This Is How Empires Collapse

This is how empires collapse: one complicit participant at a time.

Before an empire collapses, it first erodes from within. The collapse may appear sudden, but the processes of internal rot hollowed out the resilience, resolve, purpose and vitality of the empire long before its final implosion.

What are these processes of internal rot? Here are a few of the most pervasive and destructive forces of internal corrosion:

1. Each institution within the system loses sight of its original purpose of serving the populace and becomes self-serving. This erosion of common purpose serving the common good is so gradual that participants forget there was a time when the focus wasn't on gaming the system to avoid work and accountability but serving the common good.

2. The corrupt Status Quo corrupts every individual who works within the system.Once an institution loses its original purpose and becomes self-serving, everyone within either seeks to maximize their own personal share of the swag and minimize their accountability, or they are forced out as a potentially dangerous uncorrupted insider.

The justification is always the same: everybody else is getting away with it, why shouldn't I? Empires decline one corruptible individual at a time.

OCPD CONTINUING TO MAKE COASTAL HIGHWAY SAFER THROUGH ENFORCEMENT

(April 24, 2014) – The Ocean City Police Department has recently expanded its use of speed measurement devices as part of the department’s mission to reduce traffic collisions. Many officers attended a training session on Thursday, April 17, 2014, where they earned certification in the use this new device, known as LIDAR, which uses lasers and reflected light to measure speed. Officer Joseph Laughlin was among one the officers certified and used his training almost immediately.

On April 20, 2014, at approximately 2 a.m. Ofc. Laughlin was on patrol in the area of 30thStreet and Coastal Highway when he observed a vehicle traveling at a high rate of speed. Using LIDAR technology, he determined that the vehicle was traveling faster than the posted speed limit. Ofc. Laughlin stopped the vehicle and smelled marijuana coming from inside. During a search of the vehicle, officers located marijuana and a stun gun. A passenger in the vehicle, later identified as Khiry Jamal Lane, 24, of Hyattsville, MD, was later arrested and charged with possession of less than 10 grams of marijuana and possession of an electronic weapon.

“The Ocean City Police Department is committed to improving the safety of our roadways,” commented Lieutenant Scott Harner, commander of the OCPD Traffic Safety Unit. “Speeding is a choice over which every driver has complete control.”

According to the National Highway Traffic Safety Administration, almost one-third of all traffic accidents are caused by drivers disregarding the speed limit.  The Maryland State Highway Administration has recently reduced the speed limit on Coastal Highway to 35 MPH from 62ndStreet to 36th Street. Citizens of Ocean City are reminded to follow the posted speed limit while traveling and stay alert for other drivers.

Over 40,000 voters are registered in both Virginia and Maryland, group finds

A crosscheck of voter rolls in Virginia and Maryland turned up 44,000 people registered in both states, a vote-integrity group reported Wednesday.

And that’s just the beginning.

“The Virginia Voters Alliance is investigating how to identify voters who are registered and vote in Virginia but live in the states that surround us,” Alliance President Reagan George told the State Board of Elections.

George acknowledged that the number of voters who actually cast multiple ballots is relatively small. In the case of Maryland and Virginia, he revealed that 164 people voted in both states during the 2012 election.

In Richest U.S. Community, 31 Percent Work for Government

Those who live in this nation's richest county and those who live in its poorest have an important thing in common: a disproportionate dependence on government.

In the United States as a whole, according to Census Bureau estimates for the five-year period from 2008 through 2012, 14.9 percent of the people who had civilian jobs worked for government. Another 78.7 worked for private employers and 6.3 percent worked for themselves in their own unincorporated businesses.

In America's richest county, this pattern did not hold. Nor did it in the poorest.

At the end of last year, the Census Bureau released two lists: The 30 counties with the highest median household incomes in 2012 and the 30 with the lowest.

Ala. Supreme Court: 'Unborn Child Has Inalienable Right to Life From its Earliest Stages'

In a case about a pregnant woman who used cocaine and endangered her unborn child, the Alabama Supreme Court affirmed (8-1) that the word “child” includes “an unborn child,” and that the law therefore “furthers the State’s interest in protecting the life of children from the earliest stages of their development.”

In his concurring opinion, Alabama Chief Justice Roy S. Moore wrote that “an unborn child has an inalienable right to life from its earliest stages of development,” and added, “I write separately to emphasize that the inalienable right to life is a gift of God that civil government must secure for all persons – born and unborn.”

Subminimum Wages For The Disabled: Godsend Or Exploitation?

The president recently signed an executive order raising the minimum hourly wage to $10.10 for workers employed by federal contractors — including those with disabilities.

That's a victory for disabled workers who can make just pennies per hour at so-called sheltered workplaces.

BSA Students Bring History Alive At Fort McHenry

BALTIMORE —Fort McHenry is getting set for its first special event this weekend that will commemorate the bicentennial of the writing of "The Star-Spangled Banner."

Students at the Baltimore School for the Arts are making history come alive. They've created a performance called "Citizen Stand: Battle for Baltimore 1814."

"Being able to bring the arts into the study of history really makes it come alive, not just for the students that are doing the project but for the audiences," said Kristin Schenning of the Maryland Historical Society.

WalMart received an estimated $7.8 billion dollars in tax breaks and subsidies in 2013

On April 15, taxpayers in Phoenix, Arizona delivered a special tax bill to Walmart Chairman, Rob Walton. According to the group Americans for Tax Fairness, the retail giant received an estimated $7.8 billion dollars in tax breaks and subsidies in 2013. Those benefits include lower tax rates on dividends issued to the Walton family and Walmart executives, loopholes and special tax breaks from the government, and social services that employees use to subsidize Walmart's poverty wages. To put that number in perspective, $7.8 billion dollars is enough money to hire more than 100,000 new public school teachers. And, that massive number doesn't even include additional benefits Walmart receives from low tariffs on Chinese products, or the revenue they take in from being the largest recipient of food stamp dollars. Anthony Goytia, one of the Walmart workers who helped deliver the massive tax bill, said, "When the richest family in America isn't paying their fair share, it's no wonder that our children's schools, our roads, and basic public programs are getting cut left and right." And he's exactly right. Our government may let the retail giant get away with avoiding taxes, but our fellow citizens are exposing Walmart's reliance on corporate welfare.

Fire In Berlin Today

Berlin, Ocean City, Ocean Pines and Showell fire companies battled a commercial building fire at approx 12:15 pm. today at the Sicily Italian restaurant at 104 N.Main St. downtown Berlin. 

Units went on the scene with heavy smoke showing, fire was discovered in the restaurant with extension to apartments on the second floor. Units operated for approx. 2 hrs. no injuries reported. 

Smoke damage to all adjacent stores.

Over 40,000 People Are Registered to Vote in Both Virginia and Maryland

As midterm elections quickly approach, many are starting to think about voting and potential fraud at the polls. And once again, we find that there is cause to be worried about voter fraud here in the U.S. It appears in a new report that 44,000 people are registered to vote in both Virginia and Maryland.

A vote-integrity group crosschecked the voter rolls in the two states and found far too many people registered in both states. The group, known as The Virginia Voters Alliance, is going to expand their research into surrounding states like Pennsylvania, the District of Columbia, New York, New Jersey, Delaware, North Carolina, Tennessee, West Virginia and Georgia.

The group found that the number of voters who actually cast ballots in both states was only 164 in 2012, but that is still far too many. And the problem of potentially having thousands of people casting multiple ballots is the real issue.

Report: IRS employees disciplined for misconduct still received bonuses

Internal Revenue Service employees disciplined for misusing agency travel cards, failing to pay federal taxes and fraud still received performance bonuses totaling millions of dollars, according to an agency watchdog.

In a recent audit made public Tuesday, the Treasury Inspector General for Tax Administration reported that between Oct. 1, 2010 and Dec. 31 2012, more than 2,800 employees disciplined within the past year for misconduct collected a total of $2.8 million in monetary awards. That included more than $1 million in cash awards for 1,100 IRS employees who had failed to pay federal taxes.

Ocean City Decides Against Hiring Firm To Endorse Flood Insurance Appeals; Major Changes Ahead For Coastal Property Owners

OCEAN CITY – The City Council decided this week against contracting with an engineering consultant firm to represent the city when, or if, property owners appeal to the federal government over proposed changes to flood insurance rates.

The decision means Ocean City will remain the middle man between property owners and the Federal Emergency Management Agency (FEMA) when it comes to individuals appealing proposed changes to the Flood Insurance Rate Map (FIRM).

The Town of Ocean City received a letter in February from Flood Insurance and Mitigation Administration Chief of Engineering Managment Branch Luis Rodriguez explaining the 90-day appeal process for the proposed changes in the FIRM and Flood Insurance Study (FIS).

Students Seek Loan Forgiveness

Enrollment in federal student loan debt forgiveness programs skyrocketed nearly 40% in the last six months, the U.S. Education Department told The Wall Street Journal, as education costs rise.

The programs—particularly the one revamped by President Barack Obama in 2011, Pay As You Go—forgive federal student loans after borrowers have paid a certain percentage of their income for a certain number of years. They aim to make sure people aren’t prohibited from working in public sector jobs by hefty debt loads or paying loans into retirement, but they could reportedly cost the federal government as much as $14 billion a year.

Despite a sluggish job market, the cost of education has risen to seemingly astronomical rates in recent years, up 6% in 2014 alone. According to the College Board, a “moderate” budget for college topped $44,000 for private institutions and $22,000 for a public university.

At least 1.3 million Americans are enrolled in the program, with $72 billion in debt, leaving government officials scrambling to find ways to reign in the costs of this program.

The Delmar Police Department has recently fielded complaints involving its citizens receiving telephone calls from individuals identifying themselves as employees of the Internal Revenue Service (IRS). The aledged IRS employee is advising the citizen that they owe the IRS money (an amount usually in excess of $1000), the IRS has issued a warrant for their arrest and that the Delmar Police Department is holding the warrant. The IRS employee continues to tell the citizen that if they make payment (usually with some type of gift card) that the warrant will be withdrawn.

Please contact the Delmar Police Department or appropriate agency, and do not make any payments, if you receive any telephones calls similar in nature to what is described above.

The American Middle Class Is No Longer the World’s Richest

The American middle class, long the most affluent in the world, has lost that distinction.

While the wealthiest Americans are outpacing many of their global peers, a New York Times analysis shows that across the lower- and middle-income tiers, citizens of other advanced countries have received considerably larger raises over the last three decades.

After-tax middle-class incomes in Canada — substantially behind in 2000 — now appear to be higher than in the United States. The poor in much of Europe earn more than poor Americans.

Rehoboth – Two are in custody after being apprehended shortly after committing a purse snatching Monday evening.

The incident occurred at the Seaside Outlets at 5:35 p.m. A 77-year-old Millsboro woman was entering a store when a female, later identified as Jamie Queen, 36, of Millsboro, grabbed the woman's purse and ran to a waiting vehicle. The vehicle, a silver Chevrolet Cavalier, fled the scene while being followed by a witness.

After the witness lost sight of the vehicle, a Trooper located it on John J. Williams Highway. The Trooper attempted to stop the vehicle, but it continued for a mile before finally pulling over. Queen and the driver, Roger Spence, 34, of Baltimore, were taken into custody.

A search of the vehicle resulted in the recovery of the victim's purse, items taken from a purse stolen on April 19, and drug paraphernalia. Troopers also determined the license plate on the Cavalier had been stolen.

Queen and Spence were transported to Troop 7, charged with robbery and related offenses, and commented to the custody of the Department of Corrections.

Baltimore Ravens Release 2014 Schedule

For the third time in the last four regular seasons, the Baltimore Ravens will open at M&T Bank Stadium against an AFC North rival. Defending division champion Cincinnati will come to Baltimore Sept. 7 to start the 2014 campaign. Four days later, Sept. 11, the Ravens will stay at home and host Pittsburgh in a Thursday night special. This is the first game of the new CBS-TV/Thursday night package with the NFL.

(The Ravens opened the 2011 season at M&T Bank Stadium with a 35-7 victory over the Steelers and followed that with a 44-13 decision over the visiting Bengals in the 2012 debut. Last season, the Ravens, as the defending Super Bowl champions, were stopped, 49-27, at Denver in the first game.)

Baltimore has opened the season with consecutive home games only twice in its history: 1997 and 2008. The Ravens own a combined 3-1 record in those contests.

Ga. Governor to Sign Bill Expanding Gun Rights

Georgia Gov. Nathan Deal is expected to sign legislation Wednesday expanding gun rights in the state.

The bill, described by the National Rifle Association’s lobbying arm as "the most comprehensive pro-gun reform legislation introduced in recent state history," expands the scope of public places where licensed owners are allowed to carry firearms.

The bill makes several changes to state law. It allows those with a license to carry to bring a gun into a bar without restriction and into some government buildings that don't have certain security measures. It also allows religious leaders to decide whether it's OK for a person with a carry license to bring a gun into their place of worship.

New Apple Patent Seeks To Prevent Drivers From Texting While Behind The Wheel

Apple’s already got a patent in the works for technology to keep distracted pedestrians from hurting themselves while texting and walking, and now the company’s got its eyes on the road. Because you should too, instead of texting and driving.

Apple’s CarPlay technology already allows iPhone users to make phone calls, navigate, listen to music and whatnot with just a tap or voice command, but drivers might still be tempted to text while driving.

To nip that practice in the bud, Apple’s new patent for a lock-out mechanism would disable smartphone functions like texting while you’re driving, reports PCMag.

James Clapper Begins Propaganda Tour After Students Identify Edward Snowden As "Personal Hero"

Kevin Gosztola over at Firedoglake does some excellent work, and his latest story about the recent activities of perjuring Director of National Intelligence for the U.S., James Clapper, is no exception. To provide a little context, the Washington Post recently reported that:

Freitag skimmed the extracurriculars, read the first essay, rated it good. GW also asks students to list a role model and two words to describe themselves. As for herself, Freitag said, she would list “Martha Stewart/Tina Fey” and “sassy/classy.”This year, she’s seeing a lot of Edward Snowden citations.

Freitag is an admissions officer at George Washington University, and apparently this trend of college students accurately identifying Edward Snowden as a hero has given James Clapper a panic attack. So much so, that he is taking time away from protecting us from “terrorists” (a term that now apparently includes folks at the Bundy Ranch according to Harry Reid) to embark upon a propaganda speaking tour of U.S. college campuses to demonstrate to those silly young kids that Snowden is no hero, but actually a traitorous villain.

This whole thing is eerily similar to Banana Ben Bernanke’s college propaganda tour back in 2012, which demonstrates that the status quo simply has one playbook that it sticks to aggressively. The only question I have is how long before Clapper realizes he can earn $250,000 a speech once he leaves his current role, as Benny Bernanke is currently raking in.

The City of Salisbury would like to take this opportunity to remind property owners that according to Chapter 8.08 of the Salisbury Municipal Code grass/weed & noxious growth shall not be in excess of 8 inches. Democrat Candidates Belittle Opponents' Military Records

A series of instances in which Democratic candidates have belittled their opponents' military service is prompting a push-back from veterans groups and Republicans who note that the attacks are coming from career politicians who never served in the armed forces.

In the most high-profile instance, embattled Arkansas Sen. Mark Pryor (D) said his GOP opponent, Rep. Tom Cotton, has a “sense of entitlement that he gives off is that almost as like ‘I served my country, therefore elect me to the Senate. That’s not how it works in Arkansas.”

Cotton is now running ads hitting back that feature his former drill sergeant putting him through the paces while delivering a humorous rebuttal.

“Drill Sergeant Norton taught me how to be a soldier,” Cotton says in the ad. “Accountability, humility, and putting the unit before yourself. That training stuck.”

“It better have!” Sergeant Norton replies.

A 2014 Race to the Top report that studied Maryland’s progress in implementing Common Core shows that Maryland fell short significantly.

Specifically, the report focused on two major categories – technology delays and deficient school implementation data.

The report stated Maryland experienced numerous, ongoing delays in technology projects, including data sharing programs for educators, infrastructure upgrades, IT specialty staff hiring and multi-media staff training.

Free To Be, You and Me?

I am puzzled as to why racism is thought to be a terrible thing, rather than entirely natural and often reasonable, and why people allow themselves to be brow-beaten about it. Maybe we should stop. Domestic tranquility would follow in torrents.

As nearly as I can tell, a racist is one who approves of rigorous education, good English, civilized manners, minimal criminality, and responsible parenthood, among other things. I am, then, a racist. I see no reason to grovel about it.

I decided long ago that if, while I was doing a radio interview, a caller-in told me, “You a racist!” I would hesitate as if puzzled, and say “…So what?” This would add immeasurably to the planetary supply of stunned silence. The expectation is that anyone so charged will fall on his knees and beg for mercy. It would be a lesser offense to be caught sexually molesting autistic three-year-old girls while attending a Nazi torch-rally.

Why Government Grows, and How to Reverse It

Regardless of where someone may view himself along the political spectrum (conservative, libertarian, or modern liberal), there are always a variety of government programs and activities that they either think are not worth the money or should not be the business of government in the first place. Yet, it seems almost impossible to rein in government. It keeps growing in size and scope in one direction after another. Why? And is there any way to reverse it? 

Increasing Government Spending and Taxing 

The federal government keeps getting bigger and more intrusive and more costly. In the 2013 fiscal year that ended on September 30, 2013, Washington spent a bit more than $3.4 trillion. This compares (in inflation-adjusted 2013 dollars) with 2.1 trillion in 1993. In other words federal spending has increased by 62 percent over the last twenty years. The same dramatic growth has occurred on the revenue side. The federal government took in about $2.8 trillion in taxes in fiscal 2013, compared to $1.7 trillion in 1993 (in 2013 inflation-adjusted dollars), for a 65 percent increase in government revenues compared to two decades ago.

POLL: INDEPENDENT VOTERS BACK ANTI-OBAMACARE CANDIDATES BY 25 POINTS

A devastating new poll finds that Independent voters overwhelmingly back candidates who oppose Obamacare by a 25% margin (54% to 29%).

The Fox News poll, released on Monday, also found that the general electorate backs anti-Obamacare candidates by 14% (53% to 39%).

Nearly one in five voters (19%) said a congressional candidate's position on Obamacare will be the "single most important factor" driving their voting decision.

Grand Finale For Chicken Festival

CENTREVILLE — The Delmarva Chicken Festival reaches its 65th birthday this year, and in honor of the milestone, Delmarva Poultry Industry Inc. the sponsor of the festival, has decided it’s time to retire what was once its signature event.

First organized as a one-shot promotion for a national competition to develop better meat chickens, the event has continued as a means of promoting the region’s chicken industry. But the DPI announced Friday, April 18 that it will discontinue its sponsorship of the festival.

In a statement announcing the change, DPI President Keith Moore said, “DPI is refocusing its mission and feels that in today’s world there may be more effective ways to promote the chicken industry and educate the general public about Delmarva’s number one agricultural enterprise. This was a very difficult decision made with much consideration by the DPI Board of Directors.”

The Bundy Paradigm: Will You Be a Rebel, Revolutionary or a Slave?

Those tempted to write off the standoff at the Bundy Ranch as little more than a show of force by militia-minded citizens would do well to reconsider their easy dismissal of this brewing rebellion. This goes far beyond concerns about grazing rights or the tension between the state and the federal government.

Few conflicts are ever black and white, and the Bundy situation, with its abundance of gray areas, is no exception. Yet the question is not whether Cliven Bundy and his supporters are domestic terrorists, as Harry Reid claims, or patriots, or something in between. Nor is it a question of whether the Nevada rancher is illegally grazing his cattle on federal land or whether that land should rightfully belong to the government. Nor is it even a question of who’s winning the showdown— the government with its arsenal of SWAT teams, firepower and assault vehicles, or Bundy’s militia supporters with their assortment of weapons—because if such altercations end in bloodshed, everyone loses.

What we’re really faced with, and what we’ll see more of before long, is a growing dissatisfaction with the government and its heavy-handed tactics by people who are tired of being used and abused and are ready to say “enough is enough.” And it won’t matter what the issue is—whether it’s a rancher standing his ground over grazing rights, a minister jailed for holding a Bible study in his own home, or a community outraged over police shootings of unarmed citizens—these are the building blocks of a political powder keg. Festival Announces New Events & Return of Fan Favorites

Salisbury, MD
– Follow your nose to the Pork in the Park BBQ Festival, sponsored by Gateway Subaru. Celebrating its 11th anniversary, this Eastern Shore staple will be served up May 9-11 in Salisbury, MD’s WinterPlace Park. The festival offers three days of family-friendly entertainment including live music, rides and games, unique craft vendors, delicious food and cold beverages. Admission is $7 daily for adults, and children under 12 are admitted free.

Pork in the Park continues to ramp up the action, bringing festival-goers a mix of new events and the return of fan favorites. To kick things off on Friday, the new You Be the Judge Experience* offers the public a chance to help decide the Kansas City Barbeque Society (KCBS) wings and sweets competition. Warner Music Nashville recording artist Charlie Worsham will headline the Rommel’s Harley-Davidson stage at 8:30 p.m. Known for his hit song “Want Me Too” and “Could It Be,” Worsham has shared stages across the country with Taylor Swift, Miranda Lambert and Brad Paisley.

Saturday morning begins with a splash of color as Run or Dye, the world’s most colorful 5K, gets underway at Arthur W. Perdue Stadium. The excitement continues back at the fairgrounds when the festival opens at 10 a.m. True barbeque fans can take advantage of the new VIP Experience* and enjoy access to the VIP tent adjacent to the stage, access to premiere restroom facilities, KCBS barbeque samples, beer samples, a whole hog cooking demonstration and samples and a gift bag. Southern rocker Jimmie Van Zant will headline the Rommel’s Harley-Davidson stage on Saturday night at 8 p.m. Influenced by the music of his cousins Ronnie, Donnie and Johnny Van Zant and their bands Lynyrd Skynyrd and .38 Special, Jimmie Van Zant makes his mark with a soulful sound all his own.

On Sunday, in celebration of Mother’s Day, moms will receive $3 admission. The Eastern Shore Wing War sponsored by Mountaire Farms will return, pitting area restaurants, amateur eaters and professional eaters against one another in this trifecta challenge. Twelve area restaurants go head to head for the title of Best Wing in the People’s Choice Wing Competition. The Wing War culminates with a Major League Eating sanctioned Wing Eating Competition. World Champion Joey Chestnut will return to defend his title against other professional eaters including top-ranked female eaters Miki Sudo and Sonya “The Black Widow” Thomas. Sunday also marks the return of the annual Backyard BBQ Amateur Competition and Cornhole Tournament as well as the launch of a new Kids Q Competition.

Worcester County Sheriff’s Office Press Release 4-24-14

On April 22, 2014 at 0815 hours a Worcester County Sheriff's Office Deputy. The Deputy observed a vehicle traveling at 78 miles per hour in the posted 55 mile per hour zone on Rt. 113 in the area of Jarvis Rd.The vehicle was stopped and the driver was identified as Brian Gardner 27 years old of Millsboro Delaware. A front seat passenger was identified as Jabriel K Walters 23 years old also from Millsboro Delaware.

Mr. Walters attempted to conceal Marijuana in his mouth. It was also learned that Mr. Walters was wanted on an outstanding Bench Warrant for failure to appear in court. Mr. Walters was placed under arrest for the Bench Warrant and he was charged with possession of Marijuana Less than 10 grams and he received a Criminal Citation.
Mr. Walters was seen by the District Court Commissioner on the Warrant and released on his Personal Recognizance.

The operator of the vehicle Mr. Gardner received two warnings for other traffic violations, and a Maryland citation for his speed.

On April 21, 2014 at approximately 1704 hours Worcester County Sheriff's Office Deputies received a Look Out for a possible intoxicated driver in the area of Worcester Hwy and Central Site Ln.

A Deputy, with assistance from a Snow Hill Police Department Officer, located the suspect vehicle, a light blue Ford Van, traveling through downtown Snow Hill. After observing the vehicle a traffic stop was conducted. Upon contact with the driver, identified as Richard Wayne Kidwell of Snow Hill, the Deputy noted a moderate odor of an alcoholic beverage coming from his person. Mr. Kidwell appeared to have been drinking.

Mr. Kidwell was asked to perform Field Sobriety Tests, which he performed poorly. Kidwell was placed under arrest and charged with Driving Under the Influence. He was released pending trial.

On April 22, 2014 at approximately 2205 hours a Worcester County Sheriff’s Office Deputy observed a white BMW driving northbound on Route 113 in the area of Brick Kiln Road with the passenger side tail light out. 

The Deputy initiated a traffic stop and made contact with the driver, identified as Justin Alex Byron, age 30, of Boston Massachusetts. While speaking to Byron the Deputy detected the odor of Marijuana coming from the passenger compartment of the vehicle. A search was conducted and a bag of suspected Marijuana was found in the driver’s side door. Mr. Byron was placed under arrest for possession of a Controlled Dangerous Substance.

Mr. Byron was released on a criminal citation pending a trial in Maryland District Court.

On Monday April 21, 2014 at approximately 0035 hours a Worcester County Sheriff’s Office Deputy observed a black GMC Envoy traveling southbound on Route 589 in the area of Gum Point Road.

The Deputy observed the vehicle cross over the double yellow centerline and also observed both tag lights on the license plate were inoperative. The Deputy initiated a traffic stop as the vehicle made a left turn into Ocean Down’s Casino.

The Deputy made contact with the driver identified as Mark Joseph Williamson, 30, of Dagsboro, DE. The Deputy detected a strong odor of an alcoholic beverage coming from Williamson’s person, slurred speech, and observed Williamson struggle to find the registration card for the vehicle.

Mr. Williamson did poorly on field tests and was placed under arrest for Driving Under the Influence of Alcohol. Mr. Williamson was released pending trial in Maryland District Court.

GOVERNOR O’MALLEY ANNOUNCES ALL COUNTIES AND BALTIMORE CITY HAVE APPLIED FOR STATE FUNDS TO REPAIR ROADS DAMAGED BY WINTER WEATHER

$10 Million Special Fund Established to Help Maryland’s 23 Counties and Baltimore City
Fix Potholes and Repair Roadways

Annapolis, Md. (April 23, 2014) – Working to help local governments fix potholes and repair roadways damaged by this year’s brutal winter weather, Governor Martin O’Malley today announced that all 23 Maryland counties and Baltimore City have applied for $10 million in State funds by today’s deadline. The funding, approved by Governor O’Malley and members of the General Assembly during the recent legislative session, is from Maryland’s Transportation Trust Fund.

“It was a long, harsh winter for all of us, but in true Maryland spirit, State and local officials pulled together to ensure our roadways were safe and passable,” said Governor O’Malley. “Unfortunately, our work is not done as crews continue to fill potholes and repair roadways damaged by the extreme weather conditions. I’m proud that my colleagues in the General Assembly worked closely with us to secure this funding to help local jurisdictions repair their roadways and continue efforts to enhance traffic safety for Maryland motorists.”

To be eligible to participate in the one-time transportation grant program, all County Governments and Baltimore City were required to apply for the funding by April 23 and to agree to use their grant solely for repairs to local roads damaged by the recent winter weather. With all jurisdictions having applied, the funding from the Transportation Trust Fund now will be split among the 24 jurisdictions based on the number of roadway miles maintained by each local government. The State funds will be distributed over the next
few weeks.

NAACP head praises Rand Paul

Over at NPR, Liz Holloran's latest piece on Sen. Rand Paul's efforts to loosen the Democratic Party's lock on black votes included some positive feedback from a prominent African-American leader:

"He's a different voice in the arena that we don't traditionally hear," says Lorraine Miller, acting head of the NAACP, who expects to invite Paul to speak at the organization's July national conference in Las Vegas.

"He's an engaging guy — that's why we want to talk to him," Miller says. Miller is not the only black leader who has been intrigued by Paul, whose father, former Texas Rep. Ron Paul, had three unsuccessful presidential runs and amassed a fervent Libertarian following.

Miller's predecessor, Benjamin Jealous, has previously hailed Paul's position on reforming drug and sentencing laws, which disproportionately affect African-American individuals and families...

This hardly constitutes an endorsement, of course. But you've got to start somewhere. Give Miller credit for welcoming diverse viewpoints, and give Paul credit for engaging a community of voters that — let's be honest — too many Republicans have simply written off.

Rehoboth Beach Set To Install Signs On Smoking Ban

REHOBOTH BEACH, Del. — Officials in Rehoboth Beach are set to install signs to enforce the smoking ban set to go into effect in many areas.

Board of Commissioners member Stan Mills says about 170 signs are being made or updated for the new ordinance, which will take effect on May 15.

The Maryland Flag To Be Flown At Half-Staff Today.

They may or may not be carrying guns in Facebook pictures, and in the later ones they may or may not be the women staring at the camera through slits in the full-face veil called a niqab. But there’s no doubt at all that the teenagers Sabina Selimovic, 15, and Samra Kesinovic, 16, from Vienna are now the poster girls for holy war against the Assad regime in Damascus. Some headlines are calling them “pin-ups.”

The sexual politics of jihadist movements can be so twisted, Western headlines so salacious, and Photoshop so deceptive that the whole thing needs to be viewed with a heavy degree of skepticism. And that’s even if the young women in question were sincere about their cause and not out to deceive their parents for other reasons. There are also suspicions they were “groomed” on the Internet to be kidnapped and trafficked.
