    I'm confused. The racetrack is closed at certain times and yet people are still using the track with severe consequences. This guy was from a different state. Who phoned it in if he was so messed up. Who else was involved?

    Easy guys. Article says Delmar Delaware and Delaware state police. But the article does have a lot more details.
