Resume:
Georgetown-The Delaware State Police Collision Reconstruction Unit has charged a 21 year old Georgetown man with Vehicular Homicide and related charges in connection with the death of a 19 year old male from a motor vehicle crash that occurred early this morning west of Georgetown.
Preliminary investigation indicates that the crash occurred on Sunday, December 22, 2013 at approximately 2:30 a.m. as a 19 female was operating a 2001 Volkswagen Beetle traveling eastbound on County Seat Highway (SR9). The Volkswagen was also occupied by a 21 year old male from Georgetown, seated in the front passenger seat. A 1997 Honda Civic being operated by Victor Hugo-Martinez-21 of Georgetown was following close behind the Volkswagen. The Honda was also occupied by a front seat passenger identified as Jesus A. Diaz-19 and a 19 year old male rear seat passenger, both of Georgetown.
As both vehicles were traveling eastbound on County Seat Highway, Hugo-Martinez operating the Honda Civic passed the Volkswagen at a high rate of speed on at least two occasions, and then slammed on the brakes causing the 19 year old female operator of the Volkswagen to swerve and brake excessively in order to avoid striking the rear of the Honda.
The Volkswagen then attempted to turn left onto Asbury Road in order to avoid the reckless driving of Hugo-Martinez. As the Volkswagen was attempting the left turn, the Honda entered the westbound lane of County Seat Highway at a high rate of speed in an attempt to again recklessly pass, and struck the rear of the Volkswagen. After the violent impact, the Volkswagen spun in a clockwise direction and traveled off of the south side of the roadway, striking several trees. The Honda Civic rotated counterclockwise and traveled off of the north side of the roadway, with the passenger side striking a utility pole with such force that the Honda was nearly sheared into two pieces.
Jesus A. Diaz-19 front seat passenger of the Honda Civic was not properly restrained and suffered multiple traumatic injuries. He was pronounced dead at the scene. The 19 year old rear seat passenger was not properly restrained and was transported to Nanticoke Hospital where he was treated and released with minor injuries.
The 19 year old female operator of the Volkswagen was properly restrained and transported to Nanticoke Hospital where she was treated and released with multiple injuries. The 21 year old male front seat passenger of the Volkswagen was properly restrained and transported to Nanticoke Hospital where he was treated and released with minor injuries.
Victor Hugo-Martinez-21 the operator of the Honda Civic was not properly restrained and was transported to the Nanticoke Hospital where he was treated and released with minor injuries into the custody of Troopers. After further investigation it was determined that he was driving under the influence of alcohol. He was charged with the above crimes and committed to the Sussex Correctional Institution on $16,500 Cash Bond.
Further investigation into the circumstances surrounding this incident determined that Hugo-Martinez was the former boyfriend of the 19 year old female operator of the Volkswagen, and both had been separately attending a dance party at an establishment in Salisbury, MD where he had seen the 19 year old female in the company of another male at the establishment. It was also determined that both vehicles left the Salisbury, MD establishment at the same time in apparent attempt on Hugo-Martinez’s behalf to follow the 19 year old female back into Delaware.
The roadway was shutdown in both directions for approximately four hours while the crash was investigated and cleared. The Delaware State Police Collision Reconstruction Unit continues to investigate this crash.

(PIKESVILLE, MD)— This holiday season troopers remind motorists if you decide to drink and drive, be ready for an alternate ride.
The Maryland State Police provides fair warning to all party goers this holiday season, urging motorists to make alternate plans before driving drunk. State troopers will be out in force, conducting various enforcement initiatives with a focus on impaired, aggressive, and distracted drivers.
Data reveals the holiday season is a particularly dangerous time of year on the roads, due to the increased number of impaired drivers. According to the National Highway Traffic Safety Administration, a total of 830 fatalities occurred last year during the holiday season alone. In Maryland, during the Christmas period from December 25 through December 29, there were 3 fatalities as a result of drunk driving.
“The holidays are a joyous time of the year, and troopers are going to make every effort to keep our roads safe for travelers heading to visit friends and family,” said Colonel Marcus L. Brown, Superintendent Maryland State Police. “There will be zero tolerance for impaired drivers on the road. If you choose to drink and drive, you will be arrested.”
Impaired drivers often face jail time, the loss of their driver licenses, higher insurance rates, and dozens of other unanticipated expenses ranging from attorney fees, court costs, car towing and repairs, to lost wages due to time off from work. Even worse, a drunk driver can cause a traffic crash that claims someone’s life, or their own.
Please follow these tips to keep the holidays safe and happy:
• Even one drink can impair your judgment and increase the risk of getting arrested for driving drunk—or worse, the risk of having a crash while driving.
• If you will be drinking, do not plan on driving. Plan ahead; designate a sober driver before the party begins.
• If you have been drinking, do not drive. Call a taxi, phone a sober friend or family member, use public transportation.
• Be responsible. If someone you know is drinking, do not let that person get behind the wheel.
• If you see an impaired driver on the road, contact law enforcement. Your actions may save someone’s life, and inaction could cost a life.
The additional state police patrols coincide with the Maryland Highway Safety Office initiative “Towards Zero Deaths” and the National Highway Traffic Safety Administration initiative “Drive Sober or Get Pulled Over”. STATE POLICE INTERNET CRIMES AGAINST CHILDREN TASK FORCE INVESTIGATE INCIDENTS OF CHILD EXPLOITATION ON SOCIAL NETWORKS
The Maryland State Police and other law enforcement agencies around the state have received numerous complaints over the last few days involving sexually explicit photographs of juveniles being posted on Social Networking websites, specifically Instagram. As the lead agency of the Maryland Internet Crimes Against Children Task Force, the State Police Computer Crimes Section has been providing technical assistance into these investigations.
These latest images and videos have been posted on several different pages on the Instagram website. At this point, the images do not rise to the level of child pornography under Maryland law, however the Maryland State Police would like to urge the public to be aware of these issues and to report occurrences to Instagram’s Help Center at http://help.instagram.comor the National Center for Missing and Exploited Children’s Cyber Tip Line athttp://www.cybertipline.com.
Additionally, the State Police suggests parents talk with their children and explain to them the possible repercussions and dangers of taking photographs of themselves in a sexually explicit manner and posting on the Internet. STATE POLICE ARREST SUSPECT IN CECIL COUNTY MURDER
(Elkton, MD) –Maryland State Police criminal investigators arrested a suspect today in connection with the Cecil County murder of Jane Kyle.
The accused is identified as Clarence McCall, 42, of the unit block of Pinder Avenue in Elkton. McCall was charged with first and second degree murder, first and second degree assault, reckless endangerment and motor vehicle theft. Troopers served the arrest warrant today shortly around 3:00 p.m. at Union Hospital in Elkton.
The victim is identified as McCall’s biological mother, Jane Kyle, 64, also of the unit block of Pinder Avenue in Elkton. The Office of the Chief Medical Examiner ruled her death a homicide. Autopsy results revealed Kyle suffered multiple stab wounds in the upper torso. Police believe McCall had been living with Kyle since the beginning of this year.
Shortly after 2:00 p.m., Saturday, December 7, 2013, state police from the North East Barrack responded to the unit block of Pinder Avenue in Elkton after receiving a
9-1-1 call reporting a possible homicide. Upon arrival, Kyle was found lying on the bathroom floor of her residence, unresponsive, with obvious signs of trauma. Emergency medical personnel pronounced her dead at the scene.
Police had received several phone calls with reports of McCall running in and out of traffic the night of the incident. Police located McCall on Maryland route 272, near a hotel. When he was found, he appeared to have suffered some minor injuries and was behaving erratically. Subsequently, he was transported to Union Hospital for treatment, where he was later served the arrest warrant.
McCall had an initial appearance with a District Court Commissioner at his bedside today. He is being held without bond and is in the custody of the Cecil County Detention Center.
During the investigation, criminal investigators learned McCall had stolen his mother’s vehicle, an older model Ford F-150. Police later learned he had salvaged the vehicle at a nearby recycling center. The vehicle was seized and transported to the North East Barrack for processing.
Crime scene technicians from the Maryland State Police Forensic Sciences Division responded and processed the scene. State Police criminal investigators from the Homicide Unit continue the investigation with assistance from the Criminal Enforcement Division in North East.

This class includes fourteen military veterans, six prior police officers and eight paramedics. Also in this class, there are nine new troopers who are following in the footsteps of family members. While we have another article scheduled later this morning about the formalities of A&E's decision, it never ceases to amaze me just how scared these networks have become on this matter.
Does A&E actually THINK a group of redneck hunters support a gay lifestyle? I could see them making the above statement/quote WITHOUT a suspension, no problem. I personally think the show is a bit stupid and dumbs down America, "but hey, Jack", it is what it is.
First it was Dog The Bounty Hunter, then Paula Dean and now Phil Robertson. Just what did they expect when they hired on these people anyway? How's that queer eye for the straight guy working for you now, networks? I can assure you, Dog, Paula and Phil brought in a hell of a lot more viewers than that group of queers trying to tell other men how to shave, dress and cook.

SoOoOoOoo.... I got pulled over by a "fake" cop tonight. Poor crazy flake didn't know who he was stopping. Before it was all over I was questioning him, telling him about his illegal actions, and taking pictures of his car!!! He definitely didn't know what he was getting himself into trying to impersonate an officer to me.
By the way he drives a Hyundai with blue lights under his front grille. He has a cb style exterior speaker installed as well. I was approached in the Nanticoke Rd area near FoodLion. So ladies... Beware!! Don't pull over call the sheriffs dept!!

We want to thank all of you for your prayers and support. The family has spent much time in prayer since learning of A&E's decision. We want you to know that first and foremost we are a family rooted in our faith in God and our belief that the Bible is His word. While some of Phil’s unfiltered comments to the reporter were coarse, his beliefs are grounded in the teachings of the Bible. Phil is a Godly man who follows what the Bible says are the greatest commandments: “Love the Lord your God with all your heart” and “Love your neighbor as yourself.” Phil would never incite or encourage hate.We are disappointed that Phil has been placed on hiatus for expressing his faith, which is his constitutionally protected right.We have had a successful working relationship with A&E but, as a family, we cannot imagine the show going forward without our patriarch at the helm. You punished the Christian guy for being a Christian because you got some angry emails from a bunch of whiny gay activists who lack the spine and maturity to deal with the fact that there are still people out there who have the guts to articulate opinions that they find disagreeable. In so doing, you’ve kowtowed to a pushy minority of vocal bullies who don’t even watch your channel, while alienating the fan base of the one show that keeps your entire network afloat.

You’ve got standards, after all. You wouldn’t want to be associated with tasteless and inappropriate things. The people on Duck Dynasty can’t be allowed to run around being all Christian-like. Former members of U.S. special operations forces on Thursday demanded President Obama veto the budget bill Congress just passed, saying that the cuts to military retirement benefits — which even the bill’s authors now admit were a partial mistake — are an insult to veterans.
“As commander in chief, President Obama is the leader of the nation’s armed forces and he has a duty to protect the interests of all military members, both active and retired. He needs to veto the bill,” said Gary Stubblefield, a retired Navy SEAL Commander and chairman of Special Operations for America.
The new budget, which boosts spending in the short term in exchange for longer-term fee hikes and spending cuts, includes a provision that would reduce the cost-of-living adjustment for military retirees to 1 percent less than the rate of consumer inflation — and even reduces payments for veterans who were wounded in action.

Next Governor Should Get 20% Pay Raise To $180,000, Commission Recommends
Maryland’s next governor would get a 20% pay raise to $180,000 a year under recommendations made Tuesday night by the Governor’s Salary Commission.
Four other statewide officials — the lieutenant governor, attorney general, comptroller, state treasurer and secretary of state — would also get a 20% pay hike over the four years of their terms from 2015 to 2018.
All these “constitutional officers,” except for the lower paid secretary of state, would make $149,500 by 2018.

Pope Spends His Birthday With The Homeless
The Pope turned 77 this week, but he didn't want an over-the-top birthday party. Although the Pontiff was given a cake by the children of the Vatican, he chose to celebrate his special day with local homeless people. The Pope's birthday cake was given to him by kids being treated at the Vatican's Pediatric Dispensary of Santa Marta, which treats some of the poorest children in Rome. Then, he invited four homeless men to come to mass, and share a meal with him in Vatican City. One of the four homeless men even brought his dog to the “family-style” breakfast, and the Pope's household staff was invited to join the small celebration. By dining with the sick and the homeless, Pope Francis has once again shocked the world by actually following biblical teachings.

The world has long since forgiven Julius Caesar. Nobody today finds Socrates or Cicero irritating. Few of us resent Alexander the Great or his tutor, Aristotle.
No, only one man in the ancient world is still hated after two millennia: Jesus Christ.
This does not in itself prove the divinity of Christ, but it does show that his words and example haven’t dated. They still have an amazing power to provoke hatred as well as adoration.
Of course the hatred of Christ usually pretends to be directed at side targets: St. Paul, the “institutional” Church, or, more vaguely, “organized religion” (as if religion would be all right if only it were a solitary activity). The cliché of the Christ-haters, including many “liberal” theologians, is that he was a “great moral teacher” who “never claimed divinity,” but that his “simple message of love” was “corrupted” by his followers.
But why would anyone want a man crucified for preaching an innocuous message of benevolence? Jesus was accused of blasphemy for equating himself with the Father: “I and the Father are one.” “No man comes to the Father but by me.” And if his claim were untrue, the charge of blasphemy would be fully justified.
People not only saw him after the Resurrection, many of them died under torture to bear witness to him. The martyrs were the principal human “media” of Christianity in its infancy, deeply impressing and finally converting others. SSA: Disability Recipients Soar, Funding Nearly Depleted Under Obama
The number of Americans receiving Social Security disability payments has increased 20 percent since President Barack Obama took office and the influx of new recipients has pushed the program close to insolvency.
The annual deficit in the Social Security Disability Trust Fund hit $31.49 billion in fiscal 2013 and the remaining balance of $100.49 billion in the fund will be depleted by 2016, the Social Security Administration predicts.

As a whistleblower of illegal government activity that was sanctioned and kept secret by the legislative, executive, and judicial branches of government for years, he undertook great personal risk for the public good. And he has single-handedly reignited a global debate about the extent and nature of government surveillance and our most fundamental rights as individuals.
Monday’s court ruling declaring the NSA surveillance program unconstitutional highlights the irony of the government’s prosecution of Snowden. For more than 12 years, the ACLU has raised concerns about the massive changes occurring in our democracy: the rubber stamping of expansive surveillance powers by the judiciary, the clandestine nature of programs that invade the rights and lives of millions of Americans with virtually no oversight, and the quiet acquiescence of a public that believed that individuals had nothing to fear if they had done nothing wrong.

President Obama on Thursday commuted prison sentences for eight people convicted of crack cocaine offenses, including a cousin of Massachusetts Gov. Deval Patrick, one of the president’s staunchest supporters.

DC Police: Re-Register Guns Or Pay Fine, Go To Jail
Beginning January 1, all Washington, D.C. gun owners are being required to re-register any guns that were registered "between 1976 and 2010." According to NBC Washington, this re-registration will take place every three years from this point forward.
Every three years, the Washington Metro Police Department (MPD) will send out forms requiring gun owners to verify that they "still live in the District and... still have your firearm." The penalties for not complying with re-registration range from "a $13 fee to a $1,000 fine and one year in jail."

HOMELESS STUDENT POPULATION RISES IN MARYLAND
COLLEGE PARK – Danny Lamont Jones seems like an average high schooler. He goes to class, and comes home and writes music when he can’t focus on his homework.
But for much of his high school career Jones, 18, wasn’t living like an average student. He attended four different high schools as he moved in and out of homes and shelters in Baltimore city. When he turned 12, he said, he moved into a shelter in for homeless teenagers.
“I had to make me own way from there,” said Jones, who now lives with his uncle.
Jones is one of thousands of students in Maryland who have experienced homelessness. The number of K-12 students identifying as homeless in U.S. public schools hit a record high 1.2 million during the 2011-2012 school year, according to the U.S. Department of Education.

NARRATIVE: On December 10, 2013, the Maryland State Police and the Worcester County Bureau of Investigation were called to respond to the White Marlin Mall, 12641 Ocean Gateway, Ocean City, Maryland, regarding an assault that had occurred. During the investigation, it was found that a member of loss prevention for one of the outlet stores had attempted to stop a shoplifter from fleeing the business. The suspect exited the store and was followed by the loss prevention employee.
The loss prevention employee attempted to convince the suspect to return items that he had taken from the store. The suspect refused and entered a vehicle, identified as a newer model lime green Kia Soul. The suspect fled the scene, striking the loss prevention employee with the vehicle in the process.
During the investigation, the Worcester County Bureau of Investigation received numerous phone calls and tips regarding the identity of the suspect. Investigators were able to use the information obtained to positively identify the suspect as Mark Lee Donoway Jr.
Based upon the investigation, an arrest warrant was obtained charging Donoway with Assault 1st Degree, Assault 2nd Degree, Theft, and multiple traffic violations. Donoway was apprehended in Wicomico County on December 16, 2013, by members of the Capital Area Regional Fugitive Task Force. Donoway was taken before a District Court Commissioner and was ordered held on $100,000 bond.

One of those action items was the reconstruction and completion of the Caroline Street Comfort Station on the Boardwalk. As of Monday, more than a year after demolition of the former structure and construction was initiated, the project is not finished, despite earlier deadlines of Memorial Day weekend and then subsequent proposed completion dates passing.
“As you are all aware, it is significantly behind schedule due to weather delays and contractor performance,” Recor said. “I have spoken with the city engineer and we are prepared to and will call the bond this Friday.”

16% Raise Recommended For Maryland Legislators Who Would Make $50,000 In 2018
Maryland legislators elected next year would see their salaries rise to $50,330 in 2018, a 16% raise over the next four years recommended Monday by the General Assembly Compensation Commission.
If the legislature accepts the recommendation, it would give the part-time lawmakers their first raise in eight years. Delegates and senators currently make $43,500.
The two presiding officers would also get a 16% pay hike over four years to $65,371 in 2018. The Senate president and House of Delegates speaker currently make $56,500.

Raising The Minimum Wage Would Hurt The People It's Supposed To Help
Hike the minimum wage. For politicians trying to show their concern for those on the lower rungs of the economic ladder, it’s a simple solution. It’s catching on again, with several states and municipalities approving local hikes, and a proposal before Congress to hike it by an unprecedented amount, from $7.25 to $10.10 per hour over the next two years.
Unfortunately, this seemingly obvious remedy is also a very bad idea, not only for the economy as a whole, but for the low-wage workers it is supposed to help.
Indeed, studies show that the latest congressional hike would likely eliminate some 300,000 jobs per year and lower our national economic output by more than $40 billion annually. Why? Because raising the cost of labor naturally makes it more expensive to hire, leading cash-strapped employers with no choice but to slow down or freeze hiring.
Those who blithely propose large minimum-wage increases are ignoring a basic economic truth: When you raise the cost of something, you slow down the rate at which people purchase it. They buy less. So an employer who might decide to hire another worker when the cost is relatively low will forgo that expense when it gets too high.
That, in turn, can be bad news for those who already work for that employer. He may have no choice but to work his other employees harder, when he could have taken a chance on an unskilled worker and given that individual a chance to prove himself and to move up.

The Glynn County, Ga., police officer lifted the woman into the air and threw her onto the street. The woman's face made a loud whack as it smashed against the concrete, according to the witness who recorded the incident with his cell phone.

Milford-Delaware State Police Detectives have been requested by the Milford Police Department to investigate an officer involved shooting that occurred yesterday afternoon which has left a 58 year old Milford, DE man in critical condition.
The following information outlines the initial investigation into an officer involved shooting that occurred yesterday afternoon west of Milford, DE which has left a 58 year old male of Milford, DE in critical condition
The incident occurred on Saturday, December 14, 2013 at approximately 4:00 p.m. as Roy D. Rhodes-58 of Milford, DE was operating a 1998 Lincoln Town Car traveling westbound on Milford Harrington Highway when he crossed into the eastbound lane, into the path of an oncoming vehicle operated by a male driver. The eastbound vehicle was able to take evasive action and avoid a collision with the Lincoln. The Lincoln traveled off of the south edge of the roadway through several bushes and came to a stop in a private driveway located in the 600 block of Milford Harrington Highway. The male operator of the eastbound vehicle turned around and proceeded to exit his vehicle and approach the Lincoln to check on the welfare of Rhodes, who was seated in the driver’s seat. Rhodes was observed holding a knife to his own throat, and the male operator was able to reach through the window, taking the knife and disarming Rhodes. Rhodes then became agitated and combative and produced a handgun from the center console of the Lincoln. Rhodes then exited his vehicle with the handgun as a Milford Police Department Officer arrived on scene. The Officer ordered Rhodes multiple times to put the gun down, at which he did not comply and raised the handgun in the direction of the Officer. The Milford Police Department Officer discharged multiple rounds from his department issued weapon, striking Rhodes three times in the upper body and lower extremity. Both the knife and the handgun were recovered at the scene.
Rhodes was transported by ambulance to the Milford Memorial Hospital where he was admitted in critical condition. Active warrants have been filed and he will be formally charged and arraigned when medically cleared.
There were no reported injuries to bystanders or the Milford Police Officer during this incident.
The Milford Police Officer involved in this incident is an 18 year veteran of the Milford Police Department. He has been placed on administrative duty as departmental policy, pending the outcome of the investigation. The Officer’s name will not be released at this time.
The Delaware State Police Homicide Unit responded to the scene and is conducting the investigation at the request of the Milford Police Department. This is an active investigation with Detectives continuing their investigation, evidence processing, and interviews.
The 600 block of Milford Harrington Highway between Canterbury Road and Williamsville Road was closed to traffic for approximately 3 hours while the incident was investigated and processed.
