HIGHLIGHTS:
* In 1968, Congress passed a law authorizing the military to share gear with police agencies in aid of the War on (some) Drugs.
* 1987, local enforcement agencies were advised what surplus gear was available.
* The Pentagon established an office of implement this.
* Congress set up an 800 number to facilitate such activity.
* GSA produced a catalog for such police agencies to utilize.
