Anyway, sorry, I'm not an attorney, so I can't speak with enough authority on this. But I can share what Spelman University requires (bold is mine):

"Federal law prohibits Spelman College from raising funds for a political candidate or political party. This prohibition includes using Spelman facilities, personnel or other resources for partisan political activities. In addition, employees may not use the College seal, letterhead, symbols, or other identifiable marks of institutional affiliation (including photos of Spelman buildings) to endorse or promote political parties, campaigns or candidates. Spelman funds cannot be used to reimburse individuals for political donations, and no employee can implicitly or explicitly require any Spelman employee to make a political contribution.. Watch out, too, for web pages – for example, a link to only one candidate’s web page or information on a Spelman website may be interpreted as favoring a particular candidate. Faculty and staff who advise campaigns or candidates on policy or strategic issues may do so but must be explicit in communications that they do not represent the College in this regard.

Candidate Appearances on Campus. Candidates for political office may speak on campus at the invitation of the College or organizations affiliated with the College as long as:

* Spelman provides equal speaking opportunities to political candidates seeking the same office;
* Spelman as an institution is not indicated as being in support of or opposition to the candidate (this should be stated explicitly when the candidate is introduced and in announcements of the candidate’s attendance);
* No political fundraising occurs; and
* The appearance is a speech, a Q& A session, or a similar format typical of an educational activity at an academic institution."

Even though Mr. Schuster didn't use the development's letterhead, he promoted one candidate and plans to use the development's facilities."

Might I add, I have spoken to several people in which stated that he does connect himself on the document with the Development by stating the address. That's where the advice came in on "abusing." It's a fine line and IF enough concerned people get on the phone tomorrow morning, much of this should be straightened out. This is the kind of tactics the Tilghman Administration have played for many years. However, before I came along there was NOTHING they could do because no one had a voice. Now they have the voice of thousands upon thousands of people each and every day and this is exactly why the current Mayor is stepping down. She can't get away with it any more and she knows it.

Be Very Careful Outside

I just returned from shopping and collecting some important photos. Half way home I started experiencing freezing rain, so things are just starting to get slick out there. I haven't cranked up the big Hemi Dodge 4x4 in 15 months. Looks like we'll be sporting around in that for the next couple of days.

Here's a funny one for you. About 12 years ago we had quite a large snow storm. I was living in Gambrills/Davidsonville at the time and the snow was so bad that I had to have a front end loader come in and clear out all of the snow around my property.

After that experience I went out and bought this monstrous commercial snow blower and it hasn't snowed enough since to bring that puppy out to use it. LOL! Maybe I'll finally get my money's worth this week??????

Nevertheless, be safe out there Folks and if you don't have to drive, DON'T! I don't want to be writing about any one of you tonight or tomorrow.

"Joe, I went there myself on Thursday morning, and spoke to the gentleman there and he must have mistaken me for someone from the city even after I introduced myself to him. He went on to tell me about the paving of the road in front of the development. Than I again told him why I was there and he told me that I could not even go give a friend of mine my information before I had the approval of Mr. Schulster. He also said he would get back to me and never has.

I have spoken to Laura at the Daily Rag and she told me in no uncertain terms that there was no story there and no laws were being broken. Also this morning when myself and Mr. Caldwell were there a crew from WBOC were to be there and never showed said another story was more important about the weather. I have also tried to contact Mr. Schulster by phone with no responce."

"SENIOR HOUSING” LANDLORD GIVES COMEGYS’ OPPONENTS THE SHAFT

The Cottages at River House, a rental project developed several years ago by a Western Shore group, offers “affordable housing” for older persons who qualify. The project is financed by funds provided by a special governmental program for that type of housing. In order for it to obtain those funds, the City of Salisbury waived the “capacity fee” that the City imposes on new development to obtain money to expand the sewer and water systems. About 70 residents at the project are registered City voters.

At least two candidates in the election for the office of mayor, or their representatives, have asked about distributing their campaign material to residents at “The Cottages” and having a group meeting or candidate forum such as the one held recently at another senior housing facility, Mallard Landing. The facility has space (the “community center”) where a forum or “meet & greet” could be held.

In one case the owner’s representative said that he would pass the request on to his superior. In the other, the owner’s rep stated that the owner was checking with the mayor about what to do. Why Barrie Tilghman would have any role in respect of the request is a real mystery.

Neither candidate has been allowed access for any purpose, and had concluded that the facility did not want to have candidates on the premises. So it came as a surprise that the owner’s general manager, John J. Schuster, Jr. of Westminster, MD, is hosting a luncheon on Monday, March 2, in the community center at The Cottages to introduce the residents to Gary Comegys, the candidate supported by Mr. Schuster.

Schuster has also suggested in a letter to the tenants that Comegys is responsible for development of the Cottages. As far as can be readily determined, his only involvement was voting with other members of the City Council majority to waive the City’s capacity fee – which, of course, means that the other users of the sewer and water systems make up the difference. Guess what that means.

So we have the owner-landlord of a project that was made possible by a gift from the City and taxpayer funding giving special treatment to a candidate for mayor, and showing other candidates the back of the hand – in essence preventing them from speaking with the tenants or even giving them campaign material at the facility. There ought to be a law or regulation to prohibit this discrimination and control by landlords of senior housing (and other) rental facilities for political purposes.

And in this instance – because the project is funded by public dollars – there may be such a prohibition. Many federal programs that provide funds require that the project being funded by such funds cannot be used for partisan political activity. Normally this means that if any candidate is allowed access, then all must be – basically an “all or none” rule. If that applies in this instance, the consequences are not yet known. So we can’t say for sure whether the loan would have to be repaid immediately with whatever result that could have on the viability and continued operation of the project. The residents of “The Cottages” should ask Mr. Schuster to explain in writing the legal consequences and its effect on them before he holds his party for Comegys and Shields.

This scenario says a lot about Comegys, although most people won’t be surprised in light of his past conduct. Maybe this news report about yet another Barrie & Bubba scheme to screw the public will turn enough votes that he is defeated in the primary. Ditto for Shanie Shields, who is also a guest of honor and Mr. Schuster’s special affair for his favored candidates.

Alcohol Factor in Dover Area Crash – Passenger In Critical Condition

Dover – The Delaware State Police Collision Reconstruction Unit is investigating a serious crash that occurred early this morning at approximately 5:00 am on Sorghum Mill Road west of Locust Grove Road.

Investigators learned a 1995 Ford Ranger pick-up was traveling eastbound on Sorghum Mill Road. For an unknown reason the vehicle crossed over the opposite lane of travel and veered onto the westbound shoulder and struck the front of an unoccupied, legally parked, tractor trailer. The tractor trailer was a 2007 Kenworth Truck.

As a result of the crash, the operator Krystal Altman, 18 of Dover, sustained injuries and has been admitted to Kent General Hospital in stable condition. A front seat passenger, John Lee, 27 of Dover, has been admitted to Christiana hospital with critical injuries.

Alcohol is a factor in the crash and seatbelt use is currently unknown. The crash remains under investigation and charges are expected to be placed against Ms. Altman.

Note: weather was not a factor in the crash.

Salisbury News Ranked #1 For 9th Straight Week Of 2009

WOW!

Salisbury News haas been rated the #1 Influential Political Blog in the state of Maryland for the 9th week in a row. Just think of ALL of the attention we have received throughout the entire State. You have to wonder though, is this a good thing for Salisbury? Only Tuesday's election results will let us know.

I will say, if Comegys gets past the Primary we'll certainly have a whole lot more to share about Salisbury, that's for sure. If he doesn't make it through, here's my prediction. I think you'll see even more comments because people will finally feel FREE. They'll no longer be afraid to speak up in fear of retaliation from the current administration. College Students will get on board and speak out more often as well.

Nevertheless, we're honored and we can't thank you enough for visiting and participating. Hopefully the recent court findings we posted yesterday will comfort more people to put up their comments without Big Brother stepping in.

I don't know what other proof everyone needs to realize Salisbury News has in fact become the #1 resource for your local news and information on the Delmarva Peninsula. My sincere thanks goes out to ALL of our Contributors. Without them, I truly don't know what I would do. It's only going to get better Folks, I promise you that.

Armed Robbery

There was an armed robbery at the Thirsty's at the intersection of Church and East Main Streets in Salisbury Friday night. I have heard nothing in the news about it. Strange. Clerk told me Sat. night that the masked robber jumped the counter and put a gun to his head and took money from the register. There may also have been a lookout assisting outside the store, which had no customers at the time.

Get this--the robber wasn't happy just pulling this off--he fired a single shot into the ceiling as he ran to the door and fled. No injuries. Parts of ceiling had been removed in attempt to recover the bullet. Crime is just getting amazing around here. I know of at least five break-ins in the City Park/Buena Vista area in the last few months. Only one I know of has resulted in an arrest.

About two weeks ago an elderly woman on Buena Vista was robbed of her purse, struck in the head, and knocked to the ground by another one of these scumballs. Little or no police reports on any of it.

The Vulnerable Frank Kratovil

Today's Daily Times has (as expected) hopped onto the "Re-Elect Frank Kratovil" train.  Hoping to get past 2010 and then dropped into a nice safe gerrymander, Kratovil and the DCCC are attempting to play both sides against the middle.  Not surprising, except that Flip-Flop Frank hasn't been in office two months.

The strategy works like this:

Millsboro Home Invasion


Oak Orchard – The Delaware State Police are currently investigating a home invasion robbery that occurred early this morning at a residence in the 28000 block of Cannon Street, located in the Oak Orchard area near Millsboro.

Troopers responded to the 911 call at 2:30 this morning after it was reported 2 large black male subjects forced entry into the home armed with guns. The investigation revealed the home was occupied by three residents, a 29 year old male, 24 year old female and a 14 month old girl.

The suspects kicked in the locked front door wearing all black clothing - jackets, masks and gloves. They confronted the male and demanded money while pointing the guns at all the victims. They assaulted the male victim and discharged one round from a handgun into the floor of the home. After receiving an undisclosed amount of money they fled the residence on foot in an unknown direction.

Detectives have recovered ballistic evidence from the scene and are continuing the investigation. Investigators are seeking information and are asking if anyone has any knowledge of this crime to call detectives at Troop 4 at 302.856.5850 or Crime Stoppers at 1.800.TIP.3333.

Note – the injuries to the victim were not serious.

Wilmington Man Shot at Local Hotel

Wilmington – The Delaware State Police are investigating a shooting that injured an 18 year old Wilmington man. Last evening at approximately 6:50 pm troopers were called to the Gold Club located on South Market Street in reference to a shooting.

When troopers arrived they contacted the victim who sustained a gun shot wound to the left shoulder. He informed investigators he was at the Fairview Inn, located at 1051 S. Market Street, in a room visiting friends. Additionally, several other persons were inside the room that were not the victim’s friends.

While in the room, the victim states 3 unknown black males ordered him to the ground and demanded money. The victim states he saw one black male armed with a silver handgun, at which point, he got up and wrestled with the gunman. The victim, who refused to give the robbers the money, states that he opened the room door and ran outside at which point he was shot one time in the left shoulder.

The victim ran into the Gold Club and contacted a bouncer who called 911. Immediately after the shooting, the three black male suspects and one white female exit the room, and get into a dark colored Ford Explorer and flee the area. Detectives have secured video surveillance from the hotel and are developing positive leads in the case as to the identity of the suspects. However, no suspect has been positively identified at this point and investigators are asking anyone who has information on this crime to contact detectives at Troop 2 at 302.834.2630 ext 209 or Crime Stoppers at 1.800.TIP.3333.

Note - the victim was taken to a local hospital where he was treated for the wound. His injury is not life threatening. The video surveillance has been secured as evidence and is not available for distribution. There is no additional suspect description currently available.

Bennett High Winter Formal

Last night Bennett had 1 of 2 dances for the year.  Only a very small percentage showed up!  Why?

In my day, dances were the most exciting thing happening in school, heck even in town.  What is going on?

Well it seems if you are a 4.0 student but miss a few days of school, you can't go to the dance! Rule - X number of unexcused absences, you cannot attend a dance.  A doctors note is the only excused absence in most cases.  How many kids just have the good old flu/cold this time of year but don't need to see a doctor?

Attendance is more important than grades in Wicomico County?  Or is this just a Bennett rule?

Gary Comegys & Shanie Shields Position on Funding SPD and SFD

The following is a statement made, by Gary Comegys, in a letter to the editor in today's Daily Times.

"When the men and women of the Salisbury Police Department needed raises and better pensions, incentives to stay in our department and not leave for better-paying jobs, I responded. Our streets and our city's residents deserve the best protection they can get. Our police officers deserve the best, too."

It would be very easy to dispute this on my own, we've all taken shots at the council, SPD and SFD. I opted to use the words right out of their mouths so there can be no mistakes made on their individual positions concerning public safety.

Below is a link to the council discussion and vote during the FY '09 budget session, concerning increases in manpower and salary for the Salisbury Police Department. Gary says NO and Shanie says it's not murder if they knew who they were going after. If you listen closely you will hear Shanie say "crime is under control". Is this who we want running the city? My friends and family members living in city limits most certainly don't.

Redneck Divorce

Dear BillyBob,

As you know, my divorce was final yesterday, and in the divorce settlement she was awarded the double-wide mobile home and my pickup truck.

Can you believe it? I expected her to get the double-wide, but having to give her my truck was just more than I could bear.

I had no choice, so as per the court order, I delivered the truck to her before 2:00 PM today. I'm sure gonna miss that truck. Had to get a picture of it before it was gone forever - taped a copy below.

MARYLAND IS SUPPOSE TO BE BROKE. . . WELL THEN THEY - (LEGISLATORS) - SHOULD NOT MIND REMOVING THESE PORK PROJECTS FROM THE PROJECTED BUDGET SHORTFALL

For each of the past 5 legislative sessions I have read each and every House and Senate Bill.

It amazes me how many of our elected officials profess to be our representatives when, in fact, they should be deemed to be our enemy. Talk about pork barrel spending . . . . wait till you see these pork projects:

1. HB-125 - Creation of a State Debt - Baltimore County - Owings Mills Jewish Community Center - $500,000 grant for an electric generator

2. HB-204 - Creation of a State Debt - Montgomery County - Imagination Stage - $400,000 grant

3. HB-231 - Creation of a State Debt - Washington County - Doleman Black Heritage Museum - $100,000 grant

4. Creation of a State Debt - Anne Arundel County - Historical Freetown Renovation - $150,000

5. HB-276 - Creation of a State Debt - St. Mary's County - Pathway's Facility Renovation - $175,000

6. HB-324 - Creation of State Debt - Montgomery County - Damascus Heritage Museum - $200,000

7. HB-336 - Creation of a State Debt - Baltimore City - American Visionary Arts Museum - $150,000

8. HB-352 - Creation of a State Debt - Anne Arundel County - Benson-Hammond House Renovation - $150,000

9. HB-403 - Anne Arundel County - Historic London Town Visitors Center and Museum Loan of 2001 - $200,000

10. HB-658 - Creation of a State Debt - Montgomery County - Rockville Historic Post Office Renovation - $600,000

I could go on and on as the grant request are virtually endless but I believe one can get the general lowdown on just how frugal money really is!

Now folks. . . please take notice on where all of the money is being funneled. Look at the locations for which they are being appropriated. Notice a common thread. . . .THE MAJORITY OF MONEY IS GOING TO BALTIMORE, MONTGOMERY, PRINCE GEORGES, AND ANNE ARUNDEL COUNTY.

For this reason I have, repeatedly, requested year-in-and-year-out for a State generated formula to be devised and given to each respective County so that the residents will know exactly how much is being collected and how much is being returned to each respective jurisdiction.

The point I'm trying to drive home is that last year Wicomico took-in 76 million dollars in sales tax collections. I truly believe our local residences should be informed about how much of it is being returned to our locality.

Maryland's former Comptroller said he has been asked about these figures from various sources throughout his history as Comptroller. I think the time is long OVERDUE for the information to be provided!

Campbell Publishes Voting District Map In Response To Voter Questions

Salisbury – City council member Debbie Campbell, candidate for reelection for the District 2 council seat, has added the Salisbury Voting District Map to her website. It can be accessed by using the link in the Resources Tab and or from a special “New!” link which is prominently featured on the right side of the home page. Easy to follow instructions for enlarging and navigating the map are also included.

“I have fielded numerous questions from registered voters who are not certain whether they live in District 1 or in District 2.” says Campbell. “With the primary election taking place on Tuesday March 3rd and the general election on April 7th, it is of paramount importance that there is an easily accessible tool to help voters answer this question. In addition to the map there is also contact information for voters who may be unsure of their polling location.
While all registered voters are eligible to vote in the mayoral primary on Tuesday, only District 1 candidates will also vote in a council primary.” Campbell explains. Campbell will run in the general election on April 7th, but since she faces only one opponent she is not on the ballot in the primary.

Viagra

An Irish woman of advanced age visited her physician to ask his advice in reviving her husband's libido.

'What about trying Viagra?' asked the doctor.

'Not a chance', she said. 'He won't even take an aspirin.'

'Not a problem,' replied the doctor. 'Give him an 'Irish Viagra'. It's when you drop the Viagra tablet into his coffee. He won't even taste it. Give it a try and call me in a week to let me know how things went.'

It wasn't a week later when she called the doctor, who directly inquired as to her progress. The poor dear exclaimed, 'Oh, faith, bejaysus and begorrah! T'was horrid! Just terrible, doctor!'
