Officers Assaulted By Disorderly Suspect
On August 12, 2012, at approximately 02:30 a.m. an OCPD bike patrol officer observed
a white male lying on a parked vehicle in the parking garage of the Princess Bayside Hotel, at 4701 Coastal Highway.
While approaching the suspect, who was later identified as Michael Patrick McPartland, 28, of Astoria, New York, the officer observed the McPartland get down off the hood of the car with his pants and undergarments around his ankles. As McPartland was pulling up his pants, the officer approached and attempted to make contact with him. The officer attempted to speak to the him about the circumstances of being on top a car with his pants down, however the suspect refused to speak with the officer.
When the officer attempted to identify and detain McPartland, he became very disorderly, uncooperative and aggressively shouting profanities at the officer refusing to comply with any of the officer’s request. Additional officers arrived at the scene to assist the initial officer.
At one point during the encounter, McPartland’s friends attempted to calm him down, however he continued to be uncooperative. McPartland, who showed obvious signs of intoxication and aggressiveness, became more defiant when officers attempted to have him sit down at the ground.
McPartland, who at one point swung at the officers resulting in a struggle, was arrested and charged with: two counts of 2nd Degree Assault of a Police Officer, Resisting Arrest and Disorderly Conduct. McPartland was seen by an Ocean City District Court Commissioner and was released on his own recognizance.

Police arrived at the scene and met with the victim who related he had heard noise on the lower floors of his unit. When the victim went downstairs to investigate he observed a male suspect attempting to steal various items. The victim, who confronted the suspect in the residence and stopped him from stealing the items, escorted the suspect out of the residence.
Officers obtained a detailed description of the suspect, who was last seen walking towards the 10 bock of 45th Street, and broadcast it to other police personnel. Shortly after, officers located a person matching the description of the suspect in the area of 45th Street and Coastal Highway and identified him as Antonio Eduardo Lacaffine, 29, of Uniontown, PA.
After the victim positively identified Lacaffine as being the person in his home, police placed him under arrest for 1st degree burglary, 3rd degree burglary, 4th degree burglary, and for theft under $100.00.
Lacaffine was seen by an Ocean City District Court Commissioner and was held on $25,000 bond. Lacaffine was transferred to the Worcester County Jail.

ARIZ. GOV. JAN BREWER SIGNS EXECUTIVE ORDER PROHIBITING PUBLIC BENEFITS TO YOUNG ILLEGAL ALIENS
Arizona Gov. Jan Brewer on Wednesday ordered state agencies to deny driver’s licenses and other public benefits to young illegal immigrants who obtain work authorizations under a new Obama administration policy.
In an executive order, Brewer said she was reaffirming the intent of current Arizona law denying taxpayer-funded public benefits and state identification to illegal immigrants.
Young illegal immigrants around the nation on Wednesday began the process of applying for federal work permits under the Obama administration’s Deferred Action for Childhood Arrivals.
EGYPT CONSIDERING VIOLATING PEACE TREATY WITH ISRAEL
Egypt’s Islamist President Mohammed Morsi is studying the possibility of keeping tanks in the Sinai Peninsula on a permanent basis, according to a senior Egyptian military official who spoke to WND.
The military buildup would violate a key provision of peace accords signed with Israel in 1979 that calls for the total demilitarization of the peninsula.

Price of Ground Beef Hits Record High
The average price of ground beef hit a record high in the United States in July, according to data released Wednesday by the Bureau of Labor Statistics.
The BLS has been tracking the average price of a pound of 100% ground beef since 1984. In July, it cost $3.085, up from $3.007 in June.
Prior to June, the average cost of 100% ground beef in the United States had never topped $3.00.
Border War: Costco Customers in Washington Blame Canada For Shopping Hell
Costco shoppers in Washington state are ready to start a border war with Canadians, who they say swarm the big-box store like locusts, leaving empty shelves, long lines and no place to park.
A Facebook page called “Bellingham Costco needs a special time just for Americans” was created last month for shoppers of the big-box store in the Washington city just 17 miles south of the U.S.-Canada border. Canadian consumers have apparently flocked south to stock up on cheaper staples like milk, gas and other items at American prices.

Government, Marriage Rights, And Same-Sex Marriage
August 15, 2012 — Continued talk about same-sex marriage has sparked debate across the political spectrum.
One side insists that marriage is an institution that must be protected by government, while the other claims that same-sex couples should be given the same legal rights as married couples. By their actions, both sides agree on one thing: Government must define marriage.
Both sides have put so much trust in government that they have forgotten the history of marriage licenses. It was not always the case that couples had to have marriage licenses. George and Martha Washington never had a marriage license, and most Americans didn’t need them until the mid-1800s.

Study: Companies Paid More To CEOs Than In US Tax
Twenty-six big U.S. companies paid their CEOs more last year than they paid the federal government in tax, according to a study released Thursday by a liberal-leaning think tank.
The study, by the Institute for Policy Studies, said the companies, including AT&T, Boeing and Citigroup, paid their CEOs an average of $20.4 million last year while paying little or no federal tax on ample profits, according to regulatory filings.
On average, the 26 companies generated net income of more than $1 billion in the U.S., the study said.
FORT HOOD SHOOTER’S BEARD PUTS TRIAL ON HOLD
The trial for an Army psychiatrist charged in the deadly 2009 Fort Hood shooting has been put on hold while an appeals court considers his objections to being forcibly shaved.
Maj. Nidal Hasan had been scheduled to enter a plea Wednesday to charges in the attack at the Texas Army post, but all court proceedings were put on hold before he could do that.
According to a defense motion, Hasan indicated he wanted to plead guilty for religious reasons. Hasan, 41, is an American-born Muslim.
PENNSYLVANIA JUDGE: NEW STATE VOTER ID LAW OKAY
Pennsylvania Judge Robert Simpson sided with his state’s Voter ID law today.
The ACLU and others sued over this new state law, which was enacted five months ago. The law requires voters to present identification when casting ballots, which the ACLU argues is unconstitutional. The challengers sought a court order in the form of a preliminary injunction, blocking the law from going into effect before the November 6 election.

First the DHS needed 450 million rounds of ammunition, then the NOAA requested 46,000 rounds, now we've discovered an online request at FBO.Gov calling for 174,000 rounds of ammunition for the Social Security Administration.

Water Shortages Hit US Power Supply
As the United States' extended heat wave and drought threaten to raise global food prices, energy production is also feeling the pressure. Across the nation, power plants are becoming overheated and shutting down or running at lower capacity; drilling operations struggle to get the water they need, and crops that would become biofuel are withering.
While analysts say the US should survive this year without major blackouts, more frequent droughts and increased population size will continue to strain power generation in the future.
Power plants are a hidden casualty of droughts, says Barbara Carney of the National Energy Technology Laboratory (NETL) in Morgantown, West Virginia, because they are completely dependent on water for cooling and make up about half the water usage in the US. That makes them vulnerable in a heat wave. If water levels in the rivers that cool them drop too low, the power plant – already overworked from the heat – won't be able to draw in enough water. In addition, if the cooling water discharged from a plant raises already-hot river temperatures above certain thresholds, environmental regulations require the plant to shut down.
11 Chicago Cops Sue City, Accusing Rahm Emanuel of Discrimination
Chicago Mayor Rahm Emanuel is named in a federal lawsuit from 11 of the city’s police officers, alleging that the mayor unlawfully removed them from his security detail when he took office in 2011.
The officers, all of white or Hispanic descent, claim Emanuel, who was elected mayor in 2011, replaced senior members of his security detail with volunteers who contributed to the mayor’s campaign. They also allege that African American officers with less seniority were given preferential treatment by being kept on Emanuel’s team.
Comments regarding the lawsuit were not granted to ABC News from either the city of Chicago or the mayoral office of Rahm Emanuel.

House Members' VIP Loans Excluded From Subpoena
A Democratic committee chairman overrode his own subpoena three years ago in an investigation of former subprime mortgage lender Countrywide Financial Corp. to exclude records showing that he, other House members and congressional aides got VIP discounted loans from the company, documents show.
The procedure to keep the names secret was devised by Rep. Edolphus Towns, D-N.Y. In 2003, the 15-term congressman had two loans processed by Countrywide's VIP section, which was established to give discounts to favored borrowers.
The effort at secrecy was reversed when Towns' Republican successor as chairman of the House Oversight and Government Reform Committee, California Rep. Darrell Issa, issued a second subpoena. It yielded Countrywide records identifying four current House members, a former member and five staff aides whose loans went through the VIP unit. Towns was on the list.

Popular music icon Elvis Presley dies in Memphis, Tennessee. He was 42. The death of the "King of Rock and Roll" brought legions of mourning fans to Graceland, his mansion in Memphis. Doctors said he died of a heart attack, likely brought on by his addiction to prescription barbiturates.
Elvis Presley was born in Tupelo, Mississippi, on January 8, 1935. His twin brother, Jesse, died during the birth. Elvis grew up dirt-poor in Tupelo and Memphis and found work as a truck driver after high school. When he was 19, he walked into a Memphis recording studio and paid $4 to record a few songs as a present to his mother. Sam Philips, the owner of the studio, was intrigued by the rough, soulful quality of his voice and invited Presley back to practice with some local musicians. After Philips heard Elvis sing the rhythm-and-blues song "That's All Right," which Presley imbued with an accessible country-and-western flavor, he agreed to release the rendition as a single on his Sun Records label. The recording went to the top of the local charts, and Presley's career was launched.

Bay Pollution Trading Impact On Poor Questioned
The impact on poor communities of cutting Chesapeake Bay pollution through credit trading is being questioned in a report released Wednesday by a nonprofit policy analysis group.
The Center for Progressive Reform said that the report finds that even if trading cuts overall pollution, it might still have a negative impact on low-income and minority communities.
Pollution trading allows some polluters to buy credits for cuts made by others. Maryland, Virginia, Pennsylvania and West Virginia already have state programs, but a bay-wide program does not exist.

Ambassador: Iran Planned To Blow Up Israeli Embassy
On Sept. 29, 2011, Manssor Arbabsiar, a 56-year-old naturalized U.S. citizen living in Texas and holding both Iranian and U.S. passports, was arrested at New York's John F. Kennedy International Airport and charged with plotting to assassinate the Saudi ambassador to the U.S. in Washington.
What escaped the attention of many was another alleged high-profile component to the plot, according to an Israeli envoy.
"They also planned to blow up the Israeli Embassy, my embassy in this town," Israeli Ambassador to the U.S. Michael Oren confirmed in an exclusive interview with WTOP. GSA Adjusts Lodging Rates
The General Services Administration has frozen per diem travel rates. In the next fiscal year, the standard rate will stand at $77 a day for lodging and $46 a day for meals and incidental expenses. Higher rates will still apply for expensive cities like New York or Los Angeles. Federal News Radio has learned, GSA will add 10 more non-standard cities in 2013. Senate Majority Leader Harry Reid (D-Nev.) said he was worried hotel rates were too low and left out some mid-range hotels. GSA said it was following White House orders to cut travel spending 30 percent next year.
Immigrants To Flock Homeland Security
Homeland Security is gearing up for hundred of thousands of applications from young illegal immigrants allowed to stay in the United States. The Obama administration authorized the program, which would have been included in the Dream Act that has not passed Congress. Illegal immigrants who wish to stay need to get passports or equivalent records to submit to U.S. Citizenship and Immigration Services. The government estimates nearly a million people are eligible. The deferred action program will cost as much as $585 million, according to documents obtained by AP. But DHS estimates fees will cover much of that cost.

Meanwhile, the administration never seems to tire of reminding seniors that they are entitled to a free annual checkup. Its new campaign is focused on women. Thanks to health reform, they are being told, they will have access to free breast and pelvic exams and even free contraceptives. Once ObamaCare fully takes effect, all of us will be entitled to a long list of preventive services—with no deductible or copayment.

Narrative: On 13 August 2012, a deputy from the Wicomico County Sheriff’s Office arrested Dwayne Pellegrin on an arrest warrant for violating a Protective Order. Back on 7 August, Pellegrin allegedly went to his estranged wife’s property and made contact with her in violation of a Final Protective Order that was currently in effect.
Upon the arrest of Pellegrin on the warrant, the deputy transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Pellegrin on Personal Recognizance.

In one incident the suspects cut a window screen and opened a window while in the second they were able to pull a door open. Once inside each building, the suspects took items such as jewelry, dolls, baseball cards and some small tools. During the ensuing investigation the deputy managed to identify two juvenile suspects involved. During questioning, both admitted their culpability and still had many of the purloined items which were turned over to the deputy.
Both juveniles were charged on juvenile referrals with committing these burglaries and the referrals will be forwarded to the Department of Juvenile Services for formal adjudication.

Narrative: On 15 August 2012 at 5:50 AM a deputy was at the Salisbury- Wicomico Regional Airport when the deputy was alerted to trouble at the U.S. Airways Ticket Counter. The deputy observed a subject later identified as Victoria Choma acting in a manner the deputy deemed disorderly in front of other airport patrons. The deputy learned that Choma was upset over being denied boarding due to being too
late for her flight. The deputy took steps in an effort to calm Choma down who instead spoke in a demeaning manner to the deputy, made an obscene gesture with her hand followed that with a belligerent comment. The deputy decided to place Choma under arrest but Choma instead twisted and tried to pull away from the deputy requiring the deputy to take steps to ensure the handcuffs were properly placed on
Choma.
The deputy transported Choma to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Choma on Personal Recognizance.

Narrative: On 14 August 2012 at 2:08 AM, a deputy from the Wicomico County Sheriff’s Office responded to a report of a disorderly subject at the Temple Hill Motel on South Salisbury Boulevard.
Upon arrival, the deputy located a visibly intoxicated Victor Cruz Bautista outside one of the hotel rooms and observed that a good number of hotel guests had come outside to see the spectacle Bautista created.
The deputy made an attempt to find which room Bautista might belong in but was unable to. During that endeavor, Bautista assaulted the deputy on the deputy’s arm and began to resist all reasonable requests to sit down and be quiet. Because of the disturbance that Bautista was creating and the assault on the deputy, the deputy attempted to place him under arrest. Instead of submitting, Bautista began flailing his arms wildly in a manner indicative of trying to further assault the deputy.
The deputy managed to place Bautista into handcuffs and transported him to the Central Booking Unit where he was processed and taken in front of the Circuit Court Commissioner. After an initial appearance, the Commissioner detained Bautista in the Detention Center in lieu of $7,500.00 bond.

Hypersonic Plane Crashes
An unmanned experimental aircraft plunged into the Pacific Ocean yesterday after a control fin malfunctioned. The X-15-A Waverider is a hypersonic aircraft the Air Force wants to fly at Mach 6 or six times the speed of sound. But the aircraft lost control and broke apart off the California coast. Another Waverider suffered a similar fate in a test flight last year. Only one Waverider remains and the Air Force hasn't decided whether it will fly.
OCPD ARREST MAN FOR RAPE AND ASSAULT
On August 12, 2012, at approximately 10 a.m. Ocean City Police responded to the area of 120th Street in reference to a disturbance. After arriving on scene, officers were confronted by a group of persons who advised that a male who was staying with the group in unit, had been involved in either a fight or an argument with several persons in that unit.
During the incident the male suspect, who was later identified as Jason Paul Mackulin, 31, of Littlestown, PA, displayed a TASER. While officers were speaking to citizens in the parking lot, Mackulin came out of the unit and was detained by police.
While at the scene, officers learned that Mackulin assaulted his girlfriend and her 14-year-old son. Police further learned that the original disturbance involving Mackulin, may have been as a result of Mackulin being involved with a sexual assault of a 15-year-old female, not related to Mackulin, who was also staying in the same unit.
As a result of the investigation, which detectives responded to the scene and determined that MacKulin had sexually assaulted the 15-year-old female, OCPD Detectives charged Mackulin with: 2nd degree rape, 3rd and 4th degree sex offense and 2nd degree assault involving the 15-year-old female. Mackulin was also charged with 2nd degree domestic assault of his girlfriend and 2nd degree assault of her 14-year-old son.
Mackulin was seen by an Ocean City District Court Commissioner and has been held without bond. During a bond review, Mackulin was held on $250,000 and was transferred to the Worcester County Jail.

New Castle -- The Delaware Department of Transportation (DelDOT) announces that a planned motorcycle rally to support 9/11 is expected to impact northbound Interstate 95 on Saturday, August 18. The America's 9/11 Ride is about Remembering the Heroes, Volunteers, and Victims who lost their lives on September 11, 2001. The America's 9/11 Ride is an Annual Memorial Ride which takes place in August respecting each site and the survivors, allowing them to mourn during September.
Motorists should expect major delays on I-95 northbound when the rally begins in DC and no traffic will be allowed to pass the riders. There will be a rolling rock block from DC to Rommel's Harley Davidson in New Castle. The rolling rock block will decrease in speed when the bikers approach the Newark Toll Plaza in order to pay tolls. This will cause several miles of back-ups on I-95 northbound. This event will require the temporary closure of I-95 northbound on-ramps from the Newark Toll Plaza to I-295 for several minutes until the procession passes each on-ramp. Ramps along I-295 between I-95 and Route 9 will be impacted as the motorcycles travel to Rommel's Harley Davidson (formerly known as Mike's Famous) in New Castle for a rest stop. Once the procession passes, the ramps will be open to traffic onto I-95.
After riders leave the Rommel's Harley Davidson in New Castle, police officers will temporarily shut down the northbound traffic on the Delaware Memorial Bridge.
Message boards will display traffic related messages to warn of ramp closures that are caused by this event. Information will also be posted on DelDOT's radio station, WTMC 1380 AM.

OCPD INVESTIGATE DEATH IN THE INLET
On August 14, 2012, at approximately 3 p.m. Ocean City Police, Beach Patrol and Fire Departments responded to the Ocean City Inlet, in reference to people in the water just east of the ticket booth area. Ocean City emergency personnel arrived at the scene and were advised that an adult male and a small child had been walking along the sea wall at the inlet when the man and the child fell from the sea wall.
The victim, who was later identified as Stephen Richard Ostan, 49, of Marcus Hook, Pennsylvania, and his 2-year-old child struck the rocks during the fall. According to witnesses, the 2-year-old child was in the water clinging to the rocks below the retaining wall when an unidentified female citizen climbed down the sea wall and recovered the child. The citizen was able to pass the child to other citizens on top of the retaining wall.
A privately owned boat with two citizens attempted to recover Ostan, who had an apparent head injury. At this time, the citizens were assisted by members of the Ocean City Beach Patrol and the Ocean City Fire Department. In addition, a boat and crew from Surf Side Parasail assisted with the recovery of Ostan, who was put on the parasail boat and taken to the U.S. Coast Guard Station in Ocean City.
Ostan’s 2-year-old child was taken by Ocean City Emergency Services to Atlantic General Hospital (AGH) where the child was treated for non-life threatening injuries and released. In addition, Ocean City Paramedics met the rescuers at the Coast Guard station and transported Ostan to AGH where he was pronounced dead. The cause and manner of death will be investigated by the Office of the Chief Medical Examiner of Maryland.
The investigation, which is being handled by the Ocean City Police Department, is on-going. Due to the nature of the investigation, the names of the witnesses and citizens involved are not being released at this time. The Ocean City Police Department would like to acknowledge the courageous actions by the citizens and public safety employees who assisted in this incident.

‘I’M NOT STOPPING’: PENN. WOMAN FACES $600 DAILY FINE FOR FEEDING HUNGRY CHILDREN
Angela Prattis has spent part of the summer distributing meals to hungry children in Pennsylvania, but now, the township has informed her that if she does not obtain a costly “ordinance,” she will be fined $600 each day she distributes food.
“I’m not stopping,” said Angela Prattis, who has been distributing meals she receives from the Archdiocese of Philadelphia to about 60 children from a gazebo on her property this summer. “These kids are hungry. I’m not tearing down the community. I’m keeping the children out of harm’s way.”
Prattis, who has lived in the township for about three years, started distributing meals and drinks to underprivileged children at her church, the Church of the Overcomer in Trainer, several years ago. This year, after giving birth to her second child, she began distributing the meals from the gazebo in her yard.
OCPD SERGEANT PROMOTED TO LIEUTENANT
Chief Bernadette DiPino is proud to announce the appointment of Sergeant Howard C. Whaley, Jr. to the rank of Lieutenant. “I am extremely proud of Lt. Whaley,” said Chief DiPino. “He has worked hard and earned this appointment. I am confident he will be an asset to the command staff and continue to contribute to making the Ocean City Police Department a dynamic and professional law enforcement agency.”
Lt. Whaley is a native of Berlin, Maryland and a graduate of Stephen Decatur High School and Salisbury University. He began his career at the Ocean City Police Department as a seasonal records clerk in 1987. He was hired as a seasonal police officer in 1988, where he worked two summers before being hired as a full time officer in 1989.
Lt. Whaley was promoted to the rank of Police Officer 1st Class in 1995 and to the rank of Sergeant in 2004. He has been a supervisor in the patrol division, boardwalk division, and services division. He has been the noise unit supervisor and is currently the assistant K-9 patrol supervisor.
Lt. Whaley has been a member of the police department’s honor guard unit and has been an alcohol breath test operator for 20 years. In addition, Lt. Whaley has been an instructor of noise meter operations. During the course of his career Lt. Whaley has received commendations and awards including nominations as Police Officer of the Year. Lt. Whaley is married and has two children.

Whaley has been an instructor of noise meter operations. During the course of his career Lt. Whaley has received commendations and awards including nominations as Police Officer of the Year. Lt. Whaley is married and has two children.
