The FBI’s latest statewide statistics offer a snapshot of the underside of the 50 states: where violent crime is most likely to occur. NEW DOMESTIC THREAT: FOOD-STAMP RIOTS
With 20 percent of all American households on food stamps, amounting to 23.1 million households and 47.6 million individuals in July, an across-the-board cut in food-stamp benefits is scheduled to go into effect in November, even though most recipients know nothing about the coming change.
According to the U.S. Department of Agriculture’s Food and Nutrition Service, the benefit increase granted by the American Recovery and Reinvestment Act of 2009 to help people adversely affected by the recession is scheduled to expire Nov. 1.
The USDA projects that the average monthly food stamp payment of approximately $272 per household will decline in November by $36 for a family of four.

U.S. Marine Band Returns To SU Saturday, October 26
SALISBURY, MD---Established by an act of Congress in 1798 and dubbed “The President’s Own” by Thomas Jefferson, the U.S. Marine Band is the nation’s oldest professional music organization.
The renowned group returns to Salisbury University 7 p.m. Saturday, October 26, in Holloway Hall Auditorium.
As the only musical organization charged to perform for the president, the U.S. Marine Band has a rich history. The band debuted at the White House on New Year’s Day 1801 in a performance for President John Adams. That March, it played during the inaugural of President Jefferson and has performed at every presidential inaugural since.
John Philip Sousa was perhaps the organization’s most famous member. As its 17th director, from 1880-92, he shaped the band into a world-famous musical organization. During his tenure, the group became one of the first musical ensembles to make sound recordings. National concert tours began in 1891, and Sousa started writing the marches that earned him the title “The March King.”
Sponsored by the Cultural Affairs Office, admission is free and the public is invited. Seating will be on a first-come, first-served basis. No large bags or backpacks will be allowed.

Thousands Get Health Insurance Cancellation Notices
Health plans are sending hundreds of thousands of cancellation letters to people who buy their own coverage, frustrating some consumers who want to keep what they have and forcing others to buy more costly policies.
The main reason insurers offer is that the policies fall short of what the Affordable Care Act requires starting Jan. 1. Most are ending policies sold after the law passed in March 2010. At least a few are canceling plans sold to people with pre-existing medical conditions.
By all accounts, the new policies will offer consumers better coverage, in some cases, for comparable cost -- especially after the inclusion of federal subsidies for those who qualify. The law requires policies sold in the individual market to cover 10 “essential” benefits, such as prescription drugs, mental health treatment and maternity care. In addition, insurers cannot reject people with medical problems or charge them higher prices. The policies must also cap consumers’ annual expenses at levels lower than many plans sold before the new rules.

CNN Poll: After shutdown, America Is Less Optimistic About Economy
The number of Americans who say the economy is in good shape has dropped to the lowest level of the year, according to a new national poll.
And a CNN/ORC International survey also indicates that economic pessimism is growing in the wake of the government shutdown, with nearly six in 10 forecasting poor economic conditions a year from now.
The poll's Tuesday morning release comes a few hours before the Labor Department announces the September unemployment report. The release of last month's jobless figures was delayed because of the 16-day partial government shutdown.

Watch Your Guns Around Obamacare
What does gun control have to do with health care? As odd as it seems, Obamacare contains provisions that jeopardize gun ownership, especially for veterans. Anti-gun provisions were added to initial drafts of Obamacare legislation under the pretext of prohibiting people with mental illness – which can include PTSD – from owning guns. Fortunately, the NRA stepped in and got some of the worst language revised last December. Senate amendment 3276, Sec. 2716, part c.prohibits the creation of a firearms database and stops doctors from disclosing or collecting information relating to a patient’s firearms. Ironically, this provision was probably the only positive result of most members of Congress not bothering to read the bill before voting on it.
However, the provision does not go as far as prohibiting doctors from asking their patients if there are any firearms in their home. In January, Obama issued 23 executive actions and orders regarding firearms. Order 16 stressed that Obamacare does not prohibit doctors from asking patients about their firearms, and the fact sheet includes, “Clarify that no federal law prevents health care providers from warning law enforcement authorities about threats of violence.” What constitutes a “threat of violence” could be very arbitrary. Newark- In response several crashes and complaints of speeding and aggressive driving in the construction zone on I-95 and State Route 1, Troopers conducted a two-day traffic initiative on October 15 and 16.
Through the initiative, Troopers issued over 100 traffic summonses for a total of 113 charges. The majority of the citations were for speeding. Troopers will continue to have an increased presence in the construction area in order to ensure the safety of construction workers and motorists.
Troopers remind motorists to always exercise increased caution and vigilance when driving through construction zones. Drivers should always follow the posted speed limit and be alert for construction workers and slow moving vehicles. Fines for most moving violations are doubled when the offense occurs in a construction zone.

A cascade of glitches in a major online college application program has frustrated prospective students across the country and prompted several universities to push back their fall deadlines, exposing vulnerabilities in the nation’s college admissions system.
More than 515 colleges and universities, including the entire Ivy League and public flagships such as the University of Virginia, use the Common Application to help choose their incoming classes. The program, which handles millions of applications annually, was retooled this year in an attempt to make an inherently stressful teenage ritual a little easier. But the fourth online version of the Common App, which went live Aug. 1, has compounded the angst of many college-bound students.

The $3.5 Billion Destroyer
The biggest destroyer built for the Navy is ready to go into the water. The christening of this first-in-class warship was canceled a week ago because of the government shutdown. But plans call for the Zumwalt to be moved to dry dock in Maine and floated without fanfare. The Zumwalt will remain at dockside for final outfitting. It's the first new class of destroyer launched at Bath Iron Works since 1989. The destroyer is named for the late Adm. Elmo "Bud" Zumwalt. The ship will cost more than $3.5 billion. That's more than three times the cost of previous destroyers.

The Fraus Abide
Yesterday, my father-in-law arrived from Oklahoma. He’ll be spending a week or so with us. Upon arriving, he asked us to look at the back of his neck; told us he had a rash or something that was driving him nuts. We drove him down to the one of those walk-in “urgent care” places – it was after 6 p.m. and forget about getting an appointment with a standard GP or dermatologist – not just because it was after hours, either. You know the drill: Call thefraus, try to get an appointment. Maybe they’ll slot you in next week sometime. That’s if you’re already a patient. Absurdity Number One. Getting in to see a doctor without a labryinthian process that makes the DMV seem a paragon of efficiency.
Does anyone remember a time when one could just walk in – not to “urgent care” – but to one’s regular doctor? And be seen – without all the folderol?
I listened to the intake process as my father-in-law sat at the desk with the frau. One obnoxious, irrelevant – but very intrusive question after the next. Where did he work? What did he do? What does his wife do?

Delaware State Police Honor Trooper Robert A. Paris
New Castle, DE- On Thursday, October 17, 2013, Troopers gathered at the Dutch Inn, 111 South DuPont Highway, to pay tribute to Trooper Robert A. Paris. This memorial ceremony will mark the passing of 50 years since the death of Trooper Paris, who was killed in the line of duty on Thursday, October 17, 1963.

Trooper Robert A. Paris was shot and killed while on a special burglary detail checking New Castle area motels. He encountered two suspicious subjects in the parking lot of a motel at 3:40 am. When he approached the pair a shootout ensued and Trooper Paris was fatally wounded by a shotgun blast.
The two suspects and their getaway driver were apprehended following a large manhunt. The shooter was sentenced to life in prison. The other two suspects were sentenced to lesser prison terms.

Watters' World Showdown: Why Did a Town Council Ban a Christmas Tree Honoring Veterans?
It was tradition in the town of Bar Harbor, Maine to pay tribute to American soldiers by putting lights on a tree. The memorial was a way to honor the veterans and celebrate the Christmas they missed out on during the Battle of the Bulge.
Last month, the town council voted in favor of banning the tree, calling it “confusing” and “tacky.” O’Reilly Factor producer Jesse Watters traveled to Maine to find out why they canceled the tradition.

Report: No. 2 Official At IRS Commutes To Work . . . By Plane
A handful of top executives at the Internal Revenue Service ran up “extremely high travel expenses” in 2011 and 2012, according to a new report from Treasury Department inspector general J. Russell George.
The report indicates that these executives work primarily in Washington, D.C., but live elsewhere, and fly to Washington routinely. In 2011 and 2012, twelve IRS executives spent over 200 days traveling each year; in some cases, the number of travel days they logged actually exceeded the number of business days in the calendar because they remained in “travel status” on weekends and holidays.
An IRS source tells National Review Online at least two of the executives commuting to D.C. by plane work at the highest echelons of the agency. They include Beth Tucker, one of two deputy commissioners, and Laurel Cummings, the director of compliance strategy and policy for the Affordable Care Act. Both live in Texas but work primarily in Washington, D.C. Tucker reports directly to the IRS commissioner and Cummings reports to Sarah Hall Ingram, the director of the IRS office responsible for the implementation of the Affordable Care Act.

Three Reasons Why The Website Problems Could Become A Total Disaster For Obamacare
On Monday morning, President Barack Obama will address problems with Healthcare.gov in a Rose Garden statement.
The website, where residents of 36 states are supposed to be able to buy the health plans offered under the Affordable Care Act, has both frontend and backend problems. Anecdotal evidence suggests few consumers are successfully using it to buy health plans.
The White House has been trying to signal that it is working hard to fix the website problems while at the same time downplaying their significance. A White House official told Business Insider in an email:

Suspect: Abdi Michael Samuel Geleta,21, Salisbury, MD
Narrative: On 20 October 2013 at 12:28 AM, a deputy from the Wicomico County Sheriff’s Office responded to the intersection of Camden Avenue and Pine Bluff Road for the report that a subject had just stolen the stop sign. Upon arrival, the deputy learned that the suspect in this case entering a residence adjacent to that intersection. The deputy responded to that residence and made contact with Abdi Geleta who subsequently admitting taking the sign and having it in his garage. The deputy placed Geleta under arrest for theft of the sign and transported him to the Central Booking Unit. After an initial appearance in front of the District Court Commissioner, Geleta was released on Personal Recognizance.

Incident: Hinder and Obstruct / Underage Alcohol

Suspect: Michael John Feeney, 19,Rockville, MD
Narrative: On 20 October 2013 at 12:28 AM, a deputy from the Wicomico County Sheriff’s Office was at a residence adjacent to the intersection of Camden Avenue and Pine Bluff Road conducting an investigation into the theft of a stop sign. During the investigation, the deputy discovered a large party going on with over 200 people in attendance.Due to the large number of individuals present, Sheriff’s Office deputies were assisted by officers from the Maryland State Police, Salisbury Police and Fruitland Police. While on scene, an individual later identified as Michael Feeney told the law enforcement officers present that he lived there. Feeney was instructed to speak with the deputies outside of the residence who were investigating the theft report. Instead of complying, Feeney took the opportunity to run from the residence towards Camden Avenue, forcing one of the deputies to take steps to detain him. Feeney told the deputy that he ran because he did not want to get a citation for underage drinking. Feeney was placed under arrest and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Feeney in the Detention Center in lieu of $25,000.00 bond.

The warrant was issued on 7 October 2013 after Jenkins failed to follow his pre-trial condition following an arrest on 11 September 2013 for Assault 2nd Degree.
The deputy transported Jenkins to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Jenkins in the Detention Center in lieu of $25,000.00 bond.

Ramadan Attorneys Dispute Terrorism Link, To Fight Murder-For-Hire Charges
OCEAN CITY — Less than a week after an Ocean City man was indicted in an murder-for-hire plot, his lawyers this week responded, saying there is no strong evidence to support the latest charges and further denying any connection to terrorism links.
In mid-May, federal officials concluded an investigation into a multi-million dollar cigarette smuggling operation with raids on two locations in and around the resort area, including the West Ocean City homes of local residents and business owners Basel Ramadan, 42, who has been called the “ringleader” of the operation, and Samer Ramadan, 40, who is being called the operation’s “enterprise treasurer.” Also indicted were 14 other alleged co-conspirators, from transporters to distributors to resellers, who were rounded up at locations all over the mid-Atlantic region on the same day in May.
Last Thursday, New York Attorney General Eric T. Schneiderman and NYPD Commissioner Raymond W. Kelly announced the indictment of Basel Ramadan and Yousseff Odeh, one of his alleged distributors and a trusted lieutenant, on new charges they conspired from behind bars to murder witnesses they believed were cooperating with law enforcement in the massive cigarette smuggling case against them.

OCPD REMINDS CITIZENS TO BE SAFE WHILE CELEBRATING HALLOWEEN
Halloween can be a fun time of year. As all of the young trick-or-treaters dressed as witches and warlocks and party-going ghosts and goblins celebrate in the coming days, the Ocean City Police Department reminds everyone to remember to be safe this Halloween.
Trick-or-treaters are reminded of the following safety tips for a safe Halloween:
· Never trick-or-treat alone. Always stay with a parent/guardian or friend.
· Fasten reflective tape to costumes and bags and always carry a flashlight. This will help drivers see you.
· Never eat any treats before a parent/guardian checks them. Never eat any homemade treats made by strangers.
· Enter homes only if you’re with a trusted adult. Only visit well-lit homes. Do not visit dark houses. Also, never accept any rides from strangers while trick-or-treating.
· Always remember to stay on the sidewalk and only cross the street at the crosswalk. Walk Smart!
For those older ghosts and goblins that will be celebrating Halloween, remember to keep the party off the road. Remember these safety tips while celebrating:
· Plan a safe way home before the festivities begin.
· Before drinking, designate a sober driver.
· If you’re impaired, take a taxi, call a sober friend or family member, or us public transportation.
· If you happen to see a drunk driver on the road, do not hesitate to contact law enforcement.
· And remember, Friends Don’t Let Friends Drive Drunk. If you know someone who is about to drive while impaired, take their keys and help them make other arrangements to get to where they are going safely.

Davis did outrageous Soviet propaganda work in his columns, at every juncture agitating and opposing U.S. attempts to slow Joseph Stalin and Mao Tse-tung. He favored Yalta and Red Army takeovers of Poland, Czechoslovakia, Yugoslavia, and Central and Eastern Europe. He urged America to dump the “fascist” Chiang Kaishek in support of Mao’s Red forces.

The federal government certainly took notice. In December 1956, the Democrats who ran the Senate Judiciary Committee summoned Davis to Washington to testify on his activities. He pleaded the Fifth Amendment. No matter, the next year, the Democratic Senate, in a report revealingly titled, “Scope of Soviet Activity in the United States,” publicly listed Davis as “an identified member of the Communist Party.”
Even more remarkable, Frank Marshall Davis’ political antics were so radical that the FBI placed him on the federal government’s Security Index, which meant that he could be immediately detained or arrested in the event of a national emergency, such as a war between the United States and USSR. Davis’ 600-page FBI file includes reports that he had been observed repeatedly photographing Hawaiian shorelines and beachfronts with a telescopic lens. There was (and remains) suspicion that he might have been doing so for foreign intelligence—that is, Soviet intelligence.
And this is just the tip of a list of activities as chilling as a Siberian iceberg.
Oh, and Davis also happened to be a mentor to the current president of the United States of America, one Barack Obama.

LOCATION: West Side of Wicomico County (Athol Road, Riggin Road, Porter Mill Road, Taylors Trail Area)
NARRATIVE: On September 30, 2013 the Wicomico Sheriff’s Office and the Maryland State Police began to take reports of Residential Daytime Burglaries in the areas listed above. The cases were assigned to the Wicomico Bureau of Investigation. Many tips and pieces of information came to the WBI. Detectives compiled the data and came up with a vehicle that appeared to be related to the burglaries. Detectives also knew the property was being sold but had a false name for the person selling the stolen property. Detectives put the information out to Local Law Enforcement and on Friday afternoon Deputies from Dorchester County stopped the suspect. Detectives from the WBI responded and took charge of the stop and continued investigation. Detectives worked through the night and in the end had linked the below listed suspect to five burglaries. Detectives recovered property from several of the burglaries and that property will be released to the owners. He was charged and is being held at the Wicomico County Detention Center on no bond. He is also wanted on three outstanding, one from Frederick County and 2 from Montgomery County.

The latest spending-and-debt deal was negotiated by Congressional leaders behind closed doors, and was rushed through Congress before most members had time to read it. Now that the bill is passed, we can see that it is a victory for the political class and special interests, but a defeat for the American people.

According to the Heritage Foundation, Americans of all ages are going to see massive increases in their health insurance premiums under U.S. President Barack Obama’s new socialized medicine law.
Which makes it all the more baffling why this so-called “conservative” think tank folded like a cheap lawn chair during the recent debate over defunding Obamacare.
Oh well … this obviously isn’t the first time these neocons have been “all hat and no cattle” when it comes to protecting taxpayers, but this latest sellout is especially depressing considering it took place under the leadership of U.S. Sen. Jim DeMint.

One of the great ironies of the Obama presidency is that it has been a disaster for the young people who form the core of his political coalition. High unemployment is paired with exploding debt that they will have to finance whenever they eventually find jobs, and as Stan Druckenmiller explains in his WSJ interview, the "rat through the python theory," (that fiscal disaster will only be temporary while the baby-boom generation moves through the benefit pipeline and then entitlement costs will become bearable) is simply wrong; since, by then Druck exclaims, "you have so much debt on the books that it's too late." My faith in Internet stories has been restored. Finally, some honesty in big buck hunting stories.
Above is a picture of the new world record whitetail buck. It was taken by the cousin of a co-worker's sister's uncle's best friend's son-in-law's niece's hairdresser's neighbor's ex-boyfriend's oldest nephew. Reportedly it will score 2603-1/8 by B&C standard and was shot in West Texas on a really windy day, 85 degrees downhill, around a curve at 900 yards with a .22 cal. rifle.
Supposedly, this deer had killed a Brahma bull, two Land Rovers, and six Jehovah's Witnesses in the last two weeks alone. They said it was winning a fight with Bigfoot when it was shot. It has also been confirmed that the buck had been seen drinking discharge water from a nuclear power plant.
All this has been checked and confirmed by my friends at Snopes.

O'Malley Spewing More Disinformation On State's Unemployment Rate
Governor O' Malley goes off the deep end, once again, claiming that he has reduced the unemployment rate for Maryland Employers.
Fact is - someone ought to stomp his butt - for him misstating the facts. You see beginning in 2010 - O' Malley INCREASED the Maryland Unemployment Insurance rates on Maryland Employers by a WHOOPING - 366%
Tax rates were raised in 2010 for all employers, but the specific tax rate an employer pays is determined by the employer’s individual experience, factoring in whether the employer had laid off any employees in the past year. In Maryland, the first $8,500 an employee earns is taxable for unemployment insurance. Minimum rated employers - those who have not laid off - saw their rates increase from $51 per employee to $187 per employee. - (we're not making this stuff up folks). The rate increase for employers that laid off employees in recent years were raised higher in 2010, up to the maximum rate, which increased from $765 per employee to $1,147.50 per employee
State law requires the Department of Labor, Licensing and Regulation (DLLR) to review the Unemployment Insurance Trust Fund each September 30. The UI tax rate automatically increases if the balance of the fund falls below a certain level. There are six tax tables, ranging from the lowest (A) to the highest (F). Maryland’s Trust Fund has dropped from $774 million in January 2009 to a low of 50 million dollars in 2010. Because the ratio of the balance in the trust fund to the total taxable wages in the state is below 3 percent, Maryland will move from tax rate table B to rate table F.
Table B (2009):
Minimum tax rate .6% * $8500 = $51 (taxes paid per employee)
Maximum rate .9% * $8500 = $765
Table F (effective January 2010):
Minimum tax rate 2.2% * $8500 = $187

When I first saw the legislation come up in a House Bill in 2009 - I thought to myself - has the legislature lost its mind!!! Apparently not - as most Maryland employers simply started laying off or significantly reducing their Workforce. Fact is, Marylands' actions of significantly increasing the unemployment rate - forced the downsizing of businesses - that have actually cost Marylanders jobs.
So when it comes time to pull the lever at the voting booth - keep this information in mind as O' Malley has not given anyone a break throughout this difficult economic period. If anything - his actions have led to businesses fleeing our great State.
