Japan Races To Contain Nuke Threat
Japan suspends operations to prevent a stricken nuclear plant from melting down after surge in radiation make it too dangerous for workers at the facility, as rescue teams search for remaining victims of the quake and tsunami.
Japanese officials are scrambling to find ways to contain radiation leaks and combat deteriorating conditions at the troubled Fukushima Dai-ichi nuclear power plant, which was damaged by the country's devastating earthquake and tsunami.
The country has ordered a nearby 140,000 people to seal themselves indoors after a series of explosions and fires at the plant. The latest fire, at the plant's No. 4 reactor, is under control, according to Tokyo Electric Power Co., the owner of the facility, which blamed it on an earlier fire that hadn't been fully extinguished. But Japan's nuclear agency was unable to confirm that the blaze had been put out, and clouds of white smoke were billowing from the reactor, according to live video footage of the plant.
The agency also reported that damage to the fuel rods at the No. 1 reactor were at 70 percent. Kyodo News added that 33 percent of the second reactor's fuel rods were also damaged.
Officials said radiation levels in areas around the nuclear plant rose early Tuesday afternoon but appeared to subside by evening.
Japan Update
A new fire that broke out inside reactor 4 at the Fukushima Daaichi nuclear plant, which was damaged in Friday's earthquake and tsunami, appears to be out. This was the second time in two days that the reactor where spent nuclear rods were being kept caught fire. Workers at the plant are pumping sea-water through several of the plant's reactors in an effort to cool and stabilise them. Japanese media reports say radiation levels at the reactors remain too high for workers there to approach them. Japan's Prime Minister, Naoto Kan, and the International Atomic Energy Agency (IAEA) have expressed concern and called for the provision of more timely, and accurate information.
Tokyo Electric Power Company (Tepco) says it will be extremely difficult to spray water from a helicopter to cool down a storage pool for spent nuclear fuel in the No.4 reactor at the Fukushima Daiichi plant. Earlier Japanese news agency Kyodo reported that the storage pool could be boiling, while Tepco said readings showed high levels of radiation, making the building inaccessible.
Some good news-- another update on the Nikkei: Tokyo stocks are already UP 6% in early trading following the biggest two-day sell-off for 24 years.

54 GOPers Buck Leaders As Short-Term Budget Bill Passes House
The House has passed a stopgap measure to continue funding the federal government until April 8, with over 50 Republicans bucking their leadership to oppose the three-week spending bill.
Fifty-four Republicans – more than many observers expected -- voted against the continuing resolution, which GOP critics said demonstrated a lack of seriousness about solving the nation’s long-term budget woes.

BREAKING: New Fire At Building With Spent Fuel, Nuclear Reactor
Unit 4 again ablaze after fire that left 2 workers missing; Units 5, 6 also eyed
TOKYO — The world's worst nuclear crisis since Chernobyl rose to a new level Wednesday as another fire erupted at Japan's stricken nuclear complex and engineers worried about the possibility of blasts at two other reactor buildings. In addition, two workers were reported missing after an earlier fire.
The new fire broke out Wednesday morning at Unit 4 of the Fukushima Dai-ichi plant. It was inside the structure covering the containment vessel for the unit's nuclear reactor, Tokyo Electric Power Co. spokesman Hajimi Motujuku said.
A blast and fire at Unit 4 nearly 24 hours earlier opened two holes in the outer building, emitting radiation from overheating spent fuel in a storage pool.
Two workers inside the unit were missing after the first fire, Japan's nuclear safety agency said. The status of the nuclear reactor inside the building was not known.
Officials were also concerned about the reactors in Units 5 and 6.
"Plant operators were considering the removal of panels from units 5 and 6 reactor buildings to prevent a possible buildup of hydrogen," the International Atomic Energy Agency said in a statement.
"It was a buildup of hydrogen at units 1, 2, and 3 that led to explosions at the Dai-ichi facilities in recent days," it added.

HOW MUCH WOULD POLLITT’S PENSION GIFT COST TAXPAYERS?
If you live in Wicomico County did you know that it has a "defined benefit" pension plan for the retired county employees and those now employed when they retire? That requires a specific amount of payment obligation that must be funded come rain or come shine.
It’s the same type of pension plan that has now driven California and other places to the brink of bankruptcy – and that could happen here if it’s not stopped soon by appropriate action. But don’t look for Rick Pollitt to take the lead in pushing for any significant change – the County Exec. position is eligible to participate in the County’s pension plan (did you know that?).
Now Pollitt has proposed a scheme that would knock off 5 years from the time someone must work for the County before hopping on the gravy train. The purpose is to get older employees to leave, but if the position is filled, even at a lower pay level, does the County wind up paying even more?
PS, See Post Below.

POLLITT’S PUPPETS NOW COME FORWARD PLEASE
You knew it would happen. Today’s Daily Times has letters by both Phil “tax & spend” Tilghman and a teacher whose husband, another former Wicomico County Councilman, Wm. McCain, was in Rick Pollitt’s right-hand pocket during his term. Surprise – they bemoan the decision to defer further funding for construction of the new Bennett Middle School for a year and berate the County Council for doing so.
They remind me of myself as a child, whining when my dad said we could not afford to get a color TV or a new car that year (and sometimes the next one, too) and pointing out that they were, at the time, on sale and that prices would be higher next year. Fortunately, there were no “IPAD’s” back then.
The Pollitt-Frederickson is simple – get the school funding back on track before the reality of the next (FY2012) County budget is revealed. Revenue will be down significantly, and that trend will continue in the following year. Worcester County recently recognized that its property tax revenue will drop by about $10 Million in the next two years. Queen Anne’s County will be dropping or not replacing about 60 employees next year; Frederick County about 35. Rick has remained silent on the County’s prospective revenues, however, and does not have to submit a proposed budget until April 15 (or later if the Council agrees to the postponement).
Pollitt is now pushing a scheme to obtain “alternative funding” to build the school, which would be rented from a private owner/investor at a huge cost to the taxpayers. The County’s “public information officer” probably is writing a press release right now. For general details about “alternative financing”, see this blog’s recent post:
Caught In The Middle East Minefield
America seems trapped in an exploding Middle East minefield.
Revolts are breaking out amid the choke points of world commerce. Shiite populations are now restive in the Gulf monarchies. Not far away, Iran's youth are sick and tired of the country's seventh-century theocracy. Astride the Suez Canal, Egyptian demonstrators just threw out the Mubarak regime. On the coast of the southern Mediterranean, Tunisia and Libya are in upheaval, just a few hundred miles from Europe.
The politics of rebellion are often bewildering. Theocrats in Iran, kings in the Gulf states and Jordan, dictators in Egypt and Tunisia, and mad-hatter thugs in Libya are all gone or threatened. Some, like Mubarak, were often pro-American. Others, like Libya's Gaddafi, hate the United States. Calls for reform now come from a bewildering menu of protestors — Muslim extremists, secular pro-Western liberals, hard-core terrorists, and everyday people who just want a better life.
Strategic concerns frame almost every one of these upheavals. Israel may soon have enemies on all of its borders. Iran is close to getting a nuclear weapon. All the unrest reminds us that today's supposed friend is tomorrow's possible enemy — with no certainly about who will end up with a deposed strongman's arsenal of weapons.
Proximity to Europe means millions of possible refugees could head north and westward. America either has military relations with or gives foreign aid to (and sometimes both) Egypt, Jordan and the West Bank. Over the last decade, terrorists who have been caught in the United States plotting our destruction came almost exclusively from the restive Middle East.
Tens of thousands of American troops are dispersed throughout Iraq and the Gulf region. Oil-starved China has a hungry eye on these resource-rich, unstable states. More than half the world's daily supply of exported petroleum is shipped from the Middle East.
There are only a few constants in the maze of unrest. The common enemy is autocracy that has impoverished and terrorized Middle East populations for decades. Only a few governments in the general region that have consensual and legitimate governments — Israel and, to a much lesser degree, Turkey and Iraq — have escaped the most recent unrest.

STATE POLICE DUI PATROLS TO BE DEPLOYED IN EVERY COUNTY THIS THURSDAY/FRIDAY
(Pikesville, MD) -- Maryland State Police Superintendent Colonel Terrence B. Sheridan has ordered the deployment of additional State Police DUI saturation patrols in each county later this week to coincide with the increase in drinking and driving that occurs as a result of St. Patrick’s Day celebrations.
“We know from experience that St. Patrick’s Day celebrations increase the number of drunk drivers on our roads and the risk of highway tragedies resulting from drunken driving crashes,” Colonel Sheridan said. “Our goal is to keep our highways safe and additional DUI patrols at each of our 22 barracks will help us do that. We do not wish to diminish anyone’s celebration. We want to remind people of their responsibility to use common sense, make plans ahead of time, and make a commitment not to get behind the wheel after consuming alcoholic beverages.”
A recent newspaper survey indicated more than half of Americans will be celebrating the holiday. Almost one third of those celebrating say they will be attending a party at a bar or restaurant.
According to the National Highway Traffic Safety Administration, there were 103 traffic crash fatalities nationwide on St. Patrick’s Day in 2009. Of those, 37 percent involved an impaired driver with a blood alcohol content of .08 or higher.
Maryland State Police DUI arrest numbers from 2010 clearly show the increase in arrests that occur during the period of St. Patrick’s Day celebrations. During the five days before St. Patrick’s Day 2010, Maryland state troopers made an average of 16 DUI arrests per day statewide. On St. Patrick’s Day and the next four days last year, state troopers made an average of 38 DUI arrests, more than doubling the daily average of the week before.
In Maryland, a first offense for driving under the influence could result in a fine of up to $1,000 and a sentence of up to one year in jail. In addition, the violation would mean 12 points on the offender’s driver’s license and a license revocation for six months. Driver’s licenses are confiscated by police from those refusing to take a blood alcohol test and from those whose test result is .08 or higher.
Those planning to drink alcoholic beverages are urged to make plans to get home safely before they begin drinking. Options include arranging for a sober driver, to whom you gave your keys, to drive you home; use a taxi; call a friend or family member to pick you up; or use public transportation.
State troopers are urging motorists to contact police if they see a driver who might be operating under the influence. Troopers and allied law enforcement will make every attempt to locate the driver and take the appropriate enforcement action.
The additional troopers deployed by State Police will be on overtime and funded through a DUI enforcement grant from the Maryland Highway Safety Office. All troopers on regular patrol duty will also be on the alert for drunk drivers.

Former Md. Governor Ehrlich Joins Law Firm
WASHINGTON (AP) -- Former Maryland Gov. Robert Ehrlich has been named senior counsel at an international law firm.
King and Spalding says on its website that Ehrlich will serve in the firm's government advocacy and public policy practice. He'll work in the firm's Washington office.
The firm's managing partner, Wick Sollers, says in a statement that Ehrlich offers "incomparable insight and connections at the busy intersection of business and politics."
Ehrlich, a Republican, was elected governor in 2002 but lost his bid for re-election four years later. He ran unsuccessfully last year against Democratic incumbent Martin O'Malley.
Ehrlich has worked at the law firm of Womble Carlyle Sandridge & Rice. He founded the firm's Baltimore office.

Grocery Store Rip-Offs: Watch Out For These
There's a good chance you're getting ripped off at the grocery store, according to the author of "Eat This, Not That."
David Zinczenko says it's happening from the minute you walk in the door.
He says you're paying too much for organic avocados and onions. Guess what. They're mostly pesticide-free, so you're paying more just for that organic label.
Gluten-free products will set you back three times the price of food that's not gluten free. Unless you are among those with celiac disease, it may not be worth the extra cash and you may actually gain weight.
In the case of tenderloin steaks, expensive doesn't necessarily mean tender or tasty. Switch to a top sirloin instead.
Here are the rest of the ripoffs.

Radiation Falls At Japan Nuke Plant, Officials Say
Nonetheless, 140,000 people near the plant have been ordered to seal themselves indoors
SOMA, Japan — Japanese data indicate that radioactivity levels fell during a six-hour period on Tuesday at a nuclear power plant damaged by last week's earthquake and tsunami, the U.N. nuclear watchdog said.
The Vienna-based U.N. agency said a radiation dose level of 11.9 millisieverts (mSv) per hour was observed at the main gate of the Fukushima nuclear power plant at midnight GMT on Tuesday (8 p.m. ET Monday).
Six hours later, the rate had declined to 0.6 millisieverts, the agency said in a statement. The IAEA uses the unit to measure doses of radiation received by people. It quantifies the amount of radiation absorbed by human tissue.
Exposure to more than 100 millisieverts (mSv) a year is a level that can lead to cancer, the World Nuclear Association says. People are exposed to natural radiation of 2-3 mSv a year.

Costs Of In-State Tuition For Illegal Immigrants Could Be Higher Than Projected
The cost of offering in-state college tuition to illegal immigrants who graduate from Maryland high schools might be significantly higher than estimated, since they were based only on figures from Montgomery College and none of the other community colleges. The bill is scheduled for debate and a final vote in the Senate Monday night.

O’Malley Co-Opts Protest Of His Own Budget
It was a bizarre finale to a rally that brought thousands of state workers and teachers to Annapolis to protest cuts in pensions, retirement benefits and pupil spending. The last speaker was none other than the man who had triggered the rally by proposing the cuts: Gov. Martin O’Malley. “I don’t like this budget either,” O’Malley said in a short speech. He was met by cheers, some grumbling, and the evening’s chant of “Keep the Promise.”

The Bricks Project Passes Last Night
After a $14,000,000.00 Fire Palace, millions more in new equipment, a $1,000,000.00 Fire Boat, the sale of the old Fire House and two waterfront lots to boot, a $124,000,000.00 Waste Water Treatment Plant and a list of such expenses for the Salisbury taxpayer that never seems to end, now the City has become a new Boarding House for low income housing.
Let's be real here Folks. The odds of getting the rent paid on time will be so slim it isn't funny. The care for these type of apartments will be next to none, especially where it's located.
However, to commit to a $2,000,000.00 renovation, ($200,000.00 per unit) for a building already standing is just bull crap!
Nevertheless, Gary Comegys, Louise Smith and Shanie Shields want to spend your money while most of them will never be held accountable because they're quitting their jobs and passing everything they couldn't get through before. Interesting how they seem to be Barrie Tilghman's old projects before she quit her job too.
So does anyone out there still want to try to say we're nuts for stating the old Tilghman Administration is still running the City?

Radio Confrontation: 'How Can Your Group Slit Infant's Throat?'
"Why should America continue to fund the Palestinian Authority when its own apparatus is responsible for incitement to murder and violence and terrorism and has carried out repeated terrorist attacks against civilians?"
This is just one of multiple questions fired away by WND senior reporter Aaron Klein on his WABC Radio show during an interview with PA spokesperson Dmitri Diliani.
The confrontational interview, audio from which is linked below, took place in the wake of the weekend's bloody massacre in which Palestinian assailants brutally stabbed to death five members of the Udi Fogel family, including a 3-month-old infant, inside their home in the Jewish village of Itamar.
The Al Aqsa Martyrs Brigades, the "military wing" of PA President Mahmoud Abbas' Fatah party, at first released a pamphlet taking responsibility for the attack and then quickly retracted the statement.
Top sources in the Brigades leadership in the northern West Bank city of Nablus, however, confirmed to WND that members of the Fatah group planned and helped to carry out the attack.
After Diliani repeatedly claimed to Klein that his Fatah organization condemns violence and supports peace, Klein ended the interview, but not before lashing into the Palestinian spokesperson.
"Yeah, you condemn violence," Klein exclaimed sarcastically. "I can't hear any more of this."
Continued Klein: "You condemn violence as a Palestinian, probably from your party, just slit the throat of a Jewish infant and as your president, Mahmoud Abbas, just dedicated a square to an infamous Palestinian murderer."
Klein was referring to reports that Abbas's Fatah faction yesterday – just one day after the terrorist massacre in Itamat – named a town square after the jihadist leader of a 1978 bus hijacking in which 35 Israelis were killed.
Klein asked Diliani to comment on those reports as well as the rampant incitement to violence evidenced in the official PA media in the days and weeks before the Itamar attack.
Just one day before the assault, Sabri Saidam, advisor to and under-secretary of the Fatah Revolutionary Council, delivered a speech in which he emphasized that weapons must be turned towards the "main enemy [Israel]" and that internal differences of opinion must be set aside.
In the week leading up to the terrorist attack, Palestinian Media Watch reported the PA announced plans for a football tournament named after the first female Palestinian suicide bomber, Wafa Idris, who killed one and reportedly injured more than 150 when she blew herself up in Jerusalem in January 2002.

Foreign Minister: Hamas Is Waiting In The Wings
Foreign Minister Avigdor Lieberman says: Hamas is currently strong enough to wrest control over Judea and Samaria from Fatah – but is waiting until Fatah receives as much as it can, in terms of area (square kilometers), recognition, and aid, from the international community.
Lieberman briefed the Knesset Foreign Affairs and Defense Committee today on Israel’s diplomatic situation around the world. Regarding the Fatah-Hamas rivalry, he said:
“Foreign Ministry assessments are that Hamas is stronger than Fatah not only in Gaza, but also in Judea and Samaria [Yesha]. However, Hamas is being smart and does not want to capture Yesha right now - because it is waiting for the ‘day after,’ when Abu Mazen [PA chairman Mahmoud Abbas] and [PA prime minister Salam] Fayyad get the maximum they can from the international community – and then Hamas will take over.”
Hamas took control of Gaza from Fatah in 2007, following a short but bloody war in which 170 Arabs were killed. Both groups killed opponents by throwing them from building tops. Since then, sporadic clashes have erupted between the groups as well, though these are also dotted by periodic reports of attempts to make peace.
Lieberman explained why the the Palestinian Authority does not want to negotiate with Israel: “They figure they can get more in the international arena than they can by talking with Israel.”
MK Aryeh Eldad (National Union) responded afterwards: “I agree that if Israel leaves Judea and Samaria, the dominant force will be Hamas. Only those who are either blind or ostriches continue to try to convince themselves that the ‘moderates’ will rule whatever entity the Palestinians receive. We must head off a unilateral PA declaration of statehood by quickly annexing all the areas in which Jews live in Judea and Samaria.”

Jetblue And American Increase Fees, Airlines Dream Up More
The airline fees just keep edging up. Jetblue has increased the 2nd checked bag fee to $35 from $30. They have also increased the fee for their "Even More Legroom" seats by $5. Not wanting to be left out, American is increasing the fee for making a reservation by phone to $25 from $20. With fuel costs rising, airlines are looking for ways to increase revenue without increasing airfare, as they've already done that six times this year already. They use fuel costs as the reason, but you know if the price of fuel drops, they're not going to cut back on fees. And according to the Journal, airlines are looking for more ways to add fees, like a surcharge for a chair that reclines more, a champagne brunch fee, or blizzard insurance.

Obama Talks Much, Does Little As He Looks Toward 2012
The White House is still a busy place, but priorities and attention are increasingly being sucked away to Chicago, home of President Barack Obama’s 2012 campaign.
Congressional negotiations on budget disagreements are adrift, Libya’s anti-American dictator is brutally retaking control of the country, organized Islamists are using the democratic openings in Arab countries to push their way towards power, gas-price increases are draining dollars from the stalled American economy, and nervous American employers are trying to avoid hiring expensive U.S. workers.
The administration’s public response to these downwards trends is to woo swing-voters with low-risk promises of negotiations with budget-cutting Republicans, showdowns with pollution-producing energy companies and the prospect of budget-crisis morality plays pitting Obama as the middle-class champion fighting the Republican dragon. Simultaneously, and largely off the established media’s radar screen, Obama’s campaign is using the federal agencies to deliver promised benefits to constituency groups.

Palestinians Arrested In Brutal Murders Were U.S.-Trained
Two members of Palestinian Authority President Mahmoud Abbas' official security forces were arrested in conjunction with this past weekend's bloody massacre in which five family members were brutally stabbed to death inside their home in Itamar, WND has learned.
Last Friday's massacre, in the northern West Bank village of Itamar, saw Palestinian assailants stab to death the Fogel family – father Udi, 37; mother Ruth, 36; 10-year-old Yoav; 4-year-old Elad; and 3-month-old Hadas – inside their home. Two other children in the house at the time were not hurt in the attack, apparently because the terrorists did not notice them.
Israel National News reported the initial findings of the investigation show the terrorists stabbed the Fogel family's sleeping 3-year-old in the heart and slashed the throat of his 3-month-old sister.
The names of the apprehended suspects will be released to the Israeli media within hours but were revealed to WND by security officials working on the murder.
Two cousins are now in Israeli custody and are suspected in the slayings. Ahmed Awad is an officer in Abbas' Preventative Security Services in the northern West Bank city of Nablis. Iyad Awad is an officer in Abbas' General Intelligence services in Ramallah.
Both the Preventative and General Intelligence services of Fatah are armed, trained and funded by the U.S.
The duo did not personally carry out the murders, but rather they assisting in the planning and logistics, informed security sources told WND.
Since the late 1990s, the U.S. has run training bases for PA militias. The U.S. also has provided hundreds of millions of dollars in financial aid and weapons to build up the PA militias.
Since 2007, the U.S. has stepped up its efforts at training the PA, including a new, advanced program for Palestinian police to train 500 to 600 cadets at a time at the American bases.
The U.S. currently operates training bases for the PA police and other militias, such as Force 17 and the Preventative Security Services in the West Bank city of Jericho and the Jordanian village of Giftlik.
Yesterday, WND was the first to report that cells from the PA's so-called military wing were involved with planning and carrying out the killings.
The Al Aqsa Martyrs Brigades, the "military wing" of Abbas' Fatah party, at first released a pamphlet taking responsibility for the attack and then quickly retracted the statement.
Many Brigades members, including much of the group's senior leadership, double as members of Fatah's U.S.-backed security forces.
Top sources in the Brigades leadership in the northern West Bank city of Nablus confirmed to WND that members of the Fatah group planned and helped to carry out the attack.
The sources claimed the attack was not sanctioned by the Fatah leadership but was planned by Brigades members who were acting on their own.
Also, the sources said the actual perpetrators of the attack were sleeper cells from Hamas, while the Brigades leaders planned the attack, provided logistical support and aided in the Hamas agents' escape.
If accurate, this would demonstrate unusual cooperation between Hamas and Fatah rivals.
The Obama administration has labeled Fatah as a "negotiating partner" for peace in the Israeli-Palestinian conflict.

'We Can Also Use Unusual Forms Of Public Diplomacy'
Graphic photos of the bodies of the five members of the Fogel family murdered in their home in the Itamar settlement Friday night will hopefully have an effect on international media outlets when they write about Israel, Public Diplomacy and Diaspora Affairs Minister Yuli Edelstein said Monday.
“Next time an editor somewhere in the world wants to run an article about how terrible the IDF soldiers or the settlers are, maybe they’ll think for a moment about these pictures first,” he said.
Edelstein laughed off claims made by some that Israel was looking to exploit the tragedy for hasbara (public diplomacy) purposes, saying, “I don’t even have a response to this ridiculous claim. We didn’t create this attack, this attack happened, and the fact that we want the world to know what we’re dealing with is our obligation.”
He declared that “our goal in sending out the photos was clear: to show that this attack crossed all lines. And to show that Israel can also take unorthodox steps in hasbara.”
Ministry spokesman Gal Ilan said earlier Monday that the pictures had been sent out because “the reality today is that the state of Israel is dealing with an organized campaign of incitement and delegitimization of Israel’s right to exist. In instances like this, we know that often the story is distorted or the message that makes it out to the media is the other side’s message only.”
Ilan also mentioned the case of 12- year-old Muhammad al-Dura, who was shot dead after being caught in a crossfire between IDF troops and Palestinian combatants in the early days of the second intifada. Video images of the incident galvanized global public opinion against Israel.
Ilan said that that image and others illustrated how “in an incident like this, a visual can be more important than any words that can be given.”
On Sunday, Edelstein instructed GPO director Oren Helman to publish the photos, on the Fogel family’s condition that the faces be blurred. The pictures spread quickly on social networking sites, but Israeli newspapers did not publish the photos, in keeping with longstanding customs in the Israeli press against printing such pictures out of respect for the victims’ surviving relatives.
A large numbers of videos showing pictures from the murder scene were uploaded onto the file-sharing site, and at least one was taken down by the site for violating its regulations. The video was later returned, but restricted to users over 18 years of age.
Edelstein explained the decision on Sunday, saying, “We have never done anything like this before, but only these horrific pictures can make the world realize who Israel is dealing with.”
He noted that “I have never had a meeting overseas on the subject of public diplomacy in which I wasn’t asked why the images representing the Israeli side are so sterile, while those of the Palestinians are quite graphic. This is a very serious incident for us, but for too many people in the world, there is a neat and cozy picture of an Israeli-Palestinian conflict, and this can help those people understand with whom we are doing business.”

Unions vs. The Little Guy In Wisconsin Recall Fight
If you're a Republican, it's a scenario straight out of "Alice in Wonderland." Fourteen Wisconsin state senators, all Democrats, flee the state for three weeks, bringing government to a halt in an effort to stop Gov. Scott Walker's budget bill. After three weeks, the fugitive Democrats return in failure. And then, when a rich and highly organized effort to punish lawmakers is launched, it's directed not at the Democrats who ran away but at the Republicans who stayed home and did their job.
That is precisely what is now happening in Wisconsin. Local and national labor organizations, enraged by the successful Republican effort to limit the collective bargaining powers of public employees unions, are pouring money and manpower into petitions to recall GOP state senators. At the same time, Republican drives to recall runaway Democrats, while rich in volunteer spirit, are working with far less money and organized support.
On the Democratic side are the AFL-CIO, the big public worker unions, party organizations and activist groups like MoveOn.org, which have already raised millions of dollars online. On the Republican side are a few Tea Party groups, taxpayer organizations and not a lot more.
"They're off to a quicker start," Wisconsin Republican Party executive director Mark Jefferson says. "We have some structural disadvantages because taxpayer groups and volunteer organizations are more loosely put together than a union syndicate."
Officially, there are eight Republicans and eight Democrats facing recall petitions. But it appears the most serious challenges involve three on each side. Democrats are working hard to knock off Republican senators Dan Kapanke, Alberta Darling and Randy Hopper. Republicans are targeting Democratic senators Robert Wirch, Jim Holperin and Dave Hansen.
Wisconsin law requires recall petitioners to gather thousands of signatures before an actual election is held. The specific number, based on voting in the most recent elections, is different for each district but ranges from about 15,000 to 22,000.
That's where the organizing strength of the AFL-CIO and its unions come in. Labor and its Democratic allies realize that Wisconsin is a critical battle and are desperate to make sure other states do not follow Wisconsin's lead. Republicans, meanwhile, seem less aware of the stakes.
"If Republicans do not take this very seriously, they could be in trouble here," says Steve Baas of the Metropolitan Milwaukee Association of Commerce, which supports Walker's budget reforms.
The imbalance of power might be alarming to national conservatives, but it doesn't seem to worry the troops on the ground trying to recall Democratic senators.
"I think it's a huge advantage for us because we are really, really grass roots," says Dan Hunt, an out-of-business real estate developer in the Kenosha area who heads Taxpayers to Recall Robert Wirch. While the other side has more money, Hunt says, "We haven't had a problem raising funds. We're fully funded as of now. We're getting national support; it's just national individual support."
Beyond organization, there is a difference in the two recall efforts. The conservative drive to recall Democratic senators began in outrage over the Democrats' flight from the state. How could lawmakers who took an oath of office do that? The liberal drive to recall Republicans began as an effort to pressure those senators to vote against Walker's budget bill. Now that the bill has passed, it's an effort to make examples of the senators who supported it.
For Hunt, it's about principle.
"I'm doing it because my senator didn't represent me in Madison," Hunt says. "He left, and I think that is the worst thing that can happen in a legislative democracy. People who choose to leave their post on purpose, just to avoid a vote on a bill -- that's an egregious act that requires citizen reaction."

Why Deficits Do Matter
The Triumph of Crony Capitalism occurred on October 3rd 2008. The event was the enactment of TARP – the single greatest economic policy abomination since the 1930s or perhaps ever.
Like most other quantum leaps in statist intervention, the Wall Street bailout was justified as a last resort exercise in breaking the rules to save the system. In the immortal words of George W. Bush, our most economically befuddled President since FDR, "I’ve abandoned free market principles in order to save the free market system."
Based on the panicked advice of Paulson and Bernanke, of course, the President had the misapprehension that without a bailout "this sucker is going down." Yet 30 months after the fact, evidence that the American economy had been on the edge of a nuclear-style meltdown is nowhere to be found.
In fact, the only real difference with Iraq is that in the campaign against Saddam we found no weapons of mass destruction; by contrast, in the campaign to save the economy we actually used them – or at least their economic equivalent.
Still, the urban legend persists that in September 2008 the payments system was on the cusp of crashing, and that absent the bailouts, companies would have missed payrolls, ATMs would have gone dark and general financial disintegration would have ensued.
But the only thing that even faintly hints of this fiction is the commercial paper market dislocation. Upon examination, however, it is evident that what actually evaporated in this sector was not the cash needed for payrolls, but billions in phony book profits which banks had previously obtained through yield curve arbitrages which were now violently unwinding.

Military personnel would not be subject to a furlough in the event of a government shutdown, according to guidance prepared by the Defense department as a contingency plan. The memo, drafted earlier this month, gives broad overarching guidance to military departments and agencies who would have discretion to determine what activities would and would not be exempted from a shutdown.

COUNTY EXECUTIVE POLLITT ISSUES CALL TO ACTION ON BENNETT MIDDLE SCHOOL CONSTRUCTION FUNDING
Wicomico County Executive Richard M. Pollitt, Jr., announced today that he is forming a special task force to tackle the funding challenges presented in planning the construction of the new Bennett Middle School. The County Council eliminated funding for the project in the Fiscal Year 2012 Capital Improvement Plan.
“This project is too important to the quality of our children’s education and the health of the Bennett Middle School population to allow undue delay,” emphasized Pollitt. “I am, therefore, calling for the immediate assembly of a special task force for the purpose of seeking dynamic, workable solutions to this daunting problem. I propose that I and members of my staff; representatives of the Board of Education and representatives from the County Council meet as soon as possible to develop a plan to keep this critical education project on track.” The executive also commented that, “I appreciate all the hard work done by the School Building Commission to date. I believe the progress accomplished by the Commission represents an excellent place to start our review.”
Pollitt said that he is in the midst of inviting individuals to join the task force and that the first meeting will take place in the near future.
On March 1, 2011, the Wicomico County Council voted to delete $16 Million in the County Executive’s Capital Improvement Plan (C.I.P.) for Fiscal Year 2012 for construction of a new Bennett Middle School.
The demolition of the old Bennett Middle School (B.M.S) and the construction of a new one are regarded as Phase 2 of the overall project that included the opening of the new James M. Bennett High School last September. The land currently occupied by B.M.S. is earmarked for athletic fields for the high school.
Since the March 1st vote, Pollitt has had several meetings with his staff, elected officials and Board of Education leadership to discuss the future of the project. Pollitt has been looking into the feasibility of alternative means of construction financing outside of the traditional selling of bonds.

Narrative: On 10 March 2011 a deputy from the Wicomico County Sheriff’s Office began an investigation into an ongoing incident of Child Abuse that had reportedly been occurring since 2009. Tokyo Electric To Build US Nuclear Plants: The No BS Info On Japan's Disastrous Nuclear Operators
I need to speak to you, not as a reporter, but in my former capacity as lead investigator in several government nuclear plant fraud and racketeering investigations.
I don't know the law in Japan, so I can't tell you if Tokyo Electric Power Co (TEPCO) can plead insanity to the homicides about to happen.
But what will Obama plead? The administration, just months ago, asked Congress to provide a $4 billion loan guarantee for two new nuclear reactors to be built and operated on the Gulf Coast of Texas - by TEPCO and local partners. As if the Gulf hasn't suffered enough. Here are the facts about TEPCO and the industry you haven't heard on CNN:
The failure of emergency systems at Japan's nuclear plants comes as no surprise to those of us who have worked in the field.
Nuclear plants the world over must be certified for what is called "SQ" or "Seismic Qualification." That is, the owners swear that all components are designed for the maximum conceivable shaking event, be it from an earthquake or an exploding Christmas card from al-Qaeda.
The most inexpensive way to meet your SQ is to lie. The industry does it all the time. The government team I worked with caught them once, in 1988, at the Shoreham plant in New York. Correcting the SQ problem at Shoreham would have cost a cool billion, so engineers were told to change the tests from "failed" to "passed."
Nuclear Power Madness
Like every other president since the 1940s, Barack Obama has promoted nuclear power. Now, with reactors melting down in Japan, the official stance is more disconnected from reality than ever.
Political elites are still clinging to the oxymoron of "safe nuclear power." It's up to us - people around the world - to peacefully and insistently shut those plants down.
There is no more techno-advanced country in the world than Japan. Nuclear power is not safe there, and it is not safe anywhere.
As The New York Times reported on Monday, "most of the nuclear plants in the United States share some or all of the risk factors that played a role at Fukushima Daiichi: locations on tsunami-prone coastlines or near earthquake faults, aging plants and backup electrical systems that rely on diesel generators and batteries that could fail in extreme circumstances."
Nuclear power - from uranium mining to fuel fabrication to reactor operations to nuclear waste that will remain deadly for hundreds of thousands of years - is, in fact, a moral crime against future generations.
But syrupy rhetoric has always marinated the nuclear age. From the outset - even as radioactive ashes were still hot in Hiroshima and Nagasaki - top officials in Washington touted atomic energy as redemptive. The split atom, we were to believe, could be an elevating marvel.
President Dwight Eisenhower pledged "to help solve the fearful atomic dilemma" by showing that "the miraculous inventiveness of man shall not be dedicated to his death, but consecrated to his life."
Even after the Three Mile Island accident in 1979 and the Chernobyl disaster in 1986 - and now this catastrophe in Japan - the corporate theologians of nuclear faith have continued to bless their own divine projects.
Japan Braces For Potential Radiation Catastrophe
FUKUSHIMA, Japan (Reuters) - Japan faced potential catastrophe on Tuesday after a quake-crippled nuclear power plant exploded and sent low levels of radiation floating toward Tokyo, prompting some people to flee the capital and others to stock up on essential supplies.
Prime Minister Naoto Kan urged people within 30 km (18 miles) of the facility north of Tokyo to remain indoors and conserve power amid the world's most serious nuclear disaster since the Chernobyl disaster in Ukraine in 1986.

Union Rally By Thousands Against Md. Gov.’s Plan
ANNAPOLIS, Md. (WJZ) — Police shut down streets in Annapolis Monday night as thousands took part in a massive demonstration. Thousands of union state employees took over Annapolis, marching to let legislators know they do not want their benefits—specifically their pensions—to change in this year’s state budget.
In-State Tuition Rate For Illegal Immigrants Passes Md. Senate
Undocumented students cheer vote for tuition bill
A bill providing in-state tuition discounts for illegal immigrants just cleared the Senate on a 27 to 20 vote -- and the issue moves to the House.
A group of students, many of whom identified themselves as in the country illegally, watched the debate and cheered afterward. Many wore graduation gowns to signal their enthusiasm for education.
A group of students, many of whom identified themselves as in the country illegally, watched the debate and cheered afterward. Many wore graduation gowns to signal their enthusiasm for education.
The bill requires that illegal immigrants live and work in Maryland for three years before they qualify for lower tuition at state colleges and universities. It is a higher bar than legal citizens who move here from out of state.
The House is set to hold a hearing on the bill next week, though it is unclear if the body will vote on the measure before session is out. Some believe it will share the same fate as same sex marriage, which passed in the upper chamber only to be shelved in the House.

Lawmakers On Governor's Parole Authority -- Use It Or Lose It
By Julie Bykowicz, The Sun (Baltimore)While Gov. Martin O'Malley has the authority to release a convict serving a life sentence, he has never used it. Now, lawmakers are considering whether to take it away from him.
Let All Maryland Students Dream
By Staff, The Washington PostThe dispiriting national debate over immigration has departed Washington for the time being and alighted mostly in state capitals. In many of them, Republicans have led a charge — mostly unsuccessful — to enact Arizona-style enforcement crackdowns based on the whimsical idea that undocumented immigrants can be rounded up by authorities or hounded into leaving.
Benefit Dance For Ellyn Dickson
Salisbury Elks Lodge #817
Friday, April 1, 2011 from 7:00-10:00 PM
Ellyn Dickson was only in her late 30’s when she was first diagnosed with cervical cancer. After a brave fight with surgery, chemotherapy, and radiation, she was declared to be in remission. This fall, Ellyn and her family joyously celebrated the 3 year mark for being cancer free; however, just weeks later, Ellyn unexpectedly had to return to the doctor due to unexplained back pain. It was then that she learned that the cancer had returned and she was diagnosed with stage 4 cervical cancer.
In December, Ellyn had 5 Cyberknife Radiation treatments. She landed in the hospital on Christmas Eve for 5 days with severe pain and an infection. She began chemotherapy and it wasn’t long until she started the emotional process of losing her hair. She felt good though, and looked even better! Then more pain settled in and she was ambulanced to Beebe Medical Center. Here she was told that the tumor was not responding to the radiation and chemotherapy treatments. She is not progressing like they had hoped, as the tumor is surrounding many organs causing other complications.
Ellyn Dickson has always been known for her willingness to help others and her generous contributions to the school and community. She is well known within the Elk’s swimming community as a volunteer, Chairperson for the swim committee, and even became certified as an official when the team needed help. She is an outgoing person and always willing to lend a hand. Her illnesses have been particularly difficult because Ellyn likes to be the one giving the help and is not comfortable in her role as receiver. However, at this critical time, Ellyn and her family need our help.
Ellyn’s husband, David, has just taken a job with Mountaire which has been a blessing for the family. Ellyn is a contractual Occupational Therapist with the Board of Education and is unable to work due to her illness; therefore she is not receiving an income. David’s new job has been an answer to their prayers, although they are still trying to manage with just one income. Thanks to the help of family and friends, their children, John Logan (7th grade) and Kaylee (5th grade), were able to have a wonderful Christmas and Ellyn was able to purchase a wig.
A Dance Fundraiser at the Elk’s Lodge in Salisbury will be held in Ellyn’s honor. The funds from this event will be placed in an account for Ellyn’s family. It will be put towards living expenses, child care for her children when Ellyn is not able to be there, and for future medical treatments. She and her family are investigating other treatment options, but they are not local and therefore will require additional funds. The hope is to help with travel expenses, medical costs, etc. utilizing the funds raised by the dance and auction.

Chickenwhat?
I am surprised you have gone all day and not offered your opinion on how monumentally horrible the "Chickenstock" lineup is, especially considering the hype preceeding the news conference.
And that is before you get to the price of admission.
Are they trying to purposely keep teenagers (and anyone under 40) away from this thing?
Wicomico Tourism never made contact with Salisbury News referencing this matter. In fact, this is all the press this event will get from Salisbury News. I'll bury it in the early morning posts and that will be the end of it.
A Letter To The Editor
Joe,
First off, let me tell you how much I enjoy your blog. I look forward to reading it every day. As one originally from Delmar, I like to keep in touch with the events and happenings of the Shore.
As to Japan, while I know and am thankful that America steps in and provides aid and assistance during tragic events around the world, while doesn't America also help America? Do you think for once that our president or politicians every once look to the nations we assistance and ask for a reduction in the American debt for such assistance? Currently we have at least two carriers and 50,000 troops currently stationed in Japan assisting in the rescue efforts. Currently, we are footing the bill, and why?
After reading your story today about the increased radiation levels found on returning service men, shouldn't we also consider compensation for increased medical care that may be required, both now and in the future? Especially in light of the constant battle here at home on the President's health care package.
I don't mean to sound cold or mean-spirited, but I also think we need to do what is also best for this county, and since everything comes at a price, at what point do the American taxpayer get a brake and assisted nations start paying their way.
Thanks for listening.

TROOPER SAVES NEWBORN ON ROADSIDE THIS MORNING
(PASADENA, MD) – A Maryland state trooper on his way to work this morning thought he was stopping to help a disabled motorist, but ended up possibly saving the life of the baby girl who had just been born in the back seat of the car.
Sergeant Daniel McLain was traveling westbound on Rt. 100 near Rt. 10 at about 7:45 a.m. today, when he noticed what he thought was a disabled vehicle on the shoulder of the highway. Sgt. McLain saw a man outside the vehicle and detected a look of panic and distress not normally seen, even on the faces of disabled motorists.
When Sgt. McLain approached the car, he saw a woman in the back seat who had just given birth to a baby. The trooper saw the baby was blue and was still attached to the umbilical cord.
Without hesitation, Sgt. McLain immediately began cardio-pulmonary resuscitation on the newborn. The baby responded to the CPR and began breathing. She soon returned to a healthy pink color and was transported by ambulance, along with her mother, to the Baltimore Washington Medical Center. Both are reportedly doing well.
Sgt. McLain is a 20-year-veteran of the Maryland State Police. He is assigned to the Quartermaster Division in Jessup. Sgt. McClain is the proud father of four children.
