The Big-Picture Economy, Part 5: The State, Taxes And The Shredding Social Contract
The social contract is fraying as those paying most of the income taxes are being squeezed from above and below.
The government--known as the state in political science circles--is fundamentally a social contract between the governed and the governing Elites. The governed agree to cede control and power to the state, and pay taxes for its maintenance and programs, in exchange for security and services that can best be rendered (or can only be rendered) by the state.
These traditionally include law enforcement, a judicial system, national defense, and since the early 20th century, education and social income-security programs.
I have long held that America is a The Three-and-a-Half Class Society [9] (October 22, 2012): the "entrenched incumbents" on top (the "half class"), the high-earners who pay most of the taxes (the first class), the working poor who pay Social Security payroll taxes (the second class), and State dependents who pay no payroll or income taxes (the third class).
This class structure has political ramifications. In effect, those paying most of the tax are in a pressure cooker: the lid is sealed by the "entrenched incumbents" on top, and the fire beneath is the state's insatiable need for more tax revenues to support the entrenched incumbents and its growing army of dependents.
Let's start our analysis of the three-and-a-half-class society by noting that the top 25% pay most of the Federal income tax, and within that "middle class" the top 10% pay the lion's share of all taxes.

Dozens Of Fraudulent IDs Uncovered In Bags Of Two BWI Travelers
TSA officers at BWI say two men have been charged after dozens of fraudulent IDS were found in their bags.
The TSA at BWI says officers detected a stash of fraudulent identification cards in the two men’s baggage after an unidentifiable object caused an alarm to go off at checkpoint.
Authorities determined that the “unidentifiable object” was a stack of fraudulent identification cards. The cards included multiple New York State driver’s licenses and credit cards in different names.

Judge Slaps CIA For Withholding Routine Documents
A federal judge has chastised the CIA for “inappropriately” withholding routine documents.
In a recent decision, U.S. District Judge Beryl Howell denounced several of the CIA’s legal arguments. At one point, she accused the CIA of a “shameless twisting of the factual record.” Other assertions by the agency, she called “dead wrong” and “implausible.”
A non-profit law firm that specializes in national security cases sued the CIA and five other federal agencies over documents concerning compliance with open records laws.
Sounds straightforward. But the firm, known as National Security Counselors, said the CIA dodged its responsibilities under the Freedom of Information Act and mounted “an extended campaign of misrepresentation” related to information it holds.
At one point, an “unidentified third party” handed the firm two classified documents related to the lawsuit, prompting the FBI to confiscate them. Eventually, the CIA provided redacted versions.
The CIA, meanwhile, asserted it could keep secret the records being sought by the firm under a Cold War-era law that created the spy agency and allowed it to withhold personnel information such as salaries and the number of employees.
Howell, who is a federal judge in Washington, D.C., dismissed that argument.

The ruling class is losing its cotton-picking minds, because it’s getting a long-overdue comeuppance from their employers they thought all along were really their subjects.
Whether it’s because of our nixing of their plans for another pointless Middle Eastern war, or our insistence they not foist Obamacare’s epic fail upon us while exempting themselves from it, the resulting ruling class conniption fits are coming fast and furious.
When even a few stand on principle it reveals the character of everyone else around them. And if the Obamacare filibuster begun by Ted Cruz and capably aided and abetted by Mike Lee (with others chipping in) ends up accomplishing nothing else, it has provided a searing spotlight on the character (or lack thereof) of their contemporaries and the system they’re fighting.

While he was checking out a few places, he happen to look at my grandmas house. Its really rare you ever see someone you know captured in the google camera. But, there was my grandma sitting on her front porch reading her news paper enjoying life.

Couple in Baby Veronica Case Want Legal Fee Help
The adoptive parents at the center of the custody battle over baby Veronica are asking that the child's biological father and the Cherokee Nation pay the couple's legal expenses.
The long custody battle between Matt and Melanie Capobianco, and Veronica's birth father, Dustin Brown, centered around the Indian Child Welfare Act and raged on for more than two years before finally coming to a tentative close earlier this week when Veronica was returned to the Capobianco's care.
According to the Tulsa World, the Capobiancos filed court documents accusing Brown of "willful disobedience and complete disregard" of the law and seeking compensation for the legal fees and other expenses from Brown and the Cherokee nation.

Confederate Battle Flag Rises In Va. Off I-95
CHESTER, Va. (AP) -- A Confederate battle flag was unfurled along a stretch of Interstate 95 south of Richmond amid cheers and a volley of rifle fire.
The flag-raising Saturday in Chesterfield County had stirred a strong response in Richmond, the former capital of the Confederacy. But no protesters could be seen as more than 200 people gathered in a freshly cleared circle of forest to watch the 15-by-20-foot flag rise up a flagpole.

Delivery Person Killed After Being Crushed By Package
Location: 2500 Grubb Road, Wilmington, DE
Date of Occurrence: Monday, September 30, 2013, at 10:58 a.m.
Victim: 43-year-old male from Baltimore, MD
Resume: Wilmington-Troopers are investigating the death of a delivery person who was crushed while removing computer equipment from a truck in North Wilmington.
The incident occurred at approximately 10:58 a.m. as a 43-year-old Baltimore man began to unload a package containing a large piece of computer equipment from a delivery truck. The package was being delivered to an office at 2500 Grubb Road.
A preliminary investigation indicates that the package was placed onto the truck's lift by the man, who then fell to the ground. The package then fell from the lift onto the man, crushing him. He was pronounced dead at the scene.
Detectives are continuing their investigation. There are no signs of foul play. The body was turned over to the Office of the Chief Medical Examiner.

Laurel, DE- The Delaware State Police have arrested two people in connection with an early morning attempted robbery of a gas station.
Troopers responded to the Oasis Travel Plaza located at 30759 Sussex Highway near Laurel around 1:50 a.m. Saturday morning after a black male subject entered the store and confronted a 31 year old female employee demanding money from the cash register. When the employee refused to open it, the suspect reached across the counter and attempted to open it, but was unsuccessful. He then fled the store and was observed entering a silver four door sedan with a sun roof which fled from the parking lot. At approximately 4:30 a.m. Laurel Police Department also responded to a robbery that occurred in their jurisdiction involving a similar subject.
Around 6:00 a.m. Saturday morning, a trooper on patrol observed a vehicle matching the description of the car used at the Oasis incident parked in a driveway on Mill Park Drive in Bridgeville. Troopers made contact with Anita M. Amoroso at that residence and she was taken into custody without incident.
The investigation revealed Anita Amoroso drove two subjects that were later determined to be Shawn D. Alston and Troy Sanders, to the Oasis Travel Plaza where she dropped them off. She then returned a short time later and picked the two up after the attempted robbery was committed and then drove into the limits of Laurel where they committed another robbery.
Around 10:00 a.m. Saturday morning, Shawn D. Alston was located walking on Mill Park Drive and was taken into custody without incident. The two were both transported back to Troop 5 in Bridgeville where they were both charged with Attempted Robbery 2nd and Conspiracy 2nd. They were incarcerated on $5,000.00 secured bond.

Authorities say a power generator under the deck of Chesapeake Bay Bridge's westbound span sparked a fire that closed the bridge, backing up traffic for miles.
Lt. Shannon Callahan, Queen Anne's County Department of Emergency Services dispatch supervisor, says the generator was in a construction zone in the bridge's under-structure when the fire started Sunday evening.

Federal Courts To Remain Open If Shutdown Occurs
As members of Congress attempt to work out an agreement to avert a federal government shutdown on Tuesday, officials of the U.S. District Court in Maryland say the federal judiciary will remain open for business on Tuesday.
That means federal courthouses in Baltimore and Greenbelt would be open.
In a statement on the Court's website, officials say it would be "business as usual for approximately 10 business days."

National Aquarium to Close in DC After 128 Years
An aquarium that opened its doors to visitors in 1885 is closing its doors in the nation's capital.
The National Aquarium is closing its Washington location after the last visitors leave Monday. Officials announced in May that the aquarium must move out of the U.S. Department of Commerce building due to renovations.
The 1,500 animals will be moved to other locations, including the National Aquarium in Baltimore, in the months ahead.

Little Miss Hispanic Winner Loses Title In Del.
WILMINGTON, Del. (AP) -- The winner of the Little Miss Hispanic Delaware contest has been stripped of her crown over concerns that she is not Hispanic.
The News Journal of Wilmington reported Saturday that 7-year-old Jakiya McKoy lost the title two weeks ago.
Some critics of the decision say the move was made because McKoy is black and not Latina enough, though organizers say it had nothing to do with race.

What’s different about this individual is that he is a former leader of the Republic of New Afrika, a group dedicated to creating an independent black nation out of five southern states.
Now leading the city of about 175,000 is Chokwe Lumumba – who has a long history of radical activism and whose plans for the largest city in Mississippi could be called “revolutionary.”
A co-founder of the Malcolm X Grassroots Movement, which promotes black “self-determination,” Lumumba was sworn in on July 1, after winning 86 percent of the vote in the general election.
He had won the Democrat nomination with 54 percent of the vote.
Despite what could be considered an overpowering victory, Jackson’s business owners are extremely concerned with Lumumba’s proposals for the city.

Police: Homeowner Shot Robber In Face
GWINNETT COUNTY, Ga. — Gwinnett County police are investigating a home invasion and shooting near Norcross.
Police tell Channel 2’s Kerry Kavanaugh that two men tried to break into a home on Greenway Road on Thursday morning.
The homeowner went to investigate a noise at the door and found two robbers smashing their way in his house, police said.
"Moments later he heard somebody crashing open the back window," said Gwinnett County police Cpl. Ed Ritter."He called police and apparently was on the phone with 911 at the time this was happening and at that time he fired the weapon at the suspects."
The robbers ran from the home and eventually the injured suspect was dropped off at Gwinnett Medical Center.

In the characteristically compassionate, accepting tone of a modern leftist broadcaster, radio host Mike Malloy recently fantasized about the stabbing death of U.S. Senators Ted Cruz (R-Texas) and Mike Lee (R-Utah).
On the heels of a 21-hour marathon speech criticizing ObamaCare, the Tea Party-backed politician has been on the receiving end of significant vitriol — even by members of his own party. Malloy, however, took that rhetoric to a new, disturbing level by volunteering a weapon to be used against Cruz.
Commenting on a conservative broadcaster’s opinion that Senate Majority Leader Mitch McConnell “stabbed Ted Cruz and Mike Lee in the back,” Malloy found it easy to transition from hyperbole to reality.

HANOVER, Md. (AP) -- More than two dozen instances of underage gambling at Maryland casinos will cost casino operators tens of thousands of dollars in fines.
A consent agreement signed last week by gambling regulators and earlier by Maryland Live casino marks the state's first financial penalty for underage violations. Under the agreement, Maryland Live agreed to pay $20,000 for four incidents of underage gambling. Soon Hollywood Casino in Perryville will pay $10,000 for two similar incidents.
There have been 30 known violations of underage gambling this year. The state can impose a maximum fine of $5,000 per incident.

Bridgeville, DE- The Delaware State Police have arrested a Lincoln man after he struck a horse with his motorcycle and then fled the scene.
The incident occurred around 6:50 p.m. Sunday evening as Michele A. Rose, 40 of Bridgeville, was riding her 16 year old quarter horse named “Chance” south on Chaplains Chapel Road when she was attempting to cross the roadway to enter a field on the east side of the road. After checking the roadway to ensure it was clear, Ms. Rose and “Chance” entered into the roadway when the sound of a fast approaching motorcycle startled the horse causing it to remain in the roadway. The motorcycle, which was also traveling southbound on Chaplains Chapel Road, applied its brakes and slid on the roadway before striking the horse on the right side.
After gaining control of the horse, Ms. Rose ran to the motorcyclist who appeared injured and attempted to render first aid. The motorcyclist refused any treatment and proceeded to get on his motorcycle and flee south on Chaplains Chapel Road. Ms. Rose was able to provide a description of the black male operator, who was not wearing a helmet, along with a description of the motorcycle to dispatchers in the Sussex County Emergency Operations Center (9-1-1).
At approximately 7:05 p.m. an officer with Georgetown Police Department observed what appeared to be the motorcycle and operator at the intersection of DuPont Boulevard (US113) and Seashore Highway (SR404/18). As the officers attempted to perform a traffic stop on the motorcycle, it began fleeing northbound on US113. Additional officers and troopers began pursuing the motorcyclist who was, at times, traveling at speeds greater than 100 mph before a Delaware State Police helicopter (Trooper 2) was able to track the fleeing motorcycle throughout the towns of Lincoln and Milford. Around 7:45 p.m. Trooper 2 advised ground patrols that the motorcyclist was slowing to a stop in the area of Benson Road near Jefferson Road. Troopers were able to converge on the area and after a brief struggle with the fleeing suspect, who ran into a soy bean field, he was taken into custody without further incident.
Roosevelt S. Williams, 34 of Lincoln, was found to be in possession of 3.2 grams of synthetic marijuana upon his arrest. He was transported to Troop 7 where he was charged with over 70 traffic violations including Reckless Driving, Aggressive Driving, Disregarding a Police Officers Signal, Resisting Arrest, and Possession of a Controlled Substance. He was arraigned at JP3 and committed to SCI in lieu of $13,950.00 cash bond. Williams was checked by EMS at Troop 7 and refused any medical treatment.

On Sunday September 22, 2013, members of the Worcester County K9 Unit traveled to Allentown, PA to compete in the 2013 Police K9 Trials. These trials are in memory of fallen Deputy Sheriff and Canine Handler, Kyle Pagerly of the Berks County Sheriff’s Department. Pagerly was tragically killed in the line of duty serving a warrant on June 29, 2011. This is the third annual Police K9 trial held each year by the Salisbury Township Police Officers Association. Proceeds from the trials go to the Kyle Pagerly Memorial Fund.
Three members of the Worcester County Sheriff’s Office K9 Unit participated in the event, two bringing home trophies. Cpl. Ramey and K9 Karma won 2nd place in Fastest Dog. Cpl. Edgar and K9 Jonka won 3rd place in Obedience and 2nd place in Bite Redirect. Several teams from Pennsylvania, Delaware and Maryland competed. The Worcester County Sheriff’s Office K9 Unit has attended every year since the First Annual Pagerly K9 trial in 2011 to show support. We hope to continue this participation and support for future events.

Traffic On Chesapeake Bay Bridge Reopens After Earlier Fire
WASHINGTON - Lanes reopen in both directions on the Chesapeake Bay Bridge after an earlier fire caused traffic to stop Sunday evening.
WTOP has received reports that construction materials are burning underneath the bridge, sending a plume of smoke into the sky.
A Maryland Transportation Authority official said she had no information about what caused the fire or what was burning.

The Hyatt Gun Shop of Charlotte, N.C., has been doing business for the last four years with a subsidiary of Visa — a key Obama campaign donor — that specializes in credit card transactions.
But the subsidiary, Authorize.net/CyberSource, reportedly has ended its relationship with the nation’s largest gun store for a reason that might get you scratching your head.
Because the Hyatt Gun Shop sells, well, guns.
The Authorize.net email said that gun sales violated a section of the service agreement it signed with the gun shop, reportedly after Hyatt detailed its sales and products — and, you know, its name – according to the Washington Examiner.
“We’ve never seen anything like this,” said Justin Anderson, Hyatt’s marketing director, who added it took a week and thousands of dollars to line up a “gun friendly” credit card processor for online sales.

Muslims in Montgomery County, Md., are petitioning local school officials to add two Islamic holidays that vary from year to year to the school calendar, and if needed, to shorten the “winter break” to make up for the days off.
“There is no need for any MCPS students to miss classroom instruction time if schools were to close for Eid holidays,” their petition argues. “There is a state law that mandates at least 180 classroom instruction days per year. Shhhhh!!!!! There's A Town Election No One In PITTSVILLE Wants You To Know About

Here's the deal. There's some serious problems in Pittsville right now and quite frankly the taxpayers are getting screwed. You have a majority of firefighters on the Council and that just needs to end. There's nothing wrong with one representative but we all know what might happen if you had, oh, let's say your DAUGHTER running the books and Daddy closing BOTH eyes and signing off on a two party check time and time again.
However, Pittsville is one of those Towns very similar to Salisbury where the citizens want to bitch and complain but they don't get off their rear ends to volunteer to run and or vote.
Then we heard from a citizen who called Town Hall to ask where the election is being published. Their reply was, we'll be posting it around Town, (image above) and in the Daily Times. That citizen was furious because with the 15 homes on their block, only TWO get the Daily Times. HOW CONVENIENT AGAIN! They, (of course) didn't send anything to Salisbury News because they know everyone reads us.
They don't want you to know about this election. They don't want new candidates stepping up to the plate to compete. In fact, we at Salisbury News can't wait for this election to be over so we can publish the fact that we have another Washington, D.C. right here on the Eastern Shore where the citizens are so dumb they voted another Marion Barry back into office.

POLLITT ANNOUNCES NEW EQUIPMENT TO REPAIR WICOMICO COUNTY ROADS
Wicomico County Executive Rick Pollitt and Department of Public Works – Roads Division crews unveiled new equipment to help preserve county roads and make them safer for the traveling public.
The new aggregate recyclers allow County crews to more effectively and economically fill potholes using hot mix asphalt. The equipment keeps the asphalt at an appropriate temperature to settle and bond to the surface, allowing for permanent, pothole repair.
“We can install a permanent pavement repair any season of the year, thereby reducing the need to continually maintain a temporary repair in the winter when hot mix is not available,” said Lee Beauchamp - Director of Public Works, “This also saves the County in trucking costs to deliver small batches of asphalt from the plant. It’s like having a mobile asphalt plant available all year long.”
County Executive Pollitt commented, “This machine allows us to take the rubble from old roads, heat it up, mix it up and turn it into a strong, solid patching material for repairs. It recycles old materials, extends the life of our County roads and saves the taxpayers money in the process. It’s a good deal all around.”
Previously, crews used a “cold patch” – a temporary fix that required routine maintenance. The cost of cold mix asphalt was approximately $125 per ton. The new equipment will allow the department to produce its own quality hot mix from leftover asphalt millings at a fraction of the costs and also allows crews to repair more potholes each day.

Gun-Rights Activists Sue Maryland To Block New Firearms Law
Gun-rights activists in Maryland have filed a federal lawsuit to block the state's new gun law before new requirements on assault weapons and large magazines go into effect Oct. 1.
In the lawsuit in filed Thursday in U.S. District Court in Maryland, the plaintiffs argues the the Second Amendment and case law protect their right to own assault rifles and magazines that hold more than 10 rounds, The Baltimore Sun reported.
The plaintiffs include the Maryland Licensed Firearms Dealers Association, the Maryland State Rifle and Pistol Association, the National Shooting Sports Foundation, Associated Gun Clubs of Baltimore, and several other organizations, individuals and gun shops, according to the report.

Park officials say the special-use permit was approved for a Maryland-based KKK group to exercise its First Amendment rights on Oct. 5. The afternoon event will be held on the lawn area north of Gen. George Meade's Headquarters.
Officials say the park has a responsibility to make that land available for citizens to exercise their right to freedom of speech, even if the views expressed are contrary to those of most Americans.

The postal Board of Governors said Wednesday it wants to raise the price of a first-class stamp by 3 cents, citing the agency’s “precarious financial condition” and the uncertain prospects for postal overhaul legislation in Congress.
“Of the options currently available to the Postal Service to align costs and revenues, increasing postage prices is a last resort that reflects extreme financial challenges,” board chairman Mickey Barnett wrote customers.
