In the late 1960s, in Jacksonville, Florida, a clean-cut gym teacher named Leonard Skinner sent student Gary Rossington to the principal’s office because his hair touched his collar. The teenager’s shaggy mop was a brazen violation of Robert E. Lee High School’s dress code. When Rossington and some of his friends and schoolmates—singer Ronnie Van Zant and guitarist Allen Collins, drummer Bob Burns, and bassist Larry Junstrom—were searching for a new name for their fledgling rock group—they drew on memories of the incident. Lynyrd Skynyrd (vowels changed “to protect the guilty”) was born.
More than forty years ago, on August 13, 1973, Lynyrd Skynyrd released its debut self-titled album (helpfully subtitled “Pronounced Leh-nerd Skin-nerd.”). They were an instant hit, opening for The Who on their Quadrophenia tour, and charting “Free Bird,” which would go on to become one of the most iconic power ballads of the era, if not all time. But their biggest hit was yet to come. “Sweet Home Alabama,” off their 1974 Second Helping album, reached number 8 on the Billboard Hot 100 chart—and earned an eternal place in the hearts of many Southerners, even beyond the borders of the Yellowhammer State.

MAC Incorporated’s Board of Directors has appointed a new executive director, effective Oct. 1.
Pattie A. Tingle will succeed Margaret A. “Peggy” Bradford, who will retire from MAC on Sept. 30, after serving for 37 years as the executive director.
A reception to welcome Tingle will be held Friday, Aug. 26, from 1 to 3 p.m. in the Hazel Dining Room at MAC. The public is invited.
MAC offers numerous programs and services for older adults on the Lower Shore, from health education, including chronic disease self-management and healthy cooking classes, and a wellness center gym designed specifically for those age 50 and older and anyone with a disability; to Meals on Wheels for home-bound adults; a network of senior centers featuring social, educational and recreational programs; and links to information and support services for caregivers, volunteers and seniors seeking employment.
Tingle most recently served as executive director of the Bay Area Center for Independent Living in Salisbury, a post she held for 26 years. BACIL serves individuals of all ages with disabilities in the nine counties on Maryland’s Eastern Shore.
Among her achievements during her tenure at BACIL, Tingle successfully grew operations three-fold within the past two years, connecting with more than 4,300 individuals with disabilities, their families and the professionals serving them.

Preet Bharara, dubbed “The Showman” in The New Yorker for his penchant for theatrics and wisecracks, runs the U.S. Attorney’s office in the Southern District of New York and has racked up an impressive number of corruption convictions — from Wall Street bankers, hedge funds, and New York organized crime to prominent politicians.
The FBI has enlisted Bharara’s office (along with others) in part for his prosecutorial aggressiveness that career DOJ attorneys may lack.
The New York Times and other media outlets labeled him a “crusader” for his courtroom victories against the two most powerful figures in the New York legislature in 2015. Olympic athletes who bring home medals also bring home cash — $25,000 for gold, $15,000 for silver and $10,000 for bronze — paid for by the United States Olympic Committee. Like any prize winner, from a jackpot hitter to a Nobel Prize recipient, the athletes are taxed because Olympic medals and cash bonuses are considered income, said Steven Gill, associate professor of accounting at San Diego State University.
The maximum possible "victory tax" on the bonus for each gold medal, using the top tax rate of 39.6% for the nation's highest earners, is $9,900, according to Americans for Tax Reform. Location: 1000 block of Hayes Avenue, Salisbury, MD
Suspects:
Robert H. Workman, 55, Salisbury, MD
Elizabeth L. Workman, 22, Salisbury, MD
Narrative: On 15 August 2016 at 9:20 PM, a deputy responded to an address in the 1000 block of Hayes Avenue in an attempt to locate Elizabeth Workman who was the subject of a District Court Bench Warrant. The warrant was issued after Elizabeth violated the terms of her probation in a CDS case. Upon arrival, the deputy was told by her father, Robert Workman that she was not home. Mr. Workman even told the deputy that Elizabeth had not stayed there in several weeks. While speaking with Mr. Workman, the deputy observed an indication that there was someone else inside the residence, even though that was contrary to Mr. Workman’s statements that he was alone. As the deputy was leaving, the deputy was able to glance inside a bedroom window and observed a subject he identified as Elizabeth crawling across the floor in what appeared to be an attempt not to be seen.
The deputy made contact with Mr. Workman again who repeated that he was home alone and that he did not know Elizabeth’s whereabouts. The deputy entered the residence after seeing Elizabeth though the window and took her into custody on the warrant.
The deputy also arrested her father, Robert Workman, for hindering and obstructing. Both Elizabeth and her father were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. Following their initial appearances, Elizabeth Workman was detained in the Detention Center without bond while Robert Workman was released on Personal Recognizance.

BALTIMORE —Maryland's largest health-insurance provider has upped its rate-increase request with the state.
The rate consumers pay for health insurance isn't a random number set by an executive. It's settled on after a complicated process between the state and insurers every year.
During a hearing on the matter Monday before the Maryland Insurance Administration, the CEO of CareFirst defended his company's revised May filing for insurance plans people buy under the Affordable Care Act.
For individual plans, for example, CareFirst now wants to charge 27.8 percent more for its HMO and 36.6 percent more for its PPO. That's on top of an average 22.9 percent rate increase from the year before, and it tops nearly all other rate changes proposed by carriers in Maryland's individual market.

Troopers Seek Public’s Assistance in Identifying Assault Suspect – Update |

Wilmington, DE- Delaware State Police have arrested a 39 year old Wilmington woman and charged her in connection with the assault of a customer at the Target Store in Wilmington earlier this month.
The initial investigation began on Thursday, August 4, 2016, after troopers responded to the Target store located at 1050 Brandywine Parkway, Wilmington, for the report of an assault. Upon their arrival, troopers learned that a female suspect had been involved in a verbal altercation with a female customer inside of the store. At one point during the argument, the female suspect obtained a bottle of bleach and proceeded to pour it on the victim's head. The bleach also struck a one year old child that was in the victim's shopping cart. The female suspect then fled the store.
Through multiple tips from the public, troopers were able to positively identify Lataka Mason, 39, of Wilmington, as the suspect. Mason turned herself in at Troop 1, Penny Hill, this morning, Tuesday, August 16, 2016. She was charged with Assault 1st Degree, Assault 2nd Degree, and Endangering the Welfare of a Child. Mason was arraigned at JP Court 2 and committed to the Delores Baylor Correctional Institution for lack of $25,000.00 secured bail.

The St. Louis Fed may have inadvertently cracked the code on the “True” value of social media. Economists at this Fed branch found that jobs which you find through personal contacts generally pay far more than those you might run across on your own. Or, as the old saying goes, “It’s not who you know. It’s who knows you.”
If you’re looking for a new job, skip the applications and phone a friend. That’s the ideal way to clinch a new position according to recent research by David Wiczer at the St. Louis Fed. He looked at the Survey of Consumer Expectations from 2013 to compare employment trends on those who “directly contacted organizations about posted vacancies or received referrals through their network.” Here are his findings:
“On average, salaries were 6 percent higher if workers found their job through their networks.” This includes an average weekly salary of $772.20 (about $40 K per year) for those who got their job from a referral compared to $725.84 (around $38 K) for those who didn’t go through their network.
“Workers who were searching while unemployed received offers through their networks that averaged 62 percent more than those found through direct contact.” Those looking for another job while employed “received network offers that were 12 percent higher, on average.” Source: https://www.stlouisfed.org/on-the-economy/2016/july/jobs-found-referrals-pay-more
Workers receive more pay from referred jobs because “the workers who tended to find jobs through their network were different than those who found jobs through direct search, and the better-connected workers had access to better jobs.” Wiczer elaborates on this topic in a working paper out last month with Marcelo Arbex and Denis O’Dea. They pose a couple of other conclusions.
First, “network connections pass along wage offers like their own” since they’ve already “selected wages and climbed the ladder.” Second, “job referrals come disproportionately from workers who are more central to the network than an average worker.” That means they likely “have access to better jobs” and “will also refer better jobs to their own connections.”Here’s a link to the full report.

Workers receive more pay from referred jobs because “the workers who tended to find jobs through their network were different than those who found jobs through direct search, and the better-connected workers had access to better jobs.” Wiczer elaborates on this topic in a working paper out last month with Marcelo Arbex and Denis O’Dea. They pose a couple of other conclusions.

BALTIMORE —Protesters chained themselves to railings outside and inside the lobby of the Baltimore Hyatt Regency Hotel Sunday afternoon as the state's Fraternal Order of Police held its bi-annual conference there.
Police arrested 12 protesters and charged them with trespassing. The Baltimore Bloc protested the FOP Tuesday, the second day in a row, at the FOP Lodge at 39020 Buena Vista Ave.
"The FOP is the No. 1 obstruction to police accountability and justice they operate more as a good ole boys club instead of a union," said Ralikh Hayes, coordinator of Baltimore Bloc.
"Well, I think there's a narrative out there that's just inaccurate. I think it's made up. I really don't think it's a misunderstanding," said O'Brien Atkinson, vice president of Maryland FOP.

Two Pedestrian Accidents Over Weekend In OC
OCEAN CITY — After a long stretch of zero pedestrian collisions throughout much of the summer in the resort, there were four incidents in the last week including two hours apart last Saturday.
Around 10:45 p.m. on Saturday, Ocean City police responded to the area of 73rd Street and Coastal Highway for a reported traffic collision involving a pedestrian. The investigation revealed a 34-year-old male attempted to cross Coastal Highway and was struck by a four-door sedan.
The victim was not using a crosswalk at the time of the collision. He was transported to PRMC via Maryland State Police Trooper 4 helicopter and was released later that same night. The driver of the sedan was not injured in the collision.
A few hours later at around 1:45 a.m. on Sunday, OCPD officer responded to another traffic collision involving a pedestrian in the area of 123rd Street and Coastal Highway. In that incident, it was determined a 20-year-old male was in a crosswalk at the time of the collision, but was crossing against a pedestrian signal. Ocean City EMS transported the victim to PRMC with injuries not believed to be life-threatening.
The two accidents just hours came on the heels of another vehicle collision involving two pedestrians last Tuesday. An unidentified driver was traveling west on 85th Street and made a left turn south onto Coastal Highway when he struck the two pedestrians. City Council Sends Minimum Wage Bill Back To Committee
The Baltimore City Council voted 8-6 Monday night to send a bill that would have raised the minimum wage back to committee.
The bill would have increased the minimum wage gradually to $15-an-hour by 2022, but as the bill was called to the floor the measure's sponsor, City Councilwoman Mary Pat Clarke asked the bill be sent back to the Labor Committee to consider an amendment that would require disabled workers to be paid the minimum wage by 2020.
Labor Committee Chairman Councilman Bobby Curran said he would only let the bill out of his committee again if the measure had the eight vote majority needed to pass .
Clarke said that if the bill doesn't get the eight vote majority, she'll introduce the measure again in December when a new city council takes office.

Houston, DE- The Delaware State Police Kent County Drug Unit has arrested three people after the culmination of a two week investigation into the manufacturing of Methamphetamine (Meth) at a residence on Williamsville Road.
On Monday August 15, 2016 at approximately 8:00 p.m., the Kent County Drug Unit (KDU) with the assistance of the Kent County Governors Task Force (GTF) responded to the 2000 block of Williamsville Road in order to conduct a probation administrative warrant in response to an on-going investigation into the manufacturing of meth at the house. Upon arrival, Brian L. McGinnis, 30, Linda A. Walsh, 52, and Barry D. Lituski, 58, all of that address, were taken into custody without incident. Upon conducting a search of the property, detectives located equipment and component mixtures of the manufacturing stages of Meth along with key ingredients in making the drug, as well as 1.09 grams of Methamphetamine.
All three subjects were transported to Troop 3 in Camden where they were each charged with Operating a Clandestine Laboratory, and Conspiracy 2nd. Brian McGinnis was additionally charged with Possession of Drug Paraphernalia. He was arraigned at JP7 and committed to James T. Vaughn Correctional Center (JTVCC) on $12,100.00 secured bond. Barry Lituski was arraigned at JP7 and committed to JTVCC on $2,500.00 secured bond. Linda Walsh was arraigned and released on $3,000.00 unsecured bond.
No evacuations were ordered as it was determined that there was no immediate hazard to nearby residents. DNREC also responded to the residence to assisted with the search and containment of the combustible substances.

“By the end of those two weeks that’s exactly how I felt, it was, ‘Oh my gosh, I don’t know that I can get up, let alone what I will do if I am vertical,'” she said.
She said she tries to maintain a healthy lifestyle.
“I, knock on wood, am pretty lucky because I have a lot of stamina and endurance, which is necessary in the kind of campaign I’m engaged in,” Clinton said, the Examiner reported. “But I also … try to eat right, not always succeeding but try, try to get enough sleep, try to get exercise. Now I’m not going to pretend that I like it because I don’t but between yoga and walking, getting on the treadmill, some weights, I try to keep up.”

The point is this: it never occurred to Pravda to even ask the question because somewhere deep in the recesses of their minds, they may have realized that the answer might help Trump, a violation of the prime (unspoken) directive.

Chicago Records Deadliest Day In 13 Years As City Spirals Out Of Control
Last week the Chicago Tribune pointed out that nearly 100 people had been shot in Chicago in less than a week. 9 people were killed on Monday alone marking the deadliest day for the city in 13 years. Now, with weekend data out, turns out the story is even worse. For the week ended 8/13, a total of 110 people were shot in Chicago with 24 of them killed. YTD statistics indicate the city is spiraling out of control with total shootings up to 2,621, a mere ~50% YoY increase, with 445 total homicides.
The current homicide rate through August indicates the city is on pace for over 700 homicides in 2016, a 63% increase from 2015 (see chart below).

The FBI plans to hand over to Congress notes taken during the agency’s interview with former Secretary of State Hillary Clinton over her exclusive use of a private email server to handle classified documents, according to a Sunday report.
CNN anchor Jake Tapper cited sources who said that notes taken by an FBI agent during the interview would be turned over to Congress, adding: “This email story, it’s just not going away.”
Rep. Jason Chaffetz, the Utah Republican who heads the House Committee on Oversight and Government Reform, has asked for all documents related to Mrs. Clinton’s FBI interview, including transcripts, notes and analysis.
Former Arizona Gov. Jan Brewer, a Republican, applauded the FBI’s decision, citing Mrs. Clinton’s reputation for not being truthful.

Republicans must unite behind Donald Trump
“Doom and Gloom for the GOP” — the headlines speak for themselves as the media gleefully report that morale is low in the Republican Party and a growing number of traditional Republicans are expressing their discontent and unwillingness to support Donald Trump. Despite a majority of opinion polls showing the 2016 presidential election going to Democrat Hillary Clinton, a smartphone app developer says his data suggests challenger Donald Trump will be the victor.
“Based on the stats we see, he looks strong,” says Ric Militi, co-founder of San Diego-based Crazy Raccoons, maker of the Zip question and answer app. His app poses questions and polls responses based on an average of 100,000 daily users. “I go with Trump, based on what we see.”
According to the RealClearPolitics average of opinion polls, which are performed by calling people on landlines and cell phones, and answering questions on websites, Clinton leads with 47.8%, to Trump’s 41.0%.
How can Zip’s results be so different?
“We’re not a poll. We’re a conversation, and 100% anonymous,” Militi says. “People feel comfortable answering questions without fear of being bullied or being called a racist. People can express themselves safely, and you get a pure answer.”

Reports of people hoarding animals are on the rise, driven partly by the attention social media and reality TV programs have focused on the public health and safety problem. And states and localities are finding themselves walking a fine line between criminalizing the compulsive behavior and helping people with the mental illness that underlies it.
The American Society for the Prevention of Cruelty to Animals (ASPCA) estimates there are between 2,000 and 5,000 new hoarding cases reported each year, with up to 250,000 animals involved. Under a new state law, Rhode Island’s public colleges won’t get additional state funding simply for enrolling more students. They will have to prove that they’re making progress on goals such as increasing graduation rates.
Over 30 states now partially—or in Tennessee’s case, almost completely—fund higher education based on metrics such as graduation rates, course completions and the share of low-income students enrolled. States have applied these formulas only to two-year colleges, only to four-year colleges, or to all their public institutions.
It’s not yet clear whether such funding incentives will lead to progress on the goals lawmakers have identified. Some critics worry that outcomes-based funding models will just pressure colleges to become more selective in admissions, for example.
Earlier this year the Century Foundation, a progressive think tank, released a reportthat summarized the mixed research and concluded that higher education institutions are simply too complex to be reformed by a funding tweak.
Yet the idea of funding college based on outcomes has an irresistible, bipartisan appeal, particularly as lawmakers try to rein in the cost of college and ensure that students’ tuition dollars pay off.
Alabama is among the states currently considering adopting an outcomes-based funding formula. Other states that have already adopted formulas are deepening their commitment to this kind of funding. Wisconsin’s Republican Gov. Scott Walker plans to propose allocating any additional university funding according to performance criteria in his next budget (Wisconsin already partly funds its two-year colleges based on performance).

Bill Cosby Loses Another Round In His Legal Battles
Comedian Bill Cosby's attempt to have his deposition testimony about alleged sexual assaults resealed was rejected by a federal appeals court, which decided that the issue is moot because the details have already been published.
The 3rd U.S. Court of Appeals in Philadelphia ruled:
"Re-sealing the documents would not provide Cosby with any meaningful relief, and thus this appeal is moot. ... The contents of the documents are a matter of public knowledge, and we cannot pretend that we could change that fact by ordering them re-sealed."
As NPR's Jeff Brady reports, the deposition became public last summer after a request from The Associated Press to unseal testimony Cosby gave in 2005 in a lawsuit brought against him by Andrea Costand. She was a Temple University employee who claimed that he drugged and assaulted her in his home in 2004.
Cosby has insisted that their sexual relations were consensual. Cosby settled with Costand for an undisclosed sum.

Comedy Central Cancels Larry Wilmore's 'Nightly Show'
"The Nightly Show with Larry Wilmore" will call it a day after Thursday's episode.
Comedy Central has canceled the half-hour series that replaced "The Colbert Report" on Jan. 19, 2015, making "Nightly" the first of the recent wave of late-night newcomers to shutter.
Wilmore informed his staff of the cabler's decision Monday afternoon.
In the near term, Comedy Central will slide Chris Hardwick's pop culture quiz show "@Midnight" to the 11:30 p.m. slot that follows "The Daily Show with Trevor Noah."
Comedy Central president Kent Alterman said the decision was made because "Nightly" had failed to gain ratings traction with the cabler's core demo of young adults, nor were there positive signs for the show in key social media metrics. Alterman made a point of praising Wilmore and the distinctive approach he brought to commenting on the day's news.
"We hold Larry in the highest esteem, personally and professionally. He brought a strong voice and point of view to the late-night landscape," Alterman told Variety. "Unfortunately it hasn't resonated with our audience."

NAFTA is a “give away American jobs” agreement, and the so-called partnerships give away the sovereignty of countries in order to award global corporations immunity from laws.

Well, politics were particularly rowdy in the decades after the War of Northern Aggression, and rarely rowdier than in the year 1884, with Gov. Grover Cleveland of New York, the Democrat, suiting up against James G. Blaine of Maine, the Republican. The Democrats rehashed old allegations of bribes, graft and grease suborned by Blaine, the man in the pocket of railroad barons, the Wall Street villains of his day. Like a presidential candidate we could name, Blaine didn’t brook allegations of sordid behavior but haughtily dismissed them as “stale slander.” This gave Democrats the famous rallying cry, “Blaine, Blaine, James G. Blaine, the continental liar from the state of Maine.” Not quite as to the point as “lock her up!” But it stirred the masses.

Hillary Clinton stated Friday that she did not know if she could even stand up because she was so exhausted duringthe disastrous Democratic convention in Philly.
“By the end of those two weeks that’s exactly how I felt, it was, ‘Oh my gosh, I don’t know that I can get up, let alone what I will do if I am vertical,'” Hillary Clinton said in a campaign podcast.

House Republicans are continuing to push for legal action to be taken against Hillary Clinton, laying out a four-point case for the Department of Justice to charge her with perjury.
According to The Hill, Reps. Bob Goodlatte of Virginia and Jason Chaffetz of Utah — the chairmen of the House Judiciary and Oversight Committees — found inconsistencies in what Clinton told a House panel last year regarding her use of a private email setup while she served as secretary of state and what the FBI discovered to be true during its investigation.
The pair sent a letter to Channing Phillips, the U.S. attorney for the District of Columbia, with their findings and said there is evidence that appears to "directly contradict" what Clinton told lawmakers.

Obama Announces Single Largest Transfer of Guantanamo Inmates
U.S. officials said on Monday 15 inmates from the Guantanamo Bay prison were transferred to the United Arab Emirates, the single largest transfer of Guantanamo detainees during President Barack Obama's administration.
The transfer of the 12 Yemeni and three Afghan citizens brings the total number of detainees down to 61 at the U.S. naval base in Guantanamo Bay, Cuba. Most have been held without charge or trial for more than a decade, drawing international condemnation.
Obama, who had hoped to close the prison during his first year in office, rolled out his plan in February aimed at shutting the facility. But he faces opposition from many Republican lawmakers as well as some fellow Democrats.
"In its race to close Gitmo, the Obama administration is doubling down on policies that put American lives at risk," Republican California Rep. Ed Royce, who chairs the House Foreign Affairs Committee said. "Once again, hardened terrorists are being released to foreign countries where they will be a threat."
