Midwest City, Oklahoma: Midwest City Police have released surveillance video from a Walmart of a man who took a 2-year-old girl from a mother's shopping cart, and held a knife to the child's throat. Police Chief Brandon Clabes held a news conference Friday morning to reveal new details about the June 17 officer-involved shooting. Capt. David Huff shot and killed 37-year-old Sammie Lamont Wallace after he threatened the little girl.
The video released shows Wallace walking into the Walmart Neighborhood Market at Reno and Midwest Boulevard around 3 p.m. He's pushing a shopping cart and talking on a cell phone. The video shows Wallace circling the store until he sees a woman, identified as Alicia Keating, and her two daughters, ages 12 and 2. Wallace keeps walking but circles back to the frozen food aisle. While Keating's back is turned, Wallace grabs the child from the cart while the stunned 12 year old looks on. Wallace then walks up to the mother, hands her a cell phone and demands she call a police officer in Dallas. Keating begins to scream and pleads for the man to give her child back. The man pulls out a knife and threatens the little girl. That's when store employees approach the man and witnesses begin calling 911.

Judge Tosses NY Lawsuits Against Ex-Elmo Actor
Prosecutors say a judge in New York has tossed out three lawsuits brought by men who said former Elmo puppeteer Kevin Clash sexually abused them when they were underage.
Federal Judge John Koeltl threw out the lawsuits Monday.
He says the claims came more than six years after each man reasonably should have become aware of Clash's alleged violations and more than three years after each turned 18. There's one other lawsuit pending.

First, we learn from a Ball State annual national study that Maryland dropped to a D grade in manufacturing and then today we learn that Carnival Cruise lines has announced it is going to move its cruise ship, The Pride, from Baltimore,” said Delegate Ron George (R) Annapolis.
“Governor Martin O’Malley has created a crisis in Maryland as it relates to maintaining and creating private sector jobs. These job losses add further evidence to the ramifications of Martin O’Malley’s taxes, fees, and expanded government,” stated George.
“The fact that Maryland received such a poor score in terms of creating manufacturing jobs is unacceptable. Names Of Two Police Officers Killed In Md. Plane Crash Released
OCEAN CITY, Md. - The bodies of two Ocean City police officers have been recovered after their plane went down in the ocean Sunday.
The bodies of Thomas Geoghegan Jr., 43, and Joshua Adickes, 27, were found by dive teams in the wreckage Monday, according to a Maryland State Police news release.
The plane was found 30-feet below the surface about one-quarter mile off the beach from 130th Street, police say.

Bottled-Water Purchase Leads To Night In Jail For U.Va. Student
When a half-dozen men and a woman in street clothes closed in on University of Virginia student Elizabeth Daly, 20, she and two roommates panicked.
That led to Daly spending a night and an afternoon in the Albemarle-Charlottesville Regional Jail. Her initial offense? Walking to her car with bottled water, cookie dough and ice cream just purchased from the Harris Teeter in the Barracks Road Shopping Center for a sorority benefit fundraiser.
A group of state Alcoholic Beverage Control agents clad in plainclothes approached her, suspecting the blue carton of LaCroix sparkling water to be a 12-pack of beer. Police say one of the agents jumped on the hood of her car. She says one drew a gun. Unsure of who they were, Daly tried to flee the darkened parking lot.
"They were showing unidentifiable badges after they approached us, but we became frightened, as they were not in anything close to a uniform," she recalled Thursday in a written account of the April 11 incident.

Massive Shore Health Budget Cuts Trouble Area's Politicians
EASTON — Sen. Richard Colburn, R-37-Mid-Shore, Thursday called the culmination of events leading to the drastic cuts made by Shore Health System this past week the makings of "the perfect storm."
"Maryland hospitals really struck out on three fronts this year, with sequestration and Medicare cuts, hospital rate requests coming in low and rising overall health care costs," Colburn said. "They are in a real dilemma, and it's not just this state."
Colburn was only one of many concerned voices over the Mid-Shore's major health care provider announcing cuts to staff and services after a year of financial loss due to what it says are budget constraints that have been building over several years.
Shore Health System's President and CEO Kenneth Kozel said because Maryland hospitals are reliant on a state-regulating system to set the rates at which they are reimbursed for services, they must operate within a rigid budget, which, in combination with inflation and Medicare funding cuts due to sequestration, has had the effect of making hospital operating margins across the state the lowest in a 14-year history.

The victims are identified as Thomas J. Geoghegan Jr., 43, of Ocean City, Md., and Joshua D. Adickes, 27, of Berlin, Md. Both men served as police officers with the Ocean City Police Department. Seaford, DE- The Delaware State Police Collision Reconstruction Unit is investigating a fatal motorcycle crash that occurred earlier this morning near Seaford.
The incident occurred around 7:10 a.m. as Kevin Pritchett was operating a 2007 Ford F150 pickup truck westbound on Brickyard Road slowing to turn left into a private business parking lot. Aaron M. Partusch was operating a 2006 Kawasaki EXF motorcycle eastbound on Brickyard Road approaching the pickup truck. The truck subsequently turned into the path of the motorcycle causing it to strike the right front corner of the truck, ejecting Partusch. The motorcycle was forced off the south side of the roadway where it struck a mailbox before coming to a stop. The Ford pickup was able to come to a controlled stop on the south side of the road.
Aaron M. Partusch, who was wearing a helmet, was pronounced dead at the scene.
Kevin Pritchett, who was properly restrained, was not injured in the crash.
The Collision Reconstruction Unit is continuing the investigation into this incident. Alcohol or drugs to not appear to be a factor in this case and charges are pending upon the completion of the investigation. Brickyard Road was closed for approximately two hours as the crash was investigated and cleared.
**Traffic delays should be expected in the area on Tuesday around 9:30 a.m. as the CRU team will be on scene continuing their examination into this collision.**

The truck subsequently turned into the path of the motorcycle causing it to strike the right front corner of the truck, ejecting Partusch. The motorcycle was forced off the south side of the roadway where it struck a mailbox before coming to a stop. The Ford pickup was able to come to a controlled stop on the south side of the road.
Aaron M. Partusch, who was wearing a helmet, was pronounced dead at the scene.
Kevin Pritchett, who was properly restrained, was not injured in the crash.
The Collision Reconstruction Unit is continuing the investigation into this incident. Alcohol or drugs to not appear to be a factor in this case and charges are pending upon the completion of the investigation. Brickyard Road was closed for approximately two hours as the crash was investigated and cleared.
**Traffic delays should be expected in the area on Tuesday around 9:30 a.m. as the CRU team will be on scene continuing their examination into this collision.**

Resume: Dover, DE-The Delaware State Police and The American Legion held Graduation exercises tonight at the Delaware State Police Training Academy in Dover Delaware.
Tonight, 27 young men and women from across the State, who have endured a weeklong training regiment which parallels much of what a Delaware State Trooper would undergo while attending the State Police Training Academy, were awarded their graduation certificates.
In addition to the rigors of the daily physical fitness schedule, the cadets attended classes that ranged from crash investigation to evidence detection and fraud investigation. During the entire week the cadets took up residence at the academy to give them a better understanding about the profession of law enforcement and what it takes to become a police officer.
This is the 42nd year for Trooper Youth Week and without the sponsorship of the American Legion the program could not be possible.

Why Centralization Leads To Collapse
A system that suppresses dissent is fault-intolerant, ignorant and fragile.
Increasing centralization has been viewed as the solution for all social and economic problems for quite some time. The Eurozone project is one recent manifestation of this belief.
The basis of this belief is rationality and efficiency. If we centralize production and decision-making, we eliminate all sorts of inefficiencies. Decisions can be made by "top people," and supply chains can be rationalized from a hopelessly inefficient clutter down to a supremely rational and cost-effective pathway.
Ironically, in eliminating inefficiency and messy decision-making, centralization eliminates redundancy, decentralized pathways of response and dissent. Once you lose redundancy and all the feedback it represents, you lose resiliency and fault-tolerance. The centralized system is fault-intolerant and fragile.
By rationalizing decision-making and authority in a centralized hierarchy, the system slowly but surely eliminates dissent: those who "don't get on board" and "get with the program" imposed from the top are marginalized, pushed out or liquidated.
From the point of view of the "top people," this is merely rational; why tolerate a lot of chatter and resistance that doesn't serve any real purpose except to bog down the duly chosen program?

Massey Jr., 55 of Lewes. The investigation revealed, the two had met in October 2012 while the victim was working at a local kennel south of Milton. As the months passed, the two communicated through text messages and then in February 2013, Massey kissed her on the lips. The relationship continued and in March of 2013, Massey engaged in inappropriate sexual behavior with the 14 year old while parked in a wooded area near Redden Forest.
Frederick Massey was contacted at his residence Friday afternoon and was transported back to Troop 4 where he was processed and arraigned on the above listed charges. He was committed to SCI on $129,000.00 cash bond.
Because of the sensitivity of this case, and in consideration of the victim, only limited information will be released.

Change Maryland had just surpassed Gov. Martin O’Malley on Facebook with 46,790 “likes” compared to O’Malley’s 46,135.
“We’re the largest and fastest growing grassroots organization in Maryland,” Hogan said in an interview, with 10 times more “likes” than Lt. Gov. Anthony Brown. His nonprofit group has more thumbs-up than all the candidates of both parties combined.
Not that Hogan is running for anything — at the moment. Started two years ago, Change Maryland has long been presumed to be a shadow operation for Hogan’s own candidacy for governor.

David Craig Calls On General Assembly To Repeal 'Rain Tax'
Harford County Executive David Craig today called on the Maryland General Assembly to repeal the so-called rain tax in the next legislative session. Craig, a candidate for Maryland governor, raised red flags about the measure last Fall asking at what point Marylanders will have had enough of tax increases. Answering that question in a morning appearance on "the Sean and Frank Show" on WCBM today, Craig said that time is now.
"Stormwater-related costs necessary to comply with EPA mandates are projected to cost county taxpayers a staggering $6.3 billion through 2025," said Craig. "If you wanted to open a business with a parking lot, would you want to come to Maryland and figure out this new tax?" he asked.
The law, formally known as the Stormwater Management - Watershed Protection and Restoration Program, allows counties to diverge widely in what to charge businesses and homeowners. For example, Baltimore City charges homeowners $144 for a certain size residential property while Frederick County charges a penny regardless of size. Harford County will charge homeowners $12.50 in the first year of implementation, and it is capped at $125 when fully phased in. Taxes also vary widely in businesses and other organizations in the ten counties affected under the law.
Craig said Maryland Governors need to engage the U.S. EPA on mandates like the one on which the state rain tax law is premised.
"There is no reason the Governor of Maryland should assume a subservient status when it comes to conforming with federal government wishes," said Craig. "Maryland is not leading, we're following, which is a shame because we have more at stake in protecting the Bay than any other state."
In an op-ed that ran in the Gazette last September, Craig said that economic considerations must provide a reality check on the need to protect the Bay in order to achieve balanced approach.
The EPA mandate, however, does not prescribe a tax as the sole method of reducing pollution loads into the Bay, and Maryland has adopted the most pervasive revenue collection regime of any state in the watershed.
"In the rush to comply with the EPA mandate, our elected officials over-compensated and defaulted to raising taxes," said Craig.

Tobacco Taxes, Smoking Bans Set To Save Millions Of Lives: Study
Anti-smoking measures including higher taxes on tobacco products, bans on adverts and controls on lighting up in public places could prevent tens of millions of premature deaths across the world, researchers said on Monday.
Similar steps taken by Turkey, Romania and 39 other countries between 2007 and 2010 were already saving lives, the independent study published by the World Health Organization (WHO) said.
"If the progress attained by these ... countries were extended globally, tens of millions of smoking-related deaths could be averted," Professor David Levy, the study's lead author from Georgetown University Medical Center in Washington, said in the WHO's monthly bulletin.
Wider use of the controls could also lead to lower health care costs and higher birth weights for babies, he added.

The Department of Defense is blocking online access to news reports about classified National Security Agency documents made public by Edward Snowden. The blackout affects all of the department's computers and is part of a department-wide directive.
"Any website that runs information that the Department of Defense still considers classified" is affected, Pentagon spokesman Lt. Col. Damien Pickart told U.S. News in a phone interview.
According to Pickart, news websites that re-report information first published by The Guardian or other primary sources are also affected.

One of my favorite things I do each year is our annual Liberty and Entrepreneurship camp, which we hold each summer in Europe.
It’s predominantly for younger people in their early to mid 20s, and one of the things that we drive home each and every year is that they get royally screwed. Consider:
1) Whenever governments gone wild engage in military folly on the other side of the globe, it’s the younger generation that’s expected to go fight and die in foreign lands.
2) They’ll pay rising taxes for their entire working lives in order to service the debts of previous generations.
3) They’ll have to support a ballooning number of retirees more than any other generation in modern history. Census data show that the number of workers per retiree is now at the lowest on record in the US, France, Germany, UK, Italy, Japan, etc.

New York Creates First-Ever Animal Abuser Registry
In a first, the New York Senate has passed a bill that would require that convicted animal abusers — just like convicted sex offenders — register as such with the division of criminal justice services. Even more, those who have been convicted of abusing and torturing animals would also have to undergo a required psychiatric evaluation and would be banned from ever owning pets again.
Under the bill, the names and addresses of convicted animal abuses in New York would be made readily accessible to the public. Those involved in the sale and adoption of animals would be able to check the registry before allowing someone to own an animal.

In Maryland, An Extreme Step Against Car Theft
If you're worried about your car being stolen, the Maryland State Police have a program that will help combat theft - but it carries some risk.
Under the "Watch Your Car" program, drivers sign a form saying that they don't normally go out between 1 a.m. and 5 a.m., and they receive free decals for their car.
The decals tell police they have permission to pull the car over during those hours, to make sure it isn't stolen.

Obama Signs Mandela Jail Book “On Behalf of My Family”

President Obama today signed the visitors book at Robben Island, where Nelson Mandela was jailed, “on behalf of my family,” suggesting he was representing himself at the historic site instead of the United States.

The President and First Lady walked into the courtyard where the visitors book was waiting on a simple desk with no chairs. His hand was on the small of her back.
The President leaned over the table and the First Lady, who was wearing a gray wrap top looked over his shoulder as he signed the visitors book. They were a striking sight with the watchtower in the background.
He wrote for about three minutes. Then the First Lady took the pen and signed her name.
They then turned and silently walked back into the cell block.
Here is what the president wrote:
“On behalf of our family we’re deeply humbled to stand where men of such courage faced down injustice and refused to yield. The world is grateful for the heroes of Robben Island, who remind us that no shackles or cells can match the strength of the human spirit.

LATEST UPDATE: Weather A Concern In Recovery Effort; Two Off-Duty OCPD Personnel Were In Crashed Plane
OCEAN CITY -- Prior to nightfall yesterday, authorities on the scene of a plane crash in north Ocean City were fairly confident they located a debris field, but strong currents and limited visibility prevented a dive team from entering the water to make a confirmation.
Last night, it was confirmed by 10 knowledgeable sources that two off-duty members of the Ocean City Police Department have been identified as the pilot and passenger in the two-seat Nanchang CJ-6A that took off from the Ocean City Municipal Airport yesterday and crashed into the ocean off 130th Street.
Although there has been no official word from the OCPD, it’s widely known in the law enforcement community that two men in blue have perished in the accident witnesses by thousands of beach-goers on a hot, humid summer afternoon. No names will be released until the OCPD issues an official statement on crash victims.

Two off-duty members of the Ocean City Police Department have been identified as the pilot and passenger in the two-seat Nanchang CJ-6A that took off from the Ocean City Municipal Airport today and crashed into the ocean off 130th Street. Although there has been no official word from the OCPD, six knowledgeable sources have confirmed this information to this reporter. No names will be released at this time.
The following is a timeline of posts throughout the day:
UPDATE: Authorities Call Off Work For Night, TO Resume Recovery Effort In Morning
OCEAN CITY -- Authorities believe they may have found the remains of the plane that crashed off the coast of Ocean City around 4 this afternoon.
Through the use of radar and sonar, agencies, including the U.S. Coast Guard, Maryland State Police, the Ocean City Fire Department and others, have reported their belief they have located the aircraft, which has been identified as a Nanchang CJ-6A, which was designed and built in China.
The plane took off from the Ocean City Municipal Airport in West Ocean City earlier today and crashed at approximately 4 p.m. about 500 yards offshore of 130th Street in Ocean City. Witnesses reported seeing the plane perform stunts before spiraling out of control into the ocean. Witnesses said the pilot was flying at a high altitude before moving into some sort of acrobatic move. At some point, the plane continued to plummet at an incredible speed and crashed into the ocean, followed by a loud boom, according to eyewitnesses.
Divers from the Ocean City Fire Department were dispatched to the site aboard a Coast Guard vessel, but it’s unclear if they ever actually went into the water.
Shortly before nightfall, it was reported to media on the scene that authorities believe the aircraft has been located through radar and sonar off 131st Street, but they can’t confirm it because it was too dangerous to send divers down at that time due to rough ocean conditions and the limited visibility due to darkness.
Officials are expected to continue the operation in the morning, and the plane will likely be towed ashore once it’s located and confirmed if its condition allows it to be recovered and towed.
The identity of the pilot is a matter of much speculation at the moment as is if there was more than one occupant in the plane, and airport officials are hesitant to release any information about departure logs at this time.
OFFICIAL RELEASE: Coast Guard, locals search after plane crash near Ocean City
PORTSMOUTH, Va. — The Coast Guard, Maryland State Police and Ocean City Fire Department are searching after a plane crashed into the water near Ocean City.
A good Samaritan aboard the pleasure craft Sea Rocket contacted Coast Guard Sector Hampton Roads watchstanders at approximately 4 p.m. reporting the plane crashed approximately 500 yards offshore of 130th Street in Ocean City.
Sector Hampton Roads watchstanders issued an urgent marine information broadcast and dispatched crews aboard a 25-foot Response Boat - Small and a 47-foot Motor Life Boat from Coast Guard Station Ocean City to assist. A Maryland State Police helicopter is also assisting in the search, and the Coast Guard MLB has divers from the Ocean City Fire Department aboard.
The plane is reported to be a CJ-6A and took off from the Ocean City Municipal Airport.
The plane reportedly sank shortly after crashing into the water.
UPDATE: Sea Rocket Captain and owner Graham Bostic just reported to The Dispatch minutes ago that he was on his boat with customers when the plane crash took place today off the coast of Ocean City. Bostic said the crash occurred about a half mile from where the Sea Rocket was at the time near 130th Street. He said there were no rescues to be made at that time and that he traveled to the scene to "mark the spot" so authorities knew where the plane entered the water.
EARLIER UPDATE: Ocean Aerials, the banner plane company that operates out of Berlin's Bunting Airport, confirmed to The Dispatch via telephone just now that today's plane crash off 130th Street did not involve a banner plane, as the airport was closed today due to the weather. Witnesses on the beach reported seeing the plane flying overhead, then spiraling out of control toward the water and reported hearing a boom shortly after it crashed into the water. The OC Dive Team has reportedly been dispatched, as the pilot and any passengers have not reportedly surfaced. A State Police helicopter is also on site.

The identity of the pilot is a matter of much speculation at the moment as is if there was more than one occupant in the plane, and airport officials are hesitant to release any information about departure logs at this time.
OFFICIAL RELEASE: Coast Guard, locals search after plane crash near Ocean City
PORTSMOUTH, Va. — The Coast Guard, Maryland State Police and Ocean City Fire Department are searching after a plane crashed into the water near Ocean City.
A good Samaritan aboard the pleasure craft Sea Rocket contacted Coast Guard Sector Hampton Roads watchstanders at approximately 4 p.m. reporting the plane crashed approximately 500 yards offshore of 130th Street in Ocean City.
Sector Hampton Roads watchstanders issued an urgent marine information broadcast and dispatched crews aboard a 25-foot Response Boat - Small and a 47-foot Motor Life Boat from Coast Guard Station Ocean City to assist. A Maryland State Police helicopter is also assisting in the search, and the Coast Guard MLB has divers from the Ocean City Fire Department aboard.
The plane is reported to be a CJ-6A and took off from the Ocean City Municipal Airport.
The plane reportedly sank shortly after crashing into the water.
UPDATE: Sea Rocket Captain and owner Graham Bostic just reported to The Dispatch minutes ago that he was on his boat with customers when the plane crash took place today off the coast of Ocean City. Bostic said the crash occurred about a half mile from where the Sea Rocket was at the time near 130th Street. He said there were no rescues to be made at that time and that he traveled to the scene to "mark the spot" so authorities knew where the plane entered the water.
EARLIER UPDATE: Ocean Aerials, the banner plane company that operates out of Berlin's Bunting Airport, confirmed to The Dispatch via telephone just now that today's plane crash off 130th Street did not involve a banner plane, as the airport was closed today due to the weather. Witnesses on the beach reported seeing the plane flying overhead, then spiraling out of control toward the water and reported hearing a boom shortly after it crashed into the water. The OC Dive Team has reportedly been dispatched, as the pilot and any passengers have not reportedly surfaced. A State Police helicopter is also on site.

A plane has crashed in the ocean about 500 yards off the beach on 130th Street. Eyewitnesses report the Sea Rocket was first on the scene and has reported the plane has sunk. Coast Guard and first responders are now on the scene, and the Maryland State Police Aviation Unit is hovering overhead. More details will be reported when available. There are conflicting reports on the exact type of plane and we cannot confirm whether it was a banner plane or not at this time.
