A Viewer Writes..Let's talk about the corruption that goes on with the Wicomico County Department of Corrections

Let's talk about the corruption that goes on with the Wicomico County Department of Corrections. They have a director who is always in pain who comes to work high on prescription medications and can barely function. Deputy director Tyler everything is her way or she will take your position or have you fired. Then there is Kimble he has his picks and they are all ECI rejects. They keep the women by tier locked down for 26 hours at a time with no phone or shower access which is not legal I'm waiting on them to be sued. If you don't kiss their butt they want nothing to do with you. They fired a guy for seeking to better himself for his family by looking for work at the Pocomoke Police Department he was hired but before he was they fired him for looking for new employment. Then all of Kimble's picks when they whine and complain they make what they call a "lateral" move so they can't be sued. They have written polices for a reason but according to Tyler and all her butt kissers everything is now a unwritten policy cause she will try and run that place her way or the highway. Then when they make these lateral moves it cost the counties and tax payers more money for example when they have a officer set to take the inmates at the landfill and they move them cause they are not an ECI reject or butt kisser then the boss man at the landfill has to train someone else who can take up to 3 months to train instead of taking care of business as normal. Now this is not even the tip of the iceberg of what all goes on inside of that facility but we continue to waste tax payers dollars on them to continue to do this. They need to have a surprise investigation before the county gets sued and our taxes goes up even more. The cells that have many violations inside the facility is because the officers are lazy and the bosses don't wait to deal with having a hearing for the inmates because then they have to work so this is what the county is teaching them sure break the law and when you come here you don't have any rules either do as you please there is no lesson to be taught here.

  1. It's a shame we don't require proof before this incoherent vomit is spewed. As far as cell conditions, the 26 hour lock down, etc... good, they're criminals and should be treated as such. Line the floors in broken glass and hang a noose in each cell, and I'd be okay with it.

  4. Come on fellow citizens !!! How can we realistically start with the DOC?? by all the blogs we are reaping all the crap from the total corruption of all government entities in Wicomico county and Salisbury. Salisbury us nothing more than a scaled down version of Baltimore

  5. That is the Kimble way. It has been his MO the whole time he was in the Division of Corrections. He has always been a reject. He was forced to ECI because Mr Winebrenner rejected his transfer from the House of Corrections. He rules all he can like Obama, "My Way or the Highway". Nobody has mention his drug dealings with the inmates. He was one of many in his circle that had to go to rehab when at ECI. This is what you get with Kalomarakis another croonie that has been Warden at WCDC. That place has not been a jail / detention center for years. It has been a holding area for law breakers with no rules.

  6. To writ, there are many problems there with the command staff and the County is well on its way to numerous lawsuits inclusive of possible class action suits. The one question that should be asked and really investigated is why the recidivism rate is so high for a local lock-up. This so called "correctional" facility offers no correction or deterrent whatsoever. The inmates, especially the gangs, dominate this facility by leaps and bounds. Perhaps the county needs to get off their butts and stop making this facility so pleasurable for the inmate population and thus drop the crime rate and recidivism. Perhaps, why not look to Sheriff Joe's operation in Maricopa County, Arizona, where his legal operations have reduced the recidivism rate by more than half as that would save the taxpayers millions. But first , the County needs to evaluate and change the command structure of this facility. The County needs administrators and command staff who can and will make the tough decisions required and stop playing politics.

In theory I agree w/the comments about don't do the crime and you won't have to worry about detention center conditions but the reality is when they are sued the only ones hurt are the tax payers so it is in the best interest of the public to see that conditions are what they are supposed to be and the standards are upheld.

  8. Speaking of the Dept of Corrections if you ask me instead of worrying about an elected school board or any school board for that matter Wicomico county just needs to turn the schools over to the Dept of Corrections. Cutting out the middle man always saves money.

  9. Until outsiders are in the positions of power then we are going to have this. As long as favors are owed and used this is destined. Secrecy breeds corruption and it sounds like this has been held close to the chest for a while now.

  10. The retired MSP that ran investigations there was forced out from there after learning of some new corruptions. He even has the video of kimball choking and assaulting a handcuffed female inmate. They threatened an officer's family and forced him out after he alone proved that the officer's weren't being paid their overtime like they should have been. The depth to the unfairness and corruption there is boundless. As for the inmates, it's just family getting paid to watch family, no matter the race. The county lack accountability in any department. Who would enforce it? A good example here is when inspections are done and two lists are made. The first list says good job, but the second list says you might want to fix these areas. It's all fixed with a laugh and a handshake with a smiling nod that says "til next time". Wink, wink. Whatever happened to that female officer that got pregnant while they had RSAT? She lost her job sure, but she was on welfare already anyway. She didn't even put the baby daddy name on the birth record so they don't go after him for child support.The sheriff's department and state police do a great job of cleaning up the streets for the few minutes they actually have contact with their subjects, but those subjects get dropped off to the jail and left for the real heroes of society that have to deal with them for an entire shift or maybe 2. The police get paid for their overtime if they want it, but co's are forced into it when too many people call out. There just aren't enough heroes to cover every shift. It's a thankless job, but it is necessary.

  11. what other county job has a higher turnover rate? is it because they aren't good at what they do or is because some people are forced out when they encounter corruption and won't go along with it. I have a list of over 250 people that are no longer there for various reasons, but most are due to being burned out from hitting their head on the wall not being able to change the redneck brotherhood mentality. How hard would it be to ask all of the former officers there that have nothing to lose what all they have seen happen there. I'm sure that there is no way for all of them to be in contact with each other and wouldn't the overlapping stories actually warrant an investigation? They can't all be making stuff up and that video doesn't lie.

  12. the writer has just touched the tip of the iceberg. so much more is going on and has been for many years. seems no one will take this seriously and it's allowed to continue. abuse, lies, thievery, drugs and drug dealing, and so much more. maybe, at some point, our County Executive can do an 'undercover' investigation for a period of time and get the truth we need. I sure hope so.

  13. The jails medical serviceis a joke also! They have a full dental facility which is used by two doc's and one does just as good as the other, Dr. Yankum and Dr. Pullem! That is the extent of any dental problem! You don't need a fully equipped office if that is all they do.

    1. I see your point 2:30 pm but I don't see lack of education as the issue. It appears to be more of a rant, anger orientated. I hear from friends at the jail that the anger this writer is spitting out, is not isolated.

  16. I would love to be a trouble shooter in a position of authority with the given authority to correct the problems. First thing would be Kimble, Kalomarakis and the rest of their cronies would be gone / fired with no benefits. The inmates would be treated firm, fair and impartial. They would be dealt with as their actions render necessary. That would be a start. All of these retired Correctional Officers are probably the kissa--es that did not do their jobs at ECI. This is just another agency the politians do nothing about. Out of Sight Out of Mind.

  17. I just got off my shift and am glad to see this here. I can confirm that this poster is right on about this place. I encounter cowards all day long that don't do anything about it. Everyone wants to do the right thing, but that is a gray area. Do you want to keep your job? DO you need that paycheck? Do you want to be put on the misfit midnight shift? All of us have seen injustices done throughout this place, but there is nothing we can do about it. We need our jobs. It's not that people don't want to do the right thing, it's that we've seen what happens to those that do. Even the officer that was already retired while working here said it isn't worth the battle to make a change. The county hearings are a joke. It is just the good'ole boy system living well and strong even after the unfortunate passing of the major. It's business as usual and will be the same until we have county reps that are willing to clean house. The sheriff should take it over until all of the employees are thoroughly evaluated by an outside agency. There are too many gang members working there still. For those that don't know, the mayor doesn't care what goes on here since it isn't his area of responsibility. It must be done by the county exec which is just a puppet for the mayor. The DOJ has been here before and changes were made, but it's been decades since and they need to come back.

    1. It has to do with the way they treat the employees not the inmates. I think inmate labor is a good constructive way of trying to teach them a lesson if they were actually made to work not get treated like babies.

  19. I'd say the education level of the writer is important. We can't tell if it's an inmate or a CO who wrote it. The motivation would be different for each.

  22. What about how Aramark makes money there at the inmates' expense? The best thing ever done at the WCDC was the creation of the community service work program to reduce the number of people locked up for dope, alcohol, and shoplifting. But, many people come in to the program with attitude, and barely even work. The COs don't crack down on them like they should. If anyone in management is reading this, please give your COs the stroke to lock up people who have attitude and act lazy in this program.

  23. The community service program was good at one time until Tyler took over and decided inmates could not get on the program if they have more than six months. They use to have about a hundred inmates in work release but thanks to her evil heart they only have about a dozen or two.

  26. Tyler and Kimble cause the majority of the problems and the director just goes along with them. Kimble is known to frequent church street in Salisbury, does he need to photographed and the pictures sent to the press. Jamison took Moore's position and he is another a** kisser to Tyler he can't make a decision without her approval way to go command staff.

The detention center is filled with inmates waiting to go to trial not found guilty yet but most of the commenters want there to be bread and water and 24 hour lockdown that is of course until you get there. Wait until they bring concentration camps you guys will reap what you sow

  36. The County Executive and the County Personnel Director have been both advised, on at least two prior occasions of inappropriate situations, bordering on criminal, at the WCDC. However, as usual, they will not step in to initiate an in depth evaluation. It might cost a few dollars to do such an evaluation but I'm sure it would be a lot cheaper than defending, and possibly losing, any upcoming lawsuit(s). As said earlier, this is just the tip of the iceberg. These problems need to addressed ASAP! Remember, if lawsuits do arise, it will be the taxpayers on the hook.

  39. Every single person on here I can guarantee has at one time or another committed an encarcable offense. Whether or not you were caught is the difference on how you view these inmates.they need work.not lockdown hard constructive work. if you have not been on the wrong side of the fence before and wish ill upon all inmates.i hope your son or daughter gets locked up one night.see if you still feel the same way.

  43. Jails and prisons should be ran by the Real Police
    in all 50 states


    Things would be enforced better on inmates and system
    would be far less Corrupt and be more on the up and up

    Having guards who they call officers just don't cut it

    The inmates would behave better too because Real Police
    are better educated and trained and know the laws better
    and the whole Police system is far better than the corrections system of today and past years
    Real Police have more Authority too and can charge as needed without waiting for someone else to do it

    the corrections systems Are Corruption Systems so how can the inmates get any better ? They are only worse when they get out
