CNN: White Children "Don't Deserve Innocence"

CNN gave airtime to an ‘anti-racist activist’ who suggested that white children should not be allowed to have an ‘innocent’ childhood, but rather be made to feel guilty about their ‘white privilege’ at an early age.

CNN host Poppy Harlow cited a letter sent to her from a school directing white parents how to teach their kids about their ‘white privilege’, and asked Tim Wise “When should parents do this with their kids and how?”

Wise responded that it should be at as young an age as possible, and that white kids need to be repeatedly told they are over privileged in order to sufficiently indoctrinate them.

“I think the important thing for white parents to keep in the front of our mind is that if black children in this country are not allowed innocence and childhood without fear of being killed by police or marginalized in some other way, then our children don’t deserve innocence.” Wise proclaimed.

“If Tamir Rice can be shot dead in a public park playing with a toy gun, something white children do all over this country every day without the same fear of being shot, if Tamir Rice can be killed, then white children need to be told at least at the same age, if they can’t be innocent, we don’t get to be innocent.” Wise continued.

“If we could keep that in the front of our minds, then perhaps we would be able to hear what black and brown folks are telling us every day and have been for many years.” he added.

"A Protester Shot My Sister": Teenager Records Gut Wrenching Message After Deadly Riot

A distraught teenager took to Facebook Live just two hours after her sister was murdered at a George Floyd protest.

"I hope y'all know what the fuck y'all did," said 19-year-old Jasmine Kelley following the death of 22-year-old Italia Marie Kelley at a Davenport protest on Sunday.

"My sister is gone because one of you, a protester, shot my sister. A protester, not the police!" she said through tears, adding "I lost my sister because of you. You! You are so mad at the police that you are hurting everyone else. You’re so mad at the police, you guys killed my sister." (via the New York Post)

“By you’re f—ing ignorance I gotta bury my sister. I gotta bury my sister because y’all brought guns. It wasn’t a rubber bullet, it was a f—ing gun.”

Kelly blamed the “ignorance of every single one of y’all that decided to shoot into a f—ing crowd” for the bullet that “just happened to hit my sister.”

Kelly vowed to “find out who the f–k did it,” saying it will be “the last thing you’ll ever remember.”

“Now I gotta bury the only person I had in my life, the person that took care of me, the person who took beatings for me so I didn’t have to, the person who was there for everything,” she sobbed. -New York Post

Maxine Waters Classifies Term ‘Rioting’ as ‘Negative Language … Used Against Black People’

Rep. Maxine Waters (D-CA), in an interview published Wednesday, explained why she rejects the term “rioting” in describing violent protests, contending that the word is part of “negative language used far too often in a description of black people by folks who fundamentally don’t see black people the same way they see whites and others.”

Video: Gretchen Whitmer Violates Own Social Distancing Order During Protest, Chants ‘Hands Up Don’t Shoot’

On Thursday morning, Michigan Gov. Gretchen Whitmer told protesters to wear a mask and stay six feet apart. Later in the day, she appeared to violate her own rules.

“I encourage everyone who is protesting, if you are out demonstrating or out congregating at all, please wear a mask and please try to stay six feet away from others,” she said on Mojo In The Morning.

Whitmer, who is angling to be Joe Biden’s vice presidential running mate, participated in a protest in downtown Detroit over the death of George Floyd.

She marched along as the closely packed large group chanted, “Hands up, don’t shoot,” and “This is what democracy looks like.”

Whitmer, wearing a cloth mask, was standing shoulder-to-shoulder with Bishop Charles Ellis and Lt. Gov. Garland Gilchrist.

Democrats at War

The Democrat party is at war with America. That is the clear message of the Democrats’ responses to the crises that have engulfed our nation over the last six months, made our streets war zones, and destroyed the small business communities that are the lifeblood of our system. When the country was attacked by a deadly virus from China in January, the Democrats attacked the president’s efforts to stop it at the border, then blamed him for the 100,000 deaths that followed. Yet Democrat governors controlled the health systems of every major center of the covid19 devastation and were 100% responsible for any policies that failed.

When the president attempted to re-open the economy in May, Democrat governors and mayors issued draconian orders to arrest individuals violating their “social distancing” injunctions by strolling in parks, lounging on beaches and – worst of all - attempting to revive their barbershops and salons. As a direct consequence of these imposed shutdowns forty million Americans lost their jobs. To many of us, the Democrats’ purpose was clear: to depress the economy and blame the consequences on the president. This became the incessant theme of their political utterances and ads.

Yet these seditious Democrat attacks on the commander-in-chief in the midst of the war against an invisible enemy maintained a cover of plausibility because of the uncertainties surrounding the virus and how it was spread. This mask was dropped when a civil insurrection erupted in the wake of the horrific police murder of George Floyd. In its wake America’s streets were filled with massive crowds of protesters and as it turned out domestic terrorists. These terrorists, led by the communist organization Antifa, used the protests as a cover for violent and hate-filled attacks on ordinary citizens and their businesses. As these attacks escalated into the torching of city centers and the devastation of poor communities, the hypocrisies of Democrats and their true agendas became inescapably clear.

In my tiny West Virginia town, I phoned a local farmer to order fresh eggs. The yolks of his eggs are a rich, deep yellow. After his wife took my egg order, she asked if she could speak to me about the chaos over the death of George Floyd. I assume word has spread around town about my political activism.

She expressed deep concern for her half-black grandkids living in Maryland who are experiencing racial bullying. She wanted to know what to tell them about all the racial hate and white supremacy stuff they are hearing from media. I told her to pray for her grandkids and keep filling them with the truth.

Black Lives Matter minions have ambushed and assassinated several cops over the years. For some reason, George Floyd rioters shooting to death 77-year-old small-town police chief David Dorn feels like a new level of in-our-faces domestic terrorism. Democrats and fake news media are practically issuing marching orders to rioters: destroy monuments, burn businesses, and take whatever rioters believe that white America has stolen from them. Rioters plan to invade white suburban and rural private homes.

Can you believe this, folks? In essence, Democrats and fake news media are instructing rioters to "go get 'em!" Who could have imagined that Democrats and fake news media would unleash rioters on the American people to spark Charles Manson's apocalyptic race war called "Helter Skelter"?

For decades, Democrats and fake news media have used shaming tactics and backdoor schemes to repeal our constitutional right to bear arms. The Second Amendment is to protect us from government tyranny. Claiming that the Second Amendment is outdated, Democrats and fake news media brand law-abiding gun owners as paranoid nut-jobs. Today, Democrats are ignoring the Constitution, enforcing unlawful demands upon We the People. 'Nobody Takes America': Philly Woman Shuts Down Protestors Outside City Hall

Philadelphia, Pennsylvania – A woman came prepared with a megaphone on Wednesday to put protesters in their place at Philadelphia City Hall. Following another night of damage, looting, and riots in the central part of the city, the Pennsylvania National Guard blocked access to the Philadelphia Municipal Building where they remained throughout the day.

The presence of national guard in addition to the heavy deployment of Philadelphia police drew some protesters to the site in the morning and afternoon, hours before another demonstration was expected to amass in the city's center.

The woman arrived briskly to the scene and immediately confronted a white, female protester before beginning her speech. She accused the protesters of creating havoc and violence, which closed businesses and prevented underprivileged families from getting necessities.

Biden Has No Good Options

This riot crisis will pass, and then it’s nothing but bad choices ahead for Badfinger Biden, not that he realizes it. He’s too far gone and far too busy watching his stories on the tee-vee to negotiate the crucial strategic decisions he faces if he wants to win. Even if not he has not already disembarked the short bus in Seniletown, he’s at least wandering aimlessly through its suburbs. The calls he has to make – about reacting to the failing Antifa/Democrat insurrection, about picking a veep, and about how to handle the only guy who seemed to grow younger, healthier and sharper in the Oval Office – would not be easy one for someone on the ball, much less someone giggling as he chases a ball around his backyard.

The uprising by the Antifa-Democrat axis, where state and local Democrat politicians wink at the violent, militarized wing of their party’s criminal antics in order to intimidate the normal, is going to be a disaster for the Dems. Oh, the media wants to present it as this dire nightmare for Trump, but within 24 hours five people personally (putting aside online folks) told me they were going to become first time gun owners. I’ll take anecdotes over media narratives any day, as President Felonia Milhous von Pantsuit should have. The Secret Trump Vote on 11/3 is gonna be huge.

There were several factors that the bad guys (uh oh, assuming genders again!) failed to appreciate when they decided to exploit the protests. First, there was the sense of betrayal it would create. People agreed that the actions of the Minneapolis cops were unacceptable, but they also saw through the cynical effort to leverage that tragedy into an excuse for radical violence. The essential insincerity of Antifa and the Antifa-curious was confirmed when we saw black law enforcement officers dead on the ground and it was received with a collective shrug by the Dem pols, trust fund terrorists and kneeling suburban mommies who wail about their privilege.

Evidentiary Hearing On Wind Turbine Size Underway

OCEAN CITY — The Maryland Public Service Commission (PSC) evidentiary hearing on the proposed change in the size of the turbines for one offshore wind farm began in earnest on Thursday with both sides firing salvos in their opening remarks.

Last year, Ørsted, the developer of the Skipjack project announced it was committed to using the GE-Haliade 12-megwatt turbines, described as the “world’s largest offshore wind turbine,” for its Skipjack project off the north end of Ocean City. The 12-megawatt turbines are significantly larger than turbines originally envisioned for the project off the resort coast.

Because of the drastic change in the proposed turbine size, the PSC in January held a five-hour-plus public hearing in Ocean City attended by hundreds to determine if a further evidentiary hearing was warranted. In February, the PSC granted the town of Ocean City’s request for an evidentiary hearing and it got underway on Thursday morning. The hearing is expected to continue for two days, and the PSC will, at some point, make a determination on the turbine size change.

In his opening statement on Thursday, Ørsted attorney Joseph Curran III said the 12-megawatt turbines now being proposed for the Skipjack project represented the “best available technology,” a concession placed on the PSC’s original approval for the project in 2017.

The Globe Eyes Reopening In July After Extensive Renovation

BERLIN – The months-long restoration of an iconic Berlin business is finally nearing completion.

The Globe, which has been undergoing a massive renovation since being purchased by Burley Oak Brewing’s Bryan Brushmiller, is in the final stages of construction. Brushmiller hopes to welcome the public back to The Globe in July, pending the lifting of state restrictions.

“For the last six months we have been working diligently to bring back this 100-year-old theater to its former glory,” Brushmiller said. “We’re excited to show everyone a space that will host barbecue, craft beer and live entertainment.”

Brushmiller bought the property last fall and has spent the months since reimagining the interior of the historic building. Though the coronavirus pandemic has slowed the project somewhat, Brushmiller says it’s 80% complete. On a tour of the building this week, Brushmiller highlighted the changes to the structure. Those who frequented the restaurant in recent years will be surprised by the open floor plan, as Brushmiller has removed the wall enclosing the kitchen and expanded the bar. While the kitchen remains on the left side of the building, it’s visible to patrons, who will be able to sit in the back by the stage, outside in a new seating area, or at the bar — 50 feet of live edge maple built by Brushmiller’s father Tim. The second floor of The Globe will feature overflow seating and will, as it was in the past, be available for private parties.

Minneapolis City Council president, Dem Jeremiah Ellison claim they'll 'dismantle' police

Jeremiah Ellison, a Minneapolis city councilman and son of state Attorney General Keith Ellison, is calling for the "dismantling" of the Minneapolis Police Department following days of nationwide protests over the death of George Floyd -- and he soon got the support of the City Council's president.

"We are going to dismantle the Minneapolis Police Department," Jeremiah Ellison tweeted Thursday.

"And when we’re done, we’re not simply gonna glue it back together. We are going to dramatically rethink how we approach public safety and emergency response. It’s really past due."

The Florida Supreme Court Just Shot the Assault Weapons Ban Ballot Initiative Out of the Sky

If you’re a Dallas Cowboys fan (I am certainly not), you’ll understand this: you’re riding high, and then it all falls apart. Give it time, it’ll happen. And for the past quarter-century, that’s exactly how things have turned out for the Cowboys—supposedly America’s Team—in their quest for another Super Bowl. Well, it’s the same for the anti-gun crowd. The gun-control movement scores some state-based wins, get a ton of media attention, and then things fall apart. It’s inevitable. All you have to do is let these people talk and voters quickly find out the insane bits of their agenda. Support for gun control usually spikes after a mass shooting, especially at a school. Parents worry; it’s a total emotional response. Let things settle and that voter good faith evaporates. Given the rioting that has erupted across the country over the death of George Floyd at the hands of Minneapolis Police, there is an even bigger rush to buys guns. Six million firearms have been purchased in the past three months. The COVID lockdowns spurred this, but the rioting has seen many gun stores have lines running out the door. People value their property and security. They’re protecting what they own; that’s indelibly American.

If anything, the overreach on the quarantine and the rioting shows why we have a constitutional right to own firearms. And in Florida, the state Supreme Court just shot the assault weapons ban ballot initiative out of the sky for being deceptive. The initiative did not get enough signatures for the 2020 ballot, which shows how pressing this is for Floridians, but now—it won’t show up on the 2022 ballot either. Attorney General Frosh Joins Coalition Opposing SNAP Cuts that Would Leave Millions Hungry During Pandemic

24 Attorneys General and City of New York Urge Congress to Maintain Vital Food Assistance in Next Coronavirus Stimulus Package

BALTIMORE, MD (June 1, 2020) – Maryland Attorney General Brian E. Frosh today joined a coalition of 24 attorneys general and the Corporation Counsel of the City of New York in urging Congress to block the Trump administration’s attempts to cut vital food assistance for millions of Americans.  In a letter to Congress, the coalition expressed support for provisions in the House-passed HEROES Act that would prohibit the use of appropriation funds for three U.S. Department of Agriculture (USDA) administrative rules.  The rules would cut food assistance under the Supplemental Nutritional Assistance Program (SNAP) by making it harder to qualify for SNAP food assistance benefits, reducing state flexibility to continue benefits beyond the three-month limit, and reducing benefit amounts for certain households.  The coalition argues that, especially during this unprecedented time of economic turmoil due to the COVID-19 pandemic, Congress should work to protect and expand our nation’s largest anti-hunger program.

“The Trump Administration’s rule will cause untold misery,” said Attorney General Frosh.  “No one in the United States of America should go to bed hungry, and allowing this punitive measure to take effect during the COVID-19 pandemic is dangerous and cruel.”

SNAP, previously known as “food stamps,” is our country’s most important anti-hunger program and a critical part of federal and state efforts to help lift people out of poverty.  The program provides people with limited incomes the opportunity to buy nutritious food that they otherwise could not afford.

The current pandemic underscores the need to preserve SNAP food assistance.  In March alone, 40 percent of American households with incomes below $40,000 lost jobs, and from March 15 to May 15 of this year, 40.8 million Americans filed for unemployment.  Unsurprisingly, the number of Americans applying for SNAP benefits has also spiked.  As more Americans struggle to put food on the table with each passing day, cuts to food assistance programs that millions need to survive would only compound the suffering of this public health emergency.

In the letter sent to leaders of the House and Senate, the multistate coalition urges Congress to block the Trump administration’s three SNAP rules because they would:

  • Cut SNAP benefits for 700,000 Americans by restricting states from extending benefit time limits: There is a three-month time limit on SNAP benefits for unemployed individuals aged 18 to 49 who are not disabled or raising children—"able-bodied adults without dependents” (ABAWDs).  However, states can acquire a waiver of this time limit for areas where the unemployment rate is above 10 percent, or if it presents data demonstrating that the area lacks sufficient jobs for ABAWDs.  The ABAWD waiver rule would push nearly 700,000 Americans off SNAP by forcing states to rely on broad unemployment rates—instead of localized job availability for low-income individuals—in order to extend SNAP benefits to needy individuals for more than three months.  This rule is currently partially enjoined by a federal court after many states in this coalition, including Maryland, filed a lawsuit, and Congress waived SNAP time limits during the public health emergency in the Families First Act.  That common sense measure serves as a template for future congressional action pertaining to SNAP. 

  • Remove 3.1 million Americans from SNAP by making it harder to qualify for benefits: A long-standing policy known as “broad-based categorical eligibility” (BBCE) allows states to make low-income families automatically eligible for SNAP benefits if they have already qualified to receive certain other types of public assistance.  Through BBCE, states can extend SNAP benefits to low-income families that slightly exceed the program’s gross income and asset limits if they also have significant critical expenses, like childcare, housing, or education expenses.  The Revision of Categorical Eligibility rule would eliminate SNAP benefits for 3.1 million Americans by restricting states’ ability to use BBCE.  Currently families are allowed to preserve basic emergency savings while maintaining their eligibility for food assistance under BBCE, but this rule would effectively require Americans to go completely broke before receiving SNAP benefits.

  • Reduce monthly benefits for SNAP households: SNAP benefits are based on states’ calculation of net income; the lower the net income, the higher the SNAP benefits.  The Standardization of State Heating and Cooling Standard Utility Allowances rule would change how states can account for the costs of utilities, including home heating and cooling, as they calculate net income for SNAP household benefits.  The change will result in 19 percent of SNAP households receiving lower SNAP monthly benefits and will disproportionately affect Americans who are uniquely vulnerable at this time—seniors and people with disabilities.

Attorney General Frosh previously submitted a letter to the USDA, as part of a coalition of 22 attorneys general and New York City, opposing rulemaking that would cut food assistance for 3.1 million people.

In addition to Attorney General Frosh, today’s letter was signed by the attorneys general of California, Colorado, Connecticut, the District of Columbia, Hawaii, Illinois, Iowa, Maine, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, Vermont, Virginia, Washington, and Wisconsin, and the Corporation Counsel for the City of New York.

With “new evidence that Barack Obama and Joe Biden were intimately involved in the targeting of then-President elect Trump,” the Attorney General’s position that “there’s no evidence of a crime” – is an “odd position to take” Fitton affirms. In fact, “there’s definitely evidence for which both Obama and Biden should be targeted for criminal investigations.” according to Fitton. While AG Barr has “suggested that investigations during election years are inappropriate” – “that doesn’t mean that candidates for office get a “get out of jail free” card during election election years.” “What does that tell Joe Biden?”

While the DOJ seems to be brushing potentially incriminating evidence aside, Fitton questions, “are they even going to ask Barack Obama , Joe Biden, or Susan Rice a question about it?” Despite it “being too late to do anything,” in AG Barr’s words, newly released documents suggest “Obama and Biden were co-conspirators in attempting to take down the incoming President.”

With RussiaGate as the central narrative in the Obama Administration’s attack on Trump, newly obtained records by Judicial Watch reveal how then-FBI director James Comey and Obama discussed “denying the incoming POTUS intelligence information related to Russia” – while accusing Flynn of “sharing classified information with the Russians” despite admitting that his phone transcripts with the Russian Ambassador “did not contain classified information” – “implicitly admitting that he did nothing wrong, that he never lied,” Fitton continues.

While conspiring to withhold key intelligence information from the Trump White House, “Obama and his FBI Director basically smeared Flynn… talking about potentially seditiously undermining the POTUS by refusing to provide Intel to his top deputy on National Security matters, Gen. Flynn.” “Here you have Obama at the scene of the crime,” Fitton concludes.

ATF, Firearms Industry Offer Up to $5,000 Reward for Information about Firearms Stolen from Delaware Gun Store




NEWARK, Del. – The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Baltimore Field Division and the National Shooting Sports Foundation (NSSF), the trade association for the firearms industry, have announced a combined reward of up to $5,000 for information leading to the arrest and conviction of the persons responsible for the theft of 35 firearms from a federal firearms licensee in Newark. ATF Special Agents from the Wilmington Field Office are working with Delaware State Police Troop 2 on this investigation.

At approximately 1:35 a.m. on Sunday, a group of five suspects broke into American Sportsman, located in the 2600 block of Capitol Trail. They stole 35 firearms, including both handguns and long guns, as well as firearm accessories like magazines.

The suspects are described as black males in their early 20s-early 30s, all with slim builds except for one heavy-set suspect who also has a thick beard. One of the slim suspects wears glasses. Photos are attached to this release with images of the suspects.

"Recovering these firearms as quickly as possible before any additional crimes are committed is a top priority,” said ATF Baltimore Special Agent in Charge Timothy Jones. “We will continue to work closely with our partners in the Delaware State Police and ask anyone in the community who may know something to please come forward.”

Fentanyl Headed To Maryland Recovered During I-95 Traffic Stop

(PERRYVILLE, MD) — During a traffic stop yesterday on I-95 in Cecil County, Maryland State Police arrested a New York man and recovered heroin and a significant amount of fentanyl that the investigation indicates was destined for sale in Maryland.

The suspect is identified as Carlos F. De La Cruz, 33, of Bronx, NY. He is charged with importation of fentanyl into the state, possession with intent to distribute fentanyl, possession of a large amount of narcotic, possession of fentanyl, importation of heroin into the state, possession with intent to distribute heroin and possession of heroin. He is currently being held in the Cecil County Detention Center without bond.

Shortly after 2:00 p.m. yesterday, a Maryland state trooper stopped a car for speeding that was traveling south on I-95 north of Perryville, in Cecil County. Based on indications of criminal activity, a K-9 drug detection team responded and the dog gave a positive alert for the presence of drugs in the vehicle.

A search of the car revealed hidden compartments operated by hydraulic pistons located in the seats for the driver and right front seat passenger. From these compartments, troopers recovered a package of suspected fentanyl weighing more than 1,100 grams, with a street value of about $150,000. A package weighing almost 17 grams of suspected heroin was also recovered.

The preliminary investigation by troopers developed information indicating the fentanyl and heroin were being transported from New York to Maryland for street sales. Assistance in the ongoing investigation is being provided by the Cecil Co. Drug Task Force.

Wor. rises to 223 covid-19 cases; 124 in Berlin, OP

(June 5, 2020) Worcester County has reached 223 cases of coronavirus and 14 deaths, according to the Worcester County Health Department. This is an increase of 25 cases from last week.

The Maryland Department of Health indicates that all Worcester’s coronavirus-related deaths have been at the Berlin Nursing Home. One of the deaths is listed as “probable” because the individual was never tested. The county department said that most of the deaths have been women in their 80s.

The nursing home has recorded 27 staff cases and 64 resident cases, according to the state department.

There are 124 cases in the Berlin and Ocean Pines 21811 zip code, 17 cases in the Ocean City 21842 zip code, 25 in the Snow Hill 21863 zip code and 59 in the Pocomoke City 21851 zip code.

A zip code must have at least eight cases to be listed.

A total of 152 people have been released from public monitoring. Worcester has conducted 2,530 coronavirus tests.

Black lives matter. Black businesses, not so much.

Four Minneapolis cops were summarily fired, with one of the four arrested and charged with the murder of a black suspect named George Floyd, who died in police custody.

In cellphone video apparently taken by one of the many witnesses, a cop later identified as Derek Chauvin placed his knee on Floyd’s neck for almost nine minutes as Floyd laid face-down and handcuffed on a city street. The cops ignored Floyd’s repeated plea, “I can’t breathe.” By the time paramedics arrived, Floyd was unresponsive and apparently lifeless. After about an hour of attempted resuscitation by EMTs and emergency room staff, he was pronounced dead.

As of this writing, there have been eight consecutive days of protests in the streets of Minneapolis, with many businesses attacked, looted and set on fire. The local district attorney is continuing the investigation and may file additional charges against the officers. But this has not stopped the protests, many violent, that broke out in other cities across the country, including Los Angeles, Washington, D.C., and Atlanta.

Ostensibly, the protests are about the alleged “epidemic” of “widespread” and “race-based” police brutality against blacks and the lack of confidence, in the case of Floyd, that justice will be done. The problem with these assertions is that they are false, not supported by the data.'

There is no “epidemic” of racist cops killing black suspects. According to the Centers for Disease Control and Prevention, police killings of blacks declined almost 80% from the late ‘60s through the 2010s, while police killings of whites have flatlined. Meanwhile, in 2017, according to the CDC’s National Vital Statistics Reports, non-Hispanic blacks were eight times more likely to be a victim of a homicide (homicide death rate: 23.2 per 100,000) than non-Hispanic whites (homicide death rate: 2.9 per 100,000).

Eric Garner and George Floyd are cases in which officers who used excessive force were recorded on camera.

Often police who violate people's rights never make the news, in part because of the confidentiality agreements contained in out of court settlements.

A U.S. Appeals Court ruled Baltimore's use of the agreements were "unconstitutional".

A married couple from Maryland ages 85 and 86 “visiting the grave of their son” were victims of a deadly shooting at a veterans cemetery in Delaware. The Suspect was described as a heavyset black male aged 29, dressed in all black with a black face mask, carrying a rifle with a scope. The suspect was later seen in a wooded area before engaging in a shootout with police officers. The suspect was found deceased with gunshot wounds.

Attorney General Frosh Urges Congress to Give State Attorneys General Authority to Investigate Unconstitutional Policing

BALTIMORE, MD – Maryland Attorney General Brian E. Frosh today joined a coalition of 18 attorneys general urging Congress to expand federal law to give state attorneys general clear statutory authority to investigate patterns or practices of unconstitutional policing.

In a letter issued to Congressional leadership, the coalition is asking Congress to expand the law enforcement misconduct section of the Violent Crime Control and Law Enforcement Act of 1994, which was enacted following the severe beating of Rodney King by Los Angeles Police Department officers in 1991. The coalition argues that attorneys general should have authority to investigate and resolve patterns or practices of unconstitutional policing, particularly in the event that the U.S. Department of Justice (DOJ) fails to use its authority to act.

“Our nation is in the midst of turmoil following yet another instance of police brutality against black people,” said Attorney General Frosh. “We must act with urgency at all levels of government to bring justice to victims and eliminate the systemic failures that cause and allow police brutality to continue. We are asking Congress to give attorneys general the authority to conduct pattern-or-practice investigations, and the tools to bring enforcement actions when the federal government is unwilling to act.”

The attorneys general are calling on Congress to take urgent action as thousands of Americans march in cities throughout the country to protest police brutality and the systemic failures that cause and allow misconduct to perpetuate. The coalition is asking Congress to grant statutory authority to conduct “pattern-or-practice” investigations, to obtain data regarding excessive use of force by law enforcement officers, and to bring appropriate actions in federal court to ensure constitutional policing in states, in particular when the federal government is unwilling or unable to act.

According to the attorneys general, the DOJ initiated 69 pattern-or-practice investigations between 1994 and 2017, which resulted in 40 court-enforceable consent decrees. However since 2017, the DOJ has largely curtailed the ability of federal law enforcement to use court-enforced agreements to reform local police departments. Since January 2017, the DOJ has initiated zero pattern-or-practice investigations into police conduct and has not entered any consent decrees. The attorneys general state that the DOJ’s refusal to address the pervasive problem of police misconduct has left communities without critical civil rights protections. As a remedy, the coalition is asking Congress to authorize state attorneys general, in addition to the DOJ, to investigate complaints of pattern-or-practice violations through the use of investigative subpoenas, which the DOJ has proposed in the past to help strengthen its oversight capacity.

In addition, the coalition is asking that attorneys general be granted authority to gather data about the use of excessive force by law enforcement officers. Such data would be essential when identifying law enforcement agencies that have above-average rates of excessive force complaints, which can also help identify at-risk law enforcement agencies before a devastating incident occurs. For example, the former Minneapolis police officer accused of killing 46-year-old George Floyd on May 25 had 18 prior complaints filed against him with the Minneapolis Police Department’s Internal Affairs.

According to a 2018 report issued by the U.S. Commission on Civil Rights, people of color comprise less than 38 percent of the nation’s population, yet make up almost 63 percent of unarmed people killed by police. Additionally, unlawful use of force by police officers rarely leads to discipline, termination or criminal punishment. The advocacy group Mapping Police Violence found that 99 percent of police killings from 2014 to 2019 did not result in officers being charged with or convicted of a crime.

Joining Attorney General Frosh in filing the comment letter are the attorneys general of California, Delaware, Hawaii, Illinois, Maine, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Pennsylvania, Rhode Island, Virginia, and Vermont.
