New Treatment Is Lung Disease 'Game-Changer
More than 3 million Americans suffer from advanced emphysema, the nation’s third-leading cause of death after heart disease and cancer.
Until recently there was little doctors could do to help them other than perform major surgery to remove the diseased portion of their lungs or give them a full-blown lung transplant.
Now there is new hope. It’s a tiny metal device known as the Lung Volume Reduction Coil (LVRC).
“We think this is going to be a game-changer for patients with advanced emphysema,” says Charlie Strange, M.D., pulmonologist at the Medical University of South Carolina in Charleston.
When LVRCs are implanted in patients’ lungs, they compress diseased tissue and allow healthy tissue to function more efficiently.
Because the coils reduce lung volume by up to 30 percent, restore the lungs’ natural elasticity, and open up the small airways, they counteract emphysema’s hallmark symptom: shortness of breath.

Police were just involved in a High Speed pursuit. After the pursuit the suspect bailed from the car but the police now have him in custody.
SFD was dispatched to the 300 block of Buena Vista Ave because the victim was sprayed with pepper spray.

(PIKESVILLE, MD) – Maryland State Police Superintendent Colonel Marcus L. Brown announced late today he will resign his position to pursue other opportunities.
In a letter to Maryland State Police troopers and civilian employees, Colonel Brown said he is leaving with a ‘heavy heart,’ effective January 19, 2015. He thanked Maryland State Police employees for their outstanding service to the citizens of the state. “I am in awe of the successes you have achieved,” Colonel Brown said. “Nothing has been more impressive than the work you have done with our local and federal partners to make all Maryland communities safer. Over the past four years, you have helped reduce violent and property crime to historic lows. Homicides across the state are lower than they have been in three decades. More lives were saved on our highways during the period than ever before. If making communities safer and saving lives is our ultimate goal, which it is, your success is unprecedented.”
Colonel Brown also thanked sworn and civilian employees for working together to accomplish significant changes that have made the Maryland State Police more effective. While Superintendent, the State Police obtained new pistols for troopers, obtained a funding plan to replace the patrol vehicle fleet, transitioned to a new fleet of helicopters, implemented new radio and computer-aided dispatch/records management systems, and deployed the State Police Impaired Driving Reduction Effort, or SPIDRE Team, a full-time unit of drunk driving enforcement troopers.
Changes were also made within the organization. The Special Operations Bureau was created and the Criminal Investigation Bureau was reorganized to prioritize the State Police mission of focusing on cross border and inter-jurisdictional crime. The Maryland State Police also pursued and achieved national accreditation through the Commission on Accreditation for Law Enforcement Agencies. The Maryland State Police is now the only state police agency in the nation to hold the prestigious Tri-Arc Award, presented to police agencies achieving accreditation in law enforcement, public safety communication, and public safety training.
Colonel Brown prioritized community service and outreach for the Maryland State Police. Two years ago, he established the Superintendent’s Council of Advisors on Diversity and Inclusion, which includes representatives from the ACLU, the NAACP, the Maryland General Assembly, and local business and community leaders. This committee examines the Maryland State Police regarding unbiased policing, minority recruitment, and other related issues. Recommendations are provided regarding how the Maryland State Police can improve in these areas and promote positive relations with the communities that troopers serve. Colonel Brown established a partnership program with the State Police and the Maryland Food Bank. He also encouraged the formation of Law Enforcement Explorers posts to increase youth involvement with State Police.
“I am very proud to have led a force of dedicated troopers and civilian employees who commit themselves each day to doing all they can to fight crime, reduce traffic crashes, and protect our citizens,” Colonel Brown said. America’s Provocateurs Are at the Mercy of the Barbarians
The most likely targets of Islamist wrath are in the cities with the most restrictive gun laws.
To the foreign or uninitiated visitor, it must appear somewhat peculiar that the most prominent, recognizable, and provocative public figures in all of these United States spend the majority of their time in cities that are indifferent toward their security. Taken together, Washington, D.C., New York City, and Los Angeles host almost all of the more controversial media personalities in America; and, taken together, these cities have some of the worst self-defense laws in the country. Had Charlie Hebdo been an American publication, it would most likely have been located in Brooklyn or in Silver Lake or in Columbia Heights — positioned, in other words, in precisely the sort of place in which attacks on its employees would have been most likely to succeed. This, as the French might say, is “absurde.”
The team that took out a good portion of Hebdo’s staff was alarmingly well-trained, and, if the videos that we have seen are any indication, was determined to the point of psychosis. Indeed, so thoroughly prepared and so ruthlessly efficient were the assailants that they managed without a great deal of effort to overcome even an elite security guard who had been sent to protect the paper by the Ministry of the Interior. Certainly, things might have been different if the events had unfolded in heavily armed states such as Oklahoma or Texas — or, for that matter, if someone in an adjacent office had been possessed of a rifle of his own. But this is by no means guaranteed. Could an average group of dispersed concealed carriers have taken on a couple of guys with automatic weapons and rocket launchers? Maybe. Maybe not. Every situation is different.

Dozens of House Democrats on Wednesday voted against a legislative proposal aimed at ensuring that illegal immigrants convicted of domestic violence, sexual abuse or child abuse are a priority for deportation.
The vote suggests that immigration-related issues trump other traditional Democratic priorities, such as efforts to protect people from sex or violence-related crimes, especially against women.
Rep. Ron DeSantis (R-Fla.) proposed the language as an amendment to the Department of Homeland Security spending bill. He argued it was needed because Obama’s executive action on immigration created different priorities for deportation that need to be adjusted.
For example, illegal immigrants suspected of terrorism or espionage or other felonies are top priorities for deportation. But illegal immigrants who are convicted of three or more misdemeanors, or one “significant” misdemeanor such as sexual abuse or domestic violence, are on a second tier priority for deportation.

Health and Human Services officials ‘too fat’ to fly coach
WASHINGTON — They’re living off the fat of the land.
Officials of the federal Department of Health and Human Services — the agency that’s supposed to be fighting obesity — got to fly first class at taxpayers’ expense by claiming they were too overweight to be crammed into coach.
HHS officials took 7,000 first-and business-class flights between 2009 and 2013, according to figures first reported by the Washington Examiner.
In 5,100 cases, they got medical exemptions — including obesity, back injuries, or circulation issues — for the premium seats.
“If someone is obese and too large for a seat, the doctor can put in a request,” HHS spokeswoman Kristin Gillham told The Post, adding that an agency travel official must approve each request.

“We had 10 people, on average, die of heroin doses every week in Maryland last year,” Rosenstein says.

This school encourages food fights.
An Alabama middle school asked students to bring canned goods to school so they can throw them at potential gunman.
W.F. Burns Middle School in Valley, Ala., said the tactic is part of the ALICE method, which stands for alert, lockdown, inform, counter, evacuate, and teaches students what to do during a shooting.
Principal Priscella Holley sent a note home to parents Friday asking them to send their students back to class with an eight-ounce can of beans, corn, soup or any other food.

A food bank has to have food, and a lot of it. It comes in by the truck load, all of it donated.

Ray Kelly calls for an apology from de Blasio
Former NYPD commissioner Ray Kelly declared thatMayor Bill de Blasio should “apologize” for creating a tense environment between New York’s Finest and those in charge at City Hall.
Kelly appeared on Fox’s “Good Day New York,” where he called for the mea culpa for comments and policies by de Blasio that have disgusted cops.
“I think the mayor has to give something. He has to, you know, sort of make amends,” Kelly said.
“I think an apology is appropriate or perhaps a third party gets involved here too to bring them together.”
Kelly stressed the importance of the two sides coming together as the city faces immense challenges after theterror attack on a Paris newspaper last week.
“Hopefully, they continue to communicate, because we have to get beyond this,” Kelly said.

U.S. officials have arrested an Ohio man in connection with a plan to attack the Capitol building in Washington, D.C, CBS News confirms.
Christopher Lee Cornell -- also known as Raheel Mahrus Ubaydah -- was arrested by the FBI for the attempted killing of a U.S. government officer and for possession of a firearm in furtherance of attempted crime of violence.
The apparently ISIS-inspired plot, which included guns and bombs, was stopped very early in its formation. In the wake of the terror attack against a satirical newspaper in Paris, the U.S. has reaffirmed its commitment to preventing individuals from being radicalized by extremist groups like ISIS.

Atlantic Broadband Drops WBOC
SALISBURY, Md.- Atlantic Broadband, serving viewers in Talbot, Queen Anne's and Kent counties in Maryland, has dropped WBOC-TV from its channel lineup, saying its customers do not need three CBS affiliates.
“It's obvious they don't care about their customers who live here on Delmarva,” said Craig Jahelka, vice president/general manager of WBOC-TV. “We are the only CBS affiliate providing local news, severe weather and sports coverage, school closings, and local programming. They don't think their customers want local information. In fact, in a letter to James Moran, president of the Queen Anne's County Commissioners, Sam McGill, the vice president/general manager of Atlantic Broadband in Grasonville, twice refers to his as a “Delmar system” instead of a Delmarva system. It just reiterates how little Atlantic Broadband executives know or care about our area.”
Jahelka said the decision was made by Atlantic Broadband's corporate office in Massachusetts, which does not understand the geography of Delmarva nor the needs of our family, friends and neighbors who live here.
“I have tried in earnest to get them to keep WBOC-TV on their cable system, but they don't care about their Delmarva customers who pay a high price for their monthly cable service,” Jahelka said. “And we really want to be there for these viewers, especially at time when severe weather hits the peninsula.”

Mike Huckabee has accused President Barack Obama and his wife, Michelle, of double standards in parenting, saying in an interview published Tuesday that the first family shelters its daughters from some things but allows them to listen to the music of Beyoncé.
The sharp rhetoric signals that, should he run for the Republican presidential nomination, Huckabee would make cultural and social issues the cornerstones of his campaign.
While promoting his new book, the former Baptist pastor told People magazine, “I don’t understand how on one hand they can be such doting parents and so careful about the intake of everything — how much broccoli they eat and where they go to school … and yet they don’t see anything that might not be suitable” in Beyoncé’s lyrics. He also said Beyoncé’s choreography is “best left for the privacy of her bedroom.”

Members of the Maryland State Police, Computer Crimes Section, and Homeland Security Investigations, Maryland Internet Crimes Against Children (ICAC) arrest Cecil County individual on child pornography related charges.
James John Stanley, 28, of the unit block of Main Street, Rising Sun, Maryland was arrested for distributing child pornography to a social media website. As a result of the investigation a search and seizure warrant was executed at Stanley’s residence by a Maryland State Police Computer Crimes investigator. Stanley identified by investigators as the target of the investigation. As a result of the search warrant, numerous items of digital media to include computers and cellular telephones were seized and turned over to Maryland State Police Digital Forensic Lab for analysis. Stanley was charged with one count of Distribution of Child Pornography, after seeing a District Court Commissioner, Stanley was transported to the Cecil County Detention Center and is being held on $50,000.00 bail.

Liberty Ammunition first filed suit against the government in 2011 once it discovered the U.S. Army had used at least some of its patented trade secrets to develop lead-free bullets for military rifles. The Florida manufacturer currently has nine patents and has filed for several more,according to the Bradenton Herald.

Chicago-area police officer who shot, killed 95-year-old man with bean-bag gun to stand trial
MARKHAM, Ill. – A Cook County judge will decide if a suburban Chicago police officer is guilty of reckless conduct in the fatal shooting of a 95-year-old World War II veteran with a bean-bag gun in 2013.

Officials of the Forest Park police department have said the officers at the scene had no choice but to act as they did.

NRP Charges Two Crisfield Watermen with Oyster Sanctuary Violations
Two Crisfield watermen were charged Monday by the Maryland Natural Resources Police with illegally harvesting oysters from protected waters.
Using the Maritime Law Enforcement Information Network system of cameras and radar, two officers monitored Paul Franklin Tyler III, 29, and Jeffrey Alan Cuff Jr., 31, at 10 a.m. as they dredged for wild oysters in the buffer zone surrounding the Somerset Oyster Sanctuary near Tangier Sound.
Once Tyler, the vessel operator, saw the NRP officers, he quickly left the sanctuary buffer with the dredge still in the water. The officers stopped the vessel and saw 14 bushels of oysters on board.
The officers checked all four corner buoys marking the sanctuary boundaries to ensure that they were on station as defined in state regulation. The 14 bushels of oysters were returned to the waters of the state.
The two watermen are scheduled to appear in Somerset District Court on March 10. If found guilty, Tyler and Cuff each could be fined as much as $3,000 and have their tidal fish licenses suspended for six months up to a year.

WASHINGTON, DC: Today, Congressman Andy Harris (MD-01) supported H.R. 240, the Department of Homeland Security Appropriations Act, which will improve border security, provide for stricter oversight and increase transparency within the DHS. It will also address and defund President Obama’s executive action on immigration, which effectively granted amnesty to millions of illegal immigrants.
“The President’s unilateral actions on immigration have completely undermined our legal immigration system in the United States. While I agree that our immigration system is broken and needs to be fixed, granting blanket amnesty will only encourage those outside the U.S. to come here illegally,” said Dr. Harris. “The bill we passed today will fund important functions of the Department of Homeland Security, like enhanced border security and anti-terrorist measures, while putting the interests of those who are entering this country through the legal immigration system ahead of those who are here illegally.”
The bill increases funding to the Department of Homeland Security to bolster border security, anti-terrorist efforts, and immigration and customs enforcement. It also requires that DHS submit comprehensive spending plans to Congress, which to increase oversight and transparency of how taxpayer dollars are being spent.
“I agree that immigration is an important issue that we need to address, but the President’s plan of granting amnesty to millions of illegal immigrants is not the answer,”added Dr. Harris.
The legislation passed the House 236 to 191.

Apparently plenty of voters in Joseph D. Morrissey’s Richmond-area House of Delegates conviction were OK with his conviction in the scandal involving his 17-year-old secretary, whose nude photo was found on his cellphone and allegedly shared with a friend. Morrissey has repeatedly denied any wrongdoing, saying his phone was hacked. The young woman, who denies they had sex, is now pregnant.
In unofficial returns, Morrissey defeated Democrat Kevin J. Sullivan and Republican Matt D. Walton by a comfortable margin. Morrissey won 42 percent of the vote, compared to 33 percent for Sullivan and 24 percent for Walton.
Morrissey’s victory was not unprecedented: Through four previous elections, most voters overlooked or even embraced the lawmaker’s flamboyant history of fistfights, contempt-of-court citations and disbarment. The 57-year-old bachelor, who fathered three children out of wedlock with three different women, repeatedly won at least 70 percent of the vote as a Democrat.

The N.A.A.C.P.’s all-volunteer staff here decided to reopen the office, still baffled by an assault that they said seemed to come out of nowhere.

Especially when they have a boozing, abusive mother to contend with. Because he ate three pork chops you meant for dinner, that was justification for throwing butcher knives at his face and hitting his thumb which had to be stitched up. Free Community College isn't Free, Its a Bad Idea
President Obama seems bent on creating new problems for our country and economy under the guise of trying to solve a related problem. The latest installment is his proposal to give a two-year "Free Community College" education to any student with a "C" average or above, subsidized 75 percent by the federal government (i.e. taxpayers) and 25 percent by state governments (i.e. taxpayers).
This is analogous to his approach to "solving" our healthcare issues. Instead of addressing rapidly rising costs, he has focused on increasing access which drives up costs. And this approach, once again, is insane.
No Such Thing as Free
"Free Community College" is just as "free" as everything else that is deemed "free" — it isn't. Someone has to pay for the costs of the program and those paying for it will be the taxpayers. That means that both the people who opt for free community college will pay for it — as well taxpayers at large — at inflated prices down the road. The federal government has already created a debt load that saddles future generations with more debt than the country's GDP. This type of "free" will cost dearly later.
More government-sponsored "free" college will inflate the cost, but not the value, of a community college education. It's basic supply and demand. This is analogous to his approach to "solving" our healthcare issues. Instead of addressing rapidly rising costs, he has focused on increasing access which drives up costs. And this approach, once again, is insane.
No Such Thing as Free
"Free Community College" is just as "free" as everything else that is deemed "free" — it isn't. Someone has to pay for the costs of the program and those paying for it will be the taxpayers. That means that both the people who opt for free community college will pay for it — as well taxpayers at large — at inflated prices down the road. The federal government has already created a debt load that saddles future generations with more debt than the country's GDP. This type of "free" will cost dearly later.
More government-sponsored "free" college will inflate the cost, but not the value, of a community college education. It's basic supply and demand. Ohio bartender threatened to kill Boehner, authorities say
A former Ohio country club bartender -- who told authorities that he was Jesus Christ -- threatened to murder House Speaker John Boehner last fall because he believed the Ohio congressman was responsible for Ebola, according to records made available Tuesday.
A grand jury indictment filed in U.S. District Court in Ohio on Jan. 7 identified the accused man as Michael R. Hoyt, a resident of Cincinnati.
A separate criminal complaint said Hoyt was fired last fall from his job at a country club in West Chester, Ohio, where he served drinks to Boehner, who is a member.

A record percentage of Americans (42%) identified as political independents in 2013, according to Gallup.
The percentage is “the highest Gallup has measured since it began conducting interviews by telephone 25 years ago,” and it has “come more at the expense of the Republican Party than the Democratic Party” as more conservatives in recent years have viewed the GOP as being hardly different from establishment Democrats.
Gallup notes that “Republican identification fell to 25%,” which is the lowest in that time span. Many independents are “leaners,” though–16% of independents sided with Democrats and another 16% leaned Republican. Democrats, taking leaners into account, had a six-point party identification advantage over Republicans.
Though “Republican identification peaked at 34% in 2004, the year George W. Bush won a second term in office,” it “has fallen nine percentage points, with most of that decline coming during Bush’s troubled second term” when Bush supported comprehensive amnesty legislation and the Wall Street bailouts that set up the groundwork for what would be the Tea Party movement.

In March 2014, two Albuquerque police officers shot James Boyd, a homeless man, in the Sandia Foothills.
Boyd, who was 36 and had schizophrenia, had been camping in a restricted area of open space at Albuquerque’s eastern edge. An area resident called police to report Boyd’s presence there.
That call resulted in a three-hour standoff, at the end of which Boyd surrendered.
But surrendering wasn’t good enough for Dominique Perez of the APD SWAT team and former detective Keith Sandy (who retired in December – with full benefits):
One officer’s helmet-mounted camera captured the final moments of the encounter, when Boyd appeared to be complying with commands to leave the area. As he bent down to gather his belongings, an officer threw a flash-bang grenade at his feet. Another officer sicced a police dog on Boyd, who pulled the knives out of his pockets again. As he was turning away from the officers, two of them fired three rounds apiece from assault-style rifles, striking Boyd in the back. (source)

It’s not every day that a foreign leader feels the need to publicly criticize an American pundit, but under the circumstances, British Prime Minister David Cameron was on firm ground yesterday.
British Prime Minister David Cameron had harsh words for the Fox News guest who on Sunday said the British city of Birmingham was “totally Muslim.”
During an interview on Monday with ITV News, Cameron called Fox News “terrorism expert” Steven Emerson a “complete idiot” over the comments.
Specifically, the British prime minister said, “When I heard this, frankly, I choked on my porridge and I thought it must be April Fool’s Day,” adding, “[T]his guy is clearly a complete idiot.”
In a separate interview, Gisela Stuart, who represents Birmingham in the House of Commons, added, “I checked whether this was some kind of early April Fool spoof, and then I thought he was talking about Birmingham, Alabama. But then I realized he was just utterly and completely wrong.”
To appreciate why British officials were so irritated, it’s important to understand just how far Fox News’ Steven Emerson went during his on-air interview with anchor Jeanine Pirro. The Obama administration is still deciding whether to bring felony charges against former CIA Director Gen. David Petraeus, according to Attorney General Eric Holder. As a senior DOJ official in the Clinton administration, Holder arranged apresidential pardon for fugitive tax cheat Marc Rich. As attorney general, he ignored the unconscionable use of the IRS against conservative-leaning organizations seeking tax-exempt status.

Catch and Release 2.0 — Leaks Highlight Teardown of Immigration Enforcement
Leaked internal training documents from U.S. Customs and Border Protection (CBP) reveal Border Patrol agents are now receiving guidelines instructing them that the vast majority of illegal immigrants in the U.S. are off limits to federal agents and are substantially immune to detention and deportation. A trusted federal agent in the CBP provided exclusive copies of the documents to Breitbart Texas and also agreed to an interview on the condition of anonymity.
According to the source, these training documents were required training for U.S. Border Patrol agents and each agent was required to sign their name to confirm receiving the training.
The documents outline three categories that illegal immigrants are now grouped into: Priority one, two, and three. Priority one includes aliens who “pose a threat to national security, border security, or public safety.” Priority two includes aliens who are “misdemeanants and new immigration violators.” Priority three includes all other illegal aliens and describes them as “other immigration violators.”

The Houston Police recently reported a drastic increase in both traffic collisions and crashes at intersections where red-light safety cameras had been removed. The recent report adds to a long list of statistics indicating intersections become more hazardous when red-light safety cameras are taken away.
The Numbers
According to the Houston Police Department data, fatal traffic collisions increased 30 percent at 51 dangerous intersections where red-light safety cameras once stood, and total traffic crashes jumped 117 percent. The police data revealed:
Total traffic collisions when red-light safety cameras were in use was 4,147 between 2006-2010
Total traffic collisions more than doubled to 8,984 from 2010-2014 after cameras were removed
Fatal traffic crashes increased from 10 to 13 in 2010 when the traffic cameras were eliminated
Major crashes jumped nearly 85 percent from 1,391 to 2,568 during the same time period
But Houston is not the only city reporting more incidents once safety cameras were removed from dangerous intersections. According to the Texas Transportation Institute, total intersection crashes increased 64 percent in 2010 in Garland, Texas, and red-light running crashes were three times more frequent after red-light cameras were removed. In addition:
Virginia Beach, Virginia, reported an 11.3 percent increase in red-light running events one month after red-light cameras were taken down
Kansas City, Missouri, experienced a 33 percent jump in red-light running incidents between December 2012 to December 2013 with no cameras in operation
Pima County, Arizona, reported a 1,000 percent increase in the number of drivers speeding more than 11mph over the posted speed limit when the safety camera program ended in 2013
Not only did the cameras encourage safer driving habits, but the Houston Police Department reported the technology generated an estimated $10 million annually in revenue.
