OCEAN PINES, Md. (WUSA9) -- Five people have been hospitalized after a boat explosion that happened at Ocean Pines Sunday afternoon.
Authorities said the explosion involving a 24-foot vessel happened around 2 p.m. as the boat was pulling away from the dock.

At approximately 2:00 AM this morning Berlin Fire/EMS were dispatched to the area of Libertytown Road for a reported motorcycle accident where they struck a large dog in the roadway. Upon arrival two subjects were lying in the roadway ejected from the motorcycle. Both patients were stabilized and transported to PRMC with non life threatening injuries.
Ocean Pines Fire/EMS are on the scene near the north gate, Boatswain Court. There is a boat on fire with multiple burn victims. MSP Trooper 4 has been requested.

Wicomico County Labor Continues Downward Spiral - Marks 19th Consecutive Monthly Decline - Unemployment Spikes Again to 7.70%
The US Bureau of Labor Statistics just released its latest Labor Report Card for the nations Counties and Municipalities. Once again, Wicomico County continues to experience a decline in its workforce. In July - Wicomico posted another loss of 563 jobs compared to July of 2013. The labor force has now shrunk for 19 consecutive months and has declined in 25 of the past 31 months. This is happening while the population is simultaneously growing in Wicomico County. This does not bode well for residents as the workforce numbers should be linear in relationship to population growth. In order for a local economy to sustain itself - it is imperative that adequate job generation is created. This is not happening in Wicomico County and hasn't been happening for a very long time as almost three years have now elapsed with no gains.
Folks, we are not making this stuff-up, one can check out the numbers and clearly see that Wicomico needs an 'economic shot of mammoth proportions'. The economic engine for this County has been off track for a very long time.

Downtown Trolley Comes To Salisbury
The City of Salisbury, Shore Transit, and Salisbury University are proud to announce a new service available to Salisbury University students and the community! Starting its loop in front of the Perdue School of Business, the Downtown Trolley will shuttle passengers from the University to the downtown shops and restaurants. The trolley will run Thursdays, Fridays, and Saturdays from 7:00 pm to 2:00 am and fare will only be $1 for the evening. This exciting project has been partially funded by a $50,000 grant from the Maryland Transit Administration as part of the effort to link Salisbury University students with the businesses in Downtown Salisbury. “As part of the ongoing renaissance of Downtown Salisbury, we are seeking to deepen the connection between our university students and downtown businesses. With the Downtown Trolley, we are literally bringing this audience to local business owner’s doorsteps” says City Council President, Jake Day.

Secret Service are searching for car linked to threat against President Obama
The U.S. Secret Service and Connecticut State Police are searching for a car in connection to a possible threat made against President Barack Obama.
Federal and state officials are on the hunt for a silver 2014 Volkswagen Jetta with Connecticut license plates, The Hartford Courant reported.
According to police, the vehicle is believed to be driven by a man who may have threatened the life of the president.

The Department of Justice has announced that it is suing the small town of St. Anthony, Minnesota, after a two-year investigation into the town's denial of a permit to create an Islamic cultural center.
The DOJ claims that the north Minneapolis town broke a federal law when it rejected the center in 2012.
"An injustice has been done," U.S. Attorney Andrew Luger said on August 27. "I will not stand by while any religious group is subject to unconstitutional treatment that violates federal civil rights laws."

JUST IN: Joan Rivers Rushed To Hospital, In Critical Condition
Joan Rivers was admitted to Mount Sinai hospital in New York Thursday morning in critical condition, a source close to the situation tells FOX411.
Police would not confirm Rivers' identity but told FOX411: "An 81-year-old female was transported Mount Sinai in critical condition... at 9:39 a.m."
They said she was "unconscious and unresponsive."
The New York Fire Department told FOX411 the person transported was in cardiac arrest.

A group founded by former Obama aide Van Jones and former MoveOn.org activist James Rucker is calling on the Internet fundraising platform GoFundMe.com to take down its “Support Officer Darren Wilson” page, accusing the company of “profiting from racially motivated donors.”
The Color of Change, founded by Jones and Rucker in 2005 to “strengthen the political voice of Black America,” says on its website that donors to officer Wilson are “celebrating Michael Brown’s death” and that GoFundMe should take down the police officer’s fundraising page and return any profits it has generated.

Police: Man Found Passed Out With Woman's Underwear In Lap
A Georgetown man faces charges after police say they found him passed out on a woman's bed with several pairs of her underwear in his lap.
A woman returned home at 5:41 p.m. Aug. 26 to her apartment in the 100 block of North Race Street and found Miguel Mercado, 33, of Georgetown passed out in her bed, said Lt. Lawrence Grose of the Georgetown Police Department.
Grose said Mercado had several pairs of the woman's underwear bunched up in his lap, his zipper was down and he was exposed.

SNOW HILL — Less than 24 hours after the arrest of two local men for their alleged role in the death of a Pennsylvania man found unconscious in a downtown hotel parking lot early Sunday morning, one of the suspects had his bond set at $400,000 during a hearing on Wednesday afternoon, and the groundwork for a self-defense approach has already been laid out.
Around 3 a.m. on Sunday, Ocean City police officers responded to the parking lot of a hotel on 2nd Street to assist Ocean City EMS with an assault that had already occurred. Upon arrival, OCPD officers found the victim, later identified as Justin D. Cancelliere, 37, of North Whitehall, Pa., unconscious and unresponsive. First responders from the OCPD and the Ocean City Fire Department initiated emergency lifesaving procedures on the victim and transported him to AGH where he was later pronounced deceased. An autopsy was performed on Monday, and the Office of the Chief Medical Examiner in Baltimore has ruled the nature of Cancelliere’s injuries as head and neck trauma and the cause of death a homicide.
After an investigation, OCPD detectives determined the assault occurred during an altercation in the area of Talbot Street and Baltimore Ave. The two suspects, identified as Caleb Edwin-Earl Ochse, 27, of Ocean City, and Christopher Blake Kendall, 22, of Ocean City, had entered the Fat Daddy’s restaurant around 2:30 a.m. on Sunday and ordered food.

After a presentation this afternoon at City Hall, the Ocean City Council voted 4-3 to move to ordinance form smoking regulations for the beach and Boardwalk. The plan would be to create designated smoking areas year-round starting May 1, 2015. Council members Brent Ashley, Mary Knight and Margaret Pillas voted to oppose, while Doug Cymek, Dennis Dare, Lloyd Martin and Joe Mitrecic were in favor. Ashley, Knight and Pillas were opposed because they wanted to ban smoking altogether on the Boardwalk. The public will have the opportunity to address this during the requisite two readings of the ordinance in the near future. Full story coming tomorrow.

Our police officers are not our military. Yet military weapons meant for battlefields like the ones I served on as an Army Officer in the Gulf War are being transferred to local police departments around the country. Put simply, these weapons are not intended for local policing and often result in escalating - not solving - situations.
We’re seeing this right now in Ferguson, Missouri.
Many of the weapons being sent to small police departments are coming directly from the Pentagon through the 1033 Weapons Transfer Program. Since its creation, at least $4 billion worth of equipment has been distributed to local police departments through this program.
Thankfully, the Senate Armed Services Committee is reviewing the Weapons Transfer Program to evaluate how these weapons are being used. However, there’s no reason to continue sending weapons through the program while it's under review. So I’m calling on Defense Secretary Chuck Hagel to temporarily suspend the 1033 Weapons Transfer Program - something he has the power to do.
When local police departments have access to armored personnel carriers, mine-resistant ambush protected vehicles, M-4 rifles, assault rifles, rubber bullets and pepper spray rounds - we’re clearly seeing the militarization of local law enforcement. But police officers are not at war with American citizens - they are here to serve and protect us. But it only makes sense that if we arm them like soldiers going into battle, they will act like soldiers.
As a veteran and executive director of Veterans For Peace, I don't want to see our police militarized here at home. And I know many other troops and veterans agree.
The program has been suspended before in 2012, when some states actually lost track of military equipment. You read that correctly, these battlefield weapons have actually gone missing before. Yet the program was quietly restarted in 2013. It’s clearly time for a moratorium on the 1033 program while it is under review.

“The administration must quickly establish a national commission to review existing police policies and practices,” the letter reads. “And identify the best policies and practices that can prevent more Fergusons and vastly improve policing in communities across the nation.”
In addition to the commission, the letter calls for the appointment of a federal czar within the Justice Department to monitor and oversee local police departments that receive federal funding.

Family Thinks Otterbein Assault May Have Been Hate Crime
BALTIMORE (WJZ) — Police confirm the suspect arrested for a violent attack Thursday night on a young man in the Otterbein neighborhood near Federal Hill is now a suspect in a similar attack just one night earlier in the same area.

Ferguson Officer Wilson Has Received More Online Donations Than Brown's Family
Online donations to the Ferguson police officer responsible for shooting and killing unarmed black teenager Michael Brown have surpassed the amount of donations to Brown's family.
Supporters of Darren Wilson, the police officer, have raised about $350,000 on two GoFundMe crowdfunding campaigns for Wilson and his family. The first of those campaigns, launched on Monday, raised $234,910 before ending. A second crowdfunding campaign has so far raised more than $129,000 with three days to go.
In comparison, a crowdfunding campaign on the same site for Brown's family raised just over $220,000 at the time of this writing.

Bacon Advertisement Removed After Muslim Resident Offended
WINOOSKI, Vt. — A pretty clever sign on a lamp post at the bottom of the Winooski Circle displayed the words “Yield for Sneakers Bacon” until Friday morning, when the bistro owners took it down.
It was placed there as part of “Operation Bloom.” The city program launched the initiative to keep its flower beds beautiful. If businesses contribute to the gardening, they can post an advertisement at the location, but the word “bacon” on the Sneakers Bistro sign started a diversity discussion on the Winooski Front Porch Forum.
It started with a post claiming the sign was insensitive to those who don’t eat pork. She said as a Muslim she is personally offended by the sign which encourages the consumption of bacon.

COAST GUARD, GOOD SAMARITAN RESCUES 5 FROM BOAT TAKING ON WATER IN WICOMICO RIVER
BALTIMORE — The Coast Guard responded to a 40-foot boat taking on water Sunday with five people aboard in Wicomico River near Taylor’s Island.
Watchstanders at Coast Guard Sector Baltimore received a report from the boat's operator at approximately 5:20 p.m., stating the boat was taking on water.
Sector Baltimore issued an urgent marine information broadcast and launched a 29-foot Response Boat-Small II (RB-S) crew from Station Saint Inigoes.
A good Samaritan arrived on scene and took three people aboard, while the two remaining boaters stayed aboard to dewater the boat.
The RB-S crew dewatered the boat and escorted the boaters to White Point Marina in Kinsale, Virginia.

That statement is pure crap. Sheriff Lewis and several of his deputies violated my First and Forth Amendment rights.
Below is only a portion of the complaint I filed with the Wicomico County Sheriff’s office (yeah right, do they even care, probably threw it in the trash).
Wicomico County Sheriff Deputy Corporal Howard Hatton Phillips proceeded to asked me to provide him with my identification. I informed the Corporal Howard Phillips that I had no identification with me; my wife informed the Corporal Howard Phillips that I had left my wallet home and didn’t have any ID on me. Corporal Howard Phillips repeatedly demanded (in a very terse manner) for me to show him my ID. I repeated that I didn’t have any ID with me. Then Corporal Howard Phillips asked “what is your name?” I informed Corporal Howard Phillips that I did not believe I need to tell him my name.
I then asked Corporal Howard Phillips if he could get any of his superiors to respond to the scene. Corporal Howard Phillips ignored my request.
Corporal Howard Phillips then ordered me to tell him my name or I would be arrested. He did not tell me that I am required to provide my name by law prior to being arrested. Corporal Howard Phillips handcuffed me saying “I am arresting you”. I asked “what are you arresting me for”? Officer Phillips did not tell me why I was arrested or what the charges are against me.
After being handcuffed, Wicomico County Sheriff Deputies began searching through my all of my pockets of the clothes I was wearing without informing that they were going to do so. I had just been placed into handcuffs as the Wicomico County Sheriff Deputies began reaching into my pockets, I asked / said “don’t you need a search warrant”. When being searched there were at least 5 or 6 Wicomico County Sheriff Deputies completely surrounding me and Officer Phillips was shouting at me.
The actions of the Wicomico County Sheriff Deputies were NOT one of merely “patting me down” for checking if I might have any weapons. I believe the Wicomico County Sheriff Deputies were looking for identification. The actions of the Wicomico County Sheriff Deputies was searching, pulling everything out of my pockets and even placing contents of my pockets back into my pockets.
The Wicomico County Sheriff Deputies began making arrangements for my transport to the sheriff’s office. With their hands on me, we walked over to a parking lot where they pointed to a police car and told me that is the vehicle they were going to be using.
They opened the rear passenger side rear door and began placing me in a position to be seated on the back seat. I said “hold on, wait a second” (because I have a prior and permanent injury to my right knee and wanted to be careful with getting into the car) and one of the Wicomico County Sheriff Deputies began yelling “I told you to get into the car, or I will TASER you.” I said “what? You’re going to taser me”? As I began to sit down, I said “hold on, wait a second, there is something in my back pocket.” The same Wicomico County Sheriff Deputy again yelled “I told you to get into the car, or I will TASER you.” One of the Wicomico County Sheriff Deputies reached in my back pocket and removed its contents. I then sat down onto the back seat of the police car.

For the past half-century, and particularly since the 1983 “Nation at Risk” report, Americans have been heaving great sacks of money at schools. Federal spending alone has tripled since the 1970s. The New York Times calculates that the federal government now spends $107.6 billion on education yearly, which is layered over an estimated $524.7 billion spent by states and localities. (Source: National Center for Education Statistics.)
Reformers have urged — depending upon where they stand ideologically — smaller class sizes, more accountability, merit pay for teachers, and educational choice. Each year seems to bring a new fad: child-centered learning; new math; cooperative learning; and so forth. The No Child Left Behind reform focused on testing. There have been proposals to repeal teacher tenure and to provide every child with a laptop. And always there are fights over curriculum — the Common Core being the controversy du jour.
But perhaps the most promising thinking about education arises from the discovery of economist Erik Hanushek that the most important factor in student performance is the quality of the teacher. Not class size. Not spending per pupil. Not even curriculum.

Obama Going On Democratic Fundraising Trifecta
WASHINGTON — President Barack Obama is interrupting a weekend trip to return to the White House.
White House spokesman Josh Earnest said Obama changed his plans for Friday and will return to Washington late in the evening after fundraisers in New York and Rhode Island, instead of overnighting in New York as originally planned.
Earnest said Obama himself made the decision to return to the White House and that it was unrelated to any current events.
“He can sleep in his own bed, do a little work tomorrow, spend some time with his family” before traveling back to Westchester County in New York on Saturday afternoon to attend a private event.

But if the folly of attacking Assad's army and weakening its resistance to ISIS terrorists is apparent to everyone this summer, why were Clinton, Obama and Secretary of State Kerry oblivious to this reality just a year ago?
Consider the rest of Hillary's record. Her most crucial decision as Senator came in 2002 when she voted to invade Iraq. She now concedes it was the greatest mistake of her Senate career.

Plane With Unconscious Pilot Breaches D.C. Airspace, Then Crashes Into Atlantic
The pilot of a small airplane apparently lost consciousness while flying Saturday afternoon and flew into restricted airspace over Washington, D.C. before crashing into the Atlantic Ocean, federal officials said.
Coast Guard Petty Officer Nate Littlejohn says crews are searching for the plane. It crashed Saturday at 3:17 p.m. about 50 miles southeast of Wallops Island, Virginia, according to a statement from the Federal Aviation Administration.

As ISIS militants were bragging about their latest mass execution, President Obama admitted that he has no plan for combatting the bloodthirsty terrorists.
“We don’t have a strategy yet,” Obama said in a Thursday news conference.
The startling — and troubling — admission came hours after videos surfaced showing the militants marching at least 150 Syrian soldiers through the desert — stripped to their underwear and barefoot.
The troops were then executed, their bullet-riddled and slashed bodies arranged in a crescent moon that stretched across the desert.

Ocean City Uses Federal Grant To Install New Radio System
OCEAN CITY — Thanks to a hazard mitigation grant from the Maryland Emergency Management Agency (MEMA), the Town of Ocean City’s Emergency Services Department now has a new FM emergency advisory radio system.
The FEMA-sponsored Hazard Mitigation Grant Program (HMGP) provides grants to states and local governments to implement long-term hazard mitigation measures.
Ocean City’s HMGP grant award to install the new FM Emergency Advisory radio system is $55,000, with a Federal Share of $41,250, and a non-federal share of $13,750.
“We received a very generous grant that will help us better communicate to our residents and visitors during times of emergency,” said Emergency Services Director Joe Theobald. “We were also very fortunate to receive two licenses from the Federal Communications Commission (FCC) and had our extraordinarily talented Electronics Services Manager, Robert Dimaio, and staff to build the station from scratch.”

The Post says both parties, for different reasons, fear that such an action by Obama could negatively impact their prospects in November's midterm elections. Obama's threat — and that's what it is, a threat, because there's nothing positive about his acting lawlessly again, especially for such a nefarious purpose — brings back more un-sweet memories.

Democratic Del. John Wood Endorses Larry Hogan For Governor
Democratic Del. John Wood has broken party ranks to announce his endorsement of Republican Larry Hogan for governor. Wood was honored by St. Mary’s County Democrats in May to recognize his retirement after 28 years in office. Hogan’s opponent is Democratic Lt. Gov. Anthony Brown.
Wood is no stranger to supporting Republicans. He was a supporter of former Gov. Robert Ehrlich. Hogan was a member of Ehrlich’s cabinet. Wood also endorsed Tommie McKay in the Republican primary in the race for his replacement for the District 29A delegate’s seat.
Wood told the Bay Net that he has known Hogan for 20 years and he thinks he is a good choice. Hogan attended Wood’s Golf Tournament and Bull Roast at Breton Bay Golf and Country Club on Tuesday along with his wife Yumi.

"I'm supposed to do this in 30 seconds?" he joked, noting the issue's complexity. While he was optimistic about long-term prospects for dealing with border security and immigration, he said, "between now and the end of this Congress, I'm a little less sanguine about it."
It has been a question heard repeatedly by lawmakers this month in "town hall" district meetings punctuated - and sometimes dominated - by concerns and angry outbursts over immigration policy and the crisis caused by a flood of child migrants at the southwestern border in recent months.
Those summer town halls have provided lawmakers a first-hand glimpse of growing discontent among Americans over U.S. immigration policy. Seventy percent of Americans - including 86 percent of Republicans - believe undocumented immigrants threaten traditional U.S. beliefs and customs, according to a Reuters/Ipsos poll conducted in mid-July.

SCHOOL BUSSES WILL SOON BE SEEN ACROSS WORCESTER COUNTY
As summer vacation comes to an end, the Ocean City Police Department would like to remind motorists to be cautious while traveling as Worcester County students return to class September 2. Motorists should do their part to keep children safe and be aware of school busses during busy commutes.
School bus pick-up and drop-off times may vary, however; citizens can generally expect to see busses on the road between 7 a.m. and 8 a.m. then again between 2:45 p.m. and 4 p.m. Citizens are reminded that all drivers traveling in all lanes on the same side of the highway as a school bus are required to stop when the flashing red lights are activated.
“Additional OCPD patrols are continuously assigned to enforce school bus safety each school day,” said Ocean City Police Chief Ross Buzzuro. “Drivers are reminded to take extra time to look for children at intersections and always stop for a school bus that has activated it’s flashing red lights, no matter what lane your in.”
Worcester County parents are also encouraged to remind their students to stay off the street while waiting for the bus and always wait for the bus driver’s signal before crossing in front of the bus.

OCEAN CITY — Trimper’s Rides is seeking the dismissal of a $1 million civil suit filed in late July that alleges negligence against the iconic Boardwalk amusement park following a June 2012 incident when a child was allegedly run over and dragged by a ride.
On July 22, a Virginia family filed suit in U.S. District Court against Trimper’s and its associated companies alleging negligence during a June 2012 incident during which a child was allegedly hit by a miniature vehicle of the Hampton I ride at the Boardwalk amusement park and slammed to the floor, causing a fracture to his skull. The suit seeks $1 million in damages for current and future medical expenses, diminution of quality of life, disability, mental anguish and pain and suffering.

Sylvia "Cookie" Harris, beloved wife of over 30 years to Congressman Andy Harris, devoted mother of five and grandmother of two, and a devout catholic, unexpectedly passed away on Thursday, August 28. The Home School Legal Defense Association foiled a Kansas City public school’s attempt to issue a former student spurious truancy charges when his parents turned to homeschooling.
In some states, parents who choose to homeschool must go through certain legal measures before removing their child from public school. But even though the family followed the law, that still wasn’t enough for their child’s former school.
HSLDA is a nonprofit advocacy group that defends homeschooling families’ right to teach their children without government intervention.

Jeffrey Lamore Jones Sr. of Salisbury, arrested 8-13-14 on a warrant for contempt. Jones was held on a $50,000 bond.
Tyrell Ke’Trae Harris of Princess Anne, arrested 8-13-14 on a warrant for failing to appear in court. Harris was held on a $250.00 bond.
Marquis Timothy Cotton of Princess Anne, arrested 8-13-14 on a warrant for failing to appear in court. Cotton was held on a $500.00 bond.
Rodney Burke of Crisfield, arrested 8-14-14 on two warrants for failing to appear in court. Burke was later released after posting bond.
George Alfred Cephas of Princess Anne, arrested 8-14-14 for driving under the influence of alcohol, driving while impaired by alcohol, reckless driving, negligent driving, driving on a suspended driver’s license, failure to stop at a stop sign, and eluding police. The arrest was the result of a traffic stop conducted by deputies in the area of Somerset Ave, and Broad Street, Princess Anne. Deputies attempted to stop Cephas for traffic infractions, when Cephas fled finally stopping in a driveway on Antioch Ave. Cephas was administered, and failed field sobriety tests after deputies detected a strong of alcohol on his person. Cephas was issued citations, and later released on signature pending court actions.
Courtney Zickafoose of Crisfield, arrested 8-15-14 on a warrant for failing to appear in court. Zickafoose was held on a $250.00 bond.
Patrick William Waggoner of Princess Anne, arrested 8-15-14 for driving under the influence of alcohol, driving while impaired by alcohol, possession of suspected marijuana, and driving an uninsured vehicle. Waggoner was released on signatures pending court actions. Deputies came into contact with Waggoner while directing traffic at an accident scene. Deputies detected a strong odor of alcohol from Waggoner’s breath and person, where he later failed field sobriety tests.
Jonathan Edward Benton Sr. of Fruitland, arrested 8-20-14 on a warrant for failing to appear in court. Benton was held on a $500.00 bond.
Anita Jo Waller of Princess Anne, criminal summons served on 8-20-14 for 2nd degree assault. Waller was released on signature pending court actions.
James Kenneth Nealy Jr. Of Princess Anne, arrested 8-22-14 and charged with two counts of 2nd degree assault, child abuse, and reckless endangerment. Nealy was held on a $200,000 bond. Deputies responded to the area of 11526 Somerset Ave, Princess Anne regarding a suspected child abuse investigation. Deputies later learned that Nealy had “spanked” his two children with a cell phone charger leaving cuts and bruises.
Angela Elizabeth Collins of Princess Anne, arrested 8-22-14 on a civil body attachment. Collins was held on a $250.00 bond.
Lawrence Littleton Howard Sr. of Fruitland, arrested 8-26-14 on a warrant for burglary, and theft. Howard was held without bond.
Gregory Wright of Princess Anne, arrested 8-28-14 on a warrant for failing to appear in court, and criminal contempt of court. Wright was held on a $500.00 bond.
Jeannie Mae Wingfield of Princess Anne, arrested 8-28-14 on a warrant for violation of probation. Wingfield was released on personal recognizance.
Dafe Samson Ukaivbe of Princess Anne, arrested 8-29-14 for driving under the influence of alcohol, consuming alcohol in a vehicle, and driving while impaired by alcohol. Ukaivbe was later released on signatures pending court actions. Deputies investigated a suspicious vehicle in the area of the Car Wash on Mt. Vernon Rd, where they came into contact with Ukaivbe who had a strong odor of alcohol coming from his breath and person, and an open alcohol container in the vehicle.
