Back in July, the city council of Berkeley, CA floated the idea of mandating that medical marijuana dispensaries should be forced to donate a percentage of their supply to welfare recipients who have qualified to use the drug medicinally.
The ordinance received unanimous approval from city council on its first reading. A representative for Berkeley’s mayor Tom Bates explained to TheBlaze that a second reading of the ordinance was required before the mandate would become law.
The second reading, which recently passed — again unanimously — instructs dispensaries to distribute the equivalent of 2% of their inventory to low-income people who hold medical marijuana cards.

Secretary of Defense Chuck Hagel reiterated Wednesday the threat from the Islamic State is “something we’ve never seen before.” The cycle has persisted since the White House initiated bombing raids and troop deployments in Iraq: milky language from the White house begets pushback from the Pentagon and hawkish Dems, which in turn begets tougher lines and increased intervention from Obama.

Student Tackled By Officers Over Cell Phone Tells Her Side Of The Story
HOUSTON -- The day after HISD police officers wrestled a 10th grade girl to the hallway floor of Sam Houston High School, the girl and her family protested in front of the campus demanding an investigation and an apology.

(Washington Post) Attorney General Eric H. Holder Jr. this week will launch a broad civil rights investigation into the Ferguson, Mo., Police Department, according to two federal law enforcement officials.
The investigation, which could be announced as early as Thursday afternoon, will be conducted by the Justice Department’s civil rights division and follow a process similar to that used to investigate complaints of profiling and the use of excessive force in other police departments across the country, the officials said. Holder’s decision will represent the Obama administration’s most aggressive step to address the Ferguson shooting, which set off days of often-violent clashes between police and demonstrators in the streets of the St. Louis suburb.
The federal officials said the probe will look not only at Ferguson but also at other police departments in St. Louis County. Some, like Ferguson, are predominantly white departments serving majority-African-American communities, and at least one department invited the Justice Department to look at its practices. The officials spoke on the condition of anonymity to discuss the pending inquiry.

Hackers Break Into HealthCare.gov
Hackers successfully breached HealthCare.gov, but no consumer information was taken from the health insurance website that serves more than 5 million Americans, the Obama administration disclosed Thursday.
Instead, the hackers installed malicious software that could have been used to launch an attack on other websites from the federal insurance portal.
Health and Human Services spokesman Aaron Albright said the website component that was breached had been used for testing and did not contain consumer information, such as names, birth dates, Social Security numbers and income details.
The initial intrusion took place July 8, but it was not detected until Monday of last week during a manual scan of system logs. HHS said the component that was breached did not have a firewall, or intrusion detection software, installed on it. Technicians manually scanning logs discovered the breach Aug. 25 and took action.

Contract to Improve State Government Energy Efficiency Approved
The Maryland Board of Public Works (BPW) today approved a new contract for nine energy service companies (ESCOs) to develop and implement comprehensive energy efficiency and guaranteed savings programs for State government facilities. Energy efficiency projects are implemented by the Maryland Department of General Services (DGS) through Energy Performance Contracts (EPCs) which are saving the State, on average, $21 million annually, or $310 million over the life of the contracts. The new contract is also available for local governments to utilize.
Since 2007, the Board has approved 21 EPC projects which require no upfront costs, and are paid for over time from utility bill savings. This enables the State to reduce operating costs while also realizing the benefits of more energy efficient infrastructure and equipment.
“With an 11 percent reduction in energy use since 2008, State government is leading by example and helping create a more sustainable energy future for our fellow Marylanders,” said DGS Secretary Alvin C. Collins. “By leveraging energy savings to pay for energy efficient upgrades, we are also saving taxpayer money. The contract is also an important tool for local governments looking for ways to finance energy efficiency improvements.”

“Two from my state were the first Americans who were fighting for ISIS,” she began on The Glenn Beck Program Tuesday. “I had gone earlier this year and asked the FBI, ‘Are there any Minnesotans that are over fighting with ISIS?’ It was classified information at the time, I couldn’t reveal it. Now everyone knows.”
“At that time, these two hadn’t been killed yet,” Bachmann continued. “So what I asked is, ‘OK, once they’re done fighting with ISIS, what’s going to happen if they try to return?’ And they said, ‘Well, they’ll come into the country.’”
“Are you kidding me?” Bachmann remarked. “We are not going to prevent them from coming into the United States?’”

Amajority of Americans already favor same-sex marriage — and most everyone agrees that same-sex marriage will continue to be accepted by an ever-bigger majority.
In many urban and progressive circles, it's beyond impolitic to oppose gay marriage. Indeed, there's a movement underfoot to make opposition to same-sex marriage akin to support for racism. That is to say, anyone who expresses opposition to same-sex marriage would be ostracized, with many progressives hoping to employ a variety of social and governmental means of coercion to force gay-marriage opponents to the margins of society. Whether this movement will succeed or not is an open question. But regardless, it's important to understand that this movement is based on a premise that is based on a misreading of history. And this misreading could drive the movement to ends it wouldn't desire.

Average people have a habit of turning into wild soothsayers when they find out you're expecting. In my case, volumes of prognostications were given about what being a father would be like or how it might feel. Here are some things that no one prepared me for. Like many of us, I pretty much bought into the social anthropology that sees boys as the romantic aggressors and girls as, at best, generously tolerant of their pursuits. This all changed one night at the gym, when my daughter Mary Grace tugged at my arm and earnestly pronounced, "Daddy, do you see that boy over there? I like that boy!" As we sipped our smoothies in the gym café, she continually turned around to see where he was and watched him intently. At one point, he even came over to the table. His name was Harrison, and to her credit he was polite, cheerful and well-spoken. He treated her kindly and with great respect. The one drawback to her first crush was that he was a 6'4, 19-year-old with surfer good looks and the physique of a linebacker. He was the café worker. And she was 3. Seriously.

Dozens Of Arrests Made In Fast Food Wage Protests Around Country
As we mentioned earlier this week, supporters of higher wages for fast food workers staged protests in cities all over the country today. According to reports, a number of these demonstrations resulted arrests.
Organizers of today’s strike say that at least nine fast food workers were arrested at the protest in New York City’s Times Square, while 42 people were arrested in Detroit, another 23 in Chicago, 11 in Little Rock and another ten in Las Vegas.
The arrests in NYC appear to have been the result of protestors blocking traffic in front of a McDonald’s in tourist-centric Times Square.
“Just getting by everyday, it costs a lot,” one NYC protestor told NY1. “Rent is really high here. I think the average is about $2,000 rent for a one bedroom. Eight dollars an hour is just not enough to pay that alone.”

COAST GUARD RESPONDING TO UNRESPONSIVE AIRCRAFT OVER THE ATLANTIC
MIAMI - Watchstanders at Coast Guard 7th district command center in Miami received a call from USNORTHCOM at 11 a.m. reporting that a Socata TBM 700 light business and utility single engine turbo prop aircraft departed Rochester, New York at 8:26 a.m. with three people aboard who are reportedly unresponsive. The plane was scheduled to arrive in Naples, Florida at noon.
A Coast Guard C-130 aircrew launched from Clearwater, Florida enroute to monitor. Two F-15 fighter jets under the direction of NORAD launched to investigate.
The plane is reportedly travelling at about 250 knots.
The Coast Guard continues to monitor the situation in close coordination with USNORTHCOM and the FAA. More information will be made available as it develops.
