SALISBURY, Md. – Amateur and professional photographers have the opportunity to submit photos that demonstrate the lifestyle, beauty and assets of Wicomico County for Wicomico County Tourism’s 2018 Photo Contest.
Photos can be of anything taken in Wicomico County in the past two years, although some suggested topics include nature and the outdoors, culture, shopping, food and drink, wineries and breweries, festivals and events, and history. The contest is open to photographers ages 18 and older.
The first place prize is $500 and the winner’s photograph displayed on the Wicomico Tourism website, in a Wicomico Tourism e-newsletter and in Wicomico County Tourism’s 2019 Visitors and Relocation Guide. Second and third place winners will be awarded $250 and $100, respectively, with the opportunity for their winning photographs to be displayed on the tourism website and in the guide.
The contest is open now, and entries will be accepted until Aug. 15 at 5 p.m.

One of the most ironic things about the constant “toxic masculinity” complaints that we hear these days is that we live in an overly feminized culture where most of the “toxic” males seem to have either been raised without fathers or claim to be adherents of feminism. Then there are the men from liberal Hollywood who have been at the epicenter of the #metoo earthquake. Harvey Weinstein, Kevin Spacey, Michael Douglas, James Franco, Morgan Spurlock, Matt Lauer, Charlie Rose, Russell Simmons – it goes on and on and on.
Doesn’t it seem a little odd that masculinity gets blamed when some kid without a dad turns into a rapist or ends up in prison? Doesn’t it seem weird that masculinity would get blamed for a feminist ally like Harvey Weinstein, “who championed older actresses like Meryl Streep and Judi Dench, joined a Women’s March, donated to Democratic candidates, raised money for Planned Parenthood and publicly venerated Gloria Steinem”?
We take a young man and kick his father out of his life, send him to school where he has mostly women teachers, barrage him with negative messages about masculinity, then turn him loose at college where we treat him like a guilty-until-proven-innocent rapist, and after all that, we blame “masculinity” when he goes off the rails despite the fact that he spent a lifetime bathed in femininity. Estimating "social costs" and "social benefits," the EPA put a big price tag on doing nothing.
It isn’t necessarily news to say the Obama administration used the Environmental Protection Agency treacherously, employing deceitful methods to enact a burdensome environmental agenda. But a recent report sheds some light on one way this was accomplished — “by gaming cost-benefit analysis to downplay the consequences of its major environmental rules,” The Wall Street Journal reveals.
The Obama EPA produced an annualized average of 565 directives, “imposing the highest regulatory costs of any agency,” according to the Journal. Legally, the EPA is generally required to submit these proposals to a cost-benefit analysis. The caveat is that the agency is also afforded considerable leeway in the process. The Obama administration considered this an opportunity and proceeded to exploit the system by estimating a cost for not enacting regulations.
The Journal explains, “By introducing ‘social costs’ and ‘social benefits,’ the EPA began factoring in speculation about how regulatory inaction would affect everything from rising sea levels to pediatric asthma. EPA optimists even included their guesses about how domestic regulations could have a global impact. Governor Larry Hogan Announces $15.2 Million in New Funding for Baltimore City; Including Baltimore Safe Streets
Also Funds Transportation, Park and Community Center Projects; Part of Historic $5.5 Billion in Local Aid
ANNAPOLIS, MD - Governor Larry Hogan today held his sixth Regional Cabinet Meeting at the Shake & Bake Family Fun Center in Baltimore City. The governor was joined by Lt. Governor Boyd Rutherford, former delegate and Baltimore City Council member Keiffer Mitchell, who served as emcee for the event, as well as more than 40 cabinet secretaries and directors representing agencies across the state, and numerous state and local officials.
At the meeting, Governor Hogan announced $15.2 million in new funding for programs and projects that will directly benefit Baltimore City and its citizens. This includes $5 million in new funding for violence intervention programs, such as the Baltimore Safe Streets initiative; along with $3 million for much needed repairs to the Hanover Street bridge.
“Baltimore City has endured some difficult times, but a strong Maryland depends on a strong Baltimore,” said Governor Hogan. “That’s why, over the past four years, we have been overwhelmingly supportive of the City, providing more than $5 billion in local aid, more than $2 billion for transit projects, and our state investment into Baltimore City’s school system is three-and-a-half times more than the state average.”
The governor allocated $5 million in his upcoming budget for the Maryland Violence Intervention and Prevention Program Fund, which will support effective violence reduction strategies by providing competitive grants to local governments and nonprofits in areas of the state disproportionately impacted by violence. This fund was created by legislation the governor signed earlier this year as part of a comprehensive, bipartisan package of bills aimed at reducing violent crime, including the governor’s historic legislation to toughen sentences for repeat violent offenders and people who commit crimes with a gun.
This funding will be available to support evidence-based programs that use public health principles to prevent gun violence, such as the Baltimore City Safe Streets Initiative. The Safe Streets Initiative employs outreach workers with firsthand experience in the community to intervene with individuals at high-risk of violence and has seen promising results.
“I’m pleased that the Governor has been supportive of the budget priorities we submitted,” said Mayor Catherine E. Pugh. “We have many additional needs and appreciate the Governor’s commitment to working with us as we continue to move our City forward. Lawmakers In Illinois Embrace Medical Marijuana As An Opioid Alternative
A painkiller prescription could become a ticket for medical marijuana in Illinois. Lawmakers there passed a bill making anyone with a prescription for opioids eligible for its medical cannabis program.
With this move, Illinois joins a growing number of states turning to legal cannabis in the fight against painkiller addiction.
"As we see the horrible damage inflicted by opioid use and misuse, it seems like a very low-cost and low-risk alternative," says state Sen. Don Harmon, a Democrat from Oak Park, Ill., and sponsor of the Senate version of the bill.
The Alternatives to Opioids Act would allow millions of patients to apply for temporary access to the state's existing medical cannabis pilot program. The bill, which passed on May 31, is now awaiting Republican Gov. Bruce Rauner's signature. Though the bill has bipartisan support, marijuana advocates have some doubts about whether he'll sign it, given his past opposition to medical cannabis.

REISTERSTOWN, Md. — With the record-setting 2017 hurricane season still fresh in most American’s minds, the Maryland Emergency Management Agency (MEMA), in conjunction with local emergency managers, is rolling out a new hurricane and severe weather evacuation system as a result of the Maryland hurricane evacuation study which concluded earlier this year. The study identified 3 large areas in Maryland subject to tidal flooding. Know Your Zone aims to bring awareness of the evacuation zones to the forefront of Marylanders’ summer plans and make evacuation notices easier to disseminate.
The National Oceanic and Atmospheric Administration recently released its forecast for the upcoming season and predicted near- to above-normal activity. However, it only takes one storm hitting the mid-Atlantic area to seriously affect Maryland.
“As experts are forecasting an active Hurricane season this year, I strongly encourage all Marylanders to be proactive, prepared, and to Know Your Zone,” said Governor Hogan. “We are all too familiar with the devastating impacts of severe weather and flooding, so remain vigilant, spread the word to your friends, family, neighbors and let them know about the importance of this potentially life-saving initiative.”

Pedestrian Struck By Scooter In West Ocean City
At approximately 1:35 today, Ocean City Fire/EMS was dispatched for a pedestrian struck by a scooter, eastbound Rt. 50 in front of the Francis Scott Key resort. Fifty years ago, photographer and folklorist Roland Freeman hitched his hopes to a humble caravan of mule-driven wagons. The Mule Train left the small town of Marks, in the Mississippi Delta, for Washington, D.C. It was part of Martin Luther King Jr.'s last major effort to mobilize impoverished Americans of different races and ethnic backgrounds.
"We're coming to Washington in a 'Poor People's Campaign,' " King said on March 31, 1968, only days before he was assassinated. One of the most symbolic groups making the journey to demonstrate at the National Cathedral was the Mule Train. When King visited Marks, he said he saw "hundreds of black boys and black girls walking the streets with no shoes to wear."

Democrats Plan Unusually Early 2020 Convention
Democrats don't know who they will nominate for president in 2020, and they don't know yet where their convention will be held.
But the Democratic National Committee has now set a date for its next presidential nominating convention: July 13-16, 2020.

Pakistan: Killing of Pakistan Taliban Chief 'Significant'
Pakistan's caretaker Prime Minister Nasir-ul-Mulk described the killing of Pakistan Taliban chief Mullah Fazlullah in a U.S. drone strike in Afghanistan as a "significant development in the fight against terrorism."
Mulk made the comment in a telephone conversation Friday night with Afghan President Ashraf Ghani and thanked him for sharing information about Fazlullah's killing, said a Pakistan government statement.

Neighbor Who Attacked Sen. Rand Paul Sentenced To 30 Days In Prison
The neighbor who attacked Kentucky Sen. Rand Paul, breaking six of his ribs, was sentenced to 30 days in prison by a federal court on Friday.
It was a November day in the city of Bowling Green when Rene Boucher, a physician, says he lost his temper over debris that had piled up near the property line between his home and Paul's. When he saw the Republican senator outside, he tackled him —resulting in broken ribs and bouts of pneumonia.
Boucher was released on a $7,500 bond after spending nearly a day at the county jail,NPR's Bill Chappell reported. In March, he pleaded guilty to assaulting a member of Congress.

President Donald Trump strongly affirmed on a surprise Friday morning Fox News appearance he would “certainly” not sign a “more moderate” Republican immigration bill that Speaker Paul Ryan is pushing in Congress.
“I’m looking at both of them,” President Trump said speaking of two Republican immigration bills jockeying for support in Congress. Those two bills are Rep. Bob Goodlatte’s immigration bill and Speaker Ryan’s bill. He affirmed “certainly” that he “wouldn’t sign the more moderate one.” The “more moderate” bill of the two is Ryan’s bill.
“I need a bill that gives this country tremendous border security,” Trump told Fox. He added that it has to end catch and release, end the visa lottery, and “we have to have the wall, if we don’t have the wall there’s no bill.”

An unidentified child in Elmore County, Idaho, is being treatedfor the state’s first human case of plague in over 25 years.
The child is being treated with antibiotics, and is expected to recover. It is unknown whether they were exposed to the disease at home, or abroad in a recent trip to Oregon.
“Plague is spread to humans through a bite from an infected flea. People can decrease their risk by treating their pets for fleas and avoiding contact with wildlife,” said Central District Health Department epidemiologist Sarah Correll. “Wear insect repellent, long pants and socks when visiting plague affected areas.”
The CDHD says that the spread of plague to human hosts is rare, but is often naturally found in wild rodents such as squirrels. Swedish teachers are concerned over Muslim students’ open hostility to non-Muslims allegedly learned from their extracurricular Koran studies.
Kent Karlsson, a teacher at a school with students from grades three to six in Borlänge, said Muslim students wouldn’t listen to him because he was white or a non-Muslim.

NEW YORK — The Justice Department’s internal watchdog division documented in its report released today that the FBI’s criminal investigation into Hillary Clinton’s misuse of her private email server never actually designated Clinton as a subject or target of the official probe.
This news comes even though former FBI Director James Comey described Clinton as the subject during his overview to the Justice Department’s Office of the Inspector General, which released its 500-page report today. The report also documented how Comey and former deputy FBI director Andrew McCabe were highly involved in overseeing the probe.
The report quotes Randall Coleman, the former assistant director of the FBI’s Counterintelligence Division, as expressing shock that the FBI investigation remained designated as “unknown subject(s),” known within the FBI as UNSUB, even as it became clear the investigation started to focus on Clinton.

Some Muslims in Sweden want to be able to broadcast public calls to prayer throughout the country. They have already succeeded in obtaining permission for this in three cities -- Botkyrka, Karlskrona and Växjö. "We want to have calls to prayer in more places. There are many Muslims who are Swedish citizens, who have the same rights as everyone else" said Avdi Islami, Press Officer of the Växjö Muslim Foundation, after the police recently gave permission for the Växjö mosque to make a roughly 4-minute-long prayer call every Friday around noon.
A March poll of 1,000 Swedes showed that a majority of Swedes -- 60 percent -- are against public Muslim calls to prayer.
"We do not consider the contents of the loudspeaker broadcast, but [only] the potential noise that it makes," said Magnus Rothoff, unit commander of the southern Swedish police region, in explaining the decision-making process of the police.
"Therefore, we chose to refer it to the municipality's environmental management, where there is expertise on the [noise] level that should apply. Then we came to the conclusion that we are not disturbed to the extent that one can make a different decision than to approve."
The municipality also did not consider the content of the call to prayer.
The desire of Swedish authorities that the content of the Muslim call to prayer, also known as the Adhan, can be ignored and that the issue is only of noise levels is symptomatic of the way Swedish authorities in general approach the increasing Islamization of Sweden: that is continually to deny or ignore the scope of the problem.
The content of the Adhan prayer, from a Western point of view, is deeply problematic. Its purpose is not only a neutral call to prayer -- such as church bells, which consist only of musical notes. Here is the translation of the prayer:
"Allah is the greatest (Allahu akbar). I testify that there is no God but Allah (Ashhadu anna la ila ill Allah). I testify that Mohammed is Allah's Prophet (Ashhadu anna Muhammadan rasul Allah). Come to prayer (Hayya alas salah). Come to security/salvation. Allah is the greatest (Allahu akbar). There is no God but Allah (La ilah ill Allah)".

Governor Larry Hogan Requests Presidential Disaster Declaration for Frederick, Washington Counties Following May Flooding
ANNAPOLIS, MD - Governor Larry Hogan has requested a Presidential Disaster Declaration for the State of Maryland as a result of the heavy rainfall and flooding that affected Frederick and Washington counties from May 15-19. This was the first of two major flooding events that occurred in May 2018. Officials continue to collect and validate damages from the second incident, which primarily affected Howard and Baltimore Counties and Baltimore City.
“The flooding in Frederick County and Washington County severely impacted residents, businesses, and infrastructure in the area. I have requested a disaster declaration in order to facilitate federal assistance to the counties that were affected by the storm in mid-May,” said Governor Hogan. “This was not the only recent severe storm—I have also directed MEMA to assess damages and work with the jurisdictions affected by flooding over Memorial Day weekend to seek federal assistance.”
This request comes after MEMA conducted damage assessments with the Federal Emergency Management Agency (FEMA) and officials from Washington and Frederick counties.
“MEMA and FEMA worked closely with our partners in the affected jurisdictions and we jointly assessed the damages and costs incurred,” said MEMA Executive Director Russ Strickland. “Our initial estimates have validated the devastating impact of the heavy rainfall, severe storms, and flooding.”
If the federal government issues a Major Disaster Declaration, it would allow for federal assistance to be made available through the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Kansas sheriff’s deputy dead, 1 in critical condition after shooting near courthouse
One Kansas sheriff's deputy was killed and another is in critical condition following a shooting near a courthouse in Kansas City on Friday.
The incident occurred while the two Wyandotte County Sheriff’s deputies were both "overcome by an inmate being transferred from jail to the courthouse" on Friday morning, police said. Officials said the other officer is a female.
The deputy that died was identified as Deputy Patrick Rohrer, 35. Rohrer had been on the force for seven years, the Wyandotte County Sheriff's office said.
The suspect was also shot and is undergoing surgery. No other details were released about the suspect, including his condition.
Both Rohrer and the unidentified officer were transported to the University of Kansas Medical Center, where Rohrer later died.
Major Kelli Bailiff, of the Wyandotte County Sheriff's Office, said it was possible the deputies were shot with their own weapons.
Police said no other suspects were being sought.
Bailiff said the investigation was now being handled by the police department in Kansas City. Police Officer Zac Blair said authorities were reviewing surveillance video.

FBI employee blasted Trump voters: ‘Uneducated, lazy POS’
An FBI employee involved in the Hillary Clinton email investigation lashed out at supporters of President-elect Trump a day after the 2016 election, calling them “uneducated” and “lazy POS,” according to a report.
A Justice Department inspector general review of the Clinton probe released Thursday said the unnamed employee used the crass language while responding to an instant message from another fed, known as “FBI Attorney 2” in the document, Fox News said.
The e-chatting FBI employees appeared to be supporters of Clinton, with the attorney being particularly concerned that his or her work might have helped Trump win.
“I am so stressed about what I could have done differently,” according to “FBI Attorney 2.”
The employee responded: “Don’t stress. None of that mattered.”
But the attorney still lamented that the FBI’s probe of Clinton using a personal email server likely tipped the election.
“I don’t know. We broke the momentum,” the attorney wrote.
The other chatty fed answered: “That is not so.”

CDC: Kellogg’s cereal source of salmonella outbreak
The Centers for Disease Control and Prevention said a salmonella outbreak that’s sickened 73 people in 31 states is linked to a variety of Kellogg’s cereal.
The CDC said from March 3 to May 28 the outbreak sent 24 people to the hospital, most in California, Massachusetts, New York and Pennsylvania. No deaths have been reported.
The Kellogg Company announced Thursday it is recalling 15.3-ounce and 23-ounce packages of Honey Smacks cereal with “best if used by” dates between June 14, 2018, and June 14, 2019.
The recalled 15.3-ounce packages have a UPC code of 38000 39103 and the 23-ounce packages 38000 14810.
Kellogg’s has offered a full refund for the products. More information is listed on the company website.

Yesterday the council passed a budget for the next fiscal year. It was $411,197 under what had been initially proposed by the executive. We spent many hours in work sessions determining cuts and some recommendations for increases. The council worked very well together to find consensus on these budget changes. The executive and his staff also deserves a lot of praise for the information they provided and for their cooperation during this process.
Here is the list of the cuts we made and the recommendations we gave to the executive for new spending:
Executive's office -- $25,120 cut for a public information officer and $4,200 cut for promotional billboards
Wor-Wic -- $212,370 cut to keep Wicomico in line with Worcester County's appropriation; Wor-Wic is still eceiving an increase in spending over last year's level
Airport -- $100,000 cut in general revenue going to pay for day-to-day airport operations
Contingency -- $9,877 cut
Station 13 sinking fund -- $30,000 cut
Roads -- $79,370 recommended increase to deal with drainage issues
Library - $61,000 recommended increase
State's Attorney's -- $80,000 recommended increase that would allow the hiring of a new prosecutor
The executive had also recommended $750,000 in one-time funding for the Board of Education. State law requires that one-time funding requests be approved by the state, so the council did not feel comfortable providing this. Instead, the council cut that money and allocated $500,000 to help pay for the Board of Education's pre-kindergarten funding request.
While this budget was not exactly what I wanted, I joined all of my colleagues in voting for it. We also voted for a flat tax rate for next year. We had a very cooperative process within the council and between the two branches of government, and I think the end result serves the people of Wicomico County well. 31,000 Head To The Polls In First Day Of Early Voting
BALTIMORE (WJZ) — More than 31,000 people went to the polls Thursday for the first day of early voting in the primary election.
The State Board of Elections reports 31,024 cast their ballots, with more than 5,000 voters doing so in Baltimore County and Prince George’s County.
There were more than 4,000 voters in Montgomery County, nearly 3,000 voters in Anne Arundel County, and more than 3,000 voters in Baltimore City who headed out to vote early on Thursday.
Thursday’s early voting totals were less than 1% of the more than 3.5 million registered voters here in Maryland.

Maryland Recreation & Parks Association completes renovation of Salisbury Salvation Army ball field
The Maryland Recreation & Parks Association (MRPA), in partnership with Montgomery County Parks, completed a one-day, top-to-bottom field renovation at a Salvation Army ball field in Salisbury on Wednesday, June 13.
The renovation included a new dirt infield, new sod outfield, irrigation and fences. These improvements increase playability and safety of the field for ball players.
The project was led by Montgomery County Parks, and approximately 14 volunteers from MRPA assisted with the renovation. The project provided MRPA members hands-on training while supporting one of MRPA’s three pillars, social equity: ensuring all people have access to the benefits of local parks and recreation.
Volunteers from The Salvation Army also assisted with the renovation.
Materials and/or time for the renovation were donated from numerous businesses and organizations including Best Fence, BSN Sports, Collins Wharf Sod, Davis, Bowen & Friedel, Inc., Luck Ecosystems, Mid-Atlantic Turf, Inc., MRPA, Montgomery County Parks, Newsom, Peninsula Irrigation, Queen Anne’s County Parks, The Salvation Army, SiteOne Landscape Supply and Wicomico County Recreation & Parks.
Immediately following the renovation, a girls softball game took place on the new field.

Microsoft may be in talks w Walmart for Checkout-free Stores?
Even though there’s only one Amazon Go location so far, it seems the existence of Amazon’s cashier-less, checkout-free convenience store has left some of the company’s biggest competitors wondering how they, too, can get in on futuristic retail.
According to Reuters, Microsoft is now working on tech that would allow retailers to build checkout-free stores. However, instead of installing that tech in the smattering of Microsoft stores across the country, sources told Reuters that Microsoft has had talks with Walmart about a potential joint effort that could give Amazon some competition.
Reuters says that Microsoft currently has a group of 10 to 15 people dedicated to creating new retail store technology, and while the report did not mention a lot of specifics, one method the team reportedly explored was attaching cameras to shopping carts in order to track purchases as customers walked around stores.
