Upgrades are on the way in the Washington, D.C. region in an effort to keep drinking water clean and the Chesapeake Bay less toxic.
The Maryland Board of Public Works on Wednesday approved more than $65 million for improvements to the state's water and sewage systems.
The counties that will receive funding include Prince George's, Calvert, Frederick, St. Mary's, Wicomico, Allegany, Baltimore and Montgomery.

Motorcyclist Seriously Injured In Crash Outside Seaford
Location: Concord Pond Road, south of Hastings Farm Road, Seaford, DE
Date of Occurrence: Saturday, July 27, 2013, at 10:40 a.m.
Vehicle and Occupant:
Operator 1: Joseph E. Thomas, 65, of Georgetown, DE (admitted to Christiana Hospital with a serious head injury)
Vehicle 1: 2012 Harley-Davidson motorcycle
Resume:
Seaford- A Georgetown man suffered a serious head injury in a crash yesterday outside of Seaford.
The incident occurred at approximately 10:40 a.m. as Joseph E. Thomas, 65, rode a 2012 Harley-Davidson motorcycle north on Concord Pond Road, south of Hastings Farm Road. For an undetermined reason, the motorcycle left the east side of the roadway and drove into a ditch where it stayed upright, traveling north for several hundred feet.
The motorcycle then began to leave the ditch, ejecting Thomas. Thomas, who was not wearing a helmet, landed with his head striking a roadside utility box.
Thomas was transported by ambulance to Nanticoke Memorial Hospital and then flown to Christiana Hospital where he was admitted with a serious head injury. Concord Pond Road was closed for approximately two hours as Troopers investigated and cleared the crash.

DENVER — Sen. Ted Cruz urged conservatives Saturday to join a petition drive to defund Obamacare, calling it their last chance to stop the national health-care plan before its implementation in January.
“On Jan. 1, the exchanges kick in and the subsidies kick in,” said the Texas Republican in a speech Saturday at the Western Conservative Summit. “Once those kick in, it’s going to prove almost impossible to undo Obamacare. The administration’s plan is very simple: Get everyone addicted to the sugar so that Obamacare remains a permanent feature of our society.”

Maryland Dig Seeks Proof Of First Free Black Community
Archaeology students have been sifting through a little patch of ground on Maryland's Eastern Shore this summer, seeking evidence that it was home to the nation's first free African-American community.
Historians say hundreds of free blacks once lived in the area, while plantations flourished with hundreds of black slaves not far away.
The students from the University of Maryland, College Park, and Morgan State University have been digging behind what is now the Women's Club of Talbot County. The building, part of which dates to at least 1793, was home to three free non-white residents, according to the 1800 Census.

Couple Born Same Day, Wed 75 yrs, Die Day Apart
Their friends and family agree -- if two people ever were "made for each other," it was Helen and Les Brown.
Both were born on the same day, Dec. 31, 1918. Helen and Les were high school sweethearts who celebrated their 75th wedding anniversary this year. It would be their last; Helen died on July 16, and Les died the next day, July 17.
They were 94.
"It was a real love match, wasn't it," their oldest son, Les Jr., said. "They were together every day for 75 years."
Daniel, the couple's youngest son, agreed.
"My mom often said she didn't want to see my father die, and he didn't want to live without her," Daniel said.

Radio Personality Kidd Kraddick Dies at 53
Nationally syndicated radio and TV personality David "Kidd" Kraddick has died at the age of 53.
Kraddick's death was confirmed by his company, YEA Networks, to MyFoxDFW.com. Kraddick's show, "Kidd Kraddick in the Morning," originated from Dallas radio station KHKS-FM 106.1.

OCPD Charges Fourth Person in Sunday’s Beach Fight

When officers approached the suspects, the group began to yell at officers and act in a threatening manner. That is when three members of the group, including Dalima Ekundayo Ibironke Palmer, 24, of Dumfries, VA, assaulted officers and resisted arrest. When police detained Palmer, it was learned that Palmer was pregnant. While in police custody, Palmer was transported to Peninsula Regional Medical Center, at which time the charging process was halted.
Palmer has been charged by summons with second degree assault, disorderly conduct, obstructing and hindering a law enforcement officer from completing his lawful duties, and resisting arrest. At the time of this release, Palmer’s date in District Court has yet to be scheduled.

A new report released Thursday by the Maryland Hunger Solutions reveals that afterschool meals are now reaching more than triple the amount of low-income Maryland children.
The report, Serving Maryland’s Children: The Afterschool Meal Program, reveals the meals are reaching more children than they did when the federally funded Afterschool Meal Program was first implemented in the state three years ago.
“Afterschool meals help combat both hunger and obesity, keep youth engaged in learning and involved in safe activities while their parents are working, increase participation and retention rates for afterschool programs, and bring considerable amounts of federal dollars to the state, which bolsters local economies, “ Michael J. CITY SAYS “RED LIGHT DISTRICT” SIGN DETERMINATION ON N. SALISBURY BLVD. A WAYS OFF
Mayor James Ireton, Jr. informs the public today that the City of Salisbury’s Buildings, Permits and Inspections department has not issued a Rt. 13 business a permit to erect “Red Light District” signage. The department will not issue the sign permit request to B & Z Investments, owners of 521 N. Salisbury Blvd., because the determination of whether or not the establishment is an “Adult Retail Store” has not been reached. Information and documentation necessary to determine the use of the building, and hence the sign request, will have to be provided by the establishment.
“The use of the building has a huge impact on the quality of life on the Rt. 13 commercial corridor, the surrounding neighborhoods and places of worship. The City has a responsibility to make Salisbury a safer place. “Red Light District,” and the conduct it implies world-wide, is not acceptable or lawful in this location. All of the efforts of the City to end the human trafficking and prostitution at the Thrift Travel Inn have led to a safer business corridor and less crime in the surrounding neighborhoods. City officials have a long way to go before determining the use of this building and granting a sign request,” said Mayor Ireton.

FINALLY, Tomato Samiches
To me, there's NOTHING better than fresh home grown tomatoes, lightly toasted bread and add mayo. I finally started pulling tomatoes off our plants and enjoyed what I've been waiting for since last summer. The choice, either they have a major layoff OR each employee has to give up TWO vacation days. The employees, (of course) chose to give up the vacation days.
It's been reported that PRMC is so understaffed they have been shutting down beds in the Emergency Room at night, have allegedly closed two wings in the older portion of the Hospital and they are NOT hiring people to help out with being understaffed. We're told IF you happen to go to the Emergency Room at night you'll have to wait up to 5 to 6 hours.
Salisbury News learned many long term employees have simply had enough with all the additional pressure and work that they are leaving and going elsewhere.

Saying Goodbye To An Old Friend

Not knowing what it was, I found something to open the lid of the box with and to my amazement I found two very tiny puppies that had been thrown in the trash, loaded with fleas.
I yanked the box out of the dumpster and at that very moment my friend Tommy happened to drive by and immediately stopped his vehicle. We pulled out my hose and Tommy started washing all of the fleas off these two puppies. Honest to God, we both thought at the time that both puppies were black, that's how bad they had been loaded with fleas.
Well, it turns out one was in fact black and the other, (above) was obviously yellow. I called my Wife and told her what was going on and she immediately came to the Office and took both puppies to Dr. Tragle. We really didn't have a lot of faith that these two guys would survive because they were so young but low and behold they did and they both have truly been incredible assets to our lives.
The black lab went to one Family member and the other, (above, Ponyo) went to my In-Laws for a period of time. After a few years we bought our home in Delmar, (lots of room to run) and we adopted Ponyo back. I fenced in a large area for our labs to keep them safe but Ponyo was an escape artist and would constantly find a way out.
After a ton of frustration my Wife finally said, he's lived a great life Joe. If he gets out again we're just going to have to let him do his thing. Accepting there was no way we could keep this guy contained, we let him loose. Guess what, that was several years ago and NOT ONCE did he ever leave the property again.
Every one who has visited our home knows Ponyo. He had the meanest bark, yet his tail was always wagging and he'd always greet everyone at the driveway and follow you down the long path to the house as an escort.
Ponyo started limping and we thought he hurt his paw. We took him to the Vet only to learn he had cancer. We, (like many of you) medicated him to ease any pain and we were able to enjoy another 6 months of his incredible company. Yesterday Ponyo could no longer get up. His eyes said it all, half open, yet still wagging his tail.
R.I.P. my old friend. They don't get any better than a rescue animal.

I dont know if you will post this or not and I certainly dont mean to sound cold or cruel. I have seen numerous posts from the Daily Times both on Facebook and in the paper regarding the young man Ian Gray that passed away recently in an automobile accident. I have never seen so much coverage on any other youth that has died in an accident, especially that was listed as his fault.
I in no way want the death of anyone including Mr Gary. The publicity that has been listed for his death has all been so positive and how great he was. The more I read the more I fume. If you will check Maryland Case Search for him, you will find over a page of charges that he has received in the past few years. Unfortuantely this only shows the charges he has had since he became 18. If you could access the charges he had as a juvinile it would be overwhelming.
Thanks to his mother and a personal relationship that she has, or so reported, with a certain person in power most all charges have always been Nolle Pros. Even on 7/8 he was charged for driving a rental car against agreement. If the cops had charged him with not having a license and some other apparent issues maybe the man would still be alive. When the cops seem to overlook certain people no good ever comes of it and this to me is proof of that. And now to see post to accept collections for the family. First why would the mother continue to allow the man to drive her vehicles, rental or not, knowing he didnt have a license, especially to go to a bar in OC.
When things are posted in the positive light about someone that doesnt have such a glorious past and nothing or next to nothing about young people that are seriously trying to make a difference it saddens me. If you dont STAND OUT for bad or know someone at the paper you get no attention.

Maybe If We Ad Free WiFi To The Plaza Things Will Get Better?
There's been a lot of talk lately about the City adding free WiFi to the Downtown Plaza. A great suggestion was to cut it off at 6:00 PM so there isn't a bunch of stragglers hanging out in the late evening.
Councilwoman Laura Mitchell has been going around telling people they also want to add WiFi to the entire City Park, (which will cost the taxpayers hundreds of thousands of dollars) so visitors can access the Internet there as well.
You have to wonder Ladies & Gentlemen, is the City the ONLY ones not experiencing the major recession/depression? $500,000.00 additional funds to the Zoo and another $150,000.00 plus for WiFi towers alone in the Park.
In the mean time, someone smashed out the window of one business on the Plaza. Granted, insurance covers these things but come on now. Where's the Police presence? Oh, that's right, there are more paid Firefighters than there are Police Officers. You just have to love the LOGIC of a school teacher leadership in Salisbury.

Man Seriously Injured In Head-On Collision On Chesapeake Bay Bridge
SANDY POINT, Md. —A head-on crash shut down a portion of the westbound Chesapeake Bay Bridge Monday afternoon.
A pickup truck carrying a trailer and a minivan collided shortly after 4 p.m. Anne Arundel County fire officials said one man who suffered life-threatening injuries was flown to Shock Trauma.
A second person was taken to Anne Arundel Medical Center with non-life-threatening injuries, officials said.
The collision shut down the westbound span, and a disabled car blocked one lane on the eastbound span, resulting in only one lane getting by.

Three Arrested After Fight on the Beach
On July 21, 2013, at approximately 2:30 p.m. Ocean City police responded to the beach at North Division Street in reference to a group of disorderly males. The request for police assistance came from an Ocean City Beach Patrol lifeguard, who told police that he approached the disorderly group to speak with them, at which time one of the suspects threatened him.
When police attempted to speak with the suspect who was later identified as Abdul Kargbo, 25, of Woodbridge, VA, he began cursing and yelling at the officers and attempted to leave the scene. As officers attempted to arrest Abdul Kargbo, several other members of the disorderly group began to yell at officers and act in a threatening manner.
By this time, a large crowd had gathered causing additional officers to respond to the scene. Two other suspects, Musa Seisay, 24, of Garrisonville, MD, and Saidu Kargbo, 21, of Woodbridge, VA, assaulted officers and resisted arrest. Officers quickly took the suspects into custody and order was restored in the area.
Abdul Kargbo was charged with resisting arrest and disorderly conduct. Saidu Kargbo and Seisay were both charged with resisting arrest, second degree assault, disorderly conduct, and obstructing and hindering a police officer.
All three suspects were seen by a Maryland District Court Commissioner and released on their own recognizance.

George Zimmerman Emerged From Hiding for Truck Crash Rescue
George Zimmerman, who has been in hiding since he was acquitted of murder in the death of Trayvon Martin, emerged to help rescue someone who was trapped in an overturned truck, police said today.
Sanford Police Department Capt. Jim McAuliffe told ABC News that Zimmerman "pulled an individual from a truck that had rolled over" at the intersection of a Florida highway last week. Florida Highway Patrol is now handling the case, McAuliffe said.
The crash occurred at the intersection of I-4 and route 417, police said. The crash site is less than a mile from where he shot Martin.
It's the first known sighting of Zimmerman since he left the courtroom following his acquittal last week on murder charges for the death of Martin. Zimmerman, 29, shot and killed Martin, 17, in Sanford, Fla., on Feb. 26, 2012. The jury determined that Zimmerman shot Martin in self-defense.

A member of the Congressional Black Caucus moved Sunday to dampen calls for an economic boycott of Florida in reaction to the Trayvon Martin verdict, saying the effort could wind up hurting black communities.
“I think that many of us understand that sometimes when we call for those kind of economic boycotts, the impact on some of our communities can be really tremendous, and so I want to examine that first,” said Rep. Donna F. Edwards, Maryland Democrat, on “Fox News Sunday.”
In an interview last week with CNN, the Rev. Jesse Jackson called Florida an “apartheid state” and said he would weigh launching an economic boycott if the Justice Department does not file federal charges against George Zimmerman, who shot Trayvon during a scuffle last year in Sanford, Fla., but was acquitted by a jury of second-degree murder charges.

DOJ Examining Disabled Md. Man's In Custody Death
WASHINGTON (AP) -The U.S. Department of Justice is investigating the death of a man with Down syndrome who died in police custody while being removed from a Frederick movie theater.
The Washington Post reports Frederick Sheriff Charles A. Jenkins said in an interview Friday that Justice Department officials are investigating the Jan. 12 death of Robert Ethan Saylor. Jenkins told the paper he learned weeks ago by letter of the investigation into whether Saylor's civil rights were violated. Jenkins says he expects that once investigators review the facts they will see that three off-duty Frederick County deputies involved in the incident acted appropriately.
The 26-year-old Saylor watched "Zero Dark Thirty" at the theater with an aide. He then slipped back into the theater without paying and refused to leave.

2 WHO SHOT COPS GET LONG TERMS
By all accounts, Detective Arthur Pettus and retired Police Officer Joe Bellone shouldn't have been alive to see their assailants sentenced in Queens Supreme Court yesterday. Miraculously, they were there to tell the court about how they were blasted in a fusillade of 43 bullets by Robert Majors, 24, and Aaron Boone, 29, during a violent payroll heist nearly three years ago. Pettus, 41, an off-duty detective, and Bellone, 47, a retired cop, were working as security guards delivering more than $80,000 in payroll to Positive Promotions at 40-01 168th St. in Flushing on May 9, 1997, when they were ambushed by a heavily armed trio of men, prosecutors said. The masked bandits jumped out out of their van at the corner of 168th St. and Station Road, prosecutors said, and simply unleashed a hail of bullets, hitting Pettus with six rounds and Bellone with 12 in the legs, chest, stomach and back. Yesterday, Bellone and Pettus were able to close a violent chapter in their lives. "It was a complete ambush," said Bellone, a jovial man who shook as he recalled the horrifying day. "My mind and body are full of scars reminding me of what they've done.
" Pettus, who to this day walks with a pronounced limp, said Majors and Boone stole more than money that day. "They stole my right to walk. My wife could no longer feel safe," he said. "They stole my ability to play basketball with my youngest son.
