Democratic Whip Steny Hoyer of Maryland did not directly answer when asked the yes-no question of whether an unborn child 20 weeks after conception is a human being.

Health Care Costs, Confusion Have Many Avoiding the Doctor
Confusion over health policies and out-of-pocket costs have led many people to delay seeking medical treatment.
That’s the finding of a new report by Connecticut-based SCIO Health Analytics and commissioned by Harris Poll. According to the survey, about four in 10 Americans said they had a difficult time understanding their health care plans. Questions about what the policies actually cover and how much they cost have caused many to put off treatment altogether.
About one in five, or 44 million Americans, say they’ve avoided visiting the doctor because of these cost concerns. This is serious since, as the researchers note, about half of all Americans — or 117 million — have some kind of chronic illness that requires medical attention. The survey found about 14 percent of people with a chronic illness are in the group that’s putting off treatment because of costs.
Delaying treatment could cost these people significantly more money in surgeries or expensive long-term physical therapy sessions. Americans currently spend about $277 billion treating their chronic conditions.
The survey’s findings are in line with other recent polls showing that tens of millions of Americans are rationing care because of cost. A December Gallup poll found one in three people had put off medical treatment because of cost. Likewise, a Commonwealth Fund report released last week estimated that upwards of 66 million people have reportedly self-rationed their care due to cost over the last 12 months.

Md. woman who struck, killed 13-year-old girl with her car gets 2 months in jail
SILVER SPRING, Md. (AP) - A Maryland woman who was learning to drive when she fatally hit a 13-year-old girl has been sentenced to two months in jail.
Thirty-three-year-old Esperanza Vasquez was sentenced Thursday on a traffic charge during an emotional hearing in Montgomery County court. Prosecutors have said they wouldn't file criminal charges against Vasquez because her actions didn't rise to the level of criminal negligence.
Vasquez was learning how to drive in the parking lot of Eastern Middle School in Silver Spring on July 1 when her car jumped a curb and plunged down a grassy slope, killing 13-year-old Deborah Reyes Casasola. The teen had been watching a soccer game at the school.

The regional ad by regional burger chain Carl's Jr., which will mostly be seen by viewers in states in the West, features a model promoting its new All-Natural Burger by walking though a farmers market apparently "au naturel."
The ad promotes what the $4.69 burger does not have: no added hormones, steroids or antibiotics.

Delaware: State spreading out food assistance payments
NEW CASTLE, DELAWARE (1/22/2015) Food assistance payments to more than 150,000 Delawareans will be distributed over a longer period beginning in March, state officials announced Wednesday.
Recipients, who currently get payments in a 16-day span, from the second through 17th days of a month, will now get them over a 22-day period, from the second through 23rd days of each month.
Officials said the change will allow grocers more time to restock shelves.

Cops: Twins, 9, left mostly alone for months, parents abroad
Twin 9-year-old boys were left mostly alone in their New Hampshire apartment for four months after their parents took three siblings to Nigeria and left an uncle to care for them, authorities said Thursday.
Manchester police said the uncle, 25-year-old Giobari Atura, told them he would stop by every couple of days to drop off food, but when police got involved in November, they found no edible food in the refrigerator and only ramen noodles in a cabinet.
Atura was charged in December with one count of endangering the welfare of a child and was freed on $500 bail.

Company Creates Anonymous Texting Program To Report Bullying, Other School Behaviors
It's a program with a very basic concept: Using text messaging to report bullying. One school district says the simple idea is bringing big results.
"We have conversation after conversation of students telling us that this is a life saver-- they were at wits end," said Alvin Butler Sr., President and CEO of Text2Them.
It's a life saver, he says, right at the students' fingertips.
"That avenue, whether it's cyberbullying, whether it's smoking weed, or whether it's bullying on the school bus-- no matter-- it doesn't matter," Butler said. "Because they can pull out their cellphone and they can send a text message at any time. Even while it's going on."

Man Indicted for Assault, Despite Police Being Caught on Video Viciously Attacking Him
Man facing multiple charges including assault on a police officer
A terrible injustice is transpiring in New Jersey this week as a man was just indicted for assaulting police officers after surveillance footage clearly shows one of the worst cases of police brutality ever caught on film.
Connor Castellani, 22, of Linwood, will stand trial for three charges; aggravated assault on a police officer, a third-degree crime; resisting arrest with threats or use of force or violence, also a third-degree crime; and inflicting harm on a law enforcement animal, a fourth-degree crime.
The incident happened in the early morning hours of June 15, 2013. Castellani was kicked out of the Tropicana resort for being underage.
The entire stop was caught on video after Castellani left the casino. Officers stopped him, questioned him, made him empty his pockets and eventually sent him on his way.
However, after Castellani walked away he is seen on video yelling something at the officers; a mistake that nearly cost him his life. After a brief verbal exchange, police run up to the 20-year-old man and proceed to beat him to the point of hospitalization.

What will life be like in D.C. in 2030?
You may remember that 2015 is the year Marty McFly travels to in “Back to the Future: Part II.” A few weeks ago, we looked at some of the predictions the movie made about what life would be like today.
On Thursday, the Urban Institute made its own predictions about what the D.C. region will look like, come the year 2030.
The message from a trip through downtown Washington says money, development, growth.
A computer model put together by the Urban Institute suggests much growth for the entire metropolitan region is going to continue through 2030.
“There are factors that are bringing Washington lots more people from all over the place,” said Rolf Pendall of the Urban Institute. “We’re wealthy, we have the economy that brings new people in.”

The woman whose story of economic recovery was showcased by President Barack Obama in his State of the Union address Tuesday is a former Democratic campaign staffer and has been used by Obama for political events in the past.
Rebekah Erler has been presented by the White House as a woman who was discovered by the president after she wrote to him last March about her economic hardships. She was showcased in the speech as proof that middle-class Americans are coming forward to say that Obama’s policies are working.
Unmentioned in the White House bio of Erler is that she is a former Democratic campaign operative, working as a field organizer for Sen. Patty Murray, D-Wash.
This also wasn’t the first time the White House used the former Democratic campaign staffer as a political prop. Obama spent a “day in the life” of Erler in June so that he could have “an opportunity to communicate directly with the people he’s working for every day.”

Tricare Users Must Self Identify on 2014 Tax Forms
Tricare users will need to identify themselves and their families on their 2014 tax forms as having healthcare coverage, Defense Department officials said, or risk paying a fine.
The Affordable Care Act requires Americans to hold what is known as "minimum essential coverage," for their healthcare, either through their employer or purchased elsewhere. Those who did not have that coverage for 2014 could be charged a series of fees.
But not every Tricare user may meet those requirements, officials warned. Some dependent parents and parents-in-law receive Tricare as part of the Tricare Plus program, which allows them to use some military treatment facilities. That care does not meet the minimum coverage requirements, and those users could face fines if they do not purchase additional coverage, officials said.

Baltimore, MD (Jan. 22, 2015) - Attorney General Brian E. Frosh today announced a settlement with Wells Fargo Bank and JPMorgan Chase Bank (Chase) to resolve allegations that the financial firms illegally steered customers to a now-defunct Maryland-based title company in exchange for marketing services that increased their customer base.From 2009 to 2013, Genuine Title, LLC, allegedly provided marketing leads, direct-mail letters and other costly services to loan officers from Wells Fargo and Chase, which increased the number of loans that the banks originated or refinanced, thereby boosting their commissions. In exchange, the loan officers referred consumers to Genuine Title for settlement services. The arrangement, which was investigated by the Attorney General's Consumer Protection Division and the Consumer Financial Protection Bureau (CFPB), violated the federal Real Estate Settlement Procedures Act and the Maryland Consumer Protection Act.
"Homeowners were steered toward this title company, not because they were the best or most affordable, but because they were providing kickbacks to loan officers who referred customers to them," said Attorney General Frosh. "This type of quid pro quo is illegal, and it's unfair to other businesses that play by the rules."
Obama's Plan Is to Help Hillary, Not Middle Class
President Barack Obama's State of the Union address — in which he'll ask for $320 billion in new taxes to hit the rich and help the middle class — is much ado about nothing, says economist Peter Morici, a professor at the University of Maryland.

America's first offshore wind project dealt major setback after utilities bolt
An ambitious and controversial push to erect America's first offshore wind farm has been dealt what some call a potentially "fatal" blow after two utility companies pulled out of commitments to buy energy from the lagging operation.
The $2.6 billion Cape Wind project, a private operation benefiting from millions in federal subsidies, is attempting to pioneer offshore wind energy in pursuit of an eco-friendly, sustainable energy supply. Wind turbines would be installed off the coast of Massachusetts' Cape Cod in Nantucket Sound.
But Cape Wind is now in limbo after utility companies terminated huge purchase agreements. They pulled out after the project failed to meet two requirements by Dec. 31: to secure financing and begin construction.
The wind farm was relying on NSTAR and National Grid to purchase a combined 77.5 percent of its offshore wind power.

Worcester County recreation fees to jump $5 on July 1
Most, but not all, recreation fees for county government-sponsored programs will see a modest increase as of July 1.
One exception is summer camps, because they begin earlier than the start of the next fiscal year and so their rates will increase by $5 effective June 1.
Other exceptions include the following youth programs: after-school tennis, tennis camp, after-school track, track camp and toddler gym. Those fees will remain the same.

Richmond distiller starting first Virginia hops processing facility
Calling all hops farmers.
Virginia is about to get its first processing facility for hops, which will open the door for more farmers to grow an ingredient that’s critical for making beer.
Jonathan Staples first considered planting hops at Black Hops Farm in Loudoun County because he wanted Richmond-based James River Distillery, which he co-owns, to use as many Virginia-grown ingredients as possible.
“I wanted to use Virginia hops in our gin, but we couldn’t because they weren’t available year-round,” Staples said.
Now Staples’ vision is expanding, and he hopes his hops farm and a planned hops processing facility will allow more Virginia farmers to grow the crop and more Virginia brewers to use locally grown hops, rather than hops from the Midwest or West Coast.

WASHINGTON — We have long heard about the dangers of alcohol and pregnancy, but some prescription-strength pain or cough medications can also damage an unborn child.

The cancer and sunscreen industries have made it their mission to convince the world that sunlight is a primary cause of skin cancer, when it fact it has been shown to prevent it. In fact, considerable evidence shows that blocking the sun’s rays from reaching our skin with, for example sunscreen, significantly decreases our uptake of vitamin D levels, leading to higher mortality, critical illness, mental health disorders and cancer itself.
The southern hemisphere is currently experiencing record temperatures raising the mercury to levels many regions have never experienced. Some climatologists have stated that the trend will continue in the northern hemisphere come July. With these hot temperature come extreme warnings from public health officials to slather on the sunscreen to prevent skin cancer and specifically protect us from melanoma.

Ocean City may see cut in state tourism, marketing funds
Maryland’s ongoing fiscal turmoil will likely have an effect on state tourism funding to local agencies, including Ocean City, resort leaders heard last week.
Governor-elect Larry Hogan will likely be asking Maryland’s government offices to absorb the state’s projected $400 million revenue shortfall for fiscal year 2015 by further cutting expenditures, Maryland Tourism Commission Chair Greg Shockley said.
Shockley, owner of Shenanigan’s and the Shoreham Hotel, told the Ocean City Tourism Commission that the Maryland Office of Tourism was anticipating having to cut aid to state-subsidized destination marketing organizations (DMOs), of which Ocean City is a major benefactor.

Charges for driving without license and registration... while walking
A woman in Hamlin, Texas is fighting charges of driving without a license and expired registration after she was arrested and jailed by cops while WALKING home with groceries.
Wendy Robins is appealing for help with her case as she fears the police department is pursuing a vendetta against her by refusing to drop the charges.
The charges stem from the incident which took place in November. Ms Robins says she was minding her own business walking home from the local store when she was physically accosted by an officer.
“I was approached by Officer Chad Boyett a block and a half away from my home, which I own.” Robins wrote in a submission to police watchdog website Copblock.
“Officer Boyett passed me and did a U-turn at the intersection in front of me and then pulled up beside me. I continued walking as he asked me where my auto was. I told him it didn’t matter because I was walking and that I didn’t have time for this, so I was going home.” Robins added.

Bill banning Common Core standards advances in Va.
Legislation prohibiting adoption of the Common Core curriculum standards in Virginia schools has cleared a state Senate committee.
On an 8-7 party-line vote, the Republican-controlled Education and Health Committee approved a bill Thursday that would forbid adoption of the national standards without prior approval from the General Assembly.
Republican Sen. Richard Black of Loudoun County, the sponsor of the measure, said the Common Core standards have generated controversy among teachers and parents.
Democratic Gov. Terry McAuliffe's administration opposes Black's bill, calling it unnecessary because the state has no plans to adopt the national standards.
The standards have been adopted by 43 states.

Clerk gets jail time for theft
Katherine Fowler, an accounting clerk with Worcester County entrusted with collecting real estate taxes, was sentenced last Friday to four years with the Department of Corrections and two years of probation for stealing about $7,100 from the county.
All but 18 months of her prison time with the Department of Corrections were suspended and the balance can be served at the Worcester County Jail. If Fowler completes her 18 months in jail and probation without further incident, she won’t have to go to prison.
As a condition of her probation, Fowler will not be able to handle money for any organizations and she must forfeit any positions she currently holds requiring her to handle money.

SNOW HILL — Worcester officials this week accepted a grant from the Maryland Tourism Development Board totaling nearly $117,000 for the county’s advertising budget for 2015.
Each year, Worcester County Tourism receives a grant from the state for advertising and marketing. Tourism director Lisa Challenger told the County Commissioners on Tuesday each county in Maryland along with other select jurisdictions receive the grants each year from a formula based on the level of county advertising expenditures and the performance of tourism tax revenues. This year, based on the current formula, Worcester County’s cooperative marketing grant from the state came in at $116.794.
The grant amount varies each year due to the level of the state grant pool and depending on levels of advertising expenditures in other counties across Maryland. Based on Challenger’s recommendation, the Worcester County Commissioners agreed to accept the state grant on Tuesday.

Media Miss The Real News Of The Week
This past week, one of the world’s most famous and influential men made a major announcement concerning our global future. But you might have missed it because America’s national news media was obsessing over President Obama’s State of the Union address.
Let’s face it, a State of the Union address by any president is more political theater than serious news.
Perhaps that’s why the coverage often sounded like theater reviews. The most talked about line in the speech was a zinger reminding Republicans that he had beat them in two elections. Some analysts debated whether that line was planned or spontaneous. Others talked about how well it was delivered. Some just liked it because it made them feel good.
No one discussed the substantive implications of the speech because there weren’t any. Not even President Obama’s biggest fans believe that anything on his laundry list of policy ideas has any chance of becoming reality. Those on the left blame Republicans for unfairly blocking the president’s agenda. Those on the right believe he has lost touch with reality and refuses to acknowledge the recent election results.
The rest of us have too many important things going on in our lives to waste time on such silliness. We have little interest in watching the activists argue about who is to blame. That reality goes a long way toward explaining why most Americans are turned off by both politics and traditional news commentary.
While the media elites were reviewing the performances of political actors, Bill Gates and his wife, Melinda, made a major announcement: “The lives of people in poor countries will improve faster in the next 15 years than at any other time in history.” The Gates’ plan envisions cutting child deaths in half, enabling Africa to feed itself, dramatic improvements in education and more.
They are going to change the world!

The 16,000 square-foot Annapolis mansion of millionaire IT executive Don Pyle, 55, went up in flames so fast on Monday, investigators believe a chemical agent must have been used. The house, dubbed “the castle” by neighbors, was fully engulfed by the time the fire department got there. It took 85 firefighters to finally put the blaze out. Pyle, his wife and four grandchildren are currently presumed dead.
Some 20 agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives have been called in to investigate and foul play is suspected. Lots of people are questioning not only since when does the ATF get involved in private house fires and missing persons cases, but so many ATF agents on one case. A bit much?
Maybe not considering who Pyle was. Not only was he the COO of ScienceLogic, a company which regularly conducts business with the military and intelligences communities and which monitored the online networks for both the Department of Defense and the FBI (among others), but he was also CEO at Netcordia, another IT company which has contracted with both the National Security Agency and U.S. Army to manage their online networks. He had just taken the position at ScienceLogic in October.
In short, the guy definitely sat in some very high places.

White House aide says Obama will 'steamroll' dissenting Democrats
The Obama administration appears to be arming itself for a take-no-prisoners approach to lame-duck governing, at the risk of crushing Democrats who disagree with policies outlined in the president's State of the Union address on Tuesday night.
A White House aide said plainly on Wednesday that 'party loyalty' won't protect Barack Obama's fellow Democrats on Capitol Hill if they get in his way.
'The president is in the last two years,' the aide told Daily Mail Online, 'and party loyalty isn't worth what it used to be. He's going to steamroll them.'
So much for the pen and the phone.

An image apparently showing a dead Osama bin Laden broadcast on Pakistani television and picked up by British newspaper websites is a fake.
The bloodied image of a man with matted hair and a blank, half-opened eye has been circulating on the internet for the past two years. It was used on the front pages of the Mail, Times, Telegraph, Sun and Mirror websites, though swiftly removed after the fake was exposed on Twitter.
It appears the fake picture was initially published by the Middle East online newspaper themedialine.org on 29 April 2009, with a warning from the editor that it was "unable to ascertain whether the photo is genuine or not".

States seize cash, property from motorists
Des Moines, Iowa (CNN)On a bright, clear morning in April 2013, two professional poker players from California were heading west on Interstate 80 in rural Iowa when they were stopped by two Iowa State Troopers.
Before that stop was over, the officers had seized $100,000, which the men said was money to play poker. The troopers also called ahead to California authorities, who raided the men's homes and ultimately indicted one of them, John Newmerzhycky, on a charge of illegal possession of drug paraphernalia.
If this sounds unusual and way out of the ordinary, it isn't. For example, the RNC highlights that since Obama took office in 2009, 13 million Americans have been added to the food stamp rolls — more than twice the population of El Salvador.
The RNC further spotlights the $7.5 trillion increase in the national debt, the $95 billion cost of new regulations, the 5.5 million Americans who have fallen into poverty and the 215 rounds of golf Obama has played since becoming president.

This post is about an issue that is by now a bit dated (though the topic as such certainly isn’t), but we have only just become aware of it and it seemed to us worth rescuing it from the memory hole. In late 2013, the then newest issue of the American Diagnostic and Statistical Manual of Mental Disorders (DSM for short) defined a new mental illness, the so-called “oppositional defiant disorder” or ODD.
As TheMindUnleashed.org informs us, the definition of this new mental illness essentially amounts to declaring any non-conformity and questioning of authority as a form of insanity. According to the manual, ODD is defined as:
[…] an “ongoing pattern of disobedient, hostile and defiant behavior,” symptoms include questioning authority, negativity, defiance, argumentativeness, and being easily annoyed.

STATE POLICE INVESTIGATE SHOOTING IN FREDERICK COUNTY
(Walkersville, MD) - Maryland State Police are investigating a shooting that occurred last night in Frederick County.
The victim is identified as Gerald Campbell, 42, of Frederick. He was transported by medevac to the R Adams Cowley Shock Trauma Center where he is being treated for his injuries.
The suspect has been identified as a tall, thin, African American man with facial hair. He was reportedly wearing a mask at the time of the incident.
At 9:30 p.m. last night, a 9-1-1 call was received from a witness in the area who reported the shooting. Allegedly the incident occurred behind a retail store in the 8000 block of Woodsboro Pike in Walkersville.
Police are asking anyone with information relevant to the investigation to call the Frederick Barrack at 301-600-4151. Callers can remain anonymous.

Stress testing and sinkhole snarls Md. Route 90 traffic
The State Highway Administration is conducting its annual review of bridges, leading to one-lane traffic patterns on the Route 90 bridge, intending to complete the process by late next week.
During the inspection, a small sinkhole formed at the eastbound portion of the bridge crossing the St. Martin River in the shoulder. The hole, SHA officials said, was approximately three feet wide and four feet deep, and will be plugged by grout. The hole has since been covered and the SHA will be seeking a contractor to perform the repairs, Charlie Gischlar, SHA spokesperson, said.
The work to ensure the safety of the bridge is taking a long time to complete owing to the overall length of the bridge, Gischlar said.
The inspection began Jan. 12.

Larry Wilmore, the newest face in late night, wasted no time jumping into some big issues during the premiere of The Nightly Show tonight, including the Oscars whitewashing. And he spent a chunk of time bemoaning how Al Sharpton has jumped on this issue too.
He cried, “Sharpton?! Again?! I mean, no one else can represent us?!… You don’t have to respond to every black emergency, you’re not black Batman!”

'Someone asked the other day, 'What was your favorite fast food when you were growing up?'
'We didn't have fast food when I was growing up,' I informed him.
'All the food was slow.'
'C'mon, seriously. Where did you eat?'
'It was a place called 'at home,'' I explained!
'Mom cooked every day and when Dad got home from work, we sat down together at the dining room table, and if I didn't like what she put on my plate I was allowed to sit there until I did like it.'
By this time, the kid was laughing so hard I was afraid he was going to suffer serious internal damage, so I didn't tell him the part about how I had to have permission to leave the table.
But here are some other things I would have told him about my childhood if I figured his system could have handled it :
Some parents NEVER owned their own house, never wore Levis, never set foot on a golf course, never traveled out of the country or had a credit card.
In their later years they had something called a revolving charge card. The card was good only at Sears Roebuck. Or maybe it was Sears & Roebuck.
Either way, there is no Roebuck anymore. Maybe he died.
My parents never drove me to soccer practice. This was mostly because we never had heard of soccer.
I had a bicycle that weighed probably 50 pounds, and only had one speed, (slow)
We didn't have a television in our house until I was 19.
It was, of course, black and white, and the station went off the air at midnight, after playing the national anthem and a poem about God; it came back on the air at about 6 a.m. and there was usually a locally produced news and farm show on, featuring local people.
I was 21 before I tasted my first pizza, it was called 'pizza pie.' When I bit into it, I burned the roof of my mouth and the cheese slid off, swung down, plastered itself against my chin and burned that, too. It's still the best pizza I ever had.
I never had a telephone in my room. The only phone in the house was in the living room and it was on a party line. Before you could dial, you had to listen and make sure some people you didn't know weren't already using the line.
Pizzas were not delivered to our home But milk was.
All newspapers were delivered by boys and all boys delivered newspapers -- my brother delivered a newspaper, six days a week. It cost 7 cents a paper, of which he got to keep 2 cents. He had to get up at 6AM every morning. On Saturday, he had to collect the 42 cents from his customers. His favorite customers were the ones who gave him 50 cents and told him to keep the change. His least favorite customers were the ones who seemed to never be home on collection day.
Movie stars kissed with their mouths shut. At least, they did in the movies. There were no movie ratings because all movies were responsibly produced for everyone to enjoy viewing, without profanity or violence or most anything offensive.

Feckless GOP Prepares to Surrender on Amnesty
Last month’s “CRomnibus” debacle underscored a divide between the conservative base that gave Republicans a resounding victory in the midterm elections and GOP leadership on Capitol Hill: The base wants Obama’s lawlessness stopped; leadership wants to show that Republicans can “govern” by working cooperatively with Obama – in effect, codifying his lawlessness.
Prepare for the next betrayal: Republicans are about to surrender on Obama’s amnesty for illegal immigrants. The surrender, which will be portrayed as a reluctant but noble compromise for the sake of “homeland security,” was baked in the CRomnibus cake.
