A hearing examiner affirmed the suspension of an Anne Arundel County boy who chewed his breakfast pastry into the shape of a gun in what many have come to know as “the Pop-Tart case.”
In a 30-page opinion, hearing examiner Andrew W. Nussbaum supported a principal’s assertion that the suspension was based on a history of problems, not the pastry episode. “The evidence is clear that suspension is used as a last resort,” Nussbaum wrote.
The boy’s family asked to have his school records cleared of the incident, which occurred early last year, when he was 7 years old and in second grade. The findings and recommendation will go to the county Board of Education for a decision.

Pamela Harris fought the law, and she won
WASHINGTON, D.C. — Pamela Harris says she had one reason for going to battle with the powerful Service Employees International Union.
“ … I don’t want anyone to get between me and caring for my son,” Harris said Monday, shortly after learning the U.S. Supreme Court dealt a blow to government unions that sought to organize home-care workers and others not directly employed by government.
The high court ruled 5-4 that groups, such as home-care workers, cannot be compelled to pay representation fees or dues to labor unions.
Harris, a Lake County mother, is caring for her adult disabled son, Josh, and receiving assistance from the state of Illinois to do so.

Howard Countians celebrating the Fourth of July at Columbia's Lakefront this year can complement classic Independence Day fare such as hot dogs and hamburgers with a low-calorie side of reduced-fat chips or a pack of vegetables – and wash it all down with a Diet Coke.
On Friday, vendors running booths at the county's flagship fireworks event will have to comply with new regulations on their food and drink offerings for the first time since Howard County Executive Ken Ulman passed an executive order to ban sugary drinks and restrict other junk food in county buildings and at county-sponsored events.
While Ulman and health advocates have touted the regulations — the first and only of their kind in the state — as an important step in the fight against obesity, some vendors have balked at what they consider unnecessarily restrictive rules.

Sorry, But It's Time To Remind You About The Possibility Of A Stock Market Crash
The stock market has had another good year so far.
Despite concerns about high prices (from people like me), stocks have meandered higher over the past 6 months. And they are now, once again, setting new all-time highs.
That's good for me, because I own stocks. But I'm not expecting this performance to continue.
In fact, the higher stocks move, the more concerned I get about a day (or days) of reckoning. Why? Because the higher stocks move, the farther their prices get farther away from the long-term average. This doesn't mean the market will crash anytime soon — or ever. But it does mean that, unless it's "different this time," stocks are likely to perform very poorly from this level over the next 7-10 years.
And it's not just price that concerns me.

Breaking News: Mandatory Evacuation Ordered For Hatteras Island
OUTER BANKS, N.C. (WAVY) — Many are keeping a close eye on Tropical Storm Arthur, especially folks in North Carolina along the Outer Banks. A mandatory evacuation has been ordered for Hatteras Island on Thursday.

Assateague Horse Recovering After Being Struck By Vehicle
ASSATEAGUE — A wild horse on Assateague apparently struck by a vehicle last Thursday evening appears to be on the mend, but with the arrival of the holiday weekend and the height of the summer season the incident illustrates the importance of giving the island’s most famous inhabitants plenty of space and observing the traffic laws.
Sometime last Thursday evening, Assateague wild horse N6EM, or Maggie, is believed to have been struck by a vehicle on the barrier island and suffered an injury to her right front leg along with other injuries characterized as “road rash.” There were no witnesses and the driver did not report the incident, but the evidence is fairly clear Maggie was struck by a vehicle and injured.
“We assume she got hit by a vehicle,” said Assateague Island National Seashore Science Communicator Kelly Taylor. “No one witnessed it, but it’s a safe assumption based on the evidence and the horse’s condition. She was limping badly and had road rash and black markings on her side because the road in that area was recently paved.”
Taylor said a visitor to the island reported the injured horse to park rangers, who then found Maggie and assessed her condition to make sure she was okay.

EXTREME HEAT AND THUNDERSTORMS
(Salisbury, MD) The National Weather Service is predicting continued high temperatures through tomorrow with the potential for high heat indices. Temperatures will be in the upper 90 degrees with the heat index reaching over 100 degrees. As temperatures and heat indices rise, so does the risk for heat related illness.
Infants, young children, young athletes, obese persons, those older than 65 years of age, and those persons with diabetes, high blood pressure, heart disease or a mental illness are at highest risk for heat related illness. Family, friends, and neighbors who are at high risk will need extra help and residents should consider how they can help someone they know get to an air-conditioned place, if needed. “Air-conditioning is the number one protective factor against heat-related illness and death” says Lori Brewster, Health Officer for the health department. “If your home is not air-conditioned, go to any public facility such as the mall or library to seek relief.”
Health Officials are offering some tips to help you and others stay healthy and safe during extreme weather:
· Seek air-conditioned environments such as malls, libraries and public places. Stay indoors.
· Schedule outdoor activities before 10:00 am and after 6:00 pm.
· Minimize direct exposure to the sun; if you must be outdoors, seek shade.
· Stay hydrated – regularly drink water or other nonalcoholic fluids.
· Eat light, cool, easy-to-digest foods such as fruit or salads.
· Check on others: co-workers, the elderly, and those living alone.
· Wear loose fitting, light-colored clothes.
· Bring pets indoors. If they must remain outside make sure they have shade and plenty of clean,fresh water.
· Be sure listen to local news or NOAA Weather Radio for emergency updates. Watch for signs of a storm, like darkening skies, lightning flashes or increasing wind.
· Bring in all loose items from outside. Objects that are too big to bring in must be securely anchored.
Conserve energy during a summer heat wave:
· Set air conditioning unit to "low" or your thermostat to 78 degrees or higher, especially when not at home.
· Keep your shades drawn during the day. At night, open your windows to let the cool air in.
· Limit the use of appliances that use a lot of energy.
· Turn off appliances when not in use.
· Run washing machine and dishwasher during off-peak hours. Save laundry and dishes for nights and weekends, when overall energy use is lower.
· Change or clean the air filters in your air conditioners once a month.
In the event of a power outage, follow these basic safety precautions.
· Follow food safety guidelines during a power outage. If the power is out for less than two hours, the food in your refrigerator and freezer will be safe to eat. But if the power is out for longer, you will want to pack your perishable, non-frozen foods in a cooler with ice. Frozen foods will be OK for about 48 hours. So keep showers to a minimum, avoid washing clothes, and flush the toilet as little as possible while the power is out.

This Friday, July 4th, the US 50 drawbridge will not open for marine traffic from 10 p.m. to 11 p.m. to accommodate the traffic that immediately follows the annual Ocean City fireworks show. Should inclement weather prevent the fireworks event from taking place as planned and it is postponed to the following evening, the drawbridge will not open from 10 p.m. until 11 p.m. on Saturday, July 5th.
The bridge will operate under its normal summer schedule during all other times. Plan ahead to reach travel destinations and events by using MD511 for travel time and “Reach the Beach” information. There's one little problem with debt: interest must be paid on debt. Let's focus for a second on the difference between cash income and borrowing money. Critics Who Claim Voter ID Laws Are Racist Won’t Like the Results of This Study
If there was a hidden agenda behind North Carolina’s voter ID law to suppress minority turnout – as the law’s opponents claim – it hasn’t worked, based on a study showing not only more voters overall, but an increase in black voter turnout especially, after the law’s implementation.
The findings came before a scheduled hearing next week where the U.S. Justice Department will ask a U.S. District Court for an injunction against the law going into the November midterms. The Obama administration has argued that such a law will make it more difficult for minorities to vote.
Comparing May 4, 2010 North Carolina primary election data with the May 14, 2014 primary data, the study found that voter turnout increased across the board, but particularly among black voters, where it increased by 29.5 percent, compared to an increase of white voter turnout of 13.7 percent. The findings were based on Census Bureau data and public names who signed the voter rolls.

Inflation is soaring, and the Federal Reserve is looking away.
It has printed trillions of dollars to save big banks from their financial crisis debauchery and to keep interest rates low to spur economic recovery, but those have not improved the lot of ordinary Americans.
Here are five things you should know:
1. Inflation Is Heating Up
The Fed target is 2 percent inflation, but since March the pace has quickened. In May, the Consumer Price Index, the data the government uses to adjust Social Security and other benefits, increased at an eye-popping 4.3 percent annual rate.
Troubles in Iraq are pushing up gas prices, and growth in China is creating huge demand for grain on global markets, increasing meat, dairy and other grocery prices.

July 4th Celebration Rescheduled, Fireworks on Saturday in Two Great Locations
It’s better to be safe than sorry and when the projected inclement weather threatened to impact Friday’s holiday fireworks celebration, Town of Ocean City officials agreed that rescheduling the event was the best bet! Both fireworks celebrations, one held at Northside Park and the other in the area of N. Division Street and the beach, have been rescheduled for Saturday, July 5.
“Due to the passing storm and the probable residual effects of the weather, including wind and rain, it would be logistically challenging to hold the fireworks shows on Friday,” commented Ocean City Mayor Rick Meehan. “We are expecting some wet weather on Thursday night and into Friday morning, which makes it nearly impossible to set-up the fireworks show on the beach in enough time for Friday night. Alternatively, the weather over the weekend looks beautiful so Saturday is the safest choice.”
Aside from the date change, operations for the holiday will remain mostly the same. The Town of Ocean City will still host celebrations in two great locations offering music and fireworks displays for free. At Northside Park, 125th Street and the bay, patriotic music will begin at 8 p.m. with the spectacular fireworks display lighting up the sky at 9:30 p.m. The U.S. Army Drum Downrange and Baylee Morrison will not perform.
On the south end of town, you can head to Ocean City’s famous Boardwalk with its bright lights, assortment of food, family fun and more fantastic fireworks. Performing the first show on the new Caroline Street Stage, Frankie & the Pack will take the stage at 8 p.m. with fireworks filling the sky beginning at 9:30 p.m.
The $50 flat-fee for all day parking in the Inlet Lot will now be applied on July 5. The fee, which is good for one-entry, will allow visitors to come as early as 5:30 a.m. and stay as late as midnight, without being charged an hourly parking rate. In addition, a late entry fee will be permitted based on availability at 3 p.m. for a fee of $30, also allowing one-entry only. Once the lot fills, visitors will be encouraged to use neighboring parking lots, including Worcester Street, Somerset Street, Dorchester Street, North Division Street, 4th Street and the West Ocean City Park & Ride. The normal “ticketed” parking operations will return at 12 a.m. on July 6.
Parking is extremely limited at both locations. It is recommended that visitors take the bus. Bus service is $3 ride all day. The West Ocean City Park & Ride on Route 50 is just west of the Route 50 Bridge and offers free parking and $3 ride-all-day shuttle service to downtown. Also, area boaters should note that on the evening of July 5, the span of the Route 50 Bridge will remain closed to marine traffic at the usually scheduled 10:25 p.m. and 10:55 p.m. opening times. The Route 50 Bridge will reopen for boaters at 11:25 p.m. on the evening of July 5.
“The expected weather left a lot of uncertainty and several logistical complications on Friday evening,” Meehan continued. “We know a lot of our guests are traveling a long distance to watch our holiday celebration and we would hate to have had to disappoint them. The weather for Saturday, on the other hand, looks beautiful.
With a beautiful setting and two great fireworks events, we hope our guests will come early and stay late to celebrate America’s birthday at the beach.”

Video: Cop Goes Ballistic On Wheelchair-Bound Man
The entire command staff of the police department in Lafayette, Indiana recommended Lt. Tom Davidson be fired for shoving a man in a wheelchair onto the street last year, but the department’s Civil Service Commission decided instead to issue a 30-day suspension and place the officer on supervisory probation for a year.
Police Chief Patrick Flannelly made that revelation Tuesday as he released a dashcam video of the Oct. 1 wheelchair incident, nine months after it happened.
In the video, Lt. Tom Davidson, who has been on the force since 1995, is engaged in a conversation with Nicholas Kincade, 25, who uses a motorized wheelchair.

Detectives Seek Public’s Help in Identifying Suspects Involved in an Attempted Robbery of an Elderly Man
Seaford, DE - The Delaware State Police are asking the public’s assistance in attempting to identify two subjects involved in the attempted robbery and assault of an elderly man.
The incident took place on Saturday June 14, 2014 at approximately 6:30 a.m. when a 78 year old male victim was approached outside of the Royal Farms, located at 8800 Concord Road, by a black female who asked him for help due to mechanical issues with her vehicle. As the male victim was walking to his vehicle to retrieve a paper towel in order to check the oil in the female’s vehicle, the female suspect began following him. When the victim turned around to face the female, he was sprayed in the eyes with pepper spray. The female suspect then attempted to take the victim’s wallet from his pants pocket, but the victim was able to cover his pocket with his hands and move away. The female, along with a black male who was accompanying her, then fled the area in their own vehicle in an unknown direction.
The female suspect was described as 5’04”-5’06” tall, 120-30 lbs., medium skin tone, dark colored hair, wearing multi-colored pajama bottoms and a dark colored t-shirt.
The male suspect was described as a black male with short dark hair, wearing a white tank top with green lettering across the front, tan shorts and tan sneakers. (No further physical description)

Seaford, DE - The Delaware State Police are asking the public’s assistance in attempting to identify a subject involved in the theft of a Clark's Pool truck.
The incident took place on Saturday June 7, 2014 at approximately 3:30 a.m. when an unknown subject entered the north parking lot of Clark's Pools located at 22855 Sussex Highway. The subject unhitched the tractor portion from the water tanker trailer and then drove the truck off the lot in an unknown direction. The truck is a 2002 Kenworth Tractor with Delaware registration CL112016 and has a Clark's Swimming Pools decal on the side doors
The suspect depicted in the surveillance photos was wearing jeans, a sweat shirt, white shoes, and dark colored gloves.

Delaware Now Allows Electronic Proof Of Auto Insurance
Insurance Commissioner Karen Weldin Stewart is alerting drivers in Delaware that Delaware law-enforcement officials now accept proof of auto insurance (insurance ID card) in physical or electronic format. House Bill 258 w/HA 1 states that law-enforcement will now accept electronic proof of insurance on “a cellular phone or any type of portable electronic device.”
While this bill will make it easier for drivers in Delaware to prove that they have the proper insurance coverage Stewart recommends that drivers continue to keep a current physical copy of their insurance ID card in their vehicle at all times.
Stewart noted, “I applaud the Delaware legislature and Gov. Jack Markell for passing and enacting this legislation that will now allow for electronic proof of auto insurance. Delaware is now the 37th state to allow this proof of insurance coverage. However, I suggest that all drivers still keep a physical copy of their current insurance ID card in their vehicle in case your cell phone [or other portable electronic device] has a dead battery or can’t get a signal when you need to show your proof of coverage. The author interviewed a former American spy. The spy is a very well read man. But he cannot think straight. He is a super Leftist. He talks about "the commons." He does not like private property. He sees all of capitalism as an attempt to take away from the commons and privatize wealth. But there never was a state-free commons. The commons was always a state agency. Throughout men's history, when there is common land, it is run by an agency that possesses political power. It possesses the power of coercion. Every time you see the word "commons," think "commissars." You don't have commons without commissars.
This man is singing the same old song that he sang in his youth. He says there's going to be a revolution. No, there isn't. He says that the open source technology will create the revolution. No, it won't.
The essence of revolution is centralized power. Engels knew this early, and reminded us of it for years. There is nothing more centralizing than a revolution. Every revolution in history has moved towards the centralization of power, including the American Revolution. This ex-spy, singing the songs of his youth, says that we are right at the edge of a revolution.

First, the inflation number came down the track faster than expected. Then GDP lumbered across the finish line, lower than expected. And finally, at the end of last week, the poor consumer practically broke a leg in the home stretch.
As you know, dear reader, the idea behind the Fed’s ZIRP and QE policies is to stimulate demand. More demand – meaning more consumers spending more money they don’t have on more things they don’t need – is supposed to be a good thing.
Fed economists have bet trillions of dollars on it. Not their money, of course. Each year, since 2008, they’ve put money on the consumer nag. And each year, he’s failed to win, place or even show up. Then the following year, they’ve doubled down… with the chant “the consumer is back.”

It would appear that the exuberance over today's better-than-expected car sales data should be tempered significantly. Confirming our warnings, as the Office of the Comptroller of the Currency (OCC) explains, across the industry, auto lenders are pursuing growth by lengthening terms, increasing advance rates, and originating loans to borrowers with lower credit scores. With average loan-to-value rates above 100%, they have an ominous warning: "risk in auto-lending is beginning to emerge." We are sure this will be dismissed (just as the BIS' warning has been), but with surging charge-offs and increased repackaging (CLOs), and banks holding a lot of this debt, this 'bubble-financing' has all the ingredients for subprime 2.0 contagion.

Maryland Appeals Court Restricts Who Can Be Listed On State’s Sex-Offender Registry
One-fourth of the names on Maryland’s sex-offender registry might be removed after the state’s top court on Monday expanded upon a ruling that adding offenders from before the list was created violated the state’s Constitution.
The Court of Appeals declared last year that the state could not require the registration of people who committed their crimes before October 1995, when the database was established. State officials removed the one name in question in that case but maintained that federal law required them to keep older cases in the database.
On Monday, the judges ruled in that case and another one that federal law doesn’t override the state’s Constitution.

Obama Will 'Start to Lose Democrats' with Power Grab
George Washington law professor Jonathan Turley, who self-identifies as a liberal and has supported President Barack Obama on numerous issues, argued that that the president’s attempts to expand the power of the executive branch will “cause serious problems,” and will “start to lose Democrats.”

SAN DIEGO (AP) — Homeland Security buses carrying migrant children and families were rerouted Tuesday to a facility in San Diego after American flag-waving protesters blocked the group from reaching a suburban processing center.
The standoff in Murrieta came after Mayor Alan Long urged residents to complain to elected officials about the plan to transfer the Central American migrants to California to ease overcrowding of facilities along the Texas-Mexico border.
Many protesters held U.S. flags, while others held signs reading "stop illegal immigration," and "illegals out!"
"We can't start taking care of others if we can't take care of our own," protester Nancy Greyson, 60, of Murrieta, told the Desert Sun newspaper.

There could be invisible construction on the National Mall in a few years. An underground parking lot would solve a lot of problems, proponents say, including giving tourists a place to park, use the restroom and get tour buses off the streets.

In the first scam, consumers receive unsolicited phone calls from individuals who claim to be a member of local law enforcement or federal agent. Now you might be concentrating on the cat but if you look in the background there's a beautiful deer that frequents the property on a daily basis. NOTHING spooks this deer.
Several times I would sit on the front porch and the deer will walk right past me, even when I'm holding a conversation on the phone.
Maryland's High Court Ruling could scrub quarter of sex offender registry
One-fourth of the names on Maryland's sex offender registry could be removed after the state's top court on Monday expanded on an earlier ruling that adding offenders from before the list was created violated the state constitution.
The Court of Appeals declared last year that the state could not require the registration of people who committed their crimes before October 1995, when the database was established. State officials removed the one name in question in that case but maintained that federal law required them to keep older cases in the database.
On Monday, the judges ruled in that case and another one that federal law doesn't override the state constitution.
"Where we have declared the retroactive application of Maryland's sex offender registry to be unconstitutional, the State must remove [the men's] information from the registry," Judge Clayton Greene Jr. wrote for the court.
Activists for sex offender rights, who say the registries are punitive and do little to protect future victims, hailed the ruling, but victims' advocates expressed disappointment. They see the registry as a useful tool to alert families to potential predators in their midst
As many as 1,800 of the state's 8,000 or so registered sex offenders could be affected by the decisions, and other cases are pending that could expand the number of people whose names are scrubbed.

Seaford Man Charged In Bomb Threat At Del Tech
A 40-year-old Seaford man faces charges after police say he called in a bomb threat June 24 at Delaware Technical Community College causing the evacuation of the campus.
The campus was evacuated at 2:51 p.m. after David C. Detwiler called the school to report a bomb, said Lt. Lawrence Grose of the Georgetown Police Department.
Bomb-sniffing dogs were used to check the campus, and they alerted several times on a trash can, although nothing was found, Grose said.

On June 27, 2014 at 1546 hours a Worcester County Sheriff’s Office Deputy stopped a vehicle at 63rd Street and Coastal Highway for an equipment violation. The Deputy identified the driver as Brenden Waller, 20, of Ocean Pines, Maryland. A K9 scan was conducted on the vehicle. The K-9 alerted to possible C.D.S. A search of the vehicle was conducted. The Deputy recovered suspected marijuana and drug paraphernalia, Percocet, and a replica handgun which was contained in the glove compartment of the vehicle and Mr. Waller was arrested and charged with Possession of a controlled dangerous substance. Mr. Waller was later taken to the District Court Commissioner and released pending trial.

Back in 1887, Thomas Edison and his crew in West Orange, New Jersey, invented one of the first ways to view a motion picture: a kinetoscope.
It was like a super early version of the film projector. A string of photographs would flash across a peephole, where folks could view a moving image.
As National Geographic notes, Edison was tipped to the idea from the British photographer Eadweard Muybridge. Muybridge made images like the below gif, which clued Edison to the fact that motion could be conveyed through a series of photos.

Almonds Reduce Heart Disease Risk, Study Shows
A new study shows that eating almonds can reduce the risk of heart disease by keeping blood vessels healthy.
Researchers found that the nuts significantly increase the amount of antioxidants in the bloodstream, reduce blood pressure, and improve blood flow. These findings support the theory that Mediterranean diets with lots of nuts have significant health benefits.
The study was conducted at Aston University in Birmingham, UK. Researchers tested the effects of a short-term almond-enriched diet on healthy young and middle-aged men as well as on a group of young men with cardiovascular risk factors including having high blood pressure or being overweight.
Almonds contain an abundance of beneficial substances such as vitamin E and healthy fats, fiber, and flavonoids. The researchers believe it is likely to be the combination of all these components working together to create the overall health benefits rather than just one particular nutrient in isolation.

Unless we can somehow put them all into perspective, these little drips and drabs of knowledge really aren't much more than trivia.

When you check in on big groups of people again and again for decades?
What do you learn about what makes a good life? About what makes us all happy? What makes us thrive? What leads to success? And what doesn't?

The Grant Study followed a group of 268 men for 75 years. The Terman Study started in 1921 with 1528 children and is still ongoing.
So when we look at these studies, what life lessons can we learn to make sure our own lives are more fulfilling, happy and successful?
