Jacob Blake was shot multiple times by a Kenosha police officer on Sunday after he resisted arrest and opened his car door, allegedly reaching for a knife.
Jacob Blake Sr. perfectly recited the first sura of the Quran: “Bismillah al-Rahman al-Rahim,” which means, “In the name of Allah, the merciful, the compassionate.”
“This is for my son Jacob Blake,” he said as he rattled off the war cry prayer in Arabic.

DeVos: Students Don’t Need To Go Back To 100% In-Person Learning
Education Secretary Betsy DeVos met with Georgia high school officials on Tuesday to discuss reopening plans. While speaking at Forsyth Central High School in Cumming, Georgia, DeVos stated she would like to see all children return to fulltime learning.
However, she clarified that does not mean it needs to be completely in-person.

Dr. Annette Wallace, the Chief Operating & Academic Officer for grades 9-12, presented the policy revisions for administrative operations to the Worcester County Public Schools Board of Education on Tuesday.
The board approved the adoption of policies under the new “Ethics” section of the Organization of the Worcester County School System.
According to the first policy statement, the school system has an ethics panel of five members appointed by the chair of the board of education with the agreement of the other board members.
The panel will be responsible for receiving and maintaining all forms required by the board’s ethics policies, will provide advisory opinions to people subject to those policies, and make determinations regarding allegations of ethics policy violations.
The next policy titled “Disclosure of Potential Financial and Conflict of Interests Requirement for Board Members and Candidates for the Board of Education” requires all board members and candidates to file a financial disclosure statement.

Protesters in Portland target mayor's house, police union building
Protesters in Portland, Ore., demonstrated in front of the city’s police union building and Mayor Ted Wheeler’s (D) condo Friday in another night of protests, the Oregonian reported.
The demonstrators called for Wheeler’s resignation amid what they consider a failure to adequately address police violence in the city. One resident of the building and friend of the mayor, David Kahn, told the newspaper that Wheeler was not home during the demonstrations.
“I’m certain that if he was here tonight we probably could have arranged for something, but he’s not,” said Kahn.
The demonstrators called for Wheeler’s resignation amid what they consider a failure to adequately address police violence in the city. One resident of the building and friend of the mayor, David Kahn, told the newspaper that Wheeler was not home during the demonstrations.
“I’m certain that if he was here tonight we probably could have arranged for something, but he’s not,” said Kahn.
These protest happened hours after the Mayor sent a letter to President Trump asking him to stay out of Portland, because his help was not welcomed.
Worcester counts 51 new coronavirus cases
Worcester County saw a slight uptick in coronavirus cases this week, with 51 new cases confirmed, according to the Worcester County Health Department. Last week, 39 new cases were confirmed.
This brings the county’s total cases since March to 794.
According to Gov. Larry Hogan, Maryland has reached a seven-day positivity rate of 3.35 percent and a daily positivity rate of 3.21 percent. As of Wednesday, Worcester had the third-highest positivity rate in Maryland at 4.51 percent.
Meanwhile, Johns Hopkins University has reported a positivity rate of around four percent. Its Covid-19 Testing Insights Initiative relies on data from the Covid Tracking Project, a volunteer tracking organization from The Atlantic.

Black Lives Matter protest in NJ results in $2,500 police OT bill for organizer, 18
A young New Jersey woman has been slapped with a $2,500 fine for police overtime costs after she set up a “small, peaceful Black Lives Matter protest” at the end of July, according to a report.
Emily Gil, 18, who graduated in June from Bergen County Technical School, failed to properly warn authorities in advance about the event, NJ.com reported.
Gil believed that a shortage of affordable housing options in her neighborhood was a racial issue that should be brought to the public’s attention through a 30- to 40-person protest, according to NJ.com.
But four days after the demonstration, Gil received a bill for police overtime costs that officials say the protest incurred.
The letter explained that Gil’s refusal to meet with officials left the Englewood Cliffs Police Department scrambling to provide security for the event, prompting overtime work for several officers.
Former Fenwick Police Chief Indicted
FENWICK ISLAND – A Delaware grand jury has indicted former Fenwick Island Police Chief William Boyden on charges of official misconduct and falsifying business records.
Earlier this month, Boyden was charged with one count of official misconduct and one count of falsifying business records for his alleged role in submitting false reports to the Delaware Council on Police Training, according to the indictment.
Specifically, the grand jury indictment charged Boyden with official misconduct for “submitting reports to the Delaware Council on Police Training (COPT), and indicating falsely that he had been certified in firearms, which allowed him to remain in his capacity as Chief of Police,” the court document reads.
The indictment also charged Boyden with falsifying business records for submitting false reports to the COPT regarding his firearm certifications and qualifications.

The Worcester County Commissioners voted 6-1 to approve spending more than $600,000 to complete a second phase of improvements at the Worcester County Jail.
“It’s replacement of heating and ventilation that’s 40 years old,” said Bill Bradshaw, the county’s engineer.
Bradshaw presented the commissioners with a $582,000 proposal from Gipe Engineering for the continuation of the phased jail improvement project that began in 2017. The work primarily includes replacement of the 1980s heating and ventilation units, replacement of corridor and office heating and air conditioning units, the addition of temperature controls and the installation of HVAC in the program area room. The project does not include the addition of air conditioning in the housing units.

Charges Filed For Tossing Objects At Pedestrians; Witness Recorded Three Separate Incidents
OCEAN CITY — A Maryland woman and a juvenile have been charged with allegedly throwing objects at multiple pedestrians deliberately along Coastal Highway last week.
Around 3:15 p.m. last Wednesday, Ocean City Police Department (OCPD) officers were dispatched to a parking lot at 97th Street for a report of a disorderly vehicle. OCPD officers met with a victim who reportedly told police she was running on the sidewalk near the parking lot when she was struck in the back of the head with an unknown object.
The victim told police a witness had observed the incident and recorded a cell phone video of it. OCPD officers viewed the video, which showed a Range Rover shifting into the bus lane and tapping the brakes. In the video, a juvenile boy emerges from the rear passenger seat window and makes a throwing motion toward the victim, according to police reports.
Officers contacted the witness who told police at Winter Harbor Drive he observed the juvenile emerge from the rear passenger seat window and throw an object at a woman pushing a stroller along the sidewalk. The object landed safely in front of the woman with the stroller.

According to Democrats, Republicans are now racist because they're allegedly mispronouncing the name of Sen. Kamala Harris (D-Calif.).
The Associated Press published a lengthy essay explaining the latest allegation of racism against the Republican Party, claiming top GOP leaders — from Vice President Mike Pence to GOP Chairwoman Ronna McDaniel — are offenders.
The AP story is titled, "Democrats see racism in GOP mispronunciations of 'Kamala.'"
The crime, according to the AP, is where Republicans are accenting Harris' first name.
Pence, for example, recently said Harris' first name by accenting its second syllable, "kah-MAH'-lah." The AP said that McDaniel was guilty of the same. To correctly pronounce Harris' first name requires accenting the first syllable, "KAH'-mah-lah"— or as Harris explained in her book, "'comma-la,' like the punctuation mark."
Mispronouncing Harris' name is part of a "deliberate effort" to undermine the Democratic vice presidential nominee's appeal, critics claim.

In particular, the use of the full stop, or period, in sentences is diminishing according to linguistsbecause it has come to signify annoyance or offence.
“Full stops are, in my experience, very much the exception and not the norm in [young people’s] instant messages, and have a new role in signifying an abrupt or angry tone of voice,” notes Owen McArdle, a linguist at the University of Cambridge.
Fellow linguist Dr Lauren Fonteyn of Leiden University said “If you send a text message without a full stop, it’s already obvious that you’ve concluded the message. So if you add that additional marker for completion, they will read something into it and it tends to be a falling intonation or negative tone.”

State elections officials push back against concerns around mail-in voting, drop boxes
Multiple top state election officials on Friday pushed back against recent concerns that the increase of mail-in voting could lead to a spike in voter fraud.
Officials from both sides of the aisle testified in front of the House Homeland Security Committee during a hearing about protecting the upcoming elections.
“We actually have now conducted three elections this year alone with a full right to vote-by-mail with more citizens voting by mail than ever before and with zero reports or evidence of fraud,” Michigan Secretary of State Jocelyn Benson (D) testified during the hearing.
Benson testified alongside Kentucky Secretary of State Michael Adams (R), who said that mail-in voting in his state had jumped during the primaries.
“I am very pleased to say that our election this year was clean, I did have some concerns about going from about 2 percent absentee balloting to what we ended up with, which was about 75 percent,” Adams said.
Harris Announces $1.3 Million Grant to Easton Airport
WASHINGTON, DC: Rep. Andy Harris, M.D. (MD-01) announced the award of a $1,305,919 federal grant from the Department of Transportation, Federal Aviation Administration (FAA) to the Talbot County Council for a project at the Easton Airport, Newnam Field. Top general: Military will play no role in resolving any electoral dispute
The U.S. military will play no role in resolving any dispute about the election, the country’s top general said in written testimony released Friday. “In the event of a dispute over some aspect of the elections, by law U.S. courts and the U.S. Congress are required to resolve any disputes, not the U.S. military,” Joint Chiefs of Staff Chairman Gen. Mark Milley wrote. “I foresee no role for the U.S. Armed Forces in this process. “I and every member of the Armed Forces take an oath to support and defend the Constitution of the United States, and to follow the lawful orders of the chain of command,” he continued. “We will not turn our backs on the Constitution of the United States.”Milley’s comments came in response to questions for the record from Reps. Elissa Slotkin (D-Mich.) and Mikie Sherrill (D-N.J.) that the pair had submitted to him after a House Armed Services Committee hearing last month.
The same questions were sent to Defense Secretary Mark Esper, but the lawmakers said he has not responded yet.

“Please be advised that we are building up a very large ‘dossier’ on the many false David Fahrenthold and others stories as they are a disgrace to journalism and the American people,” Deere added, referring to the Post reporter.
The story claims that federal agencies have racked up bills totalling almost $1 million at Trump Organization properties since President Trump took office.

Harris Urges In-person Polling Location on Smith Island
WASHINGTON, DC: Rep. Andy Harris, M.D. (MD-01) On Friday wrote to the Somerset County Board of Elections urging them to have an in-person polling location for the November 3rd election on Smith Island. Currently, there will not be a polling place on the island on election day or for early voting. Governor Hogan has stated that Maryland will not hold a vote by mail-only election and that each citizen should have the right to vote in person. A copy of Dr. Harris’s letter is attached.

“Governor Hogan has made it clear that each Marylander should have the option to vote in person in the federal election this fall. Smith Island is remote and requires paid ferry service to the mainland, where Somerset County will have a polling location. Given the costs of travel and unpredictability of weather that could impede getting to the mainland, my constituents on Smith Island who wish to vote in person could very well be disenfranchised of their Constitutional right on election day. I urge the Somerset County Board of Elections to rectify this situation.”

Injunction barring Richmond from removing monument tossed
RICHMOND, Va. (AP) — The Virginia Supreme Court has tossed out an injunction handed down by a Richmond judge that barred officials from removing the only remaining Confederate monument owned by the city.
Richmond Circuit Judge Bradley Cavedo issued a 60-day injunction in July shortly after Mayor Levar Stoney ordered the removal of the city’s Confederate monuments, using authority under a local emergency order, the Richmond Times-Dispatch reported Thursday.
Stoney appealed the decision, and the Supreme Court ruled in his favor on Wednesday. The decision could clear the way for the removal of the city-controlled statue of Confederate Gen. A.P. Hill, who is buried at the site.

AG Karl Racine’s office announced the lawsuit against Instacart on Thursday, alleging that the company violated District tax law and failed to collect “hundreds of thousands of dollars in sales taxes.”

Governor Hogan Announces Maryland Selected for Workforce Development Pilot Program to Combat Opioid Epidemic
State Receives $4.6 Million in Federal Funding for New InitiativeMore Than 700 Marylanders To Participate In Program for Job Training and Recovery Services
ANNAPOLIS, MD—Governor Larry Hogan announced Friday,that Maryland is one of only four states in the nation selected to participate in a new initiative to provide job training and other services to workers in communities significantly affected by the opioid crisis. The U.S. Department of Labor has awarded $4.6 million in funding to the Maryland Department of Labor for the new “Support to Communities: Fostering Opioid Recovery through Workforce Development” pilot program, which will address the health and economic impacts of widespread substance and opioid misuse, addiction, and overdose.
Governor Hogan and U.S. Labor Secretary Eugene Scalia discussed the new initiative during a call earlier this week.
"During Maryland's response to COVID-19, our administration has remained committed to combating the opioid and substance abuse crisis, which has affected far too many families and taken far too many lives across our state and our nation," said Governor Hogan. "This funding is another powerful tool we can use to support Marylanders in the communities hit hardest by the opioid epidemic. I had the chance to thank Secretary Scalia and discuss Maryland’s role in advancing this new national initiative.”
The Maryland Department of Labor will direct the awarded funds to seven diverse Local Workforce Areas, representing 14 jurisdictions across the state that have experienced negative social and economic impacts as a result of the opioid crisis. More than 700 Marylanders are anticipated to participate in the new pilot program, which will provide participants with job training and recovery services, leading to employment in 14 high-demand industries and occupations.
“Our department is very thankful to receive this funding from the U.S. Department of Labor, so we can continue to help Marylanders acquire the skills, tools, and support they need to overcome workforce challenges related to opioid and substance abuse,” said Secretary Tiffany Robinson of the Maryland Department of Labor. “This funding could not have come at a more critical time and will give those impacted by the opioid epidemic hope for a better tomorrow."
The 14 jurisdictions that will receive funds include Allegany, Anne Arundel, Baltimore, Caroline, Cecil, Dorchester, Frederick, Garrett, Harford, Kent, Talbot, Queen Anne’s, and Washington counties and Baltimore City.

Since 2018, the Maryland Department of Labor has been awarded more than $7 million in federal funding to combat the opioid crisis through the use of innovative workforce strategies. Most recently, the department sub-granted nearly $500,000 to Maryland New Directions and PIVOT, two Baltimore-based non-profit organizations, to connect women impacted by the opioid crisis to occupational training, employment opportunities, and integrated supportive services.
