POLL: VA GOV RACE A TOSS UP
A new poll, provided exclusively to Breitbart News, finds the Virginia Governor's race a virtual dead-heat, with Democrat Terry McAuliffe leading Republican Ken Cuccinelli 41%-40%. Libertarian Robert Sarvis garners 10% and 9% of likely voters remain undecided. With less than two weeks to go, the race is a toss-up that will likely be decided by turnout, a critical factor in an off-year election.
The poll comes from Wenzel Strategies, which accurately predicted closing momentum for Sens. Ted Cruz, Rand Paul and Deb Fischer, among others. The slight edge McAuliffe holds is due mostly to stronger support within his partisan base. 81% of Democrats support McAuliffe, against just 68% of Republicans who support Cuccinelli.
Cuccinelli's support seems be building, however, has public attention moves away from the recent government shutdown to the failing implementation of ObamaCare. Cuccinelli was a leading national figure suing to overturn the health care law.

MISSION CREEP: EPA AGENTS ENTER DRUG WAR
A large-scale narcotics investigation and sentencing in Montana has revealed that the U.S. Environmental Protection Agency (EPA) has entered the enforcement of U.S. war on drugs.
The EPA has full federal law enforcement capabilities, and their charter allows them to participate in the investigation and prosecution of “criminal conduct that threatens people's health,” according to the EPA’s Criminal Investigation Division (EPA CID).

REPORT: MICHELLE OBAMA’S CURIOUS CONNECTION TO COMPANY HIRED TO BUILD OBAMACARE WEBSITE
Toni Townes-Whitley is senior vice president at CGI Federal, the company that earned the “no-bid” contract to build the $678 million Obamacare website. She is also reportedly a former Princeton classmate of First Lady Michelle Obama, a curious connection first noted by the Daily Caller.
Townes-Whitley and the first lady reportedly graduated from Princeton in 1985 and are both members of the Association of Black Princeton Alumni.
Following the publication of the Daily Caller’s report, CGI Federal told the website that there would be “nothing coming out of CGI for the record or otherwise today.”

Governors Announce Bold Initiative To Put 3.3 Million Zero-Emission Vehicles On The Road By 2025
ANNAPOLIS -- Governor O’Malley and governors from seven other states announced a groundbreaking initiative to put 3.3 million zero-emission vehicles on the roads in their states within a dozen years.
These governors have joined forces to revolutionize the automobile market by promoting zero-emission vehicles. The use of these clean vehicles will reduce greenhouse gas emissions, improve air quality and public health, enhance energy diversity, save consumers money, and promote economic growth.
"We are excited to be collaborating with other states to ensure the success of our zero-emission vehicle programs. This effort complements work already underway through the Transportation Climate Initiative, in which Maryland and other East Coast states are working to develop a robust charging station network along the I-95 corridor that will permit long-distance travel in electric cars throughout the region. The transition to these advanced technology vehicles will support our efforts to achieve our air quality and climate change goals, and will enhance energy security by reducing our dependence on foreign oil,” said Maryland Governor Martin O’Malley. “This is a critical part of our efforts to achieve Maryland’s long-term 2050 goal to reduce statewide greenhouse gas emissions 90 percent from 2006 levels.”

The Officers & Members of the American Legion Post Family of Wicomico Post 64 and the Friends of Joan Pitts have teamed up to host a fund-raiser to benefit one of our members, Joan Pitts, as she continues her battle against cancer. Joan is a Past District President and has held several Offices and numerous Chairmanships within our organization. She has always assisted and participated in all programs and activities the American Legion Family has had.
We are planning a Quarter Auction on Veterans Day, November 11, 2013 at the Post Home. Quarter Auctions is a great way to raise funds for the cause and at the same time participants can win great prizes donated by businesses, vendors, Legion Family members and friends. In order to have a successful event we are asking you to please donate an item or two for the auction. The items will be auction off from 1 to 4 Quarters.

This email is to let you know of a fundraiser that some of the ladies at American Legion Post 64 is doing for one of 'our own'.
Her name is Joan Pitts and she is surviving throat cancer as we speak. She works for the Wicomico County School System with special needs children. She has held every office in our Auxiliary Unit as well as helps at the Legion with anything and everything that is asked of her. She is a widow and has no children (and I don't think she has any family members in this area and actually I think family members are just about non-existing).
A few weeks ago Joan finished up 35 radiation treatments for her throat cancer. Her esophagus became swollen and breathing became difficult. She has been in and out of PRMC with varying treatments but two weeks ago they admitted her to ICU. They were unable to get the throat swelling reduced so last Tuesday, October 8th, they did a tracheotomy. She is still not able to speak at this time because the swelling in her throat is still severe. I go visit her everyday because she is not only my friend but my mentor as well. Today we are hoping that she will go home. The nurses and therapist are saying what a 'miracle' she is because they have NEVER seen anyone go home from this type of procedure so quickly. Her doctor has told her that the trach will be present for at least the next 6 months and Wednesday when I was there he told her that she cannot work for the next 6 months and that it would be better if she did not work until the 2014-2015 school year. She has (or is in the process of) applied for short term disability and of course she did her FMLA papers at the onset of the cancer treatment, so that is covered.
I am in the process of acquiring her a cell phone where text messaging is unlimited. (She currently has a pre-paid Trac phone.)
All of this leads to this: We are having a Quarter Auction at Legion Post 64 (West Salisbury on 50 across from the National Guard Armory) on Monday, November 11th. (I believe the time will be 6:00 or 6:30) We will have food and bake sale items at the event. If you have never been to a Quarter Auction before, (just like me), or if you have been to one before, I ask you to come out to help support a person in financial need. The lady who is setting this up for us said that if we don't have enough people at the event then the vendors will just pack up and leave and we definitely don't want that to happen. If you can't attend but you have an item you would like to donate for the table I would be honored to accept any help you can give.

Seattle Uses Eminent Domain To Turn A Parking Lot Into A Parking Lot
Seattle’s city council voted unanimously Monday to use eminent domain to take private property. They say they must seize the private property, which is currently being used as a parking lot, in order to turn it into … a parking lot. (Here is the link to the original notice). In addition to eminent domain abuse, the City of Seattle has recently been in the news for hiding public records, and sinking the farm boat. The common thread among all three of these stories is that, in Seattle, central planning takes priority over people. In this case, they decided it was critically important to seize a parking lot from its 103-year-old owner so that it can be a parking lot. At least this is their stated justification.

Famed Titans Football Team To Hold Reunion In Resort
OCEAN CITY — The historic 1971 T.C. Williams Titans football team, immortalized in the Disney movie, Remember the Titans, will be meeting for their first reunion in more than a decade in Ocean City next month.
The former teammates will be opening some of that event to the public with a meet and greet at Seacrets as well as a screening of the movie that made the team famous.
Most of the team remains in contact today, according to member and Ocean City resident Bob Luckett. They are part of a players association and foundation that has helped several students throughout the years continue their education via scholarship funding.

During Thursday's congressional hearing with the contractors responsible for building the troubled ObamaCare federal exchanges, we learned that whether you end up enrolling in ObamaCare or not, no one who puts any information into the ObamaCare website can expect to have their privacy protected. Moreover, the fact that you are giving up your right to privacy is hidden in source codethat reads, "You have no reasonable expectation of privacy regarding any communication of any data transmitted or stored on this information system."
During his questioning on this specific issue, Rep. Joe Barton (R-TX) only received chilling answers and deflections from the primary contractor responsible for the site. OCEAN CITY — Sixty-eight historical figures will leap from the history books onto the stage at the OC Jamboree Theater from Oct. 29-Nov. 2 with one purpose in mind – to help raise funds for the nationally recognized Wounded Warrior Project.

WASHINGTON (AP) - The government says the rate of violent crime in America went up 15 percent last year and the property crime rate rose 12 percent, signals that the nation may be seeing the last of the substantial declines in crime of the past 20 years.
Last year marked the second year in a row for increases in the crime victimization survey, a report that is based on household interviews.
The 2012 increases were driven by a rise in crimes that were not reported to police, a category frequently involving less serious offenses. Simple assaults also rose. The rate of property crimes increased due to a rise in theft. Other crime categories - rape, robbery, aggravated assault, burglary and motor vehicle theft - showed less change.

OCPD PARTNERS WITH THE SANTA HOUSE HOLIDAY TOY AND FOOD DRIVE
In an effort to consolidate local holiday charity efforts, and to bring greater relief to those in need during the upcoming holiday season, the Ocean City Police Department will be partnering with the “Santa House, Inc.” (a 501(c)(3) registered charity) holiday food and toy drive.
In past years both holiday charities have been able to provide help to Worcester County and Ocean City residents in need. By incorporating the resources of the “Santa House” with the assistance of the OCPD we can improve the process by which the generous donations of our community are distributed to those in real need during the holidays.
The OCPD and the Santa House are asking that all charitable monetary donations/contributions normally made to the OCPD be directed to the “Santa House, Inc.” As in years past, all toy donations, as well as monetary donations, will be used to provide gifts and food to local families. Unwrapped, new toys may be dropped off at the Public Safety Building, located at 65th Street and Coastal Highway. Norfolk Commonwealth's Attorney Greg Underwood was arrested in Norfolk on Wednesday night and charged with driving while under the influence of alcohol.
According to Virginia State Police, Underwood was charged with DUI, refusing to take a breath test, being in possession of a weapon while intoxicated, and driving through a work zone. He was released from jail on an unsecured bond.

Millsboro- A 57-year-old Millsboro man has died in an ATV accident that occurred in a wooded area north of the intersection of Robinson Way and Thorogoods Road.
At 3:52 p.m. today Troopers responded to the area after workers inspecting a railroad track discovered a deceased man pinned under an ATV. A preliminary investigation indicates the decedent, Frank J. Wilkerson, was riding a 2012 Honda Ranger ATV in the area and encountered loose rocks while riding over a hill. The loose rocks gave way, and Wilkerson and the ATV tumbled down the hill. The ATV ultimately landed on top of Wilkerson.
The Collision Reconstruction Unit is continuing its investigation into this incident. The time at which this accident took place has not been determined.

Lewes- A crash on Costal Highway (St. Rt. 1) north of Dartmouth Road left one critically injured yesterday.
The crash occurred at 4:15 p.m. as Kevin Smith, 52, of Haberson, traveled south on Costal Highway in a 2004 Buick Rendezvous. For an undetermined reason, the vehicle crossed the median and entered the northbound lanes, striking a 1997 Saturn SL that was merging onto Costal Highway from Dartmouth Road.
Immediately after the vehicles collided the Saturn was struck by a northbound 1998 Chevrolet Monte Carlo that had been traveling behind the Saturn.
Smith was not injured, but was transported to Beebe Hospital and admitted for treatment of a medical condition that was not caused by the crash.
The driver of the Saturn, Stanley Mutter, 51, of Milford, was transported by ambulance to Beebe Hospital, and then flown to Christiana Hospital, where he was admitted in critical condition.
The driver of the Chevrolet, Lorena Vanegas, 46, of Georgetown, and her passenger, Reyna Gil-Vanegas, 11, were both transported by ambulance to Beebe Hospital, where they were treated for minor injuries and released.
The Collision Reconstruction Unit is continuing its investigation into this crash, and no charges have been filed. The northbound lanes of Costal Highway were closed for approximately two-and-a-half hours as Troopers investigated and cleared the crash.

Any strategy built on forcing Obama to compromise is inherently flawed. He may occasionally throw Republicans a tiny bone to make them feel better about giving in, but only as long as his is the only plate with meat on it.
Obama never compromises because he has never really lost. He has been insulated from defeat by his fanaticism, his arrogance and his media… and by Republican incompetence.
Obama can only be beaten on his own terms. He can’t be beaten legislatively or judicially as long as he wields executive powers whose limits he refuses to accept. If Congress passes something, he can and will choose to ignore it. If the Supreme Court strikes something down, he will do it anyway.

Salisbury Hears From Berlin On Stormwater Utility
SALISBURY — The city of Salisbury is taking early steps to explore a new potential stormwater utility, looking to nearby communities like Berlin for initial guidance.
Salisbury should pursue the establishment of a stormwater utility, according to Berlin Mayor Gee Williams. He told the Salisbury City Council that it has been a fruitful course so far for Berlin, though at times a challenging one.
“If there’s anything that I want to make sure I leave with you today, it’s that I really believe that, during our experience, that there were a lot of lessons learned,” Williams said. “You should have every confidence that this is a process that you can not only survive but in which you can succeed. I encourage you not to fear what you are getting into.”

The History of the Wicomico Free Library
The roots of the Wicomico Free Library extend back in time to 1869 when a circulating library was started in a store at Main and Dock (Market) streets. After a time interest waned and for twenty-five years the town was without the semblance of a library. A circulating library with sixty members was opened in the armoryMarch 3, 1918 with Miss Victoria Wailes the librarian.
The library was soon moved to a one-story sheet steel building on Division at the head of Camden Street. Mrs. Harry W. Wailes was the librarian. When the structure, formerly a bus depot, was razed in 1923 to clear the site for the new Wicomico Hotel, the library was moved to East Main Street where Mrs. S. King White became the librarian.
In February, 1925, local organizations formed the Salisbury Alliance to sponsor the county’s first free library. It was incorporated September 29, 1927. In 1932 the city and county agreed to share in the operating costs and the library was moved to larger quarters on Camden Street.
Walter S. Sheppard was president of the Board of Trustees when it sought public support for erection of a library building at High and Bush streets. The two-story brick building was occupied August 20, 1954. Meantime, the County Commissioners in 1947 agreed to include operating expenses of the library in its annual budget, the appropriation to be matched by the state. From that point the library began a rapid growth with expanding services and book inventory. The librarian, Mrs. S. King White, retired in April 1948 after serving twenty-five years. In that year also, the Junior Chamber of Commerce purchased a bookmobile to make the library available to communities elsewhere in the county. During the next two years Mrs. Martha Morris and Mrs. Susan Gray were librarians for relatively brief periods.
Mrs. Fred M. Horsley became the library’s administrator in 1950. By the early 1960’s the constantly increasing patronage created a need for larger facilities. A similar situation had occurred at the Police Department in City Hall. By coincidence the First Regiment armory, having been vacated for a more appropriate facility had been turned over to the city by the state. An agreement was negotiated whereby the city would move the Police Department to the library building and the library would occupy the vacant armory. City and county each agreed to contribute $50,000 toward renovating the armory for library use. E. Dale Adkins headed a building committee to raise public contributions of $176,000 to defray the remainder of the renovation expenses. The moves were made in 1962. A year later the Legislature enacted a law founding the Eastern Shore Regional MaterialsResources Center which was also situated in the former armory with the County library.
In June, 1978, Mrs. Horsley retired after 28 years as administrator. She was succeeded by Arthur H. Goetz. At the same time, the latest renovation and extensive expansion of the building was started. The present modern institution was dedicated with U. S. Senator Paul S. Sarbanes, a native Salisburian, making the keynote speech.
Hunting Fatality In Bishopville
BISHOPVILLE — A Selbyville man reportedly fell to his death from a deer-stand in a rural area near Bishopville in northern Worcester County on Tuesday morning, becoming the first deer hunting fatality reported in Maryland this year.
According to Maryland Natural Resources Police (NRP), Richard F. Jenkins, 76, of Selbyville, left his home around 6 a.m. on Tuesday to go to his deer-stand on Delaware Rd. in Bishopville about four miles away. When his wife had not heard from him later on Tuesday afternoon, she contacted a family friend to go check on him. The friend found Jenkins on a concrete pad near a chicken house where the victim had set up his deer-stand.
The friend called 911 around 4:30 a.m. on Tuesday and NRP officers along with Bishopville Emergency Services and the Worcester County Sheriff’s Office responded. Jenkins was declared deceased at the scene, the victim of an apparent head injury likely caused by a fall from the stand, according to NRP Public Information Officer Candus Thomson.
