Houston’s mayor, Sylvester Turner, has imposed a citywide curfew from 10 p.m. to 5 a.m. until further notice.
Emergency workers continued to rescue soaked and frightened people in southeast Texas on Tuesday as floodwaters continued to rise and officials counseled patience, warning that conditions will not improve soon.

    The cops aren't out to enforce it so the looting will start and martial law will be put in place.
