RICHMOND, Va. (AP) — Virginia Gov. Terry McAuliffe was hospitalized Monday in Richmond with complications from being tossed by a horse and breaking seven ribs during a holiday trip to Africa with his family, a spokesman said.
McAuliffe was expected to spend the night at Virginia Commonwealth University Medical Center and recover for two or three days, spokesman Brian Coy said.
Doctors had expected the ribs to heal on their own, but medical monitoring identified increased fluid around his lungs, Coy said. The medical procedure was intended to drain the fluid, he said.

Could this argument be any dumber?
The Obama administration has forced America and much of the world into a debate no one wanted or needed. Namely, does Islamic terrorism have anything to do with Islam?
This debate is different than the much-coveted “national conversation on race” that politicians so often call for (usually as a way to duck having it), because that is a conversation at least some people want. The White House doesn’t want a conversation about Islam and terrorism.
White House spokesman Josh Earnest says, “We have chosen not to use that label [of radical Islam] because it doesn’t seem to accurately describe what happened.”
What happened was the slaughter last week at the satirical French newspaperCharlie Hebdo. The sound of the terrorists’ gunfire was punctuated by shouts of “Allahu akbar!” and “We have avenged the prophet Mohammed!”
Since no one questions the sincerity of these declarations, that alone should settle the issue of whether Islam had anything to do with the attack. And for normal people it would.

NRP Uses MLEIN to Catch Oyster Poachers
Armed with their newest enforcement tool, Maryland Natural Resources Police officers Friday morning pierced a blanket of fog to nab a waterman illegally harvesting oysters from a state sanctuary in Somerset County.
Officers were on patrol in the Tangier Sound, monitoring the radar capability of the Maritime Law Enforcement Information Network (MLEIN), when they noticed a vessel heading toward the Somerset Oyster Sanctuary. Due to heavy fog in the area, officers were able to position themselves near the sanctuary without being detected.
Once the officers observed the suspect vessel enter the sanctuary on MLEIN, they intercepted the vessel actively engaged in dredging for oysters. Officers then maneuvered alongside and boarded the vessel, operated by Adam Rodney Antes, 32, of Nanticoke.

Congressional Democrats push Red Line, but Hogan won't commit
Maryland Congressional Democrats ratcheted up the pressure Thursday on Gov.-elect Larry Hogan to approve the Red Line, but Hogan maintained he isn't making a decision on the Baltimore light rail project or its Washington, D.C.-area Purple Line sister.
Nine U.S. Senators and Representatives signed a letter sent to Hogan supporting the $2.9 billion Red Line and $2.45 billion Purple Line. The letter touted the projects' economic benefits and up to $900 million in federal funding that would disappear if Maryland does not move forward with the light rail lines.
"The entire Baltimore and Greater Washington area Congressional delegations have fought hard to ensure that federal funds are available to support the Red and Purple Lines, and we have worked closely with State and local leaders to put in place the many components needed to qualify the projects for federal funding," said the letter, which was signed by U.S. Sens. Barbara Mikulski and Benjamin Cardin and U.S. Reps. Elijah E. Cummings, Steny Hoyer, C.A. Dutch Ruppersberger, Chris Van Hollen, John Sarbanes, Donna F. Edwards and John Delaney.

Maryland college tuition 2% hike approved Friday
Thousands of Maryland college students are just getting the news that an extra charge is about to be added to their tuition bills.
The State's Board of Regents late Friday afternoon signed off on a 2 percent tuition hike at four area universities.
The 2 percent hike equals about $60 for in-state students at Towson, College Park, Salisbury and Frostburg state.
At Towson, administrators started tightening their financial belts back in the fall.

Officials seize pet alligator that family kept illegally for 37 years
(CNN) Jaxson the alligator had apparently been living with the Mattson family for more than 37 years.
But their decades of life together came to an abrupt end this week when Los Angeles animal control officers raided their home and seized the 8-foot female alligator.
“You cannot own a reptile … like this in the City of Los Angeles without having a proper permit. And obviously for an alligator, we would not permit that,” Mark Salazar, the head of field operations for Los Angeles Animal Services, told CNN affiliate KCAL/KCBS.
City officials say they found the carcasses of two dead cats next to Jaxson in a covered box in the backyard of the house in the Van Nuys area of the city.

On Friday, the Supreme Court justices revealed that they would be taking-up the issue of same-sex marriage and the constitutionality of bans on homosexual unions.
The justices have agreed to hear four different cases from Michigan, Ohio, Kentucky and Tennessee- all states that currently prohibit homosexual marriages.
The move is a radical departure from what many have expected as the issue has been conspicuously dodged by the Supreme Court on several occasions.
Though 32 states have enacted state bans on same-sex marriage, the federal government has worked feverishly over the past few years to overturn these bans, often with conflicting court rulings. Currently, 14 states maintain prohibitions on homosexual marriages and though the majority of states passed laws to uphold traditional marriage as the definition of marriage, 36 states now issue marriage licenses to same-sex couples, thanks to judicial activists on the bench.

Two Arrested for Multiple Burglaries in Kent and Sussex Counties
Camden, DE – Detectives assigned to Troop 4 and Troop 3 have concluded a lengthy investigation into the theft of appliances from newly constructed or renovated homes.
The investigation was initiated on December 5, 2014 around 3:00 a.m. when a trooper on patrol in the area of Willow Grove Road (SR10) and Chanticleer Circle observed a white van slowly driving around the development of the Ponds of Willow Grove where new homes were under construction. The trooper was aware of some recent thefts from newly constructed or renovated homes and continued to observe the van slowly drive out of the development and come to a stop on SR10 just east of the entrance where it sat for several minutes. The trooper then initiated a traffic stop at which time the two occupants fled from the vehicle on foot toward a wooded area and retention pond. The suspects, who were later identified as Kevin L. Trotter, 27 of Dover (Photo attached - head slightly turned), and Nathaniel A. Gibbs, 48 of Lincoln (Photo attached - bald with beard), were apprehended a short time later with the assistance of a state police K9 and transported back to Troop 3 near Camden.
As detectives from Troop 3 Criminal Investigations Unit were conducting interviews with the suspect about their suspicious activity, a burglary complaint was called into the Kent County Emergency Operations Center (9-1-1) around 8:30 a.m. that morning giving a location in the 900 block of Chanticleer Circle in the Ponds of Willow Grove. A construction company in the process of building the home was calling to report someone had broken into the house through the night and moved appliances from the kitchen into the garage in an attempt to steal the items. It was determined through the interviews with the suspects that they had conspired with each other to steal the appliances from the house.
Trotter and Gibbs were subsequently charged with Burglary 2nd, two counts of Possession of Burglar Tools, Attempted Theft, Conspiracy 2nd, Criminal Mischief, and Resisting Arrest and incarcerated at Sussex Correctional Institution in lieu of $10,450.00 secured and $9,800.00 secured respectively.
Detectives from Troop 4 and Troop 3 Criminal Investigations Units continued to compile information on 52 other incidents surrounding the theft of appliances from houses under construction or renovation that occurred around southern and central Kent County as well as various areas throughout Sussex County and additionally charged the two with 161 charges including Burglary, Theft, and Criminal Mischief. Kevin Trotter and Nathaniel Gibbs continue to be held at SCI on $181,500.00 secured and $321,200.00 secured respectively on the additional charges.

Worse Than Being Left Behind, American Soldier Clint Lorance Is Being Sacrificed At Home
In the best of circumstances it’s a sacrifice that only a select few are willing to make. Military service is not easy and those who answer that call need to be secure in the knowledge that their nation stands behind them. Under Hussein Obama that former assurance has degraded into the realm of a maybe. Deserters are now elevated and rewarded and those who serve with valor become targets who are punished and made examples of.
The Clint Lorance story is a troubling one in which a man enlisted voluntarily to serve his nation under extremely dangerous circumstances and as a result of events which took place during that service, is now imprisoned. The deaths of three Taliban insurgents, whose mission is to kill U.S. soldiers, have resulted in him being locked up for twenty years in Leavenworth Prison.
Lorance’s case is well known to many. He ordered his platoon to fire at three civilian males fitting the terrorist profile who were rushing their position, both on a motorcycle and subsequently on foot. Afghan soldiers in his platoon attempted hand signals and shouted at the suspected Taliban to stop, but they continued to approach aggressively.
First Lieutenant Lorance made a decision. The area was known to be full of terrorists, the chatter on radios indicated that his platoon was being observed and likely targeted. The unknown males were acting in an aggressive manner. Lorance had two choices. He could wait and see if they were suicide bombers and if they were the result would be dead Americans or he could use force to stop their approach. He chose the latter.

'It sounds to me like some sort of modern-day religious inquisition'
(Fox News) A Virginia school district has decided to scrap a policy that allowed it to interrogate Christian homeschool teenagers and their parents about their religious beliefs.
Last November Douglas Pruiett and his wife received a letter from Goochland County Public Schools about updated procedures to the district’s requests for religious exemptions for homeschool students.
Under the updated rules, once a child turns 14-years-old, the district requires that homeschool parents reapply for a religious exemption to public education.

Embattled Centers for Medicare & Medicaid Services Administrator Marilyn Tavenner is resigning her post overseeing Obamacare just months after she admitted that the Obama White House’s highly publicized 8 million Obamacare enrollment figure was inflated by at least 1.3 million.
“The mistake we made is unacceptable,” said Health and Human Services Secretary Sylvia Burwell. “I will be communicating that clearly throughout the department.”
Tavenner sent the House Oversight and Government Reform committee a letter blaming the Obama administration’s unfinished back-end system for the inflated figures.
“Once the automated system for effectuated enrollment is functional, the Centers for Medicare & Medicaid Services will be able to more easily report the number who has paid their premiums,” wrote Tavenner.

Troopers Seek Public’s Assistance in Identifying Two Theft Suspects
Delmar, DE – Troopers are asking for the public’s help in identifying two suspects that removed a wallet from the counter at a local business.
The incident occurred at approximately 9:30 a.m. Monday, January 5, 2015 when a patron left his wallet on the counter of the Interstate Battery store located at 36635 Robin Hood Road Delmar. Two male subjects entered the store and removed a 62 year old man’s wallet from the counter. The two male subjects then left the store in an unknown direction.
The first suspect depicted in the surveillance images is described as a white male between the ages of 20 - 30, standing approximately 5'10" - 6'00" tall, wearing a blue shirt and black jacket.

Military suicide rates dropped from 522 to 479 in 2013, DOD report reveals
Almost 500 military men and women committed suicide in 2013, an official report reveals.
The figures have been lauded by the Department of Defense as a significant decrease from 522 the previous year.
Of the 479, active duty troops made up 259 of the suicides, and 220 were reservists.
However, experts caution against suggesting a steady decline in fatalities as initial reports showed an increase in the first half of 2014.

Kudzu bugs spread into D.C. , Maryland, Virginia, Delaware
NEW ORLEANS (AP) - The pea-sized bugs look a bit like ticks, can suck one-fifth of the yield out of a soybean field, and travel by highway. In the 5 1/2 years since they were first spotted in Georgia, kudzu bugs have spread 400 to 500 miles west and north - as far as Louisiana, Arkansas, Washington, D.C., and its suburbs, and southern Delaware.
"We don't know any way to stop it," said Blake Layton, a Mississippi State University entomologist.
Kudzu bugs range from green to a brown so dark it's almost black. They look a bit like ticks and a bit like dark ladybugs with squareish backsides. Like their cousins the stinkbugs, they stink. Some people say the smell is fruitier than stinkbugs' stench; others say it's far more pungent.

New Medicaid Enrollees Younger, Fitter, But Many Need Addiction Treatment
WASHINGTON — Under the Affordable Care Act, millions of low-income adults last year became eligible for Medicaid and subsidized health insurance for the first time. Now states face a huge challenge: how to deal with an onslaught of able-bodied, 18- to 64-year olds who haven’t seen a doctor in years.
“It took a lot of time and effort to enroll everyone, particularly those who were new to the system,” said Matt Salo, director of the National Association of Medicaid Directors. “The next big step, and the biggest unknown, is finding out exactly how this newly insured population will use the health care system.”
Until now, the vast majority of Medicaid beneficiaries were pregnant women, young children, and disabled and elderly adults. Relatively few able-bodied adults without children qualified, so states did not set up their Medicaid programs to treat them.
The newly insured, most of them young adults, have different needs. Though not as sick as existing Medicaid beneficiaries, the newcomers are more likely than the general population to have undiagnosed and untreated chronic illnesses such as diabetes and heart disease.

Queen Anne's dealership struck twice; $40K worth of parts stolen
Rear-facing car cameras are becoming the newest hot commodity on the black market, in the same way air bags and catalytic covers continue to be.
"We came out one morning just like any other day and realized that we had three trucks missing tailgates again," David Wilson Jr., vice president of Preston Automotive Group, said.

Obama said the Paris attacks “underscored how terrorist groups like Al-Qaeda and ISIL (ISIS) are actively trying to inspire and support people within our own countries to engage in terrorism.”
The US leader said the 2013 Boston marathon bombing showed that the United States was not entirely safe from Islamic militant cells, but suggested that it had had more success than others in integrating minorities.
“Our biggest advantage, major, is that our Muslim populations feel themselves to be Americans and there is this incredible process of immigration and assimilation that is part of our tradition,” he said.

26 female Marines drop out of infantry officer course so far
The failure of two Marine Corps officers to to pass the Jan. 8 first-day Combat Endurance Test of the infantry officer course brings the tally of female dropouts to 26.
One more group of female officers will have a shot at graduation before the Marine Corps completes its integration experiment in June. The next IOC program begins in April.
Military Times reported Friday that of the current IOC class, 15 men out of a class of 118 were forced to drop the course.
Opportunities for female enlisted Marines to cycle through Infantry Training Battalion for seven MOS-specific ground combat training programs will also end soon, the newspaper reported. Marine Corps statistics show that out of 240 volunteers, 106 were successful.

Tourism generates substantial return on investment
Findings of a recent impact study show that tourism in Worcester County continues to grow and generate a substantial return on each dollar invested in tourism advertising. The Economic Impact of Tourism in Maryland report, developed by Tourism Economics, an Oxford Economics Company, reveals that tourism continued to grow for the fifth consecutive year and generated 443 more jobs and 2.7% more in tax revenues from calendar years 2012 to 2013.
“The latest Tourism Economics data was made available late last year, and we’re thrilled to be able to say that tourism is continuing to perform very well here,” Worcester County Tourism Director Lisa Challenger said. “Tourism has been and continues to be a powerful economic engine for the county. We’ve developed strong partnerships with each of the towns and our national and state parks, and all of us working together means more success for everyone.”
Jobs in the tourism industry account for 56 percent of all employment in Worcester County. In 2012 there were 9,812 jobs directly related to tourism and another 12,965 that were indirectly linked to tourism. By 2013, those numbers grew to 10,132 and 13,408, respectively.
Tourism generated $1.5 billion in visitor spending and $301 million in tax revenues in Worcester County for 2013, an increase from $1.4 billion in visitor spending and $284.1 million in tax revenue during 2012. The report concluded that every dollar invested in tourism returned $177 in visitor spending.

Millville, DE – Troopers are investigating a home invasion that occurred north of Millville Sunday night.
The incident occurred at approximately 9:00 p.m. Sunday January 18, 2015 after a 9-1-1 call was placed from a 66 year old male stating two people had just entered his residence and assaulted him. Troopers responded to the 36000 block of Squirrel Run Circle where they made contact with the victim who advised he went to the front sunroom of his house to turn off some exterior lights when he was struck in the back of the head with a baseball bat. The two unknown male suspects then began going through the victim's pockets but were unable to obtain any items and the fled the area in an unknown direction. The victim was injured in the incident and was transported to an area hospital where he was treated for apparent non-life-threatening injuries.
The two unknown suspects are only described as males and no clothing description could be given.

Two watermen were found guilty on Thursday of 10 counts each of possessing undersized oysters in Talbot County District Court.
Herlen Vernon Lynch, 63, and Darnell Galen Lynch, 58, both of Centreville, were charged Nov. 11 after Maryland Natural Resources officers checked their harvest from Broad Creek off the Choptank River and found bushels containing anywhere from 6 to 30 percent undersized oysters.
Herlen Lynch was fined $950, plus court costs. Darnell Lynch was fined $1,000, plus court costs.
Last year, Herlen Lynch, who also works as a Kent Narrows head boat captain, was charged with operating a passenger vessel without required safety equipment and failing to have the appropriate licenses during a joint NRP and Coast Guard patrol. Lynch was fined $500 in Queen Anne’s District Court and was placed on probation until April 29, 2016.
