Towson mall begins enforcing curfew for unaccompanied minors
A new policy aimed at promoting a more "family friendly" atmosphere at Towson Town Center by banning unaccompanied minors after 5 p.m got off to a mostly seamless start Friday evening.
Many people seemed to have heard about the policy, and groups of teens who normally spend their weekend nights hanging out at the mall headed to the exits as the 5 o'clock hour approached, with only a bit of grousing.
On her way out, one Notre Dame Prep student said: "We're good."
Security was dispatched to let other teens know about the curfew, and officers, some with dogs, were stationed at 19 entrances and around the mall to check identification.

Pa. school cafeteria worker quits after having to take hot lunch away from student
CANONSBURG, Pa. (AP) — A public school cafeteria worker has quit over what she considers a "lunch shaming" policy in a Pennsylvania school district.
Stacy Kotiska says she quit last week after she had to take a hot lunch away from an elementary school student because the child's parent had fallen more than $25 behind in paying for his school lunches.
The Canon-McMillan School District enacted the policy to deal with a backlog of about 300 parents who owed tens of thousands of dollars. Now fewer than 70 parents owe money, and the district says the policy isn't meant to shame students.

We are accustomed to looking at Europe’s woes in a purely financial context. This is a mistake, because it misses the real reasons why the EU will fail and not survive the next financial crisis. We normally survive financial crises, thanks to the successful actions of central banks as lenders of last resort. However, the origins and construction of both the the euro and the EU itself could ensure the next financial crisis commences in the coming months, and will exceed the capabilities of the ECB to save the system.
It should be remembered that the European Union was originally a creation of US post-war foreign policy. The priority was to ensure there was a buffer against the march of Soviet communism, and to that end three elements of the policy towards Europe were established. First, there was the Marshall Plan, which from 1948 provided funds to help rebuild Europe’s infrastructure. This was followed by the establishment of NATO in 1949, which ensured American and British troops had permanent bases in Germany. And lastly, a CIA sponsored organisation, the American Committee on United Europe was established to covertly promote European political union.
It was therefore in no way a natural European development. But in the post-war years the concept of political union, initially the European Coal and Steel Community, became fact in the Treaty of Paris in 1951 with six founding members: France, West Germany, Belgium, Luxembourg and Italy. The ECSC evolved into the EU of today, with an additional twenty-one member states, not including the UK which has now decided to leave.

Priebus: RNC could block Kasich, Bush from running again
Ohio Gov. John Kasich and former Florida Gov. Jeb Bush could be barred from seeking the Republican Party's presidential nomination in the future if they refuse to get on board with Donald Trump, party chairman Reince Priebus said Sunday.
"I think people need to get outside this Beltway and get on the road," Priebus said in an interview with CBS host John Dickerson. "This is probably one of the biggest movements as far as people across this country in modern history.
"Where we're at with the voters, one of the last polls I saw ... Republicans, I think it was about 91, 92 percent, we need to do a couple of percentage points better than we're doing as we move forward. Look, people who agreed to support the nominee, who took part in our process, they used tools from the RNC. They agreed to support the nominee. They took part in our process," Priebus said.

Virginia governor spotted with Willie Nelson _ and his weed
BRISTOW, Va. (AP) — Posing for pictures is part of every governor’s job. Posing with a can of marijuana — not so much.
But Virginia Gov. Terry McAuliffe did just that, inadvertently, when he went to greet country music legend Willie Nelson this weekend.
A picture posted on Twitter shows McAuliffe and Nelson, who was performing in Virginia. On the table between them is a can of Willie’s Reserve, Nelson’s brand of marijuana that’s sold in Colorado and Washington. Marijuana possession is illegal in Virginia.

BREAKING: No charges filed against officers in Korry Gaines' death
BALTIMORE —No criminal charges will be filed against the officers involved in the shooting that killed Korryn Gaines and injured her 5-year-old son during a standoff with police in Baltimore County, according to attorneys involved with case.
A statement from The Gordon Law Group said attorneys with their office and The Law Office of Jimmy M. Bell will meet with Baltimore County State's Attorney Scott Shellenberger Wednesday, "for him to advise the family that he completed his monitoring of the police investigation into the killing of Korryn Gaines and will not be filling criminal charges against any of the officers involved."
Attorneys are expected to meet Wednesday and hold a news conference in the afternoon to discuss the details, the statement said.

Date of Incident: 19 September 2016
Location: 1000 block of Nevins Place, Salisbury, MD
Suspect: Kevin B. Lawrence, 50, Salisbury, MD
Narrative: On 19 Sep 2016 at 7:13 AM a deputy responded to a reported disturbance at a residence in the 1000 block of Nevins Place in Salisbury. Upon arrival, the deputy observed a pile of clothing on fire in the driveway. During the subsequent investigation the deputy determined that Kevin Lawrence set his girlfriend’s clothes on fire following an argument between the pair. According to the girlfriend, the argument began the preceding evening after Lawrence brought home a subject she described as a woman of ill repute.
The deputy placed Lawrence under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Lawrence in the Detention Center in lieu of $10,000.00 bond.

Narrative: On 19 Sep 2016 at 10:09 PM a deputy responded to a reported disturbance at a residence in the 400 block of Keene Avenue. Upon arrival, the deputy was informed that a family member, Karen Brooks was at the residence visiting from Connecticut and the residents wanted her to leave. Brooks left upon the request of the residents and the deputy.
At 10:40 PM the deputy was called back to the residence because Brooks had returned in defiance of the resident’s request. The deputy placed Brooks under arrest for trespassing.
Brooks was transported to the Central Booking unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Brooks on Personal Recognizance.

DOVER — As the number of overdose deaths from prescription painkillers has soared in recent years, pharmaceutical companies that manufacture opioid painkillers, and allied advocacy groups, have donated more than $500,000 to state and federal elected officials and major political parties in Delaware.
But Division of Substance Abuse and Mental Health Director Michael Barbieri, a former lawmaker who received industry donations himself, doesn’t think drug companies are impeding efforts to address opioid abuse in Delaware.
A joint investigation by The Associated Press and the Center for Public Integrity found that drug companies and allied groups spent more than $880 million nationwide between 2006 through 2015 on campaign contributions and lobbying expenses at the state and federal levels.

During a press conference yesterday morning, amid desperate efforts to placate political pressure to maintain the narrative of a lone-wolf bomber - not terrorist - who may have "had a beef" and just happened to be a muslim, William Sweeney, the assistant director in charge of the FBI's New York division, stated unequivocally:
"There is no indication that the suspect was on the FBI's terror radar" adding that there was "no indication that there's a [terrorist] cell operating" in the New York area and had no information about Ahmad Khan Rahami's "path to radicalization."

WASHINGTON (AP) — The U.S. government has mistakenly granted citizenship to at least 858 immigrants from countries of concern to national security or with high rates of immigration fraud who had pending deportation orders, according to an internal Homeland Security audit released Monday.
The Homeland Security Department's inspector general found that the immigrants used different names or birthdates to apply for citizenship with U.S. Citizenship and Immigration Services and such discrepancies weren't caught because their fingerprints were missing from government databases.
DHS said in an emailed statement that an initial review of these cases suggest that some of the individuals may have ultimately qualified for citizenship, and that the lack of digital fingerprint records does not necessarily mean they committed fraud.

As we surveyed the foot traffic to the desert hills, we saw a surprising number of people with pit bulls. Perhaps motivated by the amount of beer consumed, one of my friends announced that he was going to purchase a pit bull. Another turned to him: “That’s terrible. Those dogs will kill you.” The third chimed in: “What? Those dogs just want to cuddle—they’re over-sized lap dogs.” Neither deterred him in his task, and he recently reported to me that both of our compatriots were wrong that day. Pit bulls are neither killers nor cuddlers.

The Department of Veterans Affairs spends billions of dollars annually on contracts for goods and services without proper oversight and management, according to a government watchdog.
The VA spent roughly $20 billion during fiscal 2015—over a quarter of the agency’s discretionary budget—to procure goods and services for veterans’ health care, and at least $46 billion over a three-year period, according to a new audit by the Government Accountability Office that faults the agency for managing contracts using “outdated and fragmented” policies.
The audit is the latest evidence of mismanagement at the federal agency, which has been widely scrutinized since the secret wait list controversy at government-run hospitals more than two years ago.

Volvo Group Trucks Plant to Lay Off 143 Hagerstown Workers
HAGERSTOWN, Md. (AP) — Officials say the Volvo Group is laying off 143 people at its truck manufacturing plant in Hagerstown.
Company spokesman John Mies told news outlets in a statement Friday that the layoff will be effective Monday, and is in addition to 138 workers who were laid off during the first quarter of the year.
The group says that 2015 was the second best year ever for the company, in terms of demand for heavy-duty trucks, with over 300,000 vehicles sold. The projected demand for this year has dropped and will be about 240,000.
Mies says about 1,500 people work at the powertrain-manufacturing facility. He says the layoffs at Volvo will be in production positions.

New disclosures made by the Treasury Department to Rep. Mike Pompeo (R., Kan.), a House Intelligence Committee member, show that an initial $400 million cash payment to Iran was wired to the Federal Reserve Bank of New York (FRBNY) and then converted from U.S. dollars into Swiss francs and moved to an account at the Swiss National Bank, according to a copy of communication obtained exclusively by the Free Beacon.
Once the money was transferred to the Swiss Bank, the “FRBNY withdrew the funds from its account as Swiss franc banknotes and the U.S. Government physically transported them to Geneva” before personally overseeing the handover to an agent of Iran’s central bank, according to the documents.

Survey: Trump tops Clinton in trustworthiness
Voters view Hillary Clinton as more qualified for the presidency, according to the results of a Fox News survey released Sunday, but they have more trust in Donald Trump.
The survey found a total of 61 percent view Clinton as qualified, compared to 45 percent who feel the same way about Trump. Just 34 percent believe Clinton is trustworthy, while 39 percent trust in Trump.
On a range of other questions, the poll found voters split between the candidates. Slightly less than half believed either candidate was in touch with them, with 45 percent saying as much of Clinton and 44 percent for Trump. Another 47 percent said they were "tired of Clintons," while 42 percent said they supported the ongoing Clinton legacy.
The survey found respondents have even less faith in government. Eight percent said they had a "great deal" of faith in the federal government, compared to 18 percent who had "none at all."

Wisconsin Woman and Son Accused of Stealing $3 Million in Food Stamps
A Wisconsin woman and her son are accused of stealing $3 million in food stamps benefits from the federal government, according to court records.
Both Elham M. “Brenda” Abdul Rahim and Ahmad Zaki Abdul Rahim were indicted on a count of conspiracy to commit wire fraud, The Milwaukee Journal Sentinel reported, which carries a sentence of as many as 20 years in prison.
Elham Rahim was also indicted on counts of fraud and unauthorized use of food stamps, while Ahmad Rahim was indicted on a count of lying to investigators from the U.S. Department of Agriculture.
Ahmad Rahim told The Journal Sentinel that he did not commit fraud and did not know that he and his mother were indicted. He said his father, who is now dead, used to run the store they owned and that he did not know how his father ran the establishment.
“The Rahims used the store to exchange Supplemental Nutrition Assistance Program cards for cash,” the indictment said.
The indictment also charged that they would swipe a SNAP debit card for a certain amount, give half the amount to the recipients, and keep the rest.

Kent and Sussex County, DE- The Delaware State Police are asking for the public’s assistance in locating Michael R. Lewis, 34 of Lincoln (photo attached). Lewis is currently wanted by the state police for Burglary 1st degree, Conspiracy 2nd degree, Assault 3rd degree, Possession of Heroin, Resist Arrest, two counts of Possession of Drug Paraphernalia and Possession of Marijuana.
On August 31, 2016, suspect Michael Lewis along with two other suspects were contacted on a traffic stop on SR 24 in the area of Warwick Road, Millsboro. Lewis fled on foot into a wooded area and was not apprehended. A search of the vehicle revealed over 140 bags of heroin (2.235 grams), over 330 empty heroin bags and marijuana. A warrant was completed for his arrest on the drug offenses and resisting arrest.
Michael R. Lewis is wanted for seven capiases for his arrest in addition to three for violation of probation. Troop 3 also has a Burglary 1st Degree warrant for Lewis’ arrest from April 29, 2016.

If the media were interested in refuting this, they would interview at least half a dozen neurologists who specialize in Parkinson’s. They would ask these specialists to comment on the video. They would then summarize their answers, pro and con. So far, the media have not done this.

SNOW HILL — The women who say they saw Cecil County State’s Attorney Ellis Rollins III nude on the balcony of his Ocean City hotel room in June were more than half a football field away and, therefore, must have made an effort to see him, according to court records filed in the case.
It was a contention that the county’s embattled top prosecutor made in his initial public defense in the high-profile case following the allegations, but a Whig review of filings made over the last few months shows that Rollins is prepared to double-down on that defense.
A motion filed by Rollins’ Ocean City-based attorney, Cullen M. Burke, asserts that Rollins was never on his balcony but, instead, was inside his 10th-floor hotel room when the alleged victims saw him from their 12th-floor room at an adjacent condominium building.
“During all instances of the alleged exposure, the defendant was in his lawfully rented and occupied hotel room. It is undisputed that the defendant was not located in a public place at the time of the alleged exposure,” Burke contends in the motion, which notes that the two incidents took place over a time period of about 36 hours.

Hero Off-Duty Cop Who Shot MN 'ISIS' Attacker Is Competition Shooter & NRA Concealed Carry Trainer
The off-duty cop who stopped the "potential" terrorist attack at a Minnesota mall on the same night as the New Jersey and New York terror bombings is a 2nd Amendment enthusiast, gun shop owner and NRA instructor.
Jason Falconer was carrying a weapon the night of the attack inside the Crossroads Center Mall, a mall which forbids people from bringing in "firearms or illegal weapons."
Avon Police Chief Corey Nellis told MPR News the fact that Falconer happened to be shopping there and carrying a weapon was nothing less than "divine intervention," adding:
"If I was going to ask anybody to fire live rounds in a crowded mall I would trust his abilities next to anybody's.

The Treasury Department on Saturday confirmed that it wire transferred at least two separate payments to Iran in the last fourteen months.
The admission raises significant new questions about President Obama’s claim that he sent $400 million in cash to Iran because the U.S. doesn’t have a banking relationship with Tehran.

(Washington, DC) – Judicial Watch announced that it has scheduled the deposition of the John Bentel, the State Department’s former Director of Information Resource Management of the Executive Secretariat (“S/ES-IRM”), the office that handles information technology for the Office of the Secretary.
The deposition ordered by U.S. District Court Judge Emmet G. Sullivan is scheduled for October 24 at 10am. Judicial Watch also announced that Judicial Watch and Hillary Clinton’s attorneys agreed that Hillary Clinton would have two additional weeks – until October 13 — to produce written, sworn answers under oath to pending Judicial Watch questions.
Judicial Watch requested Bentel’s deposition as part of a request for additional discovery into the Clinton email matter.

Obamacare enrollees had trouble affording and accessing health care as well as understanding how to use their plans, according to a report from the Government Accountability Office.
The top factors that Obamacare enrollees considered when selecting a plan in 2015 were the cost of premiums, deductibles, and copayments.
The auditors talked to stakeholders including policy experts, state departments of insurance, and exchange officials, and found that some Obamacare enrollees said the out-of-pocket expenses were too expensive before reaching their deductible.
“Two national surveys of QHP [qualified health plan] enrollees found that over a quarter of them had experienced financial difficulties paying for their out-of-pocket health care expenses in the prior year, with some enrollees reporting unmet health care needs due to cost,” the auditors said. “One national survey reported that in 2016, 25 percent of QHP enrollees reported higher-than-expected out-of-pocket costs after using their coverage.”

That's the creation of a "public option" government-run healthcare plan, which would compete against private insurance plans sold in the new state marketplaces set up under the Affordable Care Act.

Maryland Announces More Than $12 Million in Highway Safety Grants
Funds Distributed to Law Enforcement and Traffic Safety Advocates Statewide.
ANNAPOLIS, MD – Governor Larry Hogan today announced over $12.5 million in federal highway safety funds granted to more than 80 agencies and organizations across Maryland to help strengthen and expand the state’s efforts to save lives on Maryland roads. The funds will be distributed by the Maryland Department of Transportation’s Highway Safety Office to law enforcement agencies and traffic safety advocates throughout Maryland.
“The safety and security of Marylanders is our top priority and this vital funding will help strengthen our efforts to reduce traffic fatalities and save lives,” said Governor Hogan. “Dangerous, impaired, and distracted driving puts everyone at risk, and we will continue to do everything in our power to ensure safety on our roads.”
The federal grants will help fund the following traffic-safety efforts:
- Preventing impaired, aggressive, and distracted driving
- Increasing the use of seat belts
- Increasing motorcyclist, pedestrian, and bicyclist safety efforts
- Funding child passenger safety fitting stations
- Funding traffic safety-related law enforcement operations
- Improving Maryland’s traffic data systems.
To help reduce traffic fatalities and serious injuries across the state, Maryland is implementing a five-year plan known as theMaryland Strategic Highway Safety Plan (SHSP). The plan brings together local, state, and federal partners and organizations such as the National Safety Council, AAA, Mothers Against Drunk Driving and numerous other corporate, non-profit, and public sector partners. The SHSP contains more than 30 separate strategies to reduce overall roadway fatalities by at least 50 percent in the next two decades. The Plan emphasizes solutions from the “Four Es” of highway safety – Engineering, Enforcement, Education, and Emergency Medical Services.
“Our mission is to do everything in our power to eliminate traffic crashes,” said Transportation Secretary Pete K. Rahn. “Zero crashes, zero injuries and zero fatalities is our ultimate goal.”
The federal grant awards can only be used for traffic safety activities and are allocated based on crash data for each county and/or organization that applied for funding. Funds can only be spent during Federal Fiscal Year 2017 (October 1, 2016 – September 30, 2017). A breakdown of the amounts granted to more than 80 partners across the state is as follows:

Democratic nominee Hillary Clinton experienced a nearly 20-point decrease in support from the same demographic between Sept. 10-16 according to the poll, which was conducted by the Los Angeles Times and the University of Southern California. The survey found Trump's support from black voters increased from 3.1 percent to 19.6 percent over the period, while Clinton's declined from 90.4 percent to 71.4 percent.
The reported shift spanned Clinton's collapse during a 9/11 ceremony in New York City, the revelation she had attempted to conceal a bout of pneumonia, and Trump's Sept. 16 revival of the "birther" issue, when he said Clinton was responsible for creating questions about whether President Obama had been born in the United States.

Minnesota Mall Attacker Was Somali
The Saint Cloud Times is reporting Dahir Adan, a member of the local Somali Community, was the man who attacked nine people at a local mall Saturday while shouting about “Allah.”
A short time earlier, St. Cloud Somali-American community members identified the deceased suspect as Dahir Adan.
Leaders of the Somali-American community in St. Cloud gathered Sunday with his family and issued a statement of sympathy for the family and the nine victims of the attack.
Community leader Abdul Kulane said as far as the family and community know, the suspect did not have any history of violence. He was known as a smart, accomplished student at Apollo High School. He was a junior at St. Cloud State University, Kulane said. Adan was also working part-time as a private security officer, leaders said.
At a press conference on Sunday, St. Cloud, Minnesota city officials refused to release the identity of the man who attacked nine people with a knife in a local mall Saturday night while shouting “Allah.” The attacker was killed by an off-duty police officer from a nearby city who happened to be in the mall at the time.

There are 30,000 gun related deaths per year by firearms. That is not disputed.
What is never shown, though, is the breakdown of those deaths to put them in perspective, as compared to other causes of death:
65% of those deaths are by suicide, which would never be prevented by gun laws
15% are by law enforcement in the line of duty and mostly justified
17% are through criminal activity, gang and drug related or mentally ill persons
3% are accidental discharge deaths
So technically, "gun violence" is not 30,000 annually, but drops to 5,100 (0.17 x 30,000).
Still too many? Well, first, how are those deaths spanned across the nation?
480 homicides (9.4%) were in Chicago
344 homicides (6.7%) were in Baltimore
333 homicides (6.5%) were in Detroit
119 homicides (2.3%) were in Washington, DC
So basically, 25% of all gun crime happens in just 4 cities.
All 4 of those cities have strict gun laws,
So it is not the lack of law that is the root cause.
This basically leaves 3,825 for the entire rest of the nation or about 75 per state. That is an average because some states have much higher rates than others. For example, California had 1,169 and Alabama had 1.

Administration Aims To Fight Crime With Job Training
The Labor Department will hand out $5 million in grants to fund job centers for people coming out of jails, part of a broader Obama administration initiative to help reduce recidivism, NPR has learned.
"The earlier you start investing in people who are incarcerated, the better the odds of a successful outcome," Labor Secretary Thomas Perez said in an interview.
The new batch of funding means that 41 such grant projects in 10 states have now won federal funding, known as Linking to Employment Activities Pre-release.
