a few years time, Fannie also "invested" over $105,000 in then-Senator Barack Obama.

$140,000: the amount of back taxes and interest that Cabinet nominee Tom Daschle (D) was forced to cough up after the vetting process revealed significant, unexplained tax liabilities.

$356,000: the approximate amount of income and deductions that Daschle (D) was forced to report on his amended 2005 and 2007 tax returns after being caught cheating on his taxes. This includes $255,256 for the use of a car service, $83,333 in unreported income, and $14,963 in charitable contributions.

$800,000: the amount of "sweetheart" mortgages Senate Banking Chairman Chris Dodd (D-CT) received from Countrywide Financial, the details for which he has refused to release details despite months of promises to do so. Countrywide was once the nation's largest mortgage lender and linked to Government-Sponsored Entities like Fannie Mae and Freddie Mac. Their meltdown precipitated the current financial crisis. Just days ago in Pennsylvania, Countrywide was forced to pay $150,000,000 in mortgage assistance following "a state investigation that concluded that Countrywide relaxed its underwriting standards to sell risky loans to consumers who did not understand them and could not afford them."

$1,000,000: the estimated amount of donations by Denise Rich, wife of fugitive Marc Rich, to Democrat interests and the William J. Clinton Foundation in an apparent quid pro quo deal that resulted in a pardon for Mr. Rich. The pardon was reviewed and blessed by Obama Attorney General and then Deputy AG Eric Holder, despite numerous requests by government officials to turn it down.

$12,000,000: the amount of TARP money provided to community bank OneUnited despite the fact that it did not qualify for funds, and was "under attack from its regulators for allegations of poor lending practices and executive-pay abuses." It turns out that Rep. Maxine Waters (D-CA), a key contributor to the Fannie Mae meltdown, just happens to be married to one of the bank's former directors.

$23,500,000: The upper range of net worth Rep. Allan Mollohan (D-WV) accumulated in four years time according to The Washington Post through earmarks of "tens of millions of dollars to groups associated with his own business partners."

$2,000,000,000: ($2 billion) the approximate amount of money that House Appropriations Chairman David Obey (D-WI) is earmarking related to his son's lobbying efforts. The son, Craig Obey, is "a top lobbyist for the nonprofit group" that would receive a roughly $2 billion component of the "Stimulus" package.

$3,700,000,000: ($3.7 billion) not to be outdone, this is the estimated value of various defense contracts awarded to a company controlled by the husband of Rep. Diane Feinstein (D-CA). Despite an obvious conflict-of-interest as "a member of the Military Construction Appropriations subcommittee, Sen. Feinstein voted for appropriations worth billions to her husband's firms."

$4,190,000,000: ($4.19 billion) the amount of money in the so-called "Stimulus" package devoted to fraudulent voter registration ACORN group under the auspices of "Community Stabilization Activities". ACORN is currently the subject of a RICO suit in Ohio.

It's not just a culture of corruption; it's a culture of corruption and stupidity. In addition, these folks appear to be above the law. All of the aforementioned are still in office, ruling like the royalty they've become.

The Noble Sacrifice Of Michelle Obama

It’s hard out there for a First Lady of the United States. Take it from travel-weary Michelle Obama. On Tuesday night, she boarded a luxury 757 for Copenhagen. Think of the stairs she had to climb. Oh, the agony of the feet!

Upon arrival, Mrs. O, her “chit-chat buddy,” Chicago-based talk show queen Oprah Winfrey, and Chicago power-broker/interest-conflicted real estate mogul/senior White House adviser Valerie Jarrett immediately embarked on a grueling, grip-and-grin campaign to secure the Olympics for their hometown. Our smile muscles ache in sympathy.

You will be comforted to know that gracious FLOTUS feels your pain for her pain. “As much of a sacrifice as people say this is for me or Oprah or the president to come for these few days,” the First Lady told a group of fellow Chicago 2016 boosters, “so many of you in this room have been working for years to bring this bid home.” Translation: Thank me, thank you, for all we do.

Never has self-congratulatory gratitude been raised to such an art form, but there was no time for loyal subjects to dwell. The selflessly indefatigable Michelle Obama had to rush off for an 800-meter wine-and-cheese dash with International Olympic Committee members, followed by a rigorous aerobic Heads of State luncheon hosted by Queen Margrethe II of Denmark and another high-heeled trek to the IOC Opening Ceremony at the Copenhagen Opera House.

Of course, it’s not entirely clear which “people” out there are saying that the Obamas’ jaunt to Denmark is a “sacrifice.”

Certainly not the families of 43 American soldiers, sailors, airmen and Marines who have died in Afghanistan since General Stanley McChrystal called for more reinforcements.

Certainly not the families of nearly 40 children and teens in Chicago who lost their lives on the out-of-control streets of the Windy City so far this year.

The First Lady’s slip of self-absorption reminds me of a useful passage in Washington Post writer Liza Mundy’s biography of Mrs. Obama. After graduating from Princeton University and Harvard Law School, the bitterly oppressed Michelle Obama headed back to her native Chicago to join the high-powered law firm of Sidley Austin—the fifth-largest in the world. There, Mundy’s book reported, the future first Lady griped about having to do the duties of a second-year associate while she was a second-year associate—demonstrating the trademark attitude of entitlement and inflated ego that led the law partner who recruited her to later describe her as “perennially dissatisfied.”

Doing her first job was a burden then. Enjoying the perks of her current job are “sacrifice” now.

Mrs. Obama has a gift for selling special-interest business as usual as public-interest charity. Thus, the insatiable appetite of the Chicago polite elite for a massive Olympics windfall to crony developers is redefined as a do-good campaign For the Children. Said Mrs. Obama:

“We need all of our children to be exposed to the Olympic ideals that athletes from around the world represent, particularly this time in our nation’s history, where athletics is becoming more of a fleeting opportunity…When we’re seeing rates of childhood obesity increase, it is so important for us to raise up the platform of fitness and competition and fair play; to teach kids to cheer on the victors and empathize with those in defeat, but most importantly, to recognize that all the hard work that is required to do something special.”

“Hard work,” you know, like jetting off with your gal pals to schmooze other world leaders, famous athletes, and celebrities for a few days on taxpayers’ dime.

In the Olympics of the aggrieved, Mrs. Obama gets a gold medal.

Obama Has Not Met With The GOP Leaders Since May

President Obama has cut off communication with Republican leaders, going more than four months without hosting the bipartisan congressional leadership at the White House to discuss his health care proposal, the No. 2 Republican in the House said Wednesday.


Minority Whip Eric Cantor, Virginia Republican, told The Washington Times that health care reform has been an "utter disaster" for Mr. Obama and predicted if he pushes through a public option as part of a final bill, Republicans will win back at least one chamber of Congress in the 2010 elections.


Mr. Cantor said Mr. Obama initially asked for Republican help on health care, but Republicans have heard nothing since they offered their ideas.

Once you get past a wrinkle or two, a woman over 40 is far sexier than her younger counterpart.
Older women are forthright and honest. They'll tell you right off if you are a jerk, if you are acting like one. You don't ever have to wonder where you stand with her.

Yes, we praise women over 40 for a multitude of reasons. Unfortunately, it's not reciprocal. For every stunning, smart, well-coiffed, hot woman over 40, there is a bald, paunchy relic in yellow pants making a fool of himself with some 22-year old waitress. Ladies, I apologize.

For all those men who say, 'Why buy the cow when you can get the milk for free? Here's an update for you. Nowadays 80% of women are against marriage. Why? Because women realize it's not worth buying an entire pig just to get a little sausage!

In Tight Times, Congress Boosts Its Budget

Congress is on the verge of giving itself a bump in its annual budget — even as local governments, families and businesses across the country are tightening their belts in the worst recession in decades.


Under a House-Senate conference measure, approved by the House last week and poised for passage in the Senate on Wednesday, spending for the legislative branch will increase 5.8 percent this year, boosting Capitol Hill’s annual budget to $4.7 billion.


The measure includes a hodgepodge of new funding for lawmakers: a $500,000 pilot program for senators to send out postcards about their town hall meetings, $30,000 for receptions for foreign dignitaries and $4 million for consultants — with Majority Leader Harry Reid (D-Nev.) and Minority Leader Mitch McConnell (R-Ky.) getting up to nine each and Senate President Pro Tempore Robert Byrd (D-W.Va.) getting up to three more.


There’s $15.8 million for salaries for the Senate Appropriations Committee — plus an extra $950,000 for the committee’s administrative expenses.

ANOTHER ACORN EXPOSE

Friday night Fox news ran an hour long expose of ACORN and a few of its supporters. Megan Kelly presented what, in my opinion, amounts to an indictment of ACORN and how Democrats are attempting to cover for them. They obtained a report from ACORN'S law firm along with video's and interviews, that the main stream media will find hard to ignore.

Watch for Fox to repeat parts of it on most of their shows. Again, in my opinion, this is a scandal that can reach as high as the White House. The video's by those two young people are only the tip of the iceberg. It alleges voter fraud, tax evasion, misuse of public funds, illegal activities of many stripes to name a few. I expect the Kool Aid drinkers to blame this on the vast right wing conspiracy and claim the documents and video are doctored, but sane people will judge for themselves.

Things Aren't Always As Simple As The Brady Bunch!

It's sad when a marriage comes to an end. Both sides have their own story of who, why, when, etc. Then you try to go on with life. You meet that special someone who takes some of the pain away that you've carried around from your divorce. It's not so easy this time to go into a relationship because there are children on both sides. The children aren't little, they've heard the stories on all sides and try to remain neutral until that day when they are told about that new person in the parent's life. One child is an adult with children of her own. She's able to stay neutral. The others still live at home with their Mother. It's harder for them to remain neutral. Eventually the children meet, it's not love at first sight. I believe the word "tolerate" would fit when it comes to how they treat each other.

The day comes when the parents marry and try to join their families together. Brady Bunch it's not! It's the normal weekends, birthdays and holiday visits. One day you come home from school, you've had a so-called normal day so far. The folks have something to tell you, you notice Mom looks like it's the end of the world. There's going to be an addition to the family! Suddenly the family has something they share equally. The day comes when everyone sits, waits and watches Mom in labor. When it's time to go to the hospital the girls go along, excited for the baby to finally be here.

This baby is the glue that brings the family together. There are days when the teens fight over who gets to hold the baby on the way to the sitter or on the way home, etc. This baby is loved by all. Every new thing he learns to do is an exciting event. The parents have shared this kind of joy before but for the teens it's the first time. Each teen shared his/her own special bond with him. Not only that, they've formed a bond among themselves. The confusing thing for the little one is how he can get away with something with one sibling but maybe not with the others.

The time comes when the parents decide relocate. The older kids are all out of school by now so it's a good time to do this. the problem is distance. Over the next several years most of the kids have followed with their own families. The sad part is how everyone has pretty much gone their own way in life. They see each other at the parents on holidays, etc but it's not what they once had. Now that they are adults when they argue with each other or even the folks they run back to the other parent and tell their side. The parent now talks openly of his/her feelings about the other parents which takes away the neutral part that had been there for many years. Your parent's friends know the "other" person's name with is associated with much anger, sometimes hatred.

This week our shared "Dad" had surgery. Several of the kids were able to be at his bedside. With much joy we were happy to hear how well the surgery went and thought it was safe to breath again. Then it happened. My brother passed away. Ever since our parents married his children have been my siblings, his grandchildren have been mine. I was proud to be asked by one of the nieces to be her daughter's Godmother. The death of my brother hurt because I never got to say goodbye. I honestly didn't think there was anything that could be more painful. Wrong! His obituary showed up in the paper. My brother and I weren't mentioned at all. I figured if we had been it would of been as his "steps", I guess we're not even that. That didn't surprise me but having the brother that all of us share not being mentioned went right to my heart. He belongs to all of us. When he was told it broke his heart. He asked what he ever did. The answer is simple, he was born to that "other" person. It's sad how someones hatred runs so deep that they left out one name.

I've told him to that no one can take his memories away. Don't stop loving his brother because of someone else's hatred. I wonder just how often combined families go in different directions once the children become adults and go off on their own.

THE TYRANNY OF CONGRESS

The founding fathers had a misguided belief that members of congress would go to the Senate and the House to represent the State and the people that elected them. They feared a too powerful central government with a tyrant as President. The system of checks and balances they devised, with the legislative branch representative of the States and people was supposed to prevent an all powerful federal government.

The Supreme Court was not given specific authorization to interpret the constitution, instead, the constitution left it to congress and to the justices of the court to develop the authorities and operations of the judicial branch. What has transpired over the years is that the Congress and the Court have colluded in striping the States of any authority. Sure the members of Congress bring pork home, but is this to make the states more dependent on a strong federal government? While the federal ability to tax in order to fund those thing the states can not provide is vital, they now fund everything from state roads to grants for most local projects.

When did you last hear a member of congress speaking out for states rights? They do beg for more federal funds for education and other federally mandated programs. This is taxpayer money that never should have gone to Washington. Most of the programs rightfully belong to decisions of the states. One might conclude that congressional members have come to only represent Washington.

A GOVERNMENT STRONG ENOUGH TO GIVE YOU EVERYTHING, IS STRONG ENOUGH TO TAKE IT AWAY.

Field service staff repaired one defective water service in the 200 block of Green Street.

Staff has been marking off areas along Main Street, N. Division Street and Cedar Lane (near roundabout) where new road signage will be installed to control the flow of heavy truck traffic through those areas.

Congratulations to Corp. Ted Collins for finishing his supervisory school training on September 25th.

Office Manager Debbie Donoway jetted off to California this week to visit her son in Los Angeles. Her itinerary was filled with rubbing elbows with celebrities and visiting all the hot spots. She just might get “discovered” out there and never come home. We hope she has the time of her life.

Indian River Inlet Bridge Open House & Site Tour

-- The Delaware Department of Transportation and Skanska USA Civil Southeast, Inc. (Skanska) invite the public to attend an outdoor "open house" style public workshop and participate in a construction site tour at the Indian River Inlet Bridge on Saturday, October 17, 2009 from 1:00 p.m. to 4:00 p.m. The event will be held in the parking lot directly across from the DelDOT Field Office, 39368 Inlet Road, Rehoboth Beach, on the north side of the inlet. The event will be held rain or shine.

"This is a great opportunity for everyone to visit the site to see firsthand the construction progress being made and to talk to the DelDOT Project Team and the bridge builders," stated Secretary of Transportation Carolann Wicks.

The workshop will consist of 12 informational stations where the public can receive specific information about various aspects of the bridge construction. Information will be available about the design-build process, pile drivings and use of concrete, the pylon forms including reinforced steel, the falsework structure, the stay cable erection system, the traveler, the approach spans of the bridge, and the final features of the bridge and their functionality. Many of these informational stations will include visual examples of the different elements of bridge construction.

Representatives from the University of Delaware will be onsite to discuss the monitoring capabilities of the new bridge. Information about the roadway approaches and park improvement contracts will also be available. Several bridge designers, engineers and specialists will be on hand to discuss the bridge's construction.

A highlight of the event will be the opportunity to participate in a construction site tour. An open-air trolley will allow attendees to take a guided and narrated tour of the construction site.

The public is invited to attend any time between 1:00 p.m. and 4:00 p.m., and there will be an opportunity to provide written comment on the construction to date.

One Year Ago Today












It was one year ago today, Fernando Guerrero brought Showtime right here to Salisbury, Maryland and packed the Civic Center. Millions of dollars was brought into Wicomico County by one big name fighter and a community came together in support as well as incredible entertainment.

This coming Saturday, Fernando Guerrero will fight once again, this time at the Shorebirds Stadium for an outdoor event. I can't stress enough how important it is for everyone to come together again and support this local legend.

For all that Fernando Guerrero, Hal Chernoff and all of those supporters of the Main Street Gym have given back to this community, their only request is that you purchase a ticket and see history in the making.

Narrative: On the above dates Troopers from the MSP Berlin Barracks have responded to several locations in the West Ocean City are in reference to thefts from motor vehicles. In all the cases reported, the vehicles have been left unlocked. There have been items from change to GPS units taken from these vehicles. We are encouraging everyone to lock your vehicles so this does not continue to occur. These thefts have been occurring during the late night and early morning hours. Dog Rescue Of Maryland Asking For Help

Dear Mr. Albero,

I have just been reading your Salisbury News Blog and found it to be very informative. I would like to tell you a little bit about Dog Rescue of Maryland in hope of you adding us to your blog.

We are a relatively newly formed, non-profit all breed rescue operated by volunteers and from donations. Our mailing address is in Pasadena MD, Anne Arundel County and our volunteers are scattered about from Pasadena, Lansdowne, Joppa, Glen Burnie and Ocean City. We work very closely with Anne Arundel Co. Animal Control, have worked with other shelters, and on occasion taken owner surrenders of people who have fallen upon hard times.

The dogs we bring into the rescue from shelters have passed temperament tests and are very close to being euthanized through no fault of their own. Once we bring them into the rescue they are fully vetted and placed in volunteer foster care homes until adopted to approved through screening applicants.

Unfortunately we have had to house three of our dogs in a boarding kennel which has been quite costly, and recently incurred so very high medical bills for two of our shelter born puppies, all of which has drained our finances. We do as many events as possible to collect donations that has kept us in operation but our funds are dangerously low at this point. Without immediate additional funding/donations we fear we will have to close our doors by next month.

If you would please run an article about our rescue I'm sure your followers, and those on the Shore who have adopted their furry four legged family member from us would do what they could to help. Donations are tax deductable because we are 501c3 approved.

State Police Seeks Help In Locating Homeless Burglar

On Saturday October 3, 2009 the Delaware State Police investigated a burglary to a residence. State Police discovered that the victim came home and discovered numerous items out of place inside her residence. The victim continued to walk through the residence and into her bedroom where she startled the suspect Terrence Matthews. Matthews then sprang to his feet and exited the residence. The victim followed Matthews however lost sight of him. The victim was familiar with the suspect.


When Delaware State Police responded to the area of the residence they observed Matthews walking down the street. Matthews again fled into a wooded area eluding the police.


Matthews is homeless however frequents the Bridgeville area. Anyone with information on Matthews’ whereabouts is asked to call Troop 5 at 302-337-1090 or callers may remain anonymous. Some Signs Of The Times

How to distill the news? After watching it far too much the past nine months, I offer five random conclusions from what I think is going on in the age of Obama.

1. Disconnect. There is little semblance between how one lives and how one envisions others should live. We saw that with the cabinet nominees. Tom Daschle, cheating on the taxes on his free limousine service, was the obvious caricature of someone who likes the high life, has found a way through tribuneship to get it, and makes so much money that he easily has enough money to pay for the taxes he wants to raise on others — but would prefer, given his status, not to pay them at all. A Geithner, Dodd, or John Edwards typify a rather large influential class of such moralists who suffer on our behalf. The more influential the environmentalist, the more likely his house does not meet his own green requisites he wishes to impose on others, so that he might better think on our behalf. The more a Charles Rangel talks of affordable housing, the poor, and social justice, the more he suddenly finds hidden bank accounts, unreported income, and subsidized apartments in his name, so that he might better agitate on our behalf. Hypocrisy is a human, rather than a partisan sin (note the philandering evangelical or the capitalist who wants government money to rig the game), but the man on the barricades shouting about social equality is especially prone to it — since it pays so uniquely well both materially and psychologically.

2. Abroad. Foreign policy now starts with the assumption the world is not naturally chaotic, but tranquil — if not for the obtrusive presence of a largely ignorant and selfish United States. The past is selectively invoked — Native Americans, slavery, sexism, racism, imperialism — and always without consideration of the far greater sins of other comparable societies or the astounding achievements of American society that allow our present spokesmen their exalted status and influence. By reaching out to troublemakers, and airing our pathologies, we are supposed to calm the misunderstood and demonized, as we insidiously try to address their complaints. A Chavez or Ahmadinejad should be less hostile once they learn that we too are moving to socialized healthcare, income redistribution, high taxes, blanket entitlements and becoming more part of the statist solution rather than of the cowboy capitalist problem. To understand such a policy, shorn of its pretensions, as old-style appeasement is considered a smear. Or to think that a Syria, Venezuela, or Cuba hates individual freedom and exists for a professional cadre of elite autocrats is considered naïve and simplistic. The greatest defenders in America of a Castro or Chavez are precisely those whose lifestyles and income would be impossible under such regimes.

3. Top and bottom. Obama is the embodiment of the new Democratic Party that appeals to the very poor and the upscale, the one reliant on federal largess, the other making enough money not to care all that much about the taxes necessary to fund it. On almost every issue — environmentalism, social issues, larger government — there is a new alliance that simply downplays the ordeal of the larger middle class of all races and ethnicities, especially those who are self-employed and wedded to more traditional values. The hardware store owner, dentist, real estate salesperson, and farmer, are seen as the “boss” with capital to dispense to others, rather than the critical but harried entrepreneurs who get up each morning with no certainty of an income or benefits. The chief difference between the support for the new Obamism among those in the gated community (tastefully gated) and the barrio was the level of vehemence and near anger in which it was expressed — far greater the more upscale the neighborhood.

4. Getting Along. On matters racial, there remains just the old, fossilized thinking. The institutionalized slur of racism will offset needed discussion of the statistical evidence of higher rates of African-American illegitimacy, poverty, drug use, fatherless families, and incarceration; a quite large African-American elite, mostly in government service or federal employment, will be the self-appointed spokesperson for the problems of the black community, and negotiate with white upscale liberals over the conditions of federal redress. Obama’s intimate relationship with the racist Rev. Wright in his mansion, and the pass he was given by his supporters for such a creepy relationship, is emblematic of this nexus. In such a bargain, the affluent are granted exemption from white guilt and allowed to live their rather segregated lives of tony neighborhoods, college-prep schools for their kids, and apartheid private social lives — all with the sense of revolutionary progressive fervor, by reason of loud protestations of symbolic racial solidarity and a willingness to deem racist any who catch on. We can only hope that the African-American community can develop an entrepreneurial class on the model of many first-generation immigrant communities, since such activity frees the individual from government reliance and instills a sense of optimism in self-reliance.

5. The Mother Polis. It matters little that the public senses the emergency room, the DMV, the County Recorder’s office, and the district IRS center are all government-run bureaucracies that they seek to avoid, not due to illiberalism, and anti-government hysteria, but because in such places one can very easily lose an entire day, receive no instruction or help, and feel insulted in the process for daring to enter the front door. Most feel that they are not a model for anything, but may well end up being such for government-run healthcare or cap-and-trade auditors. The defense of larger government organizations in our lives is never that they are efficient, well run, or monitored, but simply that the greed and selfishness of Wall Street and the private sector are worse than the incompetence, waste, and petty corruption of government. In this “they do it too” argument, why worry about the DMV when there is Lehman Brothers? Rather than defend an ideology of statism, the retort is increasingly “Bush was worse.” End of discussion.

Hillary — Obama felt putting Hillary at State would ice potential political challenges, punitively rein in Bill’s extravagant overseas income, and tie her to his policies even as she was roped down by regional czars. But she may well like hiding from the messes of healthcare (remember Hillarycare?), apology tour, cap and trade, and other fiascos — until reemerging, after her chrysalis stage, unscathed if Obama hits 40% approval.

Europe — cf. Sarkozy’s exasperation — is getting what it dreamed of, and now finds Obama out-Europeanizing Europe. That cannot be, since they counted on our power and leadership to allow them to play their multilateral good cop to our unilateral bad one.

Taxes — the deficit is so large, that all sorts of taxes are coming. FICA tax caps will go, rates will climb on income tax, and still it will not be enough. Some sort of sales tax or value-added tax, on top of rising state income taxes, is coming — at precisely the time the stimulus waste reminds us that thousands of taxpayers’ first five months of work this year were simply given away or squandered as part of a $2 trillion deficit. Many voted for Obama thinking they would either not be taxed but receive more largess, or that they would not be taxed too much; I think both groups will soon discover the truth.

“The Baltimore Sun reported that Maryland ’s senior U. S. senator won $10.5 million in federal pork barrel spending for three of her most generous campaign contributors.

“During a time of budgetary crisis in Washington , it is irresponsible for Senator Mikulski to use her powerful position on the Senate Appropriations Committee to enrich her campaign supporters. Further, I find it appalling that she would hide behind the troops to justify her actions.

“The Pentagon didn’t ask for any of the funding requests (totaling $42.1 million, including the $10.5 million already referenced) the senator received. If Senator Mikulski thinks she knows better than the military does, she owes it to her constituents to explain why.

“Senator Mikulski should eschew the politics of the past and devote her energies towards participating in the healthcare debate raging on Capitol Hill. Despite more than three decades of involvement in this issue, she has been oddly absent now that the debate is here.

“ Maryland ’s taxpayers deserve Senator Mikulski’s advocacy more than her campaign contributors do.”

Margaret (Megan) Pierce-16 sustained a broken wrist and was transported to Christiana Hospital by Delaware State Police helicopter for additional non-life threatening injures and is expected
to be treated and released.

The 2002 Volvo tractor trailer was northbound US 113 approaching the intersection with Daisey Street. The 2007 Honda Pilot was westbound Daisey Street approaching the intersection with US 113.

Brett Pierce failed to stop at the stop sign at the intersection of Daisey Street and US 113 northbound. As a result the tractor trailer struck the drivers side of the Honda Pilot. Brett Pierce’s wife Allison and son Jimmy died at the scene from injuries sustained in the crash. The lone survivor Brett and Allison Pierce’s daughter Margaret Pierce sustained a broken wrist along with other non-life threatening injuries. Margaret was transported via Delaware State Police helicopter to Christiana Hospital.

The operator of the tractor trailer was transporting mail from the Virginia area and was en route to New Jersey.

It is believed the Pierce family was on their way to the Sports at the Beach complex in Georgetown, Delaware.

Attempted Murders At American Legion

INCIDENT: Attempted Murders
DATE: October 3, 2009
LOCATION: American Legion, 1216 Jersey Road, Salisbury, Maryland.

NARRATIVE:
On October 3, 2009 at approximately 0055 hours the Maryland State Police - Salisbury Barrack responded to the American Legion located at the above address on Jersey Road for a report of a fight where two individuals were each stabbed multiple times.

Upon arrival, Troopers located several hundred people leaving the Legion and two victims with stab wounds. Additionally, a female victim had been struck by an unknown object and had a swollen area on her forehead.

All three victims were transported by EMS to PRMC where one was listed in stable condition and one was listed in critical condition. The victim in stable condition suffered from multiple stab wounds to the right rib cage area, none of which appear life threatening. The victim in critical condition suffered from five stab wounds, some of which punctured a lung and the liver. The female victim was also transported to PRMC but eventually refused treatment

Investigators from WBI responded and assumed the investigation.

It appears that the stabbings occurred during a larger physical altercation that appears to be motivated by an argument between Pocomoke residents, who had rented the Legion, and some local residents.

WBI investigators processed and photographed the crime scene and collected evidence.

Investigation continues.

Dear Mr. President:

I'm planning to move my family and extended family into Mexico for my health, and I would like to ask you to assist me.

We're planning to simply walk across the border from the U.S. into Mexico, and we'll need your help to make a few arrangements.

We plan to skip all the legal stuff like visas, passports, immigration quotas and laws. I'm sure they handle those things the same way you do here. So, would you mind telling your buddy, President Calderon, that I'm on my way over?

Please let him know that I will be expecting the following:

1. Free medical care for my entire family.

2. English-speaking government bureaucrats for all services I might need, whether I use them or not.

3. Please print all Mexican government forms in English.

4. I want my grand kids to be taught Spanish by English-speaking (bi-lingual) teachers.

5. Tell their schools they need to include classes on American culture e and history.

6. I want my grand kids to see the American flag on one of the flag poles at their school.

7. Please plan to feed my grand kids at school for both breakfast and lunch.
8. I will need a local Mexican driver's license so I can get easy access to government services.

9. I do plan to get a car and drive in Mexico , but, I don't plan to purchase car insurance, and I probably won't make any special effort to learn local traffic laws.

10. In case one of the Mexican police officers does not get the memo from their president to leave me alone, please be sure that every patrol car has at least one English-speaking officer.

11. I plan to fly the U.S. flag from my house top, put U S. flag decals on my car, and have a gigantic celebration on July 4th. I do not want any complaints or negative comments from the locals.

12. I would also like to have a nice job without paying any taxes, or have any labor or tax laws enforced on any business I may start.

13. Please have the president tell all the Mexican people to be extremely nice and never say a critical thing about me or my family,
or about the strain we might place on their economy.

14. I want to receive free food stamps.

15. Naturally, I'll expect free rent subsidies.

16. I'll need Income tax credits so although I don't pay Mexican Taxes, I'll receive money from the government.

17. Please arrange it so that the Mexican Govt pays $ 4,500 to help me buy a new car.

18. Oh yes, I almost forgot, please enroll me free into the Mexican Social Security program so that I'll get a monthly income in retirement.

I know this is an easy request because you already do all these things for all his people who come to the U.S. from Mexico. I am sure that President Calderon won't mind returning the favor if you ask him nicely.
