“When you rob someone of their incentive to go out there and improve themselves, you are not doing them any favors,” Carson said. “When you take somebody and pat them on the head and say, ‘There there, you poor little thing… Let me give you housing subsidies, let me give you free health care because you can’t do that.’”

“What would be much more empowering is to use our intellect and our resources to give those people a way up and out,” he concluded.

Tractor Trailer Load Strikes I95 Overpass in Newark

Newark - Troopers are investigating a crash involving a tractor trailer hauling power equipment which struck the underside of an I95 overpass on SR 1 in the area of the Christiana Mall, Newark.

Preliminary investigation indicates that the crash occurred on Tuesday, May 20, 2014 at approximately 2:15 p.m. as Otho V. Sprawls-38 of Batesville, Texas was operating 2013 Freightliner Tractor Trailer traveling SR 1 northbound approaching the I95 northbound overpass, hauling a flatbed trailer carrying a large aluminum modular power substation. As the tractor trailer continued on SR 1 northbound, the substation struck the under structure of the I95 overpass, scattering debris onto the roadway. The falling debris struck a 2010 Volkswagen Jetta operated by James A. Botts-79 of Lancaster, PA which was traveling SR 1 northbound behind the tractor trailer.

Otho V. Sprawls, the operator of the tractor trailer was properly restrained and not injured.

James A. Botts, the operator of the Volkswagen, and a 77 year old female passenger were properly restrained and not injured.

SR 1 northbound and the I95 northbound “flyover” ramp to SR 1 northbound remains completely closed to traffic at the time of this release while the crash is investigated, debris cleared from roadway, and DELDOT inspects the overpass structure for damage.

Troopers continue their investigation into this crash and no charges have been filed at this time.

Police in Colorado brazenly violated the Fourth Amendment rights of dozens of motorists when they illegally detained them and searched their vehicles while attempting to locate a bank robber in 2012, a lawsuit filed in U.S. District Court late last week alleges.

The lawsuit, filed on behalf of 14 of the 28 individuals who were “detained, removed, searched, restrained — and terrified” in a “more-than-two-hour mass roundup of innocent men, women and children at a traffic section,” was filed last Friday and names the City of Aurora and the police chief, among others, as defendants.

According the the lawsuit, the plaintiffs had their Constitutional rights violated after a man robbed a Wells Fargo branch on June 2, 2012. The suspect, described as a white male in his twenties or thirties about 5 foot, 6 inches tall, fled the scene with cash that contained a hidden GPS transmitter which was immediately traced to a nearby intersection.

White House Admits Obama Knew Of VA Problems In 2008 — Blames Bush!

The White House acknowledged Monday that President Obama was warned of problems within the VA years ago and said that was why he asked Congress repeatedly for more money to try to improve care for veterans.

The Washington Times reported Monday that Mr. Obama’s transition team was warned in 2008 to be wary of the wait times the Department of Veterans Affairs was reporting — a key element of the burgeoning scandal over VA care.

White House press secretary Jay Carney said the problems extended back before Mr. Obama’s term and that the president’s response once in office was to ask for more money to try to handle the flood of veterans from Afghanistan and Iraq.

Troopers are advising that the ramp is completely closed and of transient bee swarms in the area.

Boko Haram Militant: "It's Acceptable To Fire On" Children

A member of Nigerian militant group Boko Haram, responsible for the abduction of nearly 300 schoolgirls, tried to justify the targeting of children and warned of more kidnappings in an interview with CBS News.

"You see the enemies among the children, it's acceptable to fire on all of them. You cannot differentiate the children," Saleh Abubakar told CBS News contributor Debora Patta.

Although very nervous at first, Abubakar was brazen enough to walk though heavy security and police cordons to speak to CBS News. This was in line with what a source connected to the group had said, that Boko Haram moves freely around the country and is integrated into many levels of society.

The Most Important Voters In The Election Are Giving Democrats A Dangerous Warning

Voters within competitive U.S. House and Senate districts give President Barack Obama a putrid approval rating and prefer a generic Republican candidate to a Democratic one,according to a Politico poll that served to remind of Democrats' fundamental disadvantages in this year's midterm elections.

The Politico poll surveyed 867 voters from a number of competitive House districts and 16 states with competitive Senate races. Among these voters, Obama is not popular — and neither is the healthcare overhaul he has championed after its first open enrollment period.

Some key points from the poll:

Obama's approval rating sits at only 40%, lower than the national Real Clear Politics average of about 44%. 

55% still think the country is on the "wrong track."

41% said if the election were held today, they would vote for the Republican candidate in their district. Only 34% said they would vote for the Democratic candidate.

Almost half of voters in the competitive districts want to repeal the Affordable Care Act, a higher percentage than nationally. A plurality, however — 51% — said the law should be kept as is or fixed.

89% of respondents said healthcare would be "very important" in determining who they vote for in November.

Case Against Former Va. Gov. McDonnell To Proceed

RICHMOND, Va. (AP) -- The corruption trial against former Virginia Gov. Bob McDonnell and his wife, Maureen, is set to go to trial this summer after a judge tossed out a motion to dismiss most of the charges against the couple.

U.S. District Judge James R. Spencer also ruled Tuesday that the former first couple should be tried together rather than apart.

The McDonnells lawyers had argued that the bulk of the case should be dismissed because prosecutors are trying to criminalize routine political courtesies. They also said Maureen McDonnell was willing to give testimony exonerating her husband in separate trials, but not in a joint trial.

Md. Panel Recommends Post-Labor Day School Start

Comptroller Peter Franchot is praising a vote by a state task force to recommend a longer summer break for Maryland students.

Franchot said Tuesday the later start would be good for families and Maryland tourism businesses on the Eastern Shore and in western Maryland.

The comptroller says the beginning of the school year has been creeping in the wrong direction into summer.

Franchot notes that Worcester County on the Eastern Shore has decided to go back to starting school after Labor Day.

Md. Mother Wants Criminal Charges For GM Recall Lapses

DENTSVILLE, Md. - A Maryland mother who lost her daughter in a crash linked to an ignition defect says the $35 million fine levied against General Motors isn't nearly enough.

Last week, federal regulators fined General Motors for the delayed recall of 2.6 million cars for an ignition defect linked to 13 deaths.

The fine was the maximum civil penalty that the Transportation Department could impose.

"If you take a look at what GM earned last year it was in the billions. Thirty-five million dollars is what GM could earn in a day or two," said Laura Christian.

Baltimore County Issues Tickets Three Years Late

WBALTV News reports that Baltimore County recently issued hundreds of tickets for violations that occurred as much as three years ago.

State law requires that citations be issued within 14 days for vehicles registered in state, or 30 days for vehicles registered outside Maryland. The incident involved vehicles that were leased or rented.
The tickets involved citations issued to rented or leased vehicles. Apparently the county had built up a "backlog" of such citations to "transfer" to the vehicle renter/lessee, many of which were years old, and a county employee only recently asked vendor Xerox Corp to issue the tickets.

One motorist commented to WBALV:

"I laughed. I thought it was a joke," said Stan Constatine about his reaction when he realized the speed camera ticket he was about to pay showed a violation date of April 22, 2011.
"I think what should happen is there should be an audit of all of these citations," Constatine said.

Politico Poll: Election Disaster Looms Over Democrats

A devastating new Politico poll released on Monday shows likely voters in key 2014 midterm election races favor a Republican candidate over a Democrat by seven points. Driving Democrats' electoral descent is the unpopularity of President Barack Obama and his signature legislative achievement, Obamacare.

"Among these critical voters, Obama's job approval rating is a perilous 40 percent, and nearly half say they favor outright repeal of the Affordable Care Act. Sixty percent say they believe the debate over the law is not over, compared with 39 percent who echo the president's position and say the ACA debate has effectively concluded," reports Politico's Alexander Burns.

The poll found that Obamacare overwhelmingly remains the issue driving voters. Nine out of ten individuals surveyed said Obamacare is an important factor determining their vote, and 49% said the health law would be "very important." By comparison, those who said immigration and salary differences among genders were "very important" polled at 28% and 16% respectively.

Monument Preserve In New Mexico May Set Up Next Land Rights Battleground

President Obama on Wednesday will declare a national monument in southern New Mexico, delivering a win for environmentalists but angering ranchers and local law enforcement, who say the land restrictions will end up creating a safe haven for drug cartels to operate within the U.S.

Mr. Obama will declare about 500,000 acres as the Organ Mountains-Desert Peaks National Monument. About half of that land is expected to be set aside as wilderness, meaning it will be closed to vehicles and construction.

Local ranchers say it’s a land grab that will interfere with their grazing rights, and border security advocates said the move will make it tougher for federal agents and local police to patrol the land, leaving a security gap that Mexican smuggling cartels will exploit.

HHS records reveal that Obamacare received only one enrollment on first day of operation; 48% of registrations failed on second day

JUST IN: Anti-Obama Filmmaker Pleads Guilty In Federal Court

NEW YORK — Filmmaker Dinesh D’Souza, whose movie “2016: Obama’s America” rocked the 2012 presidential election campaign, pleaded guilty Tuesday to two charges of illegal campaign contributions.

In a hearing before U.S. District Judge Richard Berman that lasted just under an hour, he admitted reimbursing friends for making contributions to Wendy Long’s U.S. Senate campaign in 2012.

He confirmed that he reimbursed two friends $10,000 in cash for their contributions to the campaign. The federal limit for individuals making contributions was $5,000.

The plea bargain had been expected. In a statement announcing the Tuesday hearing, the U.S. attorney’s office used language “that typically indicates that a plea is expected to occur,” according to a New York Times analysis.

Narrative: On 16 May 2014 at 2:09 PM a deputy arrested Jakeup Bowden in connection with an assault that had been reported on 1 May. In this incident, Bowden allegedly threw a glass bottle at a vehicle next to him at the traffic signal at Walston Switch Rd and Ocean Gateway. The individuals he threw the bottle at followed Bowden to his residence at which point Bowden reportedly brandished a shotgun and began discharging rounds into the air in what Bowden himself would describe as an attempt to scare these subjects away.

At the conclusion of the investigation, the deputy applied for and obtained a warrant for Bowden’s arrest. Upon being taken into custody, Bowden was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Bowden in the Detention Center in lieu of $275,000.00 bond.

OCEAN CITY – The State Highway Administration’s (SHA) spring update before the Mayor and City Council on Tuesday afternoon centered mostly on ongoing pedestrian safety efforts.

SHA Assistant District Engineer Dallas Baker started by announcing the new pedestrian crossing signal installed at 54thStreet, similar to the pedestrian signal on 49th Street, became active on March 21.

Oregon's Senators: Where are you?

Like Rand Paul or not, he is the only member of Congress who is demanding a legal explanation for the killing of US citizens.

Out of 565 members of Congress who have sworn an oath to defend the Constitution, only Rand Paul and Chuck Grassley are willing to challenge the President in his quest to kill US citizens without a trial, charges, or due process. Pretty scary, but then again perhaps the lack of courage or their unwillingness to defend the Constitution is one of the many reasons why the US Congress has an approval rating of 11%.

So far, President Obama has killed 4 US citizens that we know of, and he meets every Tuesday with a secret group to decide who should be on the kill list. How many are on the list, who they are, and what they did, is all considered a secret, so this small Tuesday group sits as judge, jury, and executioner for who knows how many US citizens. The legal explanation and justification for such killings is also held as a "secret".

Mr. Paul is held in contempt by the left for many legitimate reasons, but the left cannot find it within themselves to rally behind Mr. Paul for trying to prevent more killings of US citizens. Not one member of the left, or Democratic Party is willing to stand with Mr. Paul in demanding a legal explanation for the killing of US citizens. Shame on them!

A House aide close to Speaker John Boehner told MailOnline on Tuesday that he will 'go to the mat for Jeb.'

'He doesn't want someone in office who's going to keep splitting the party between the center and the right,' the staffer said.

But Bush's family could drag along enough heavy baggage to sink a White House run, including his daughter Noelle's 2002 arrests for prescription drug fraud, stealing pills at a rehab clinic, and possession of crack cocaine.

His wife Columba also was detained at U.S. Customs in 1999, at the Atlanta airport, for under-reporting $19,000 worth of clothing and jewelry she bought in Paris – signing a declaration for just $500.

Did NSA blackmail Roberts to OK Obamacare?

U.S. Chief Justice John Roberts may have been blackmailed to approve Obamacare after being spied on by the NSA and CIA, says Larry Klayman, the attorney who has come to be known as “the NSA slayer” for his successful legal battles against the National Security Agency.

During an appearance Sunday night on Aaron Klein’s New York City radio show on 970 The Answer, Klayman suggested the blackmail possibility when asked by a caller if the Supreme Court could be sued for its approval of the Affordable Care Act.

“Unfortunately, there’s no way to sue the Supreme Court for decisions that it makes. There should be, and there should be a way to remove these justices for making decisions like that,” explained Klayman, the founder of Judicial Watch who now heads Freedom Watch.

Mikulski, Cardin, Sarbanes Announce More Than $11 Million in Federal Grant Funding for BWI Improvements

WASHINGTON – U.S. Senators Barbara A. Mikulski and Ben Cardin along with Congressman John Sarbanes (all D-Md.) today announced the Maryland Department of Transportation (DoT) and Maryland Aviation Administration have been awarded a $11,034,038 grant from the U.S. DoT for runway safety enhancements and upgrades at Baltimore/Washington International Thurgood Marshall Airport.

"This is a smart investment in jobs today and jobs tomorrow," said Senator Mikulski, Chairwoman of the Senate Appropriations Committee which funds DOT. "It supports jobs today in construction by making needed improvements to BWI's runway infrastructure. And it helps support jobs tomorrow by making sure BWI remains a safe, efficient travel center and an economic engine for Maryland."

"Continued federal investment in BWI Marshall reflects our commitment to maintaining safety in the air and on the ground, as well as to the health of Maryland's economy," said Senator Cardin, a member of the Senate Environment and Public Works Transportation and Infrastructure Subcommittee. "BWI Marshall is an economic hub for our region. This project means good jobs for Marylanders and will improve BWI's overall growth potential."

"This federal grant is a tremendous investment in improving Maryland's biggest and busiest airport," saidCongressman Sarbanes. "These renovations will not only make BWI safer for the thousands of travelers who pass through it each day, but they will also create high-quality employment opportunities for Marylanders who are eager to go to work."

Federal grant funding awarded through the Airport Improvement Program will be used for the second phase of improvements to bring Runway 15R-33L up to Federal Aviation Administration (FAA) safety standards, including a three foot runway shift, new 35 feet runway shoulders for the length of the runway, modifications to the runway/taxiway intersections, lighting and lighting infrastructure improvements, utility relocation and reconfigurations, and runway pavement sensors. The project is part of a multi-year, $350 million effort to bring all of BWI Marshall's runways into compliance with federal safety standards by 2015.

OCPD INTRODUCES SPECIALIZED DUI ENFORCEMENT

This week, a group of specialized DUI enforcement officers with the Ocean City Police Department will be hitting the streets in an effort to curb impaired driving in the resort town. A group of officers that are specially trained in traffic safety will now dedicate their time to detecting and enforcing impaired driving.

“Impaired driving continues to be an issue in Ocean City and now with this dedicated enforcement team we will be able to combat impaired driving head on,” commented Chief Ross Buzzuro. “Finding a sober ride home is an easy choice one can make to protect their safety.”
This group of specialized officers is dedicated to making Ocean City safer by striving to eliminate the threat of impaired drivers on roadways. Other specialized DUI enforcement teams across the state, including the Maryland State Police SPIDRE team, have seen great success and experienced significant decrease in impaired driving collisions.
"Impaired driving is one of the biggest problems on our roadways," began Milt Chaffee, Administrator of the Maryland Motor Vehicle Administration and the state's Governor's Representative for Highway Safety. "An average of 175 people have died every year for the past five years as a result of someone being impaired while behind the wheel. I applaud the Ocean City Police Department's effort to stop impaired drivers and urge all drivers to always find a safe ride home. Call a friend or call a cab but do not get behind the wheel after you have been drinking."
The Ocean City Police Department reminds citizens to always plan a safe ride home prior to consuming any alcoholic beverages. Citizens are strongly encouraged to designate a sober driver, call one of the many local taxi companies or ride the municipal bus.

Glenn Greenwald on the 2016 Elections – “They’ll Probably Have a Gay Person After Hillary”

Glenn Greenwald is not one known for pulling punches, and in this excellent interview with GQ Magazine titled, The Man Who Knows Too Much, he is in particularly rare form. Credit must be given to the interviewer, who asked a wide range of very interesting questions that allowed Greenwald the opportunity to discuss a lot more than merely his Pulitzer Prize winning journalism on the Edward Snowden documents. From the fact that the biggest NSA stories have yet to be published, to thoughts on the 2016 elections, this interview really has it all.

How much more is there to release—and what burden do you feel to get it out there?

We published the first article [about the NSA collecting Verizon phone records] while I was in Hong Kong last June and won’t stop until we’re done. I think we will end the big stories in about three months or so [June or July 2014]. I like to think of it as a fireworks show: You want to save your best for last. There’s a story that from the beginning I thought would be our biggest, and I’m saving that. The last one is the one where the sky is all covered in spectacular multicolored hues. This will be the finale, a big missing piece. Snowden knows about it and is excited about it.

3 Reasons Why The Wall Street Bailout Was A Failure

Timothy Geithner’s new book about the financial crisis, “Stress Test,” is basically an argument that the Wall Street bailout succeeded.

That’s hardly surprising, given that Geithner was in charge of the bailout when Treasury Secretary (as was his predecessor at Treasury, Hank Paulson), and so has an inherent interest in telling the public it succeeded.

Even so, the bailout clearly did succeed, if success means avoiding another Great Depression.

But another Great Depression might have been avoided if the crisis had been handled differently — for example, by allowing the bankruptcy laws to do what they were intended to do, and forcing the big Wall Street banks to reorganize under them.

In fact, the bailout was a colossal failure in several respects Geithner barely mentions in his book, or avoids completely:

... and no sane person on or off the Street now believes Washington will ever allow them to fail – which means they’ll continue to make big, risky bets because they know they can’t fail. And they’ll get even bigger because big depositors and lenders know they’ll never fail and therefore demand lower interest rates than demanded from smaller banks.

Woman Injured in May 12 Crash Near Georgetown Dies

Georgetown – A 63-year-old Dover woman has died from injuries she sustained in a May 12 crash on Dupont Boulevard.

It crash occurred at 3:37 p.m. as Marie Voltaire, 37, of Dover, was driving a 1999 Toyota Corolla southbound on DuPont Blvd (U.S. 113) in the right lane, just north of Speedway Road. For an unknown reason, the Corolla drifted into the left lane, the left turn lane, and then onto the grass median, where it struck a fully marked Delaware State Police 2013 Chevrolet Tahoe head on.

The operator of the Tahoe, a 31-year-old male trooper assigned to Troop 4 in Georgetown, was parked in the center median monitoring traffic on an Office of Highway Safety sponsored seatbelt-enforcement detail. No emergency equipment was activated at the time of the crash.

The trooper was transported by ambulance to Beebe Medical Center where he was treated for minor injuries and released. Marie Voltaire and her passenger, Anezia Valette, were both transported to Nanticoke Memorial Hospital by ambulance. Voltaire was admitted with non-life-threatening injuries. Valette was admitted and died at the hospital on May 16. The occupants of both vehicles were properly restrained at the time of the crash.

On the day of the crash, Voltaire was issued a traffic summons for failing to remain in a single lane. The Collision Reconstruction Unit is continuing its investigation into this crash.

Fruitland Press Release 5-20-14

In an effort to combat the increase in retail thefts, the Fruitland Police Department is working closely with retailers to effectively deploy resources in commercial areas using both high visibility and plain clothes assignments. Each week the department will be sending out a press release with information about those subjects that have been charged for theft. Officers will be provided bulletins alerting them to habitual offenders and suspects. Information will be forwarded to the area colleges to address the associated Code of Conduct violations.

Drive to Save Lives Initiative Nets Over 1,000 Traffic Violations

Dover - The Delaware State Police joined forces with 14 other states in a “Drive to Save Lives” enforcement initiative last Saturday, which netted over 1,000 traffic violations on Delaware roadways.

All 15 states that line Interstate 95 from Maine to Florida (Maine State Police, New Hampshire State Police, Massachusetts State Police, Rhode Island State Police, Connecticut State Police, New York State Police, New Jersey State Police, Pennsylvania State Police, Delaware State Police, Maryland State Police, Virginia State Police, North Carolina State Highway Patrol, South Carolina Highway Patrol, Georgia State Patrol, and the Florida Highway Patrol), participated in the intensified enforcement initiative, led and coordinated by the Delaware State Police.

On Saturday, May 17, 2014, law enforcement agencies in each state conducted traffic initiatives along the 1,920 miles of I-95 and other targeted roadways to keep motorists safe and reduce fatalities. The enforcement initiative focused on aggressive driving, distracted driving, speeders, seatbelt use, pedestrian and motorcycle safety, as well as commercial vehicle safety and enforcement.

Over the 8 hour traffic enforcement initiative, Delaware Troopers issued 1,146 traffic citations including speeding, aggressive driving, unsafe lane changing, and other dangerous moving violations. As a result of the focused enforcement, there was not one fatal traffic crash reported on Delaware roadways on Saturday.

The Drive to Save Lives on I-95 initiative is being conducted in support of a nationwide campaign by the International Association of Chiefs of Police. The Drive to Save Lives campaign is a united effort by state police and highway patrol leaders, to reduce highway fatalities by 15 percent in 2014. More than 33,000 deaths occur each year on our nation’s roadways. Highway fatalities rank as one of the top 12 causes of death in the United States and it is the leading cause of death among teens.

Delaware Troopers will continue the sustained effort to reduce fatalities by focusing on dangerous driving behaviors and promote safety by conducting additional intensified enforcement initiatives throughout the year.

Wicomico Geocache Dash & Bash Returns June 7

– Wicomico County will launch its newest Geocache Trail on Saturday, June 7, 2014 at the Geocache Dash & Bash. Cachers can get started on the new trail, the Geocache Dash, beginning at 7 a.m. After the Dash cachers and the community are invited to celebrate at the Geocache Bash. Held at WinterPlace Park, the Geoache Bash begins at 2 p.m. Both the Dash & Bash are free and open to the public.

Wicomico County’s Geocache Dash is a geotrail designed to introduce people to some of Wicomico County's hidden treasures. In addition to land locations throughout the County, two boat-only caches will be featured in the 2014 Geocache Dash, allowing cachers the opportunity to experience some of Wicomico's beautiful waterways. Kayaks will be provided on the day of the Geocache Dash & Bash free of charge. The Geocache Bash celebration offers cachers and the community a chance to relax after the Dash with entertainment, door prizes, vendors, a corn hole tournament and more.

Artwork for this year’s Geocache Bash & Dash was inspired by submissions for a contest open to all Wicomico County school students. Students were asked to submit their own hand-drawings of what they felt the art work should capture. John Zockell of the Faith Baptist School won the contest with his creative design of a kayak, blue crab and blue heron. Zockell received a $50 gift card by Hebron Savings Bank, voucher for a free day of kayaking with Survival Products, a Geocache coin and certificate of appreciation. When informed his drawing was selected, Zockell explained the art work’s goal was to capture the beauty of Wicomico County, “I have traveled to many different places all over the east coast, and there is no doubt in my mind that the eastern shore of Maryland has the most natural beauty and diversity.”

Event builds on progress from two previous conferences; broadens scope to labor trafficking

– Governor O’Malley and U.S. Attorney Rod J. Rosenstein kicked off the 3rd Annual Governor’s Conference on Human Trafficking  in Baltimore to highlight the State's efforts to stamp out trafficking. Almost 500 court staffers, judges, law enforcement, along with other officials attended workshops staffed by dozens of experts in the field. The Conference is a partnership between the Governor’s Office of Crime Control & Prevention (GOCCP) and the Maryland Human Trafficking Task Force (MHTTF).

“From Nigeria to right here in Maryland, human trafficking imposes unimaginable horrors on its victims, many of them children. That's why we're working with a broad cross section of stakeholders to build on our efforts to search these predators out and bring them to justice,” said Governor O’Malley. “Working together, we’ve driven down violent crime to 30-year lows. And with better coordination, increased public awareness of this critical issue and tougher penalties for traffickers, we'll strengthen communities and better protect Maryland families from this despicable practice.”
