A Kansas sperm donor caught in the middle of a child support case says he wanted to help a lesbian couple when he made the donation nearly five years ago.

Instead, he may end up paying for his action.

A judge ruled that William Marotta must pay child support, even though he says he signed documents waiving his parental rights.

Mike Huckabee: Democrats Tell Women 'They Cannot Control Their Libido' Without The Government

Former Arkansas Gov. Mike Huckabee on Thursday urged Republicans attending the party's winter meeting to play offense against Democrats in two key areas Democrats traditionally see as winning issues for their party: poverty and women's reproductive rights.

“The president wants to talk about income inequality. I think we should have the debate. I’ve heard other Republicans say, 'Don’t go there.' No, let’s do go there,” Huckabee told Republican National Committee members gathered for the three-day forum at the Renaissance Hotel in Washington, D.C. “We should be the party that unapologetically says that there are way too many people who are struggling and who are poor.”

On outreach to female voters, Huckabee called on the Republican activists to push back on the Democratic narrative that Republican policies amount to a “war on women,” a talking point that Democrats found to be immensely successful in the last election.

Conservative Turned Down By Photographer But Says It’s Ok

Alan Sears doesn’t know what it’s like to be refused service for being gay, but he does know what it’s like to be refused service for being a conservative.

Six months ago, a Southern California photographer turned him down flat when he asked her to take a Christmas card photo of his family, explaining in an email, “I oppose the goals and objectives of your organization and have no interest in working on its behalf.”

That was fine with Mr. Sears, CEO and general counsel of the conservative Alliance Defending Freedom, who is leading the legal battle on behalf of photographers, florists, cake decorators and others sued for refusing to create products for same-sex weddings.

Economist Phelps: US Is 'Out Of Ammunition' To Fight Stagnation

While some experts see signs that the economy is improving, Nobel laureate economist Edmund Phelps of Columbia University isn't quite so optimistic.

"It's surprising when people suddenly are talking about stagnation when we've been in stagnation since 1972," he tells CNBC.

"Governments have thrown all sorts of ammunition at it including concocting the housing boom. We are kind of out of that ammunition, and we have to dig deeper if we are going to get out of this rut," Phelps notes.

A conservative scholar and author known recently for his critical works on President Barack Obama has been indicted in New York on charges he violated campaign finance laws.

Federal prosecutors announced the charges Thursday against Dinesh D’Souza, who made the anti-Obama documentary “2016: Obama’s America.” They say he’ll be arraigned Friday on charges he directed $20,000 in illegal contributions to be made in the New York Senate race in 2012. The funds allegedly headed to the Wendy Long campaign, who unsuccessfully ran for Hillary Clinton’s U.S. Senate seat.

D’Souza found out he was being investigated by the feds in the mid-2013, months after his anti-Obama documentary earned roughly $33 million at the box office, according to the Hollywood Reporter. The film went on to become the second most popular political documentary in U.S. history.

Ex-EPA Official Told Lawmakers Of Project To 'Modify The DNA' Of Capitalism

A former high-ranking EPA official who recently was sentenced to prison for fraud told lawmakers last month that, before he left the agency, he was working on a "project" examining ways to "modify the DNA of the capitalist system."

The startlingly blunt comment was included in newly released transcripts of John Beale's deposition before the House Oversight and Government Reform Committee. One group that is frequently critical of the Obama administration's energy policy, the Institute for Energy Research, said the claim is a "smoking gun" that reveals the administration's true intentions.

Experts: Feds Don't Have Strong Case Against McDonnell

Legal experts are predicting that prosecutors could have a hard time proving that former Virginia Gov. Bob McDonnell and his wife have committed any crime.

They tell The Washington Post the government may not be able to show beyond a reasonable doubt that the McDonnells agreed to help Richmond businessman Jonnie Williams, in exchange for $165,000 in cash and gifts.

"The whole case is going to boil down to proving the quid pro quo," Randall Eliason, a George Washington University law professor and expert on public corruption, told the newspaper.

"They can't just show that he got these gifts, but most prove that he received them in exchange for official acts. The defense is going to say, 'Hey, this is what a Virginia governor is supposed to do — promote Virginia businesses," he explained.

Finally at 9pm EST, the Supreme Court denied his appeals, 6-3, and the execution was on. At 9:32 Tamayo was finally put down.

GOP SEN. BRINKLEY CHALLENGES O’MALLEY’S STATE OF THE STATE ADDRESS

COLLEGE PARK – Sen. David Brinkley, R-Frederick, delivered a blunt, 9-minute speech Thursday that was fueled with contradictions of Democratic Gov. Martin O’Malley’s final State of the State address.

In 5 Years, 100 D.C. Officers Arrested

Police officials in the nation's capital have been facing recent questions about headline-making arrests -- not of hardened street criminals but of their own officers.

In a single month, one District of Columbia police officer was accused of taking semi-nude pictures of a 15-year-old runaway and another was charged with running a prostitution operation involving teenage girls. A third was indicted on an attempted murder charge, accused of striking his wife in the head with a light fixture.

Police say the arrests aren't representative of the entire department, which includes about 4,500 officers and civilian employees. Still, more than 100 officers in the last five years have been arrested on charges ranging from traffic offenses to murder to money laundering, and the latest instances have increased concerns about training, supervision and accountability. The D.C. Council has set a hearing to discuss the problem and Police Chief Cathy Lanier has met with residents to assuage fears of a misbehaving department.

Krauthammer On Healthcare.gov: 'All Hell's Going To Break Loose'

Charles Krauthammer predicted Wednesday on "Special Report with Bret Baier" that "all hell's going to break loose" if the administration can't fix the problems with the Healthcare.gov website by mid-March.

"Right now the insurers are guessing at the subsidy, so all of this is on the honor system and it can be wildly off," Krauthammer, a syndicated columnist and Fox News contributor said. "If they undershoot, the insurers are going to go bust. If they overshoot, the government is going to be stuck with a huge bill."

Krauthammer said it is clear "no one knows what's going on" as communication between the administration and insurance companies suffers due to the faulty ObamaCare sign-up website.

PERMANENT DRUG DROP-BOX YIELDS 243 POUNDS OF UNUSED MEDICATIONS IN 2013

The Ocean City Public Safety Building lobby has housed a permanent 24-hour drug drop-box since May of 2012. In 2013, 243 pounds of unused and unwanted medications, including controlled pain medications, depressants and stimulants, were turned in to the drop box. These turned-in medications have a street value of nearly $25,000.

Another permanent drug take back drop box is located at the Ocean Pines Police Department. Combined, the two drop boxes yielded a total of 657 pounds of medication containing 12,598 controlled pills having a street value of $70,592.

“The drop box was donated to the Ocean City Police Department in May 2012 by the Ocean City Elks Lodge and has served as a safe place for citizens to bring their unused and unwanted medications ensuring that the medications never end up on the streets of Ocean City,” said OCPD Chief Ross Buzzuro. “We strongly encourage citizens to take their unwanted medications to the drop box and not flush their medication or throw them away. Disposing of medication properly prevents the medication from entering our waterways and landfills.”

The Maryland Executive Board members of the National Association of Drug Diversion Investigators (NADDI) have hailed this effort as a success in keeping unwanted and unused prescription drugs out of the hands of those who shouldn’t have them as well as out of Maryland coastal bays and waterways.

CNN Lays Off More Than 40 Journalists

CNN and HLN laid off more than 40 journalists at the end of 2013, according to a new report from the Financial Times.

More than half of the layoffs came from HLN in November, as our colleagues at Capital New York reported at the time. According to FT, many of the staff in other bureaus who were laid off were close to retirement.

A CNN spokesperson told FT it would add about 100 people to the staff this year, and that the network was investing in journalism.

Speed Camera Complaints Arise in Montgomery, Prince George's, Baltimore City

An Audit of Baltimore City's speed camera program found that error rates were 40% higher than what the city previously acknowledged, according to an article by the Baltimore Sun, and that far more erroneous citations may have been issued than what the city refunded.

The city initially withheld the report from the Baltimore Sun, resisting calls from some city council members to disclose the findings to the public. 

The city issued roughly 700,000 speed camera tickets at $40 each in fiscal year 2012. If 10 percent were wrong, 70,000 would have wrongly been charged $2.8 million.
City Council members reacted with dismay and anger when told Wednesday of the audit's results, asking why the Rawlings-Blake administration didn't reveal the high error rate months ago and take steps to fully refund fines paid by motorists.

Court of Special Appeals Rules for Salisbury for 2M Additional Funds Recovered in Waste Water Treatment Plant Litigation

The Maryland Court of Special Appeals (On January 23, 2014) has affirmed the $1,968,417.43 jury verdict in favor of the City of Salisbury in the Wicomico County Circuit Court against Construction Dynamics Group, Inc. The case was the last in a long line revolving around the Salisbury Wastewater Treatment Plant. The total amount collected by the city was just under 13 million dollars. CDG has 30 days to request that Maryland’s highest court, the Court of Appeals, hear another appeal of this case. If CDG does file such a request within 30 days from the date of this decision, then the Court of Appeals will decide whether to hear the appeal or not.

If CDG takes no further action, then the case is concluded after 30 days, and the City of Salisbury may proceed to budget the money for appropriate purposes.

The WWTP Enhanced Nutrient Removal (ENR) Upgrade design is in progress. The WWTP will be upgraded to meet the State’s effluent requirements by December 31, 2017.

Moody's Slashes Outlook On Insurers, Cites Obamacare 'Uncertainty'

Credit ratings firm Moody's Investors Service on Thursday lowered its outlook for health insurers to "negative" from "stable," citing "uncertainty" swirling around the rollout of President Obama's health care law.

In a new report, the agency said that the outlook for insurance companies is no longer clear because the law's insurance exchangeshaven't been attracting enough younger individuals. In addition, Moody's analysts were concerned that the Obama administration has been changing regulations after insurers had already set prices for the year.

A 'Tsunami' Of Store Closings Expected To Hit Retail

(Townhall) Fauquier County farmer Martha Boneta is hailing a bill that would give property owners a legal club to pummel overreaching government officials.

Boneta knows the stakes. In a widely reported showdown that sparked pitchfork protests in the community, Fauquier officials cited Boneta for selling homemade products on her farm. The county threatened her with $5,000-per-day fines for hosting a birthday party for eight 10-year-old girls, and for advertising pumpkin carvings.

Calling her ongoing legal battle with government officials a “prime example why we need legislation,” Boneta praised HB 1219, introduced by state Delegate Bob Marshall, R-Manassas.

GALLUP: Obama On Track To Be Most Polarizing President Ever In US History...

(US News & World Report) -- President Barack Obama, long fiercely defended by Democrats and demonized by Republicans, is on pace to be the most polarizing president in American history, according to Gallup. But that may not be all his fault; it could be a sign of the times.

During Obama's fifth year in office, 82 percent of Democrats and just 11 percent of Republicans approved of the job he was doing, marking a 71 percent partisan gap, according to a Gallup polling analysis released Thursday. That's the fourth most polarizing year in Gallup's records, but down from the 76 percent gap during his fourth year – also his re-election year – which is typically a president's most polarizing.

PLUNGE SAFETY A TOP PRIORITY - LIST OF PLUNGER PREP TIPS

(ANNAPOLIS, MD) -- The organizing team of the Maryland State Police Polar Bear Plunge for Special Olympics is reminding all those participating in or visiting the event tomorrow that their safety is a top priority and it is vital to heed safety precautions.

Conditions for tomorrow's 18th annual Plunge are not the coldest they have been, but the medical support team, headed by the Johns Hopkins Department of Emergency Medicine, is advising those participating and visiting to use common sense and adhere to safety tips. All persons attending the Plunge are reminded to dress warmly and stay warm until it is time to take their quick dip into the Bay. The Plunge announcer will be instructing participants to change into swim attire in the heated changing tents no sooner than 15 minutes before the 1:00 p.m. and 3:00 p.m. plunges. Plungers should keep skin exposure to a minimum. Some show up at the venue in their swim attire in the morning. This is NOT recommended, due to the cold temperatures and wind expected tomorrow.

In addition to dressing warmly, everyone is encouraged to visit one of the many heated tents throughout the venue that will be open and warm all day. These include the Carnival Funfest tent, the Rams Head Ice Lodge, the 98 Rock Hot Spot, and the Astro Family Fun Zone.

Other components of the Plunge medical team include professionals from the Anne Arundel County Fire Department and Maryland State Police tactical medics, as well as personnel from several volunteer fire companies. Medical teams will be roving throughout the venue to assist anyone in need of medical attention and will be on the lookout for persons not heeding our advice to stay covered and warm. A red and white striped medical tent will also be staffed with professionals and is located at the entrance to the event venue.

Other advice for plungers includes making sure shoes are worn for the plunge. Old athletic shoes are the best. Flip flops are not recommended.

There is no requirement regarding how 'wet' you get when you plunge. It is fine if you only get your ankles wet. No one is measuring how far you go in. If you have signed up, but would prefer not to plunge, that is fine too. If you have raised the minimum of $75, you will get your plunge sweatshirt and know you have supported a very worthwhile cause, whether or not you plunged.

The Plunge team is recommending that no one go all the way under. One absolute is that there should be NO DIVING! The water is much too shallow and any type of headfirst dive could be very dangerous.

There is snow throughout the Plunge venue. Those attending are urged to use caution and refrain from running.

The medical team is also reminding participants that cold weather and alcohol do not mix well. Alcohol is prohibited in the venue except at three specific locations. Officials will be verifying IDs and monitoring individuals to attempt to ensure excessive alcohol use does not occur. Police will be patrolling all areas of the venue and issuing citations or making arrests for alcohol use and or disorderly conduct.

Persons who think they may need medical attention are urged to visit the medical tent, or to contact any of the dozens of state troopers, police officers, or security personnel who will be in uniform and patrolling throughout the venue. Each will have communication with the State Police Command Post, which will dispatch assistance immediately.

Grants To Help Wicomico Restore Boat Ramps

SALISBURY – Wicomico County accepted a couple of grants this week from the Maryland Department of Natural Resources to repair boat ramps.

Before the Wicomico County Council on Tuesday morning were two resolutions to accept grants from the Maryland Department of Natural Resources (DNR).

The first resolution authorized County Executive Rick Pollitt to accept a grant award in the amount of $99,000 from the DNR for restoration to the Wetipquin Boat Ramp.

When President Obama chose a Friday before a three-day holiday weekend to address a matter as profound as the NSA spying scandal, I suspected he would raise issues that he hoped the media would ignore. Instead of addressing the massive violations of the natural and constitutionally protected right to privacy, instead of acknowledging that but for the personal courage of Edward Snowden his administration would still be pulling the wool over our eyes, instead of reestablishing the serious constitutional and civil liberties bona fides he established for himself as a U.S. senator, the president defended his massive spying as a necessary tool in the fight to maintain national security and offered only a placebo to its critics.

Suspect: William Henry McCullom, 65, Delmar, MD
                                 
Narrative: On 22 January 2014 at 8:04 AM a deputy responded to a reported altercation at a residence in the 29000 block of West Line Road in Delmar, MD. Upon arrival, the deputy met with a female subject in the driveway who advised that she had been in an argument with her husband, William McCullom, when he punched her in the face. During the incident, the deputy observed signs of injury on the victim that corroborated her account.

The deputy placed McCullom under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance the Commissioner detained McCullom in the Detention Center in lieu of $10,000.00 bond.

Incident: Violation of a Protective Order

Location: 4000 block of Harvest Lane, Salisbury, MD

Suspect: Andrew Coffey, 39, Salisbury, MD
                                 
Narrative: On 21 January 2014 at 10:56 PM, a deputy arrested Andrew Coffey in connection with the repeated violation of a protective order. The order prohibited Coffey from contacting his estranged wife but he repeatedly did just that via text messaging between October and December 2013. At the end of December Coffey’s wife filed a complaint that led to his arrest.

Upon arrest, Coffey was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Coffey was detained in the Detention Center in lieu of $7,500.00 bond.

Narrative: On 21 January 2014 at 7:06 AM, a deputy arrested Kayla Harding in connection with an assault she allegedly perpetrated. In this incident, Harding stands accused of striking a male subject intentionally with her vehicle which threw the victim up onto the car.

Upon arrest the deputy transported Harding to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Harding in the Detention Center in lieu of $75,000.00 bond.

White House Rejects Review Board Finding That NSA Data Sweep Is Illegal

The White House on Thursday disputed the findings of an independent review board that said the National Security Agency's mass data collection program is illegal and should be ended, indicating the administration would not be taking that advice.

"We simply disagree with the board's analysis on the legality of the program," White House Press Secretary Jay Carney said.

He was responding to a scathing report from The Privacy and Civil Liberties Oversight Board (PCLOB), which said the program ran afoul of the law on several fronts.

Film Series Kicks Off With Local Director’s Documentary

BERLIN — A series of wildlife and conservation focused films are coming to Worcester County this winter, and a free showing of the award-winning 2006 film “Sharks: Stewards of the Reef” will launch the event.

Director Holiday Johnson met last week with The Dispatch to discuss her movie, the upcoming film screenings and the role of documentaries as a tool for conservation.

With the tagline “the hunters are now the hunted,” the movie examines the practice of “shark fining,” the removal of fins from an often live shark. According to Johnson, the practice has sparked a rapid decline among many shark species in certain areas. Fins are often the main ingredient in a soup that is popular overseas.

Omega-3s Slow Brain Aging, Say Researchers

Older women with higher levels of omega-3 fatty acids in their blood had slightly less brain shrinkage than women with low fatty acid levels in a new study.

The results may suggest that omega-3s protect the brain from the loss of volume that happens with normal aging and is seen more severely in people with dementia, the researchers say.

The Lost War Against Dependency

Since this year will mark the 50th anniversary of the “War on Poverty,” we can expect many comments and commemorations of this landmark legislation in the development of the American welfare state.

The actual signing of the War on Poverty legislation took place in August 1964, so the 50th anniversary is some months away. But there have already been statements in the media and in politics proclaiming that this vast and costly array of anti-poverty programs “worked.”

O'Malley's Fiscal House Of Cards

The Maryland governor has increased spending by $10 billion, yet he still claims to have cut the budget

Gov. Martin O'Malley released his fiscal year 2015 budget this week, and once again he made his long used but false claim that he has cut the state budget.

The budget when Mr. O'Malley's first took office was $28.8 billion, according to the Department of Legislative Services; his latest proposal would spend $39.2 billion. The back of the envelope math tells us the budget has grown by $10.4 billion — an increase of roughly 36 percent. The legislature can cut from his proposal.

Where are the cuts? Well that depends on your definition of the word "cut." A normal person would take the word cut to mean spending less money than the previous year. But this is Annapolis, where the definition of a "cut" is merely a reduction in spending growth. You see, the state's leaders believe they are entitled to spend as much as they want, and spending any less than that is a cut.

This is how Mr. O'Malley can talk about simultaneously making both record spending cuts and record investments, i.e. spending.

Blimplike Surveillance Craft Set To Deploy Over Maryland Heighten Privacy Concerns

They will look like two giant white blimps floating high above I-95 in Maryland, perhaps en route to a football game somewhere along the bustling Eastern Seaboard. But their mission will have nothing to do with sports and everything to do with war.

The aerostats — that is the term for lighter-than-air craft that are tethered to the ground — are to be set aloft on Army-owned land about 45 miles northeast of Washington, near Aberdeen Proving Ground, for a three-year test slated to start in October. From a vantage of 10,000 feet, they will cast a vast radar net from Raleigh, N.C., to Boston and out to Lake Erie, with the goal of detecting cruise missiles or enemy aircraft so they could be intercepted before reaching the capital.

In largely unreported text, President Obama’s special commission on election reform recommended tablet computers, such as iPads, be used to cast votes.

Obama’s 10-person Presidential Commission on Election Administration released its recommendations Wednesday in a 99-page document available online.

Much of the media coverage of the commission’s conclusions focused on a summary of key recommendations provided by the White House.

Wicomico Job Outlook Leads To Income Tax Shortfall

SALISBURY – A shortfall in estimated Wicomico County jobs has created a shortfall in anticipated income tax revenue that county officials hope to fill by pulling funds from the Roads Department.

According to Director of Finance Andy Mackel, income tax revenue estimates are based on a formula derived from the statistical relationship between the number of county citizens who are employed during the calendar year and the income tax receipts distributed to the county during the succeeding full fiscal year. For example, employment levels in calendar year 2013 will determine revenue in fiscal year 2015. Eighty-one percent of the change in income tax revenue is explained by changes in employment, Mackel said.

The income tax revenue estimate for FY14 was constructed last year in February. At that time, employment growth had been strong for 26 consecutive months at 2 percent per year for a total of 2,076 jobs. The upward trend appeared to be moderating, so the FY14 growth was estimated at 1.1 percent for a total increase of 540 jobs, which mirrored the growth rate between the years 2000 and 2003.

We've delivered UNEMPLOYMENT numbers, the County Executive called us liars. We delivered factual information about foreclosure forecasts and again your elected officials kept telling people we didn't know what we were talking about.

With foreclosures now up some 430% in Wicomico County, a deficit of almost $3,5 MILLION dollars in Wicomico Income tax because of the 1,200 lost jobs per month on average for more than a year and NOW I'm about to share with you some information you probably didn't know.

In yesterday's Daily Times  Classified section, (almost extinct with the exception of foreclosures) there were TWENTY FOUR foreclosures, EIGHTEEN of which were from Wicomico County! On a normal day you might see maybe four foreclosures for the entire region, just to give you a little history.

Ladies & Gentlemen, this is just the beginning. The DEPRESSION is about to hit Wicomico County. Look, I know of one very proud local elderly lady who is starting to sell off what little she has left just to come up with money for HEATING OIL! Local Banks are even having similar problems with CAR LOANS right now. IF the repossessions had to be legally posted the Daily Times would NEVER have to go out of business.

When we deliver national news telling you one out of five households are on some kind of assistance, know that it is a LOT worse here on the Shore. The Eastern Shore doesn't have a Washington D.C. to fall back on for local government jobs. The government actually LOVES the fact that newspapers at this time are dying because they know the masses aren't seeing these foreclosures on Blogs and Social Media because by law it's not acceptable. 

It is time to begin to hold OUR local elected officials accountable. It's time to get rid of Rick Pollitt and his entire administration and replace him with a strong, (proven) business person. It's time to CHANGE the law on the shore that you have to live here for 5 years first. This secures the GOOD OL' BOYS and NOTHING will ever change until you demand this be turned around immediately. Heck, OBAMA wasn't from Washington, D.C., nor was ANY other President, if you get my DRIFT. 

Things are about to get really bad here on the Shore and don't you ever say we didn't warn you. Heck, the Daily Times has these classified ads in their own damn newspaper and don't even tell you how bad a problem it is here. How sick is that!

DEMOCRAT FUND RAISING LETTER ACCUSES REPUBLICANS OF A 'REVOLTING ANTI CHOICE AGENDA'

Women’s Health Rapid Response Fund accused Republicans of embracing a “revolting anti-choice agenda” for supporting pro-life candidates and organizations.

The media and fundraising apparatus of the Democratic Congressional Campaign Committee, is making the most of the 41st anniversary of “Roe v Wade.” They are imploring supporters for donations to “show Boehner that there are consequences for Republicans unrelenting war against women.”

Moreover, the fundraising letter cites that Republicans are trying to bring a bill to the house floor that could force rape survivors to face “abortion audits.”
