FROM WBOC: State's Attorney Determines Methadone Bottle Not from Police Evidence

SALISBURY, Md.- An investigation by the State's Attorney confirmed that the methadone bottle with councilwoman Laura Mitchell's name on it, posted on a Delmarva blog Monday, did not come from police evidence.

Mitchell believed the pill bottle was in police evidence after an alleged traffic stop with her son.

State's Attorney Matt Maciarello said they retrieved reports from the Salisbury Police Department and the Wicomico Sheriff's Office.

"Another family member had some contact with law enforcement. So we pulled any type of report related to those contacts and we were able to see from the details of the report that there was no possibility that the photograph came from any sort of law enforcement contact," said Maciarello.

The reports indicated the pill bottle was not part of any investigation between Mitchell's son and law enforcement.

"If there was a contact with the family member there would be a report of what evidence was collected or whatever was in the possession or custody of the person, and it didn't have anything to do with her prescriptions," said Maciarello.

WBOC spoke with Mitchell again Thursday. She said she's moving forward.

"Wherever it came from, however he obtained it, whatever happened, it did not come from the police. Our system, I trust their integrity and it's really a moot point where it came from," said Mitchell.

Mitchell has maintained all along the prescription was for chronic migraines.

Methadone, while commonly used to treat heroin addicts, is also a pain reliever.

Students in Oklahoma have taken to social media to blast Michelle Obama for their new school lunches.

They have posted photos of their meals which include comments such as: 'Thanks Michelle for the filling lunch' next to an image of an apple, a piece of bread and some breaded nuggets.

Another social media user wrote: 'School lunch or someone's vomit?' next to a snap of broccoli and an unidentifiable food item covered in cheese.

HHS-Funded Study: Obamacare 'Death Spiral' If Subsidies Fail

The Obama administration has funded a new study by top consulting firm RAND Health that startlingly finds that if taxpayer subsidies are eliminated, Obamacare exchanges will fall into a “death spiral.”

The study comes in the wake of a number of lawsuits which are challenging the Obama administration’s implementation of Obamacare subsidies. Three lawsuits have made it to U.S. Circuit Courts, just one step from the Supreme Court, arguing that the text of the Affordable Care Act allows premium subsidies for state-run exchanges only. The report was sponsored by HHS’s Office of the Assistant Secretary for Planning and Evaluation, which, among other duties, compiles the enrollment statistics each month during open enrollment for Obamacare exchanges. Given the ongoing controversy over Obamacare subsidies, HHS sponsoring the study could be a sign that the administration is beginning to worry about its prospects.

COUPLE RETIRES FROM OCPD AUXILIARY UNIT AFTER VOLUNTEERING OVER 5,000 HOURS

Earlier this week, a very dedicated husband and wife duo resigned from the Ocean City Police Department Auxiliary Unit. Auxiliary Officers Donald and Wanda Olson served as Auxiliary Unit volunteers for 11 years and donated a combined total of over 5,000 hours to the Ocean City Police Department and the citizens of Ocean City. Many citizens may remember seeing the couple conducting traffic details or assisting at many special events throughout the year.

The Olson’s will be greatly missed by every member of the Ocean City Police Department as they continue their retirement closer to family in western Maryland.

The Auxiliary Unit is a group of civilian volunteers that are trained to support the department and serve the citizens of Ocean City. Members of this unit volunteer their time to assist sworn personnel with traffic details, special event security, administrative assistance, and much more. The reservist soldier shot dead Wednesday as he stood guard at Canada's War Memorial in Ottowa was photographed by a Parliament Hill visitor mere moments before the horrific act of terror.

Corporal Nathan Cirillo is pictured in what is in all likelihood the final photo taken of the 24-year-old father before he was shot and fatally wounded.

Seconds later, Michael Zehaf-Bibeau shot Cirillo, whose ceremonial weapon was not loaded. The soldier was rushed to a hospital, but soon succumbed to the wounds, which were inflicted at close range.

City Council Candidate Abruptly Withdraws From Race

OCEAN CITY – With the election less than two weeks away, City Council candidate Nancy Bolt withdrew from the race today.

On Thursday morning at about 11:30 a.m., Ocean City Council candidate Nancy Bolt reported to The Dispatch she had withdrawn from the 2014 Ocean City municipal election. Bolt was not prepared to make an official statement at that time as to why she made the decision and asked for time to gather her thoughts.

City Clerk Kelly Allmond confirmed shortly after that Bolt’s withdrawal was official as she had received notice in writing.

“At this time, I respectfully withdraw from the race for City Council,” Bolt’s email to Allmond stated.

Prior to Bolt withdrawing, there were a total of eight candidates running to fill four vacant council seats in the election to be held on Nov. 4 — incumbent Council President Lloyd Martin, former Councilman Joe Hall, and newcomers Bolt, who was the only female candidate, Joe Cryer, Tony DeLuca, Wayne Hartman, Matthew James and Christopher Rudolf.

In Uncharted Waters

What I see as extremes that must necessarily end badly, others see as mere extensions of recently successful policies and trends.

A long-time reader recently chastised me for using too many maybe's in my forecasts. The criticism is valid, as "on the other hand" slips all too easily from qualifying a position to rinsing it of meaning.
That said, given that we're in uncharted waters, maybe's become prudent and certainty becomes extremely dangerous. I have long held that the financial policy extremes that are now considered normal are unprecedented in the modern era: extremes in debt, leverage, risk, complexity and willful obfuscation of these extremes.

Consider the extent to which sky-high asset valuations and present-day "prosperity" depend on extremes of leverage: autos purchased with no money down, homes purchased with 3.5% down payments and FHA loans, stocks bought on margin, stock buybacks funded by loans, student loans issued with zero collateral, and so on--an inverted pyramid of "prosperity" resting precariously on a tiny base of actual collateral.

A 3-month-old baby girl was killed Wednesday when a car driven by a Palestinian man slammed into a group of bystanders at a Jerusalem light rail station, but the early headline of an Associated Press story on the incident drew criticism from pro-Israel media watchdogs who called it a perfect example of media bias against the Jewish state.

“Israeli police shoot man in east Jerusalem” was the initial headline of the AP story that ran on Yahoo and elsewhere, wording that ignored the killing of the baby, the Israeli police assessment that the attack was motivated by terrorism, and glossed over why police shot the man in the first place.

The Committee for Accuracy in Middle East Reporting in America, a pro-Israel media watchdog, captured a screenshot of the headline, which was later edited. However, some Middle Eastern websites, including Lebanon’s Daily Star and Turkey’s Daily Sabah kept the original headline that obscured the context behind what really happened.

Teachers unions spend big to boost vulnerable Dems

The top teachers unions are flexing their muscle ahead of the November midterms, spending at least $60 million on television ads and ground operations hoping to have a major impact on close gubernatorial and Senate races.

In North Carolina's Senate race, Republican Thom Tillis is trailing Democratic incumbent Kay Hagan by just a point, according to an average of recent polling. But the Republican, who has battled with teachers unions during his time as state House speaker in Raleigh, has been attacked anew by their ads in the Senate race.

At a recent debate, Tillis rejected ads that accuse him of pushing budget cuts that hurt students.

"It's simply false. Since 2011 we're spending a billion dollars a year more on education," he said. "This year, we provided an average 7 percent pay increase for teachers."

WORCESTER COUNTY SHERIFF'S OFFICE Press release 10-23-14

     On October 20, 2014 at approximately 2113 hours a Worcester County Sheriff’s Office Deputy was conducting a premise check at the Public Landing Boat Ramp. The Deputy observed an occupied vehicle in the parking lot of the boat ramp. The Deputy made contact with the occupants of the vehicle to explain the premise was closed after dark. While speaking to the occupants the Deputy detected a strong odor of burnt Marijuana coming from the vehicle.

      The Deputy searched the vehicle and found approximately 32.5 grams of suspected Marijuana in the possession of the rear seat occupant, identified as Kyle Taylor Satterfield, age 26, of Horntown Virginia. The Deputy also seized a glass smoking pipe, a metal grinder, and two packages of rolling paper.


     Mr. Satterfield was placed under arrest for possession of a Controlled Dangerous Substance and possession of paraphernalia. Mr. Satterfield was taken before a District Court Commissioner. Satterfield was released on his own personal recognizance pending a trial.

      On Tuesday, October 21st, 2014 at 3:22PM members of the Worcester County Sheriff’s Office Deputies were dispatched to Wal-Mart, in Berlin for a Theft. Prior to Deputies arriving it was reported that the suspects had fled the area. The vehicle with the suspects was located by an Ocean Pines Police Officer and stopped.


     All the stolen property was recovered, then returned to Wal-Mart and written confessions were obtained after each suspect was advised of their Miranda Rights. The suspects were placed under arrest and charged with theft.

It’s terrible. Joe Scarborough this morning decided to torture DNC Chair Debbie Wasserman-Schultz. He kept asking her if voting for Democrats in the election was a vote for the policies of the president of the United States and LEADER OF THE DEMOCRATIC PARTY Barck Obama. Such an unfair question.

She kept trying not to answer. It’s painful to watch. I don’t recommend it.

Del. Man Must Repay $20 Million, Serve 15 Years

BALTIMORE (AP) -- A federal Baltimore judge has sentenced a Delaware man convicted of defrauding more than two dozen investors and evading taxes to 15 years in prison and ordered him to pay nearly $20 million in restitution.

Forty-five-year-old Patrick Belzner of Selbyville was sentenced Tuesday after pleading guilty to the charges.

Prosecutors say Belzner and associates across the country defrauded 26 investors through a fraudulent scheme, promising to pay lenders substantial fees or interest for loaning them money for real estate projects.

Wait, What? Al Sharpton Says The Latest North American Terror Attack Happened Where?

Yes, it’s a serious matter, very serious — the terror attack in Canada, where a gunman, a recent Muslim convert, went on a shooting rampage in and around the Parliament complex in Ottawa. The terrorist took the life of a Canadian soldier and threatened countless others before being shot down himself.

And before we get to Al Sharpton’s latest episode of showing how prone he is to verbal “misfires,” let’s check the very latest on the Canadian terror attack.

Authorities now confirm that it was a lone gunman who caused Wednesday’s mayhem. Identified as Michael Zehaf-Bibeau, the Canadian-born shooter had a criminal record and was recently designated a “high-risk traveler” by the officials who had seized his passport.

The prime minister of Canada, Stephen Harper, has now labelled the attack as terrorism — something that was already clear by the time Harper made a somber but strong televised address Wednesday night.

“…attacks on our country, on our values, on our society, on us Canadians as a free and democratic people who embrace human dignity for all. But let there be no misunderstanding. We will not be intimidated. Canada will never be intimidated.”

Some 12 hours after the attack began, authorities determined there were no other gunmen involved, and the final lockdowns were lifted from buildings on Ottawa’s Parliament Hill.

Cop Attacked With Ax in Queens, Suspect Shot Dead

A suspect was fatally shot after attacking an NYPD officer with an ax on a Queens street Thursday, police said.

The officer was taken to the hospital in serious but stable condition after the attack near Jamaica Avenue and 162nd Street in Jamaica shortly before 2 p.m., police said.

SAFE STREETS CASE: Gerard Dennis Sentenced to 65 Years for Home Invasion

On October 23, 2014, Gerard Dawson Dennis, age 19, of Wicomico County, Maryland, was sentenced by a Circuit Court Judge to 65 years in the Division of Corrections for the Armed Robbery and related offenses that occurred on October 4, 2013, in the area of 1029 Adams Avenue, Salisbury, Wicomico County, Maryland. Dennis received the maximum sentence for Armed Robbery, Burglary 1st, and Assault 1st. He received consecutive time on the firearms offenses that will be served without the possibility of parole. Dennis was also sentenced to an additional seven years on Violation of Probation cases to be served concurrently to the Armed Robbery. Mr. Dennis had a significant juvenile record as well as a “major” adult criminal record (as this term is defined by the Maryland Sentencing Guidelines).

Wicomico County State’s Attorney, Matthew A. Maciarello remarked: “This offender seems dedicated to breaking the laws of our State, and during his most recent crime he violently assaulted a man in his home. The Defendant was armed with a handgun despite the fact that Maryland gun laws prohibited him from possessing one due to his previous convictions. The State is thankful that the Court handed down this tough sentence to this repeat offender.” Mr. Maciarello also commended the Salisbury City Police Criminal Investigation Division, including Det. Popovich and Det. Caputo for their work in the investigation and prosecution of this case. Mr. Maciarello also thanked the citizens of Wicomico County who sat on the jury and Senior Assistant State’s Attorney, Kristen Schultz, who prosecuted the case.

Doctor who treated Ebola patients in Africa rushed to New York hospital with 103F fever and nausea

A doctor who treated Ebola patients in West Africa has been rushed to a New York City hospital with symptoms of the virus.

Dr Craig Spencer, 33, who returned to the U.S. ten days ago from Guinea, was admitted to Bellevue Hospital in midtown Manhattan on Thursday.

The doctor was taken to the hospital in an ambulance staffed with a hazmat crew from his home in Harlem after developing an 103F fever and nausea.

Distracted Driver Caused Derailment and Explosion in Rosedale, Md.

WASHINGTON – Today the National Transportation Safety Board determined that the May 28, 2013 train/truck collision, 15-car derailment, and subsequent explosion in Rosedale, Md. was caused by the truck driver's failure to ensure that the tracks were clear before traversing an un-gated highway-rail grade crossing. Contributing to the accident was the truck driver's distraction due to a phone conversation on a hands-free device at the time of the crash.

Among the recommendations the NTSB made today as a result of the investigation was to extend the limitations on the use of portable electronic devices to prohibit the use of hands-free cellphones by all commercial driver's license holders while operating a commercial vehicle.

"Current laws may mislead people to believe that hands free is as safe as not using a phone at all,'' said Acting Chairman Christopher A. Hart. "Our investigations have found over and over that distraction in any form can be dangerous behind the wheel."

Woman stoned to death by ISIS militants and her own father

The same ISIS militants condemned worldwide for beheading journalists and aid workers released a gruesome video Tuesday of a young woman being stoned to death by a group of men — including her own father.

As a cleric rants and accuses her of adultery, the woman begs for forgiveness from her father, who is too busy tying a rope around her neck to hear her desperate pleas.

When he finally acknowledges her, it is to tell her not to call him Father.

Then he leads her to a hole in the ground in the barren countryside, pulls her in and orders the attack on his own flesh and blood to begin.

“Don’t call me Father,” he tells his daughter, who responds by asking him to pray for her.

Troopers Continue Death Investigation

Bear-Delaware State Police Detectives continue their investigation into the discovery of a body found on a walking trail near a wooded area in the 200 block of Rickey Boulevard, Bear early this morning.

The victim has been positively identified as a 19 year old male from Bear, Delaware. Preliminary investigation and examination of physical evidence at the scene by Troopers has determined that there does not appear to be suspicious circumstances, and foul play is not suspected surrounding his death. The Division of Forensic Science will conduct an autopsy to determine the cause and manner of death.

The name of the 19 year old male is being withheld pending notification of the next of kin.

Delaware State Police Detectives continue their investigation to determine the circumstances surrounding this incident. No further information is available at this time. Additional investigative information will be released as it becomes available.

OC Man Charged With First-Degree Assault After Choking Server Over Chicken Fingers

OCEAN CITY -- An Ocean City man was arrested on first-degree assault and other charges last weekend after choking a waiter at a Boardwalk restaurant when his female companion did not get the chicken fingers she ordered. 


Around 11:25 p.m. last Saturday, Ocean City Police responded to the Brass Balls Saloon on the Boardwalk near 12th Street for a reported assault that had already occurred. OCPD Communications advised the responding officers an individual wearing a Howard Johnson shirt and name tag had reportedly choked a victim in the restaurant before going back to the hotel, which is located in the same block on the Boardwalk.


OCPD officers went to the hotel and made contact with male wearing a Howard Johnson shirt. The officers were able to identify the individual as Carl Ludovic Saint-Juste, 22, of Ocean City. The officers asked Saint-Juste if he had just choked somebody out, to which he responded, “if there was a fight, somebody would have been leaking and bruised,” according to police reports.


MD DEMOCRATS Hold Rally to Bash Conservative Republican – Only 2 People Show Up

Maryland liberals held a rally today to bash conservative Republican Michael Peroutka, a nominee for the Anne Arundel County Council.

The rally included far left Maryland House Speaker Michael E. Busch (D-Anne Arundel)and Rep. Donna Edwards (D-Md.). They were angry about Peroutka’s one-time membership to a controversial secessionist group.

Only two people turned out who weren’t political operatives.

Anti-gun state senator was armed with 9mm, when arrested in Ferguson, refused breathalyzer

Anti-gun State Sen. Jamilah Nasheed was arrested in Ferguson Monday night – with a gun.

St. Louis County police said she was kneeling in the middle of the road chanting outside the Ferguson Police Department.

“Sen. Nasheed, along with another male, entered the street, were told numerous times by not only by the St. Louis County commander, but other officers on scene, that they needed to leave the street or they were subject to arrest,” St. Louis County Police Sgt. Brian Schellman said. “They failed to comply, and they were taken into custody.”

Nasheed was asked to take a breathalyzer test, and she refused, St. Ann Police Chief Aaron Jimenez told CBS ST. Louis.

Some Revere parents upset over Islam in curriculum

REVERE, Mass. (WHDH) - Some parents in Revere were angry when they learned students were being taught about Islam and the Muslim religion.

"No religion should be taught at school. In their paper it says Allah is their only God. That's insulting to me as a Christian who believes in just Jesus only," said Anthony Giannino.

A section of the textbook describing the beliefs of Muslims says, "I bear witness that there is no God but Allah."

Giannino immediately pulled his son out of the classroom.

"We don't believe in Allah. I don't believe in my son learning about this here," he said. "If my son was from another country and came here, he would have been catered to. But where he's not being catered to, they give him an F."

Republicans are winning over women with surge of females backing GOP to win Congress

Republicans are now tied with Democrats among women voters, a new poll shows, introducing a surprising twist into the midterm elections.

Women have long been an essential component of the Democratic Party's base, and the party's declaration that the GOP is at war with women has gone a long way to set back the opposing political party with female voters.

An Associated Press-GfK poll released on Tuesday has 44 percent of women choosing the Republican Party to lead Congress while 42 percent stuck by the Democratic Party.

Joseph Allen Burdine of Salisbury, arrested 10-7-14 on a warrant for failing to appear in court. Burdine was released on an unsecured bond.

Troy Scott Kale of Deal Island, criminal summons served 10-11-14 for 2nd degree assault. Kale was released on signature pending court actions.

Shontell Lanise Bivens of Princess Anne charged 10-12-14 for driving without a driver’s license. Bivens was released on citation.

Accused Murderer One Step Closer To Delaware Trial

Matthew Burton is one step closer to being extradited to Delaware to face first-degree murder charges in the 2012 death of Nicole Bennett.

The Maryland Court of Special Appeals upheld a decision by the Circuit Court of Worcester County Sept. 30 to deny a writ of habeas corpus, filed by Burton to block his extradition to Delaware. While the writ was denied, Burton’s extradition was stayed until the end of his Maryland appeals.

The art of esoteric reading—scrutinizing a text for “hidden meanings”—has been lost.

For more than two thousand years, this art was a widely acknowledged way of reading philosophy. It was an understood that wise men wrote “esoterically,” which is to say carefully, so that an insensitive reader would fail to notice the structures, subtleties, and apparent paradoxes that fully informed the meaning of a work.

This approach could reveal that a text professing to be about the goodness of religion could actually be an argument for atheism, or that a dialogue championing the rule of philosopher kings could actually be intended to show that such a form of rule is impossible.

Today, most scholars reject the idea of esoteric writing, even denying that it ever existed. This blindness has consequences. In Philosophy Between the Lines, Arthur M. DMV finds 145 noncitizens registered to vote in N.C.

A review by the Department of Motor Vehicles has found 145 voters who are ineligible in North Carolina because of questions about their immigration status.

The Winston-Salem Journal reported the DMV searched its records for drivers under a federal program known as Deferred Action for Childhood Arrivals.

State Elections Board spokesman Josh Lawson says the agency will send letters to those 145 people asking for documentation that they are United States citizens.

There may be more ineligible people on the voter rolls.

IRS Stonewaller Lerner's Emails Are Not Lost, Say Government Lawyers

Government lawyers have told a watchdog group suing over the Internal Revenue Service scandal that Lois Lerner’s emails aren’t missing after all.

Attorneys for the Justice Department surprised Judicial Watch, a right-leaning watchdog group, on Friday by saying that they have copies of every electronic message ever sent from Lerner, a former top IRS official who is a key figure in a targeting scandal involving conservative groups that sought tax-exempt status.

The IRS told Congress that thousands of Lerner’s emails sent prior to 2011 were hopelessly lost thanks to a hard drive crash that left the data unrecoverable. A back-up system, they said, had also been erased. Officials told Congress about a half dozen IRS officials in addition to Lerner, some affiliated with the targeting, had also lost emails due to computer crashes.

Judicial Watch President Tom Fitton said Justice Department lawyers informed him that the federal government keeps a back-up copy of every email and record in the event of a government-wide catastrophe.

The back-up system includes the IRS emails, too.

Early voting in Illinois got off to a rocky start Monday, as votes being cast for Republican candidates were transformed into votes for Democrats.

Republican state representative candidate Jim Moynihan went to vote Monday at the Schaumburg Public Library.

"I tried to cast a vote for myself and instead it cast the vote for my opponent," Moynihan said. "You could imagine my surprise as the same thing happened with a number of races when I tried to vote for a Republican and the machine registered a vote for a Democrat."

Blue Cross: Obamacare rates in N.C. to rise 13 percent

North Carolina's largest health insurer says rates will rise by more than 13 percent on average next year for buyers of individual Affordable Care Act policies.

Blue Cross and Blue Shield of North Carolina discussed the prices Wednesday.

As an example, the insurer cited a typical rate for a 45-year-old man in the Raleigh area who doesn't smoke. Without a federal subsidy, the premium for such an individual would rise by $57 to about $420 per month for an ACA silver plan. Most customers receive subsidies.

Aside from ACA plans, the insurer is maintaining pre-existing plans that don't conform to the Affordable Care Act's requirements but customers wanted to keep. Rates for those plans will rise by an average of 13 to 19 percent, depending on when they were sold.

UNC Admits Fake Classes for Athletes Were Widespread: Four Blunt Points

The University of North Carolina on Wednesday admitted its academic-fraud-for-athletes scandal was worse than the public has previously been told. That’s saying something. After all, the practice at Chapel Hill of steering football and basketball players into fake classes had already made North Carolina the epicenter of a national debate about the corrupting effects of the $16 billion college athletics industry. Four blunt points:

1. The deceit was widespread and aimed at keeping athletes eligible.For years, UNC officials have resisted the obvious indications that academics were compromised to promote sports. That resistance has finally collapsed. The latest in a series of university-sponsored investigations revealed that over 18 years—from 1993 through 2011—some 3,100 students took “paper classes” with no faculty oversight and no actual class attendance. Almost half the students enrolled in the phony courses were athletes. Many of the basketball and football players “were directed to the classes by academic counselors” assigned to advise athletes, UNC said in a written statement. “These counselors saw the paper classes and the artificially high grades they yielded as key to helping some student-athletes remain eligible.”

In other words, to keep members of UNC’s top-rated basketball team on the court, professional “counselors” encouraged flat-out academic fraud.

2. Of all disciplines, it was black studies that hosted the fake classes.Kenneth Wainstein, the former federal prosecutor who led the latest investigation, found that the department formerly known as African & Afro-American Studies offered hundreds of “irregular classes.” Wainstein, now in private practice, said that two people formerly in the department—the ex-chairman, Julius Nyang’oro, and his top administrative aide, Deborah Crowder—oversaw the paper classes. “Various university personnel were aware of red flags,” UNC said, “yet did not ask questions. There was a failure of meaningful oversight by the university.”

Wainstein didn’t find wrongdoing outside the black studies department. “No current coaches were involved or aware,” the university added.

Probe reveals scope of academic fraud at UNC

CHAPEL HILL, N.C. – More than 3,100 students -- nearly half of them athletes -- enrolled in classes they didn't have to show up for and received artificially inflated grades in what an investigator called a "shadow curriculum" that lasted nearly two decades at the University of North Carolina.

The report released Wednesday by former high-ranking U.S. Justice Department official Kenneth Wainstein found more far-reaching academic fraud than previous investigations by the school and the NCAA.

Many at the university hoped Wainstein's investigation would bring some closure to the long-running scandal, which is rooted in an NCAA investigation focused on improper benefits within the football program in 2010. Instead, findings of a systemic problem in the former African and Afro-American Studies department could lead to NCAA sanctions and possible dismissal of additional UNC staff.

"I think it's very clear that this is an academic, an athletic and a university problem," chancellor Carol Folt said.

Conowingo And Bay Cleanup Subject Of College Forum

CHESTERTOWN — Top environmental experts and observers will meet Tuesday, Oct. 28 at Washington College to discuss how dredging the Susquehanna River’s Conowingo Dam could be the missing link to Maryland’s Chesapeake Bay restoration efforts.

According to a news release from the Maryland Public Policy Institute, the dam currently holds more than 170 million tons of sediment pollution that can devastate the Bay’s water quality and wildlife when released during storms. However, the State of Maryland has no plan to remove the sediment.

Panelists at the forum, which will be held in the college’s Hynson Lounge, will discuss what role the state and the federal government should play in dredging the dam.

Concerned Parents

The Wicomico County Board of Education accepted the Facilities Task Force Long Range Planning Report back in July. The plan can be found on the Wicomico County Board of Education’s webpage http://www.wcboe.org The following concerns are from teachers and parents within our community:

· The Board of Education has done a disservice to our district. The task force who created this plan had 32 members and the Willards and Pittsville communities were not represented. Our community as a whole will be directly affected through the proposed increase in population within our schools. The BOE did not consult anyone from our district prior to acceptance of the plan. They only decided to come to present the plan to us upon our demands. This meeting will be on Oct. 27th at 7pm at the Pittsville School in the Cafeteria.

· The Board of Education has done a disservice to the teachers. The teachers, parents and principals of the schools have been made aware of this plan by accident it appears. They did not receive so much as a memo with regard to the acceptance of this plan. The teachers are afraid to voice their opinions or oppositions to the plan as employees of the Board of Education. The teachers should have a voice because they are the ones on the front line; they have a better understanding of how these decisions will affect the classrooms.

· Here is a summary of what the plan means for our district: Willards is becoming a K-5th grade Elementary School and is currently overcrowded since the 3rd graders have already been moved for the 2014 school year. When 5th and 6th grades are moved in, portables will be added. Pittsville becomes a Middle School with grades 6-8. Both schools will become overcrowded and portables are listed as the solution to the intentional overcrowding when Wicomico Middle School closes and the new attendance boundaries are adjusted.

· Little or no attention has been given to our school’s facilities in terms of water, sewer, and/or roads, parking and the like. In fact, the Facilities Task Force never asked any important questions to our respective towns when they decided to increase our population within our schools within their plan.

· In order to complete un-pairing, the use of portable classrooms is considered the solution to the intentional overcrowding of Willards Elementary School. It appears that this usually considered temporary facility will in essence be a permanent fixture because the 5 year plan does not have any mention about additions to the schools which will become overcrowded.

· Each school has had security upgrades to the front entrances. The K-3rd graders will be guarded within the school. The 4th and 5th graders will be in unsecure portables for the foreseeable future. This plan negates the security of the upgrades within the school through the increased use of the other entrances. The portables themselves are hardly considered secure.

· The portables are not safe. They are not built to the standards we demand for our children. With the lack of security, lack of adequate heating and cooling, lack of air quality, leakage from rain, and with the fact that they are noisy and possibly toxic based on this audio report at this link: portable-classrooms they should be eliminated as a viable solution to any overcrowding issue.

The safety of our children should come first!

· Ideally it would be best if the Wicomico Board of Education would leave our schools out of the plans for un-pairing. Once the facilities are adequate, and an addition is built onto Willards, the community might then embrace un-pairing. Pittsville School can accommodate 4th and 5th graders in the meantime. Those students will continue to be safe there.



· Population Growth projection:

o See page 12 for this excerpt:

o Willards is State Rated to have a capacity of 292. See appendix page C13 of the plan. The total population in 2012 for Willards School was 306. Now that they have moved in the 3rd graders, the population is over capacity with 420+ students. As seen in the above excerpt the guidelines project a maximum of 650 students.

o Pittsville is State Rated to have a capacity of 505. See appendix page C20 of the plan. The total population in 2012 for Pittsville School was 473. The plan is projecting a maximum of 400 per grade level with a maximum of 1200 per middle school as seen in the above excerpt regarding population guidelines (pg. 12).

· Pittsville & Willards facilities cannot accommodate more students and more traffic.

o Main Street and Gumboro Rd. in Pittsville has one blinking light with a terrible intersection. More bus traffic and more parent traffic will cause major problems for our community. It is bad enough as it is.

o As per the state highway department there has not been a traffic study to assess the increased traffic on Main Street or Old Ocean City roads. Maintenance of roads in these areas would have to be investigated considering there will be an increase of bus and parental traffic.

o Sherriff Mike Lewis informed me that in the first 9 months of this year there had been 12 accidents in and around the roads 346 and 353.

o During dismissal Main Street outside the Pittsville School becomes grid locked. There is not a turn lane, so the entire east-bound lane is stopped for about 40 minutes. Increasing our population will only increase this problem.

o Parking is also inadequate as it is right now at both Willards and Pittsville Schools.

o The town of Pittsville is not prepared to consider the increased amount of students in the school and the increase in sewer usage.

· The proposal has little or no emphasis on doing anything based upon what is best for the children and especially not for those of our district!

· We have about 40 homes for sale in Pittsville and numerous more in foreclosure. The property values will decrease given that our school districts will be considered over-crowded after the Board of Education makes their plan a reality.

Megan Mahoney, Gym Teacher, Charged With 30 Counts Of Statutory Rape

A former basketball coach and gym teacher at a prestigious New York City high school faces statutory rape charges for her alleged sex abuse of a male student.

Megan Mahoney, 24, was arrested Monday for allegedly having regular sexual contact with the same 16-year-old student over a period of more than two months beginning in late October 2013, the Staten Island Advance reports.

Multiple Dredging Projects Taking Place This Fall; OC Canals, Inlet Work Underway

OCEAN CITY — The fall dredging season is well underway in and around Ocean City with several projects going on simultaneously.

The federal Army Corps of Engineers in September began a major dredging project of the navigation channels in the Isle of Wight and Sinepuxent bays with hundreds of thousands of cubic yards of dredged materials being spread at various important ecological sites in and around the resort area. Taking place at the same time is the dredging of various canals in Ocean City, which need to be dredged to facilitate marine navigation.

New on the landscape this week was the Army Corps’ dredge vessel “Murden” which was seen working in and around the Inlet and at the mouth of the commercial harbor in recent days. Twice a year, typically in the spring and fall, the “Murden” performs sand management dredging during which the Corps takes material from the Inlet ebb and flood shoals and transports it to the surf zone on Assateague.

As reported by this blog (but not the Daily Times or other mainstream media) last week an e-mail was sent by the “Public Information Officer” of Wicomico County, acting in that capacity and using her County internet access, to rally the troops for a press conference to be held by Anthony Brown, together with his local campaign manager (Mr. Pollitt) and Jim Ireton for the stated purpose of attacking Brown’s opponent, Larry Hogan. In her e-mail the PIO said that she had been “asked to forward” the information about the meeting.

Even if Pollitt – who is her superior as well as Brown’s campaign manager – did not direct her to forward the information, this is a clear violation of the County’s ethics law, and the ethics commission should promptly sanction all who are complicit.

The man charged with managing the U.S. response to deadly Ebola virus is on the record advocating a reduction in the world’s population as a means of social and economic advancement.

Ron Klain, who began his job Wednesday as coordinator of the Ebola response, was asked in an interview what he thought to be the “top leadership issue challenging our world today.”

“In think the top leadership issue in the world today is how to deal with the continuing growing population in the world and all the resources demand it places on in the world and burgeoning populations in Asia and Africa that lack the resources to have a healthy, happy life,” Klain replied. “And I think we’ve got to find a way to make the world work for everyone.”

He said climate change impacts the overpopulation issue “by making it hard for people to live where they live.”

Thousands of federal workers on extended paid leave

Tens of thousands of federal workers are being kept on paid leave for at least a month — and often for longer stretches that can reach a year or more — while they wait to be punished for misbehavior or cleared and allowed to return to work, government records show.

During a three-year period that ended last fall, more than 57,000 employees were sent home for a month or longer. The tab for these workers exceeded $775 million in salary alone.

The extensive use of administrative leave continues despite government personnel rules that limit paid leave for employees facing discipline to “rare circumstances” in which the employee is considered a threat. The long-standing rules were written in an effort to curb waste and deal quickly with workers accused of misconduct.
