UNTHINKABLE EVIL: TEEN INTENTIONALLY SHOOTS WOMAN’S 13-MONTH-OLD BABY IN THE FACE DURING ROBBERY ATTEMPT

BRUNSWICK, Ga. (AP) — Police arrested two teenagers Friday who are suspected in the shooting death of a 13-month-old baby in a stroller and wounding the baby’s mother during an attempted robbery.

Seventeen-year-old De’Marquis Elkins is charged as an adult with first-degree murder, along with a 14-year-old who was not identified because he is a juvenile, Police Chief Tobe Green said.

Police announced the arrest Friday afternoon after combing school records and canvassing neighborhoods searching for the pair. The chief said the motive of the “horrendous act” was still under investigation and the weapon had not been found.

Meteor Sighting: UPDATE

Meteor sightings reported from Boston to Richmond, Virginia. There are reports that it landed near the Maryland/Delaware line.

Publishers Notes: I was outside on the phone with a friend when I saw a green light come through the woods at almost a similar angle as the picture above. I asked my friend to be quiet for a second as I thought a plane was crashing. As I listened there was no sound of an engine, just the hissing of whatever it was coming down fast. 

I continued to listen but I didn't hear any branches cracking and I never heard the sound of a crash. Since I was on the phone I didn't want to be rude so I continued my conversation. About 30 minutes later a friend called and said a meteor crashed in Delmar. I said, I SAW IT and it may be on my property or very close to it. 

You can watch WMDT tonight at 11 and see more of the footage of us looking for it with flash lights. We did not locate it but tomorrow is another day.

The Friends of Wicomico Public Library have received so many wonderful stories like this one as nominations for the Light of Literacy Awards that will be presented at The Fountains in Salisbury on April 11, from 8 until 10 a.m. This breakfast reception will recognize and honor individuals and organizations in our community that help others improve their reading and literacy skills, thereby giving them a necessary tool to become lifelong learners. Twenty-five nominations were received for the seven awards being given, including the nomination above by their advisor and librarian for five high school boys who have really made a difference for children younger than themselves.

Honorary Chair Mitzi Perdue says, “Literacy is the most effective, least expensive, and longest lasting approach to raising incomes and improving health. This is true whether we're looking at individuals or the community as a whole. We know that illiteracy almost always means poverty, and along with poverty, greater risk of poor health. Legislature Can’t Answer Child’s Question: ‘Which Parent Do I Not Need: Mom or Dad?’

Minnesota state legislators considering a same-sex marriage bill for the state did not have an answer to an 11-year-old girl’s question on which parent is not needed.

“Since every child needs a mom and a dad to be born, I don’t think we can change that children need a mom and a dad. I believe God made it that way,” Grace Evans, 11, said before the Minnesota House Committee on Civil Law last week. “I know some disagree, but I want to ask you this question: Which parent do I not need – my mom or my dad?”

She paused for eight seconds as the legislators on the committee sat silent.

Evans then said, “I’ll ask again, which parent do I not need – my mom or my dad?” She paused again, this time for 13 seconds of silence from state lawmakers.

OBAMA - "NOT ONE DIME"

Congress is likely to follow precedent and bypass the new health care law’s draconian payment cuts to doctors and hospitals, causing the law’s cost to balloon by trillions of dollars.
It turns out President Obama was right when he said his health care law wouldn’t add one dime to the federal deficit.1 Figures from the Government Accountability Office suggest that the Patient Protection and Affordable Care Act will in fact add 62 trillion dimes over the next 75 years.2 (To give that $6.2 trillion some perspective, our national debt is currently $16.7 trillion.) Sometimes called the congressional watchdog, the GAO is the official auditor for the U.S. Congress. GAO is the agency that designated Medicare and Medicaid as high-risk programs because they are particularly vulnerable to fraud, waste, abuse, and improper payments. And it is likewise the agency that ultimately will be tasked with identifying all the bureaucratic snafus associated with Obamacare as it continues to roll out, affecting more and more Americans.

Federal Budget on an “Unsustainable” Path

In the meantime, GAO has issued a report that paints a bleak picture of Obamacare’s impact on our fiscal future. An important takeaway is shown in Figure 1.

Disease Destroying Flowers; Impatiens Hard To Find

Impatiens are a garden favorite that may be very hard to find this season because of a disease that's destroying the flowers, but experts said to not fret -- there are other items you can plant.

The problem was first spotted in Europe and has since made its way to the United States.

Valley View Farms in Cockeysville has plenty of flowers to plant this spring, but garden specialist Carrie Engel said impatiens can't be found anywhere because the yearly favorite has been diseased by a fungus called downy mildew.

The fungus showed up last year in gardens in 37 states, including Maryland, and experts said it hit the East Coast particularly hard.

Libertarian law rests on the idea that the individual is the most important member of society, with all groups to be formed by the consent of individual members, including the military, corporations, universities, clubs, and the government itself. What is primarily prohibited in a libertarian society is involuntary servitude. What is primarily promoted via the political administration is the liberty of all persons to advance their own objectives provided they do not in this process violate anyone's equal rights.

When interest rates start going up, when Bernanke and the central banksters lose control, all bets are off and debt will again matter. Will the government be able to afford the $1 trillion per year it’s spending on the FSA? Will the government even be able to afford the interest on our almost $17 trillion debt? Or will they simply confiscate your savings and retirement? Inquiring minds want to know.

Police: Teens Rob Woman, 89, Force Her Into Car Trunk


Police say two girls robbed an 89-year-old Lincoln woman, forced her into a car trunk and drove around for about two days before releasing her in a cemetery miles from her Lincoln home, driving away in her car and later meeting up with three friends.

The girls, Jackeline H. Perez, 15, and Junia McDonald, 14, both of Milford, were at the Chicken Man Convenience Store in Milford at 11 a.m., March 18, when Margaret E. Smith, 89, of Lincoln, drove up, said Cpl. Gary Fournier of the Delaware State Police.

Fournier gives the following account:

The girls asked Smith for a ride to a Lincoln-area home, and Smith agreed. When they arrived at the home, the girls demanded Smith's car keys; Smith refused and struggled with them until the girls forcibly took the keys. They ordered Smith out of the car, forced her into the trunk and drove away with Smith inside the trunk. Jackeline and Junia also took more than $500 from Smith's coat pocket. They drove around for almost two days with Smith in the trunk giving her no food or water and leaving her overnight in the trunk while they stayed in a Seaford hotel. They eventually dropped Smith off in a cemetery on Calvary Road, off King Road, east of Seaford. Someone visiting the cemetery Wednesday morning saw her and called police.

The Sales Tax Price-Fixing Conspiracy Act Of 2013

One of the main lessons of microeconomics is that price-fixing cartels among businesses always collapse eventually because of cheating by one or more members of the conspiracy. Once one conspirator is revealed to have given secret discounts, the rest know that they’d better follow suit or they will become bankrupt – the price cutter will capture the entire market if they don’t.

A second lesson is historical: Having failed over and over to increase profits with price-fixing conspiracies, many industries have historically recruited the heavy hand of government to enforce the price-fixing conspiracy. The Interstate Commerce Commission enforced a railroad and trucking industry cartel; the Civil Aeronautics Board enforced the airline cartel for more than half a century; and state and local regulatory commissions have enforced cartel pricing in the "public utilities" industries for generations.

No More Asking For Permission To Speak

In 1798, when John Adams was president of the United States, the feds enacted four pieces of legislation called the Alien and Sedition Acts. One of these laws made it a federal crime to publish any false, scandalous or malicious writing – even if true – about the president or the federal government, notwithstanding the guarantee of free speech in the First Amendment.

The feds used these laws to torment their adversaries in the press and even successfully prosecuted a congressman who heavily criticized the president. Then-Vice President Thomas Jefferson vowed that if he became president, these abominable laws would expire. He did, and they did, but this became a lesson for future generations: The guarantees of personal freedom in the Constitution are only as valuable and reliable as is the fidelity to the Constitution of those to whom we have entrusted it for safekeeping.

Maryland Bill Would Charge Fees For New Spay-Neuter Fund

ANNAPOLIS - The Maryland Senate passed a bill Thursday that would help reduce the state's exploding pet population by creating a fund to pay for the spaying and neutering of cats and dogs, though opponents worry it puts the burden of that payment on small businesses.

The bill, which passed 46-1, would create a $100 fee on makers of dog and cat food that would go toward vouchers and grants to have animals spayed or neutered -- with some companies paying nearly $60,000 annually.

Manufacturers would be assessed the fee on each brand or product name they produce.

Attorney General Eric Holder: If The President Does It, It's Legal

Since the early days of our republic, the Attorney General (AG) of the United States has served as the chief lawyer for the government, entrusted with ensuring that the nation's laws are faithfully carried out and holding government officials accountable to abiding by their oaths of office to "uphold and defend the Constitution."

Unfortunately, far from holding government officials accountable to abiding by the rule of law, the attorneys general of each successive administration have increasingly aided and abetted the Executive Branch in skirting and, more often than not, flouting the law altogether, justifying all manner of civil liberties and human rights violations and trampling the Constitution in the process, particularly the Fourth Amendment.

No better example is there of the perversion of the office of the AG than its current occupant Eric Holder, who was appointed by President Obama in 2009. Hailed by civil liberties and watchdog groups alike for his pledge to "reverse the disastrous course that we have been on over the past few years" and usher in a new era of civil liberties under Obama, Holder has instead carried on the sorry tradition of his predecessors, going to great lengths to "justify" egregious government actions that can only be described as immoral, unjust and illegal.

Waterkeeper Motion Maintains Hudson Farm Case ‘Not Frivolous’

BERLIN -- The unsuccessful plaintiffs in a civil suit against a Berlin farm family and Perdue this week filed a motion asking the court not to award the defendants a combined $3 million being sought in legal fees and other costs associated with litigating the case.

In March 2010, the New York-based Waterkeeper Alliance, along with the Assateague Coastal Trust and the Assateague Coastkeeper, filed suit in U.S. District Court against Perdue and Berlin’s Hudson Farm after sampling in ditches adjacent to the property revealed high levels of harmful fecal coliform and E. coli in concentrations that violated the Clean Water Act.

After a 10-day trial in October, U.S. District Court Judge William Nickerson ruled in favor of the defendants Perdue and Alan Hudson, opining the Waterkeeper Alliance was not successful in proving a Clean Water Act violation. Buoyed by their victory in October, Perdue and the Hudsons in January filed a motion to recover a combined $3 million in legal fees and other costs associated with successfully defending the landmark case, asserting the plaintiffs continued to push forward with the litigation even after it appeared its position was untenable.

David Frum, The Iraq War And Oil

Former Bush speechwriter David Frum, author of the infamous "Axis of Evil" claim in Bush's 2002 State of the Union address, has a Newsweek column this morning announcing that "all of us who advocated for the [Iraq] war have had to do some reckoning". His column is an attempt to provide such a reckoning, and contains numerous revealing assertions.

He begins with this melodramatic decree, designed to make you sympathetic of the stressful and scary environment in which Bush officials were operating: "My youngest daughter was born in December 2001: a war baby." To justify this characterization, he says that "when my wife nursed little Beatrice in the middle of the night, she'd hear F-16s patrolling the Washington skies," and that "a few weeks before, a sniper had terrorized the Washington suburbs. Anthrax attacks had killed five people and infected 17 others. What would come next?" (In actuality, the anthrax attacks came from a US Army lab; the Washington sniper attacks were in 2002, not 2001, and were perpetrated by two Americans; and hearing some F-16s patrolling the sky is hardly the stuff of extreme war trauma, particularly when compared to what people in actual war zones regularly experience). Frum is right that the fear levels were extremely high in this time period, but that was due to a deliberate campaign orchestrated by the administration in which he served.

The Fraudulent Marketplace Fairness Act

The Internet is currently our best example of the free market at work. Since the government has not been able to capture the Internet under its thumb, the Net illustrates how well the market really functions when the government stays out of the way.

But have no fear. Control freak politicians never rest, and a few of the more dedicated ones are working relentlessly to slap chains on the world’s most unfettered market. Of course, no exercise in the destruction of free markets would be complete without a rhetorical flourish of socialism’s ostensible raison d’etre: fairness. Yes, something must be done to stop the free flow of information and commerce that is the Internet because it’s not FAIR.

The Marketplace Fairness Act is being pushed by three US senators, Dick Durbin, an Illinois Democrat, Mike Enzi, a Wyoming Republican, and Lamar Alexander, a Tennessee Republican. What is the injustice that the Marketplace Fairness Act addresses? Under current US law, states are prohibited from forcing Internet retailers who have no physical presence within their borders to collect sales tax on Internet transactions. This policy gives Internet retailers an advantage over traditional brick-and-mortar retailers who must tack, in some cases, up to 10% onto transactions due to sales tax.

Wicomico Seeks To Ease Business Tax Requirements

SALISBURY – Wicomico County is looking to relieve frustration among businesses by exempting manufacturing equipment under certain conditions when determining a company’s assessed value.

The Wicomico County Council introduced legislation Tuesday to exempt from county property taxation manufacturing equipment under certain conditions by reducing the percentage of the assessed value subject to county property tax from 100 percent to 0 percent.

Director of Administration Wayne Strausburg said County Executive Rick Pollitt has determined that the process for granting an exemption for tax on manufacturing equipment is an impediment to the economic development of Wicomico County.

A Letter To George W. Bush And Dick Cheney From A Dying Iraq War Vet

I write this letter on the 10th anniversary of the Iraq War on behalf of my fellow Iraq War veterans. I write this letter on behalf of the 4,488 soldiers and Marines who died in Iraq. I write this letter on behalf of the hundreds of thousands of veterans who have been wounded and on behalf of those whose wounds, physical and psychological, have destroyed their lives. I write this letter, my last letter, to you, Mr. Bush and Mr. Cheney. I write not because I think you grasp the terrible human and moral consequences of your lies, manipulation and thirst for wealth and power. I write this letter because, before my own death, I want to make it clear that I, and hundreds of thousands of my fellow veterans, along with millions of my fellow citizens, along with hundreds of millions more in Iraq and the Middle East, know fully who you are and what you have done. You may evade justice but in our eyes you are each guilty of egregious war crimes, of plunder and, finally, of murder, including the murder of thousands of young Americans—my fellow veterans—whose future you stole.

You sent us to fight and die in Iraq after you, Mr. Cheney, dodged the draft in Vietnam, and you, Mr. Bush, went AWOL from your National Guard unit. Your cowardice and selfishness were established decades ago. Worcester County Sheriff's Office Press Release 3-22-13

The Worcester County Sheriff’s Office has received several recent calls from citizens that report an attempt to extort money from them while using the internet. It is believed that this is part of a widespread scheme to extort money from certain personal computer users. 

The FBI has reported that this Citadel Malware delivers “Reveton Ransomware” to your personal computer. A victim is lured to a drive by download at which time the “Ransomeware” is installed on the user’s computer. Once installed, the computer freezes and a screen is displayed warning the user that they have violated United States Federal Law. The message further states that the users IP address was identified by the Computer Crime and Intellectual Property Section as visiting child pornography or other illegal content. 

To unlock the computer the user is instructed to pay a fine using prepaid money card services. In addition to the “Ransomware”, the virus continues to be active on the computer and may be used to commit online banking and credit card fraud.

Congress Reinstates Tuition Assistance For Members Of The Military

Congress voted to reinstate tuition assistance for members of the military today as part of the continuing resolution to keep the government funded through September.

The Senate included tuition assistance as part of the funding bill on Wednesday, and the House approved the measure today, Stars and Stripes reports.

Over the last several weeks, the Army, Air Force, Coast Guard and Marine Corps had suspended their tuition assistance programs for the rest of the fiscal year, blaming sequestration for the cut. Only the Navy kept its program funded.

The program provides $250 per credit hour and up to $4,500 per year for service members working toward a college degree.

Salisbury Middle School’s Kristin Cashman Named 2013-14 Wicomico Teacher Of The Year

Kristin Cashman, a Salisbury Middle School Reading/English/Langage Arts (RELA) teacher who dedicates herself to breaking down the “apathetic wall” that can stand between students and success was honored as the 2013-14 Wicomico Teacher of the Year March 21 at the annual Wicomico Teacher of the Year Banquet at the Commons at Salisbury University.
“If we are unable to break down the ‘apathetic wall’ surrounding students (from the lowest achieving to the gifted student), we will have a hard time closing the achievement gap, holding teachers appropriately accountable, keeping quality teachers around, and heightening parental involvement and support,” wrote Cashman in her Teacher of the Year writing prompt. 
Sometimes apathy develops because a student isn’t challenged enough. Cashman said she sets the bar for each student individually. “At the beginning of the year, I look at each student and recognize that each is at a different height academically. I imagine the bar exactly one foot higher than each of their heads. I want each of my students to figuratively grow at least one academic foot by the end of the school year. This is a constant reminder that one bar height does not fit all students, but all students can grow that one academic foot when instruction is properly delivered.”

Stantez Rontrese Wise of Crisfield, arrested 3-16-13 on a warrant for failing to appear in court. Wise was held without bond.

Andre Demetris Dennis of Princess Anne, arrested 3-16-13 on two body attachment warrants. Dennis was held without bond.

Raheem Brown of Newark New Jersey, arrested 3-16-13 for the transportation of unstampted cigarettes, and possession of over 30 cartons of untaxed cigarettes. Brown was later released on a unsecured bond pending court actions. The arrest was the result of a traffic stop conducted by deputies on Ocean Highway where deputies discovered 380 cartons of unstampted cigarettes, and cash.

James Paul Stephens Jr. of Crisfield, arrested 3-17-13 on warrants regarding possession of marijuana, possession with the intent to distribute marijuana, and possession of drug paraphernalia. Stephens was held on a $ 25,000 bond.

Adrian L. Marshall of Salisbury, arrested 3-18-13 on a warrant for failing to appear in court. Marshall was held on a $1,000 bond.

Joshua Mark Hill of Princess Anne, arrested 3-19-13 on a warrant for violation of probation. Hill was held on a $ 20,000 bond.

Nina Kaye Adkins of Crisfield, criminal summons served for false statements to police officers, driving a motor vehicle on a suspended driver’s license, and leaving the scene of a unattended vehicle damage. Adkins was released on signature pending court actions.

Briana Carmilla Harmon of Salisbury, arrested 3-20-13 on a warrant for failing to appear in court. Harmon was released after posting a $5,000 bond.

Robert William Conaway Jr. of Salisbury, arrested 3-20-13 on a warrant for failing to appear in court. Conaway was held on a $5,000 bond.

Anthony Cortez Brown Jr. of Camden New Jersey, arrested 3-20-13 for possession of marijuana, and possession of drug paraphernalia. Brown was later released on signature pending court actions. The arrest was the result of a traffic stop conducted by deputies on Ocean Highway, where deputies recovered suspected marijuana.

Transportation Tax Bill Also Boosts Car Registration Fees

The House of Delegates takes its’ final vote Friday on the bill that will boost gas taxes to pay for roads, bridges and mass transit.

A WBAL News review of the 26 page bill also finds that the bill will also increase vehicle registration fees.

Delaware Takes The Cake (and Trophy) In Governor’s Challenge Basketball Tournament

Salisbury, MD – For years, the Wicomico Youth & Civic Center in Salisbury, MD has brought high school basketball players together in competition over the holiday break. In 2010 Maryland Governor Martin O’Malley placed a unique spin on this tradition by issuing a challenge to Delaware’s Governor Jack Markell. The wager: a Maryland Smith Island Cake to a Delaware Peach Pie. The inaugural Governor’s Challenge Basketball Tournament was born.

The tradition continued this past December as teams from Delaware and Maryland engaged in intense competition over four days. In the end, Delaware captured its third straight Governor’s Challenge Cup, winning 11 games against 10 losses. Maryland held up their end of the bargain this week by presenting Governor Markell with a Peanut Butter Smith Island Cake courtesy of Cakes by David. Shortly after the cake and 40-lb. trophy were unveiled to him Markell tweeted, “Victory is still sweet, 3 years & counting.”

Delaware will look to four-peat as the Governor’s Challenge Champions in December 2013 while Maryland will try to capture its first title and deliver a Delaware Peach Pie to Annapolis. Congressman Harris Draws Attention To Third Anniversary Of Job Destroying Obamacare Law

Three Years After its Passage Obamacare is Knocking People off the Ladder of Opportunity

WASHINGTON, DC
—Today marks the third anniversary of the House of Representatives passage of the Affordable Care Act also known as Obamacare. Three years ago today, the Democrat-controlled House passed this bill without a single Republican vote, even though the American people were strongly against it. Now, three years later, the negative effects of this bill are becoming painfully clear – higher insurance costs, less access, and fewer jobs.

As an anesthesiologist, Congressman Harris understands that this legislation will not increase the quality of healthcare here in America. Instead, it will make things worse. He is strongly in favor of repealing this law and replacing it with patient-centered care that strengthens the relationship between a patient and their doctor.

“On the third anniversary of Obamacare passing the House of Representatives, we have to continue fighting back against this disastrous law that will make it more difficult for the American people to have access to quality and affordable healthcare,” said Congressman Harris. “The more we are finding out about how this law will affect young people and job creators, the more we are realizing that it should never have passed.”

Court Upholds Maryland's Concealed Carry Law

A federal appeals court says Maryland's law requiring applicants for a permit to carry a handgun to have a substantial reason is constitutional.

A three-judge panel of the 4th U.S. Circuit Court of Appeals on Thursday unanimously overturned a March 2012 ruling by U.S. District Judge Benson E. Legg.

Legg found that the right to bear arms is not limited to the home and that Maryland's law was designed to minimize the number of firearms outside homes by limiting the privilege to those who could demonstrate "good reason." He said the Second Amendment and a Supreme Court decision barred the state from enforcing that provision of the law.

Appeals court Judge Robert King wrote that the provision is reasonably adapted to Maryland's interest in public safety and crime prevention.

US Marine Kills Two Colleagues At Quantico Base

A Marine opened fire on two of his comrades Thursday night at a base in Quantico, Va., before turning the gun on himself, leaving all three dead, military officials said.

A relationship dispute was believed to be behind the shooting, which occurred in the staff barracks area of the Officer Candidates School at Marine Corps Base Quantico in Northern Virginia, a Marine official said.

The assailant and both victims, a man and a woman, were staff members at the school and not students, a senior defense official said. The official called the incident "isolated," adding: "There was nothing random here."

NO CHARGES FOR FATHER OF 10-YEAR-OLD HOLDING HUNTING RIFLE ON FACEBOOK

Reports indicate that police in Carneys Point, NJ will not file charges against Shawn Moore, the father who posted a picture of his 10-year-old son holding a .22 caliber hunting rifle on Facebook.

As Breitbart News reported on March 20, the rifle was made to look like an AR-15, and the Moore family believes that, when someone saw the photograph on Facebook, they called New Jersey's anonymous child abuse line.

Carneys Point Police Chief Robert DiGregorio said officers went to the Moore house about 8:15 PM on March 15, after receiving "anonymous tips that a boy there might have access to weapons and ammunition."

Shooting on Quantico Marine Corps Base; Suspect Barricaded

PRINCE WILLIAM COUNTY, Va. (WUSA9) -- One person has been shot and the suspect is barricaded at Marine Base Quantico, officials said.

It happened at approximately 11 P.M. at Marine Base Quantico, according to, 1st Lt. Agustin Solivan.

A person believed to be a male marine shot another person on the main side of the base, near the Officer Candidate School, Solivan said in phone interview.
